山(shan)東(dong)能源(yuan)淄礦集(ji)團把控員提效作(zuo)為挖潛降(jiang)本的重要(yao)措施長抓不(bu)懈,立(li)足(zu)“精用工”鞏固競爭力(li)。
一是推(tui)進機(ji)關(guan)機(ji)構(gou)改革(ge)。嚴格(ge)機(ji)關(guan)定(ding)編定(ding)員(yuan),壓減機(ji)構(gou)設置(zhi),進一步(bu)優(you)化(hua)業務流程(cheng)和人員(yuan)配置(zhi),建(jian)立縱向扁平化(hua)、橫向板(ban)塊化(hua)的管理(li)機(ji)構(gou)。從制度層面理(li)順完(wan)善科室職(zhi)能,決不(bu)因機(ji)關(guan)改革(ge)削(xue)弱、影響生產經營(ying)和改革(ge)發展。
二是(shi)做(zuo)好用(yong)工(gong)存(cun)量優化(hua)。深入開展“兩規(gui)范(fan)兩清(qing)(qing)(qing)理(li)(li)”活動(dong),對于違(wei)反(fan)勞(lao)動(dong)紀律的人(ren)(ren)員(yuan),按(an)照《勞(lao)動(dong)合(he)同法》和《員(yuan)工(gong)獎懲辦法》的規(gui)定(ding)進(jin)行規(gui)范(fan)清(qing)(qing)(qing)理(li)(li)。按(an)照“十個嚴控(kong)十個一律”要求,清(qing)(qing)(qing)理(li)(li)規(gui)范(fan)非在冊用(yong)工(gong)。堅持“區別對待、分類推進(jin)、以內換外”的原則,詳細排定(ding)清(qing)(qing)(qing)理(li)(li)計(ji)劃,所(suo)有地(di)面(mian)不(bu)必要非在冊用(yong)工(gong)逐(zhu)步(bu)清(qing)(qing)(qing)理(li)(li)到位。對規(gui)范(fan)清(qing)(qing)(qing)理(li)(li)后產(chan)生的用(yong)工(gong)缺口,通(tong)過內部(bu)人(ren)(ren)力(li)資源市場(chang)進(jin)行調劑配置。
三(san)是嚴(yan)格(ge)控制用(yong)(yong)工增(zeng)量關口。制定(ding)完善招用(yong)(yong)工管理權(quan)限,把(ba)好用(yong)(yong)工入口關,嚴(yan)禁自行(xing)新招各種(zhong)形(xing)式用(yong)(yong)工;新建項目進(jin)行(xing)招用(yong)(yong)工時(shi),優先使(shi)用(yong)(yong)內部單位(wei)分流轉移人(ren)員(yuan),杜(du)絕以任(ren)(ren)何理由突破(po)定(ding)編(bian)定(ding)員(yuan),對(dui)違(wei)反規(gui)定(ding)的嚴(yan)肅(su)追(zhui)究主要(yao)負(fu)責人(ren)和部門負(fu)責人(ren)的責任(ren)(ren)。落實(shi)省內外單位(wei)勞動定(ding)額定(ding)員(yuan)的測定(ding),進(jin)一(yi)步(bu)規(gui)范用(yong)(yong)工管理。
