為貫徹落實山(shan)西(xi)(xi)焦(jiao)煤集(ji)團公司年初職代會和工(gong)作會的要求,進一步(bu)加強人(ren)力(li)(li)資源(yuan)管理工(gong)作,實現人(ren)力(li)(li)資源(yuan)管理的規范化(hua)、信息(xi)化(hua)、科學化(hua),提升人(ren)力(li)(li)資源(yuan)業務的分析與管控能力(li)(li),近日,山(shan)西(xi)(xi)焦(jiao)煤集(ji)團公司下發專門通知(zhi),推進人(ren)力(li)(li)資源(yuan)信息(xi)系統建設工(gong)作。
山(shan)西焦煤集團公(gong)司人(ren)(ren)(ren)力(li)(li)資(zi)(zi)(zi)源(yuan)(yuan)信(xin)(xin)息(xi)(xi)系(xi)(xi)統(tong)(tong)建設采用(yong)“統(tong)(tong)一(yi)規劃(hua)、統(tong)(tong)一(yi)建設、集中(zhong)部署、多級應用(yong)”的模(mo)式。總(zong)體目(mu)標是實(shi)施(shi)人(ren)(ren)(ren)力(li)(li)資(zi)(zi)(zi)源(yuan)(yuan)信(xin)(xin)息(xi)(xi)系(xi)(xi)統(tong)(tong),規劃(hua)人(ren)(ren)(ren)力(li)(li)資(zi)(zi)(zi)源(yuan)(yuan)數(shu)據(ju)標準,優化人(ren)(ren)(ren)力(li)(li)資(zi)(zi)(zi)源(yuan)(yuan)業務(wu)管(guan)(guan)(guan)理(li)流程,支撐(cheng)(cheng)人(ren)(ren)(ren)力(li)(li)資(zi)(zi)(zi)源(yuan)(yuan)信(xin)(xin)息(xi)(xi)分析利用(yong),打造山(shan)西焦煤集團公(gong)司統(tong)(tong)一(yi)的人(ren)(ren)(ren)力(li)(li)資(zi)(zi)(zi)源(yuan)(yuan)管(guan)(guan)(guan)理(li)信(xin)(xin)息(xi)(xi)平臺,實(shi)現人(ren)(ren)(ren)力(li)(li)資(zi)(zi)(zi)源(yuan)(yuan)戰略(lve)(lve)管(guan)(guan)(guan)控定位,提(ti)升人(ren)(ren)(ren)力(li)(li)資(zi)(zi)(zi)源(yuan)(yuan)管(guan)(guan)(guan)理(li)的信(xin)(xin)息(xi)(xi)化水平。具(ju)體目(mu)標是規范基礎數(shu)據(ju)管(guan)(guan)(guan)理(li)和主要業務(wu)流程,建立統(tong)(tong)一(yi)的人(ren)(ren)(ren)力(li)(li)資(zi)(zi)(zi)源(yuan)(yuan)數(shu)據(ju)庫,為(wei)戰略(lve)(lve)管(guan)(guan)(guan)控提(ti)供信(xin)(xin)息(xi)(xi)化支撐(cheng)(cheng),實(shi)現同主要關(guan)聯業務(wu)信(xin)(xin)息(xi)(xi)系(xi)(xi)統(tong)(tong)的集成。實(shi)施(shi)內容包(bao)(bao)括(kuo)軟件系(xi)(xi)統(tong)(tong)平臺、硬件系(xi)(xi)統(tong)(tong)平臺及共用(yong)業務(wu)功能(neng)模(mo)塊(kuai)三方面,其(qi)中(zhong),共用(yong)業務(wu)功能(neng)模(mo)塊(kuai)包(bao)(bao)括(kuo)組織(zhi)機構管(guan)(guan)(guan)理(li)、員工信(xin)(xin)息(xi)(xi)管(guan)(guan)(guan)理(li)、崗(gang)位管(guan)(guan)(guan)理(li)、人(ren)(ren)(ren)事管(guan)(guan)(guan)理(li)、干部管(guan)(guan)(guan)理(li)、勞(lao)動(dong)合(he)同管(guan)(guan)(guan)理(li)、職業技能(neng)鑒定、薪資(zi)(zi)(zi)管(guan)(guan)(guan)理(li)、培訓管(guan)(guan)(guan)理(li)、保險管(guan)(guan)(guan)理(li)、統(tong)(tong)計報(bao)表、人(ren)(ren)(ren)力(li)(li)資(zi)(zi)(zi)源(yuan)(yuan)門戶、系(xi)(xi)統(tong)(tong)維護。實(shi)施(shi)計劃(hua)分為(wei)業務(wu)藍圖設計、系(xi)(xi)統(tong)(tong)平臺搭建、業務(wu)實(shi)施(shi)與(yu)推(tui)廣、系(xi)(xi)統(tong)(tong)試(shi)運(yun)行(xing)、系(xi)(xi)統(tong)(tong)驗收(shou)與(yu)穩定運(yun)行(xing)五個(ge)階段(duan)。
山西焦煤(mei)集團公司成立人力資源信息(xi)系統實施(shi)領(ling)(ling)導小(xiao)組,并(bing)下設辦(ban)公室,明確了(le)各部門職責(ze)和任(ren)務,要(yao)求各單位也要(yao)相應成立項目實施(shi)領(ling)(ling)導小(xiao)組,具體負責(ze)本單位人力資源信息(xi)系統的(de)實施(shi)工作。
山(shan)西焦煤(mei)集團(tuan)公司(si)要求(qiu)(qiu),各(ge)單位(wei)要統一思想(xiang),提高認(ren)識,統籌規(gui)劃,精心安(an)排,確保按(an)照規(gui)劃時間完(wan)成項(xiang)(xiang)(xiang)目(mu)(mu)(mu)(mu)建(jian)設(she)(she)。要加強項(xiang)(xiang)(xiang)目(mu)(mu)(mu)(mu)建(jian)設(she)(she)考核,將人力資源信息(xi)系統項(xiang)(xiang)(xiang)目(mu)(mu)(mu)(mu)建(jian)設(she)(she)工作(zuo)(zuo)納入各(ge)單位(wei)負責人年度經營業績考核,將項(xiang)(xiang)(xiang)目(mu)(mu)(mu)(mu)建(jian)設(she)(she)工作(zuo)(zuo)層層分(fen)解(jie)落實,納入本單位(wei)考核體系和年度工作(zuo)(zuo)目(mu)(mu)(mu)(mu)標。要建(jian)立定期協(xie)調(diao)溝通機(ji)制(zhi),定期召開項(xiang)(xiang)(xiang)目(mu)(mu)(mu)(mu)建(jian)設(she)(she)協(xie)調(diao)會,通報項(xiang)(xiang)(xiang)目(mu)(mu)(mu)(mu)建(jian)設(she)(she)進度,研究解(jie)決(jue)項(xiang)(xiang)(xiang)目(mu)(mu)(mu)(mu)建(jian)設(she)(she)存(cun)在問(wen)題(ti),安(an)排部署下一步工作(zuo)(zuo)計劃,對項(xiang)(xiang)(xiang)目(mu)(mu)(mu)(mu)建(jian)設(she)(she)過程中發現的問(wen)題(ti)要及(ji)時反饋,尋(xun)求(qiu)(qiu)解(jie)決(jue)方案,保障項(xiang)(xiang)(xiang)目(mu)(mu)(mu)(mu)建(jian)設(she)(she)順利推進。
