2015年以來,山東能源淄礦(kuang)集(ji)團(tuan)岱(dai)莊礦(kuang)牢牢把握(wo)改革激(ji)發活力、創新(xin)推動發展的關鍵所在,礦(kuang)井內生(sheng)發展動力不斷增(zeng)強。
一是內部市場化工作全面推進。以實(shi)現完全市(shi)(shi)場(chang)(chang)化(hua)(hua)為目(mu)標,持續深化(hua)(hua)內(nei)部(bu)(bu)管理(li),深挖內(nei)部(bu)(bu)潛(qian)力。礦領(ling)導(dao)班(ban)(ban)(ban)子(zi)考核(he)(he)層面,將(jiang)班(ban)(ban)(ban)子(zi)成(cheng)(cheng)員(yuan)納(na)(na)入(ru)(ru)到(dao)市(shi)(shi)場(chang)(chang)化(hua)(hua)考核(he)(he)范圍,制定(ding)《2015年度(du)(du)礦領(ling)導(dao)班(ban)(ban)(ban)子(zi)成(cheng)(cheng)員(yuan)內(nei)部(bu)(bu)市(shi)(shi)場(chang)(chang)化(hua)(hua)經(jing)營目(mu)標考核(he)(he)辦(ban)法》,領(ling)導(dao)班(ban)(ban)(ban)子(zi)收(shou)(shou)(shou)入(ru)(ru)全部(bu)(bu)與分管工(gong)(gong)作完成(cheng)(cheng)情況掛鉤,每(mei)月進行(xing)一次考核(he)(he)。工(gong)(gong)區(qu)管理(li)層面,重(zhong)新測算一級市(shi)(shi)場(chang)(chang)結算單(dan)(dan)價,將(jiang)單(dan)(dan)項工(gong)(gong)程(cheng)人(ren)工(gong)(gong)單(dan)(dan)價提高50%,提高了(le)各(ge)工(gong)(gong)區(qu)承(cheng)攬單(dan)(dan)項工(gong)(gong)程(cheng)的(de)積極性(xing)。一季度(du)(du),全礦各(ge)工(gong)(gong)區(qu)共承(cheng)擔單(dan)(dan)項工(gong)(gong)程(cheng)391項,賺取收(shou)(shou)(shou)入(ru)(ru)206萬(wan)(wan)元,既打破了(le)過(guo)去外部(bu)(bu)人(ren)員(yuan)獨家“壟斷”的(de)局面,又降低了(le)外委費用支出。班(ban)(ban)(ban)組建設(she)層面,積極推(tui)行(xing)大班(ban)(ban)(ban)長經(jing)營管理(li)模式,做實(shi)班(ban)(ban)(ban)長“四項權(quan)利”,實(shi)現了(le)班(ban)(ban)(ban)組與職工(gong)(gong)雙向選擇,有效(xiao)(xiao)(xiao)提高了(le)工(gong)(gong)作效(xiao)(xiao)(xiao)率。技術市(shi)(shi)場(chang)(chang)層面,制定(ding)下發(fa)《岱莊煤礦自(zi)主創(chuang)(chuang)(chuang)新獎(jiang)(jiang)勵辦(ban)法》和《岱莊煤礦內(nei)部(bu)(bu)技術市(shi)(shi)場(chang)(chang)管理(li)辦(ban)法》,加大對(dui)創(chuang)(chuang)(chuang)造收(shou)(shou)(shou)益、降低成(cheng)(cheng)本、提高效(xiao)(xiao)(xiao)率的(de)獎(jiang)(jiang)勵力度(du)(du),實(shi)行(xing)一月一收(shou)(shou)(shou)購(gou),次月鑒定(ding)推(tui)廣(guang)應用,并將(jiang)成(cheng)(cheng)果(guo)轉化(hua)(hua)率納(na)(na)入(ru)(ru)到(dao)了(le)總(zong)工(gong)(gong)程(cheng)師業績考核(he)(he)之中。一季度(du)(du),全礦共收(shou)(shou)(shou)購(gou)19項科(ke)技創(chuang)(chuang)(chuang)新成(cheng)(cheng)果(guo),直接創(chuang)(chuang)(chuang)效(xiao)(xiao)(xiao)89.4萬(wan)(wan)元,獎(jiang)(jiang)勵創(chuang)(chuang)(chuang)新人(ren)員(yuan)8.2萬(wan)(wan)元。
二是礦井機構改革有序開展。以實(shi)(shi)現(xian)(xian)機構(gou)更(geng)(geng)精簡(jian)、人員更(geng)(geng)精干(gan)、管理更(geng)(geng)高效(xiao)(xiao)為目的(de),本著有(you)利于安全管控(kong)、現(xian)(xian)場(chang)管理、生產組織的(de)原(yuan)則,經過充分調研論(lun)證,制定改革方案,召開(kai)動員大(da)(da)會,積極穩妥地(di)完成大(da)(da)工(gong)區(qu)改革,構(gou)建了(le)(le)“八區(qu)、三(san)廠(chang)、兩中心”的(de)生產新格局(ju)。大(da)(da)工(gong)區(qu)改革后,實(shi)(shi)現(xian)(xian)了(le)(le)人力資(zi)源優(you)化配置,提高了(le)(le)工(gong)作(zuo)效(xiao)(xiao)率。
三是技術管理創新初見成效。圍繞集團公司提(ti)出的(de)“四優(you)、四推(tui)、四減、四提(ti)”創(chuang)(chuang)新工作總(zong)體要求,結合礦井實(shi)際(ji),制(zhi)定實(shi)施方案,確立82項(xiang)重點工作課題,全(quan)面深入地(di)推(tui)進各個領域的(de)創(chuang)(chuang)新創(chuang)(chuang)造工作。一季(ji)度,全(quan)礦共完成“四個四”研(yan)究課題9項(xiang)。
