面(mian)對(dui)全(quan)(quan)國(guo)鋼鐵(tie)行業(ye)普遍遇到的嚴重(zhong)困難(nan),昆明(ming)鋼鐵(tie)控(kong)股有限公司全(quan)(quan)面(mian)認識(shi)新常(chang)態,積(ji)極(ji)開展供給側結(jie)構性改革、加大(da)企業(ye)內部資產重(zhong)組整合(he)和深化三項制(zhi)度改革工作,重(zhong)創新、保生存、謀發展,今年一季(ji)度產品產量逐月增長,經(jing)營效果逐步改善,實現合(he)并報表利(li)潤4949萬元,努力(li)實現了減虧控(kong)虧和穩定運(yun)行目標。

一、著力實施“三(san)個調整、兩(liang)個推進、三(san)個加強(qiang)”,積極(ji)深化供給側結構(gou)性改(gai)革

為有(you)效(xiao)應對(dui)鋼鐵(tie)主業(ye)(ye)(ye)經(jing)(jing)營(ying)(ying)虧損巨(ju)大(da)、資金極度(du)緊張、勞動生(sheng)(sheng)產(chan)(chan)率低等制約(yue)企(qi)業(ye)(ye)(ye)持(chi)續發(fa)(fa)展的(de)(de)嚴峻市場(chang)挑戰,公司(si)深入調(diao)(diao)查研究,結(jie)合行(xing)(xing)業(ye)(ye)(ye)發(fa)(fa)展趨勢和(he)(he)昆(kun)鋼實際(ji),認真(zhen)細化(hua)落實“去產(chan)(chan)能、去庫存、去杠桿、降(jiang)成本、補短板”措(cuo)施(shi),著力(li)(li)實施(shi)“三(san)個調(diao)(diao)整(zheng)、兩個推(tui)進(jin)(jin)、三(san)個加強(qiang)(qiang)”改(gai)革思路,推(tui)進(jin)(jin)供(gong)給側(ce)結(jie)構性(xing)改(gai)革調(diao)(diao)整(zheng)。“三(san)個調(diao)(diao)整(zheng)”即調(diao)(diao)整(zheng)生(sheng)(sheng)產(chan)(chan)組(zu)(zu)織(zhi)(zhi)結(jie)構,以最(zui)經(jing)(jing)濟的(de)(de)模式組(zu)(zu)織(zhi)(zhi)生(sheng)(sheng)產(chan)(chan);調(diao)(diao)整(zheng)生(sheng)(sheng)產(chan)(chan)組(zu)(zu)織(zhi)(zhi)方(fang)式,以最(zui)高(gao)(gao)效(xiao)的(de)(de)方(fang)式組(zu)(zu)織(zhi)(zhi)生(sheng)(sheng)產(chan)(chan)經(jing)(jing)營(ying)(ying);調(diao)(diao)整(zheng)資產(chan)(chan)負(fu)債結(jie)構,以最(zui)優的(de)(de)負(fu)債結(jie)構為生(sheng)(sheng)產(chan)(chan)經(jing)(jing)營(ying)(ying)提供(gong)保證基(ji)礎;“兩個推(tui)進(jin)(jin)”即推(tui)進(jin)(jin)工業(ye)(ye)(ye)化(hua)與(yu)信(xin)息化(hua)融合,推(tui)進(jin)(jin)發(fa)(fa)展“互聯網+”;“三(san)個加強(qiang)(qiang)”即加強(qiang)(qiang)產(chan)(chan)品營(ying)(ying)銷(xiao)(xiao)和(he)(he)企(qi)業(ye)(ye)(ye)經(jing)(jing)營(ying)(ying);加強(qiang)(qiang)產(chan)(chan)品升級和(he)(he)產(chan)(chan)業(ye)(ye)(ye)鏈延伸,在(zai)流通環(huan)節積極提供(gong)定制化(hua)加工服(fu)務(wu),推(tui)動抗震鋼構民居標準化(hua)生(sheng)(sheng)產(chan)(chan)和(he)(he)安(an)裝,加快電梯、立(li)體(ti)車庫等用鋼產(chan)(chan)業(ye)(ye)(ye)發(fa)(fa)展;加強(qiang)(qiang)以現(xian)(xian)場(chang)管理和(he)(he)設(she)備管理為重點的(de)(de)基(ji)礎管理。集中(zhong)力(li)(li)量(liang)組(zu)(zu)織(zhi)(zhi)4座(zuo)1000立(li)方(fang)米以上(shang)大(da)高(gao)(gao)爐的(de)(de)穩定高(gao)(gao)效(xiao)安(an)全(quan)運(yun)行(xing)(xing)生(sheng)(sheng)產(chan)(chan),關停7座(zuo)450—1000立(li)方(fang)米以下高(gao)(gao)爐,壓(ya)縮鋼鐵(tie)產(chan)(chan)能近300萬(wan)(wan)(wan)噸(dun)(dun)(dun),減(jian)少(shao)污(wu)染物排放40%以上(shang);堅持(chi)問(wen)題導向,早調(diao)(diao)會從行(xing)(xing)政調(diao)(diao)度(du)向專家診療(liao)轉變,及時對(dui)接協調(diao)(diao)解(jie)決基(ji)層一線(xian)問(wen)題,充分(fen)發(fa)(fa)揮先進(jin)(jin)裝備優勢和(he)(he)精益生(sheng)(sheng)產(chan)(chan)組(zu)(zu)織(zhi)(zhi)優勢,整(zheng)體(ti)提升技術經(jing)(jing)濟指標,4座(zuo)大(da)高(gao)(gao)爐日均產(chan)(chan)量(liang)達19000多噸(dun)(dun)(dun),運(yun)行(xing)(xing)效(xiao)果(guo)接近原來11座(zuo)高(gao)(gao)爐。今年(nian)一季(ji)度(du),武昆(kun)股份公司(si)鋼鐵(tie)產(chan)(chan)量(liang)保持(chi)了(le)去年(nian)同(tong)(tong)期(qi)的(de)(de)生(sheng)(sheng)產(chan)(chan)水平,鋼材(cai)產(chan)(chan)量(liang)同(tong)(tong)比增長(chang)(chang)(chang)4.6萬(wan)(wan)(wan)噸(dun)(dun)(dun);銷(xiao)(xiao)售(shou)156.87萬(wan)(wan)(wan)噸(dun)(dun)(dun),同(tong)(tong)比增長(chang)(chang)(chang)23.4%;經(jing)(jing)營(ying)(ying)虧損得到有(you)效(xiao)控制,實現(xian)(xian)利(li)(li)潤-5048萬(wan)(wan)(wan)元,同(tong)(tong)比月(yue)均減(jian)虧1.5億元。同(tong)(tong)時,充分(fen)發(fa)(fa)揮云南水泥建材(cai)集團(tuan)與(yu)華潤水泥戰略重組(zu)(zu)的(de)(de)協同(tong)(tong)效(xiao)應,公司(si)資產(chan)(chan)負(fu)債率從重組(zu)(zu)前(qian)的(de)(de)72%下降(jiang)到52.5%,經(jing)(jing)營(ying)(ying)流動性(xing)明顯改(gai)善,償還股東借款32.7億元,一季(ji)度(du)減(jian)少(shao)財務(wu)費用支出2472萬(wan)(wan)(wan)元,生(sheng)(sheng)產(chan)(chan)水泥404萬(wan)(wan)(wan)噸(dun)(dun)(dun),銷(xiao)(xiao)售(shou)359萬(wan)(wan)(wan)噸(dun)(dun)(dun),同(tong)(tong)比分(fen)別(bie)增長(chang)(chang)(chang)36.69、40.35%,其中(zhong)3月(yue)份生(sheng)(sheng)產(chan)(chan)171萬(wan)(wan)(wan)噸(dun)(dun)(dun),銷(xiao)(xiao)售(shou)160萬(wan)(wan)(wan)噸(dun)(dun)(dun),同(tong)(tong)比分(fen)別(bie)增長(chang)(chang)(chang)71.78%、78.98%,創歷史(shi)最(zui)好水平,實現(xian)(xian)利(li)(li)潤-814萬(wan)(wan)(wan)元,比上(shang)年(nian)月(yue)平均減(jian)少(shao)虧損1165.47萬(wan)(wan)(wan)元。

二、積極實施內部資(zi)產和業務重組整合(he),提高資(zi)產運(yun)營效(xiao)率和轉型升級(ji)水平

結(jie)合(he)(he)現(xian)有(you)(you)產(chan)(chan)(chan)業(ye)(ye)(ye)(ye)(ye)(ye)布局,細化(hua)落實(shi)《昆(kun)明(ming)鋼(gang)(gang)鐵控股(gu)(gu)有(you)(you)限(xian)(xian)(xian)(xian)公(gong)(gong)(gong)(gong)(gong)(gong)司(si)(si)(si)關于全面深化(hua)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)改革意見》和(he)(he)(he)(he)《“十三(san)五”發(fa)(fa)展(zhan)(zhan)規劃綱要》,制定內(nei)部資(zi)(zi)(zi)(zi)(zi)產(chan)(chan)(chan)重組整(zheng)(zheng)合(he)(he)實(shi)施方案,對(dui)公(gong)(gong)(gong)(gong)(gong)(gong)司(si)(si)(si)78個子(zi)(分)公(gong)(gong)(gong)(gong)(gong)(gong)司(si)(si)(si)223億元(yuan)資(zi)(zi)(zi)(zi)(zi)產(chan)(chan)(chan)進行(xing)(xing)資(zi)(zi)(zi)(zi)(zi)產(chan)(chan)(chan)業(ye)(ye)(ye)(ye)(ye)(ye)務(wu)(wu)分拆重組整(zheng)(zheng)合(he)(he),設(she)立產(chan)(chan)(chan)業(ye)(ye)(ye)(ye)(ye)(ye)化(hua)集(ji)(ji)(ji)團公(gong)(gong)(gong)(gong)(gong)(gong)司(si)(si)(si)8個,理(li)順管(guan)理(li)關系,調(diao)整(zheng)(zheng)產(chan)(chan)(chan)業(ye)(ye)(ye)(ye)(ye)(ye)結(jie)構,優(you)化(hua)資(zi)(zi)(zi)(zi)(zi)源(yuan)配置,改善運營(ying)效(xiao)率,擬(ni)引入(ru)戰略投(tou)(tou)資(zi)(zi)(zi)(zi)(zi)者,推(tui)(tui)進資(zi)(zi)(zi)(zi)(zi)產(chan)(chan)(chan)證(zheng)(zheng)券(quan)化(hua),促(cu)進企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)轉(zhuan)型(xing)(xing)升級(ji)(ji)發(fa)(fa)展(zhan)(zhan)。其中,設(she)立資(zi)(zi)(zi)(zi)(zi)產(chan)(chan)(chan)經(jing)(jing)營(ying)管(guan)理(li)公(gong)(gong)(gong)(gong)(gong)(gong)司(si)(si)(si),對(dui)十多(duo)(duo)處低效(xiao)或(huo)無效(xiao)資(zi)(zi)(zi)(zi)(zi)產(chan)(chan)(chan)統(tong)(tong)一(yi)(yi)進行(xing)(xing)經(jing)(jing)營(ying)管(guan)理(li)和(he)(he)(he)(he)盤活(huo);整(zheng)(zheng)合(he)(he)產(chan)(chan)(chan)業(ye)(ye)(ye)(ye)(ye)(ye)投(tou)(tou)資(zi)(zi)(zi)(zi)(zi)、信貸金(jin)融、民間資(zi)(zi)(zi)(zi)(zi)本管(guan)理(li)、經(jing)(jing)貿(mao)等9家(jia)(jia)(jia)(jia)公(gong)(gong)(gong)(gong)(gong)(gong)司(si)(si)(si)資(zi)(zi)(zi)(zi)(zi)產(chan)(chan)(chan),設(she)立金(jin)融控股(gu)(gu)集(ji)(ji)(ji)團有(you)(you)限(xian)(xian)(xian)(xian)公(gong)(gong)(gong)(gong)(gong)(gong)司(si)(si)(si),做(zuo)優(you)做(zuo)強產(chan)(chan)(chan)融和(he)(he)(he)(he)貿(mao)易產(chan)(chan)(chan)業(ye)(ye)(ye)(ye)(ye)(ye),并統(tong)(tong)一(yi)(yi)管(guan)理(li)10家(jia)(jia)(jia)(jia)銀行(xing)(xing)和(he)(he)(he)(he)新(xin)興(xing)產(chan)(chan)(chan)業(ye)(ye)(ye)(ye)(ye)(ye)投(tou)(tou)資(zi)(zi)(zi)(zi)(zi)參(can)股(gu)(gu)股(gu)(gu)權(quan),未來公(gong)(gong)(gong)(gong)(gong)(gong)司(si)(si)(si)上(shang)(shang)市后(hou)爭(zheng)取達到200億元(yuan)市值;整(zheng)(zheng)合(he)(he)環(huan)保(bao)(bao)、水凈化(hua)、能源(yuan)科技(ji)等7個公(gong)(gong)(gong)(gong)(gong)(gong)司(si)(si)(si)的(de)資(zi)(zi)(zi)(zi)(zi)產(chan)(chan)(chan),設(she)立天朗節(jie)能環(huan)保(bao)(bao)集(ji)(ji)(ji)團有(you)(you)限(xian)(xian)(xian)(xian)公(gong)(gong)(gong)(gong)(gong)(gong)司(si)(si)(si),擬(ni)以國家(jia)(jia)(jia)(jia)加大節(jie)能環(huan)保(bao)(bao)產(chan)(chan)(chan)業(ye)(ye)(ye)(ye)(ye)(ye)發(fa)(fa)展(zhan)(zhan)政(zheng)(zheng)(zheng)策(ce)為契機,聚合(he)(he)昆(kun)鋼(gang)(gang)相關產(chan)(chan)(chan)業(ye)(ye)(ye)(ye)(ye)(ye)基(ji)礎(chu)(chu)資(zi)(zi)(zi)(zi)(zi)源(yuan),培育節(jie)能環(huan)保(bao)(bao)產(chan)(chan)(chan)業(ye)(ye)(ye)(ye)(ye)(ye),最終(zhong)爭(zheng)取主板上(shang)(shang)市;整(zheng)(zheng)合(he)(he)鈦業(ye)(ye)(ye)(ye)(ye)(ye)、鋼(gang)(gang)制品、復合(he)(he)材(cai)料(liao)(liao)、耐磨科技(ji)、粉末冶金(jin)、石頭紙(zhi)等7家(jia)(jia)(jia)(jia)公(gong)(gong)(gong)(gong)(gong)(gong)司(si)(si)(si)資(zi)(zi)(zi)(zi)(zi)產(chan)(chan)(chan),組建(jian)新(xin)材(cai)料(liao)(liao)集(ji)(ji)(ji)團有(you)(you)限(xian)(xian)(xian)(xian)公(gong)(gong)(gong)(gong)(gong)(gong)司(si)(si)(si),擬(ni)提(ti)高(gao)(gao)新(xin)材(cai)料(liao)(liao)產(chan)(chan)(chan)業(ye)(ye)(ye)(ye)(ye)(ye)市場競(jing)爭(zheng)力(li)(li)和(he)(he)(he)(he)帶動力(li)(li),打(da)造(zao)新(xin)型(xing)(xing)化(hua)、集(ji)(ji)(ji)群化(hua)、中高(gao)(gao)端新(xin)材(cai)料(liao)(liao)產(chan)(chan)(chan)業(ye)(ye)(ye)(ye)(ye)(ye)集(ji)(ji)(ji)團;整(zheng)(zheng)合(he)(he)后(hou)勤服務(wu)(wu)、民生(sheng)產(chan)(chan)(chan)業(ye)(ye)(ye)(ye)(ye)(ye)等8家(jia)(jia)(jia)(jia)公(gong)(gong)(gong)(gong)(gong)(gong)司(si)(si)(si)資(zi)(zi)(zi)(zi)(zi)產(chan)(chan)(chan),重組華云實(shi)業(ye)(ye)(ye)(ye)(ye)(ye)集(ji)(ji)(ji)團,以服務(wu)(wu)生(sheng)產(chan)(chan)(chan)和(he)(he)(he)(he)民生(sheng)產(chan)(chan)(chan)業(ye)(ye)(ye)(ye)(ye)(ye)發(fa)(fa)展(zhan)(zhan)為依(yi)托(tuo),圍(wei)繞(rao)資(zi)(zi)(zi)(zi)(zi)源(yuan)綜(zong)合(he)(he)利用(yong)、生(sheng)活(huo)服務(wu)(wu)、綠色(se)種養(yang)殖(zhi)、物業(ye)(ye)(ye)(ye)(ye)(ye)管(guan)理(li)、保(bao)(bao)安業(ye)(ye)(ye)(ye)(ye)(ye)務(wu)(wu)等產(chan)(chan)(chan)業(ye)(ye)(ye)(ye)(ye)(ye),推(tui)(tui)進發(fa)(fa)展(zhan)(zhan)社(she)會服務(wu)(wu)業(ye)(ye)(ye)(ye)(ye)(ye);整(zheng)(zheng)合(he)(he)酒店旅(lv)(lv)游、文化(hua)創意、通(tong)航等7家(jia)(jia)(jia)(jia)公(gong)(gong)(gong)(gong)(gong)(gong)司(si)(si)(si)資(zi)(zi)(zi)(zi)(zi)產(chan)(chan)(chan),組建(jian)文化(hua)旅(lv)(lv)游集(ji)(ji)(ji)團有(you)(you)限(xian)(xian)(xian)(xian)公(gong)(gong)(gong)(gong)(gong)(gong)司(si)(si)(si),以服務(wu)(wu)民生(sheng)、服務(wu)(wu)社(she)會、專業(ye)(ye)(ye)(ye)(ye)(ye)運營(ying)為方向(xiang),發(fa)(fa)揮昆(kun)鋼(gang)(gang)現(xian)有(you)(you)的(de)旅(lv)(lv)游酒店產(chan)(chan)(chan)業(ye)(ye)(ye)(ye)(ye)(ye)布局、文化(hua)創意、通(tong)用(yong)航空(kong)等基(ji)礎(chu)(chu)優(you)勢,進一(yi)(yi)步擴大社(she)會服務(wu)(wu)類產(chan)(chan)(chan)業( 三、深(shen)化企業內(nei)部(bu)三項制度(du)改革,大力推進人事用(yong)工分配市場化機制的建立(li)

一(yi)是深(shen)(shen)化(hua)干部(bu)人(ren)(ren)事(shi)(shi)制(zhi)度(du)改(gai)革,落實(shi)(shi)(shi)(shi)(shi)干部(bu)標(biao)準和“三嚴(yan)三實(shi)(shi)(shi)(shi)(shi),根據公司(si)產業(ye)發展、管(guan)控模式(shi)、生產組織機(ji)構和方式(shi)調(diao)整,實(shi)(shi)(shi)(shi)(shi)現中層管(guan)理(li)人(ren)(ren)員(yuan)總量控制(zhi)、結構優(you)(you)化(hua)、素質提(ti)升、能力增(zeng)(zeng)強(qiang)。對嚴(yan)重違規(gui)違紀(ji)的(de)管(guan)理(li)人(ren)(ren)員(yuan)問責處理(li),退(tui)出(chu)(chu)崗位(wei)。加強(qiang)任期管(guan)理(li),年(nian)按照不(bu)低于2%的(de)比例淘汰。出(chu)(chu)臺(tai)管(guan)理(li)人(ren)(ren)員(yuan)到(dao)規(gui)定年(nian)齡退(tui)出(chu)(chu)機(ji)制(zhi),27名中層管(guan)理(li)人(ren)(ren)員(yuan)退(tui)出(chu)(chu)了領導崗位(wei)。二是深(shen)(shen)化(hua)勞動(dong)用(yong)(yong)工(gong)(gong)制(zhi)度(du)改(gai)革,推進落實(shi)(shi)(shi)(shi)(shi)規(gui)范(fan)用(yong)(yong)工(gong)(gong)、勞動(dong)組織和人(ren)(ren)員(yuan)優(you)(you)化(hua)配(pei)置工(gong)(gong)作,清(qing)理(li)勞務(wu)派遣協議和業(ye)務(wu)外包協議,回(hui)收(shou)業(ye)務(wu),將崗位(wei)提(ti)供富余(yu)人(ren)(ren)員(yuan),實(shi)(shi)(shi)(shi)(shi)現“自(zi)己的(de)事(shi)(shi)自(zi)己干”。積極(ji)支持幫助(zhu)自(zi)主創業(ye)。截止3月(yue)末(mo),通(tong)過(guo)清(qing)退(tui)勞務(wu)工(gong)(gong)和功能外包安置鋼鐵主業(ye)員(yuan)工(gong)(gong)351人(ren)(ren),減(jian)少(shao)勞務(wu)派遣人(ren)(ren)員(yuan)2088人(ren)(ren),減(jian)少(shao)返(fan)聘142人(ren)(ren),減(jian)少(shao)費(fei)用(yong)(yong)497萬元(yuan)。 三是深(shen)(shen)化(hua)分配(pei)制(zhi)度(du)改(gai)革,建立適應集團管(guan)控模式(shi)下多元(yuan)化(hua)發展的(de)薪酬分配(pei)制(zhi)度(du),逐(zhu)級(ji)開展工(gong)(gong)資總額(e)預(yu)算管(guan)理(li),強(qiang)化(hua)中層人(ren)(ren)員(yuan)業(ye)績(ji)評(ping)價(jia)和管(guan)理(li)評(ping)價(jia),激勵(li)核心骨干人(ren)(ren)才和一(yi)線員(yuan)工(gong)(gong)收(shou)入(ru)實(shi)(shi)(shi)(shi)(shi)現穩步、有序、合理(li)增(zeng)(zeng)長。今年(nian)一(yi)季度(du),昆鋼支付工(gong)(gong)資總額(e)26489萬元(yuan),人(ren)(ren)均4774元(yuan),同比增(zeng)(zeng)加148元(yuan)。
