多年來,上海建工集團堅(jian)持黨(dang)的(de)“全(quan)心全(quan)意(yi)依靠工人(ren)階(jie)級(ji)”的(de)方針和(he)“和(he)諧為(wei)本,追求卓越(yue)”的(de)企業理念,不斷深化以職(zhi)代(dai)會為(wei)基本形式的(de)廠務公開民主管理制度(du),積極推進多級(ji)職(zhi)代(dai)會制度(du)融入現代(dai)企業管理體系,確保職(zhi)工在企業發(fa)展中的(de)主體地位。
一(yi)、順應企業發展要求,扎實(shi)推進多級職代會制度建設
建工(gong)集團(tuan)基層(ceng)企(qi)業(ye)早在上(shang)世紀80年代(dai)(dai)就普遍建立了職(zhi)(zhi)(zhi)代(dai)(dai)會(hui)(hui)制(zhi)度。在上(shang)世紀90年代(dai)(dai)開始的國企(qi)改革改制(zhi)中,集團(tuan)運用職(zhi)(zhi)(zhi)代(dai)(dai)會(hui)(hui)制(zhi)度很好(hao)地(di)保障了職(zhi)(zhi)(zhi)工(gong)民主權利,確保了全系統改革改制(zhi)的順利進行。2001年,又在集團(tuan)層(ceng)面(mian)建立了職(zhi)(zhi)(zhi)代(dai)(dai)會(hui)(hui)。
近年來,順(shun)應國資(zi)國企深化改革和(he)(he)健全(quan)完善現(xian)代(dai)企業(ye)制度(du)的要求,建工集(ji)團的規模(mo)不斷擴(kuo)大,覆蓋(gai)領域也從原(yuan)來的建筑承包、建筑科研、設備(bei)安裝向(xiang)市政路橋、環保節能、園林綠(lv)化以(yi)及房地產開發(fa)、投資(zi)融(rong)資(zi)等方面(mian)擴(kuo)展;與此同時,建工集(ji)團順(shun)應現(xian)代(dai)管理(li)制度(du)要求,管理(li)模(mo)式(shi)也逐步(bu)朝著集(ji)團治(zhi)理(li)和(he)(he)管控(kong)的方向(xiang)發(fa)展,在這一推進(jin)過程中,集(ji)團的發(fa)展理(li)念(nian)和(he)(he)整體規劃、治(zhi)理(li)構架和(he)(he)管理(li)制度(du)、薪酬體系和(he)(he)人事制度(du),以(yi)及免费菠萝视频app下载(zai)等都(dou)將(jiang)對所屬各(ge)基層單位產生(sheng)深遠(yuan)影響。
職(zhi)(zhi)代(dai)會(hui)(hui)(hui)(hui)(hui)是具有中國(guo)特色的(de)(de)基層民(min)(min)(min)主(zhu)制(zhi)(zhi)度,在全(quan)面深(shen)化(hua)改革和(he)(he)(he)(he)企(qi)(qi)業(ye)(ye)管(guan)(guan)(guan)(guan)理(li)(li)模式(shi)發(fa)生全(quan)新變(bian)化(hua)的(de)(de)過(guo)程(cheng)(cheng)中,如(ru)何(he)(he)通過(guo)集團(tuan)(tuan)和(he)(he)(he)(he)基層單位(wei)(wei)多(duo)(duo)(duo)級(ji)職(zhi)(zhi)代(dai)會(hui)(hui)(hui)(hui)(hui)發(fa)揮作用,貫徹落實黨(dang)(dang)的(de)(de)“全(quan)依”方針;如(ru)何(he)(he)保障(zhang)職(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)通過(guo)多(duo)(duo)(duo)級(ji)協商(shang)民(min)(min)(min)主(zhu)、多(duo)(duo)(duo)級(ji)職(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)參與(yu)機制(zhi)(zhi),促進(jin)企(qi)(qi)業(ye)(ye)和(he)(he)(he)(he)職(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)共同(tong)發(fa)展;如(ru)何(he)(he)通過(guo)職(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)民(min)(min)(min)主(zhu)管(guan)(guan)(guan)(guan)理(li)(li)制(zhi)(zhi)度的(de)(de)健(jian)全(quan)完善實現集團(tuan)(tuan)科(ke)學決策、精(jing)細管(guan)(guan)(guan)(guan)理(li)(li)和(he)(he)(he)(he)高效運行,以保障(zhang)企(qi)(qi)業(ye)(ye)安全(quan)運營,做強做大,是建工(gong)(gong)(gong)(gong)(gong)集團(tuan)(tuan)黨(dang)(dang)委近年(nian)來重(zhong)點思考和(he)(he)(he)(he)努力(li)推(tui)進(jin)的(de)(de)課題(ti)。為此,建工(gong)(gong)(gong)(gong)(gong)集團(tuan)(tuan)黨(dang)(dang)委首(shou)先在建章立制(zhi)(zhi)上下功夫,先后(hou)出臺了《關(guan)于(yu)進(jin)一(yi)步(bu)(bu)依靠職(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)群眾辦(ban)企(qi)(qi)業(ye)(ye)的(de)(de)若干意(yi)見》、《關(guan)于(yu)進(jin)一(yi)步(bu)(bu)加(jia)強和(he)(he)(he)(he)改善黨(dang)(dang)對(dui)工(gong)(gong)(gong)(gong)(gong)會(hui)(hui)(hui)(hui)(hui)工(gong)(gong)(gong)(gong)(gong)作領導的(de)(de)若干意(yi)見》,《關(guan)于(yu)推(tui)行廠務公開(kai)加(jia)強民(min)(min)(min)主(zhu)管(guan)(guan)(guan)(guan)理(li)(li)的(de)(de)實施意(yi)見》等(deng)(deng)文件。同(tong)時,針對(dui)多(duo)(duo)(duo)級(ji)職(zhi)(zhi)代(dai)會(hui)(hui)(hui)(hui)(hui)制(zhi)(zhi)度需要理(li)(li)順關(guan)系等(deng)(deng)問題(ti),建工(gong)(gong)(gong)(gong)(gong)集團(tuan)(tuan)黨(dang)(dang)委又(you)專門(men)協調行政與(yu)工(gong)(gong)(gong)(gong)(gong)會(hui)(hui)(hui)(hui)(hui)研究制(zhi)(zhi)定了《集團(tuan)(tuan)職(zhi)(zhi)代(dai)會(hui)(hui)(hui)(hui)(hui)章程(cheng)(cheng)》,明確了集團(tuan)(tuan)、子集團(tuan)(tuan)和(he)(he)(he)(he)工(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)公司三級(ji)職(zhi)(zhi)代(dai)會(hui)(hui)(hui)(hui)(hui)制(zhi)(zhi)度工(gong)(gong)(gong)(gong)(gong)作定位(wei)(wei),健(jian)全(quan)完善了三級(ji)職(zhi)(zhi)代(dai)會(hui)(hui)(hui)(hui)(hui)組織制(zhi)(zhi)度和(he)(he)(he)(he)工(gong)(gong)(gong)(gong)(gong)作制(zhi)(zhi)度,并(bing)同(tong)步(bu)(bu)推(tui)進(jin)了職(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)董監(jian)事和(he)(he)(he)(he)多(duo)(duo)(duo)級(ji)集體協商(shang)制(zhi)(zhi)度。2011年(nian),集團(tuan)(tuan)整體上市后(hou),集團(tuan)(tuan)黨(dang)(dang)委又(you)及時指導制(zhi)(zhi)定了《企(qi)(qi)業(ye)(ye)職(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)參與(yu)民(min)(min)(min)主(zhu)管(guan)(guan)(guan)(guan)理(li)(li)指引》,將職(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)參與(yu)民(min)(min)(min)主(zhu)管(guan)(guan)(guan)(guan)理(li)(li)納入(ru)了現代(dai)企(qi)(qi)業(ye)(ye)管(guan)(guan)(guan)(guan)理(li)(li)體系中,進(jin)一(yi)步(bu)(bu)強化(hua)了廠務公開(kai)、職(zhi)(zhi)代(dai)會(hui)(hui)(hui)(hui)(hui)、集體協商(shang)和(he)(he)(he)(he)職(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)董監(jian)事等(deng)(deng)四項民(min)(min)(min)主(zhu)管(guan)(guan)(guan)(guan)理(li)(li)制(zhi)(zhi)度。
二(er)、加強集團職代會制度建設,充分發揮各方主體(ti)作用
1、明確多(duo)級(ji)職(zhi)(zhi)(zhi)代(dai)(dai)會(hui)功能(neng)定位(wei),不斷豐富集(ji)團(tuan)(tuan)(tuan)(tuan)職(zhi)(zhi)(zhi)代(dai)(dai)會(hui)職(zhi)(zhi)(zhi)權內容。自建立三級(ji)職(zhi)(zhi)(zhi)代(dai)(dai)會(hui)制(zhi)度(du)以來(lai)(lai),就將建工(gong)(gong)(gong)(gong)集(ji)團(tuan)(tuan)(tuan)(tuan)職(zhi)(zhi)(zhi)代(dai)(dai)會(hui)定位(wei)在(zai)(zai)職(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)參與(yu)集(ji)團(tuan)(tuan)(tuan)(tuan)重(zhong)大決策(ce)、源頭協調勞(lao)動關系、民(min)(min)主(zhu)推(tui)(tui)進黨風廉政建設和(he)(he)推(tui)(tui)進職(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)實(shi)(shi)(shi)事工(gong)(gong)(gong)(gong)程(cheng)等(deng)四個方面,并(bing)明確集(ji)團(tuan)(tuan)(tuan)(tuan)職(zhi)(zhi)(zhi)代(dai)(dai)會(hui)著重(zhong)于關注(zhu)涉及集(ji)團(tuan)(tuan)(tuan)(tuan)改革(ge)發(fa)展的(de)(de)(de)全局(ju)性(xing)(xing)、根本(ben)性(xing)(xing)問(wen)(wen)題(ti)和(he)(he)涉及職(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)切(qie)身利益的(de)(de)(de)普遍性(xing)(xing)、傾向性(xing)(xing)問(wen)(wen)題(ti);子集(ji)團(tuan)(tuan)(tuan)(tuan)公(gong)司職(zhi)(zhi)(zhi)代(dai)(dai)會(hui)側重(zhong)于涉及本(ben)單(dan)位(wei)和(he)(he)下屬(shu)(shu)工(gong)(gong)(gong)(gong)程(cheng)公(gong)司重(zhong)大決策(ce)、生產(chan)經營(ying)和(he)(he)職(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)切(qie)身利益的(de)(de)(de)具體(ti)事項;工(gong)(gong)(gong)(gong)程(cheng)公(gong)司職(zhi)(zhi)(zhi)代(dai)(dai)會(hui)主(zhu)要貫徹落實(shi)(shi)(shi)上級(ji)職(zhi)(zhi)(zhi)代(dai)(dai)會(hui)的(de)(de)(de)決議方案,并(bing)細化成具體(ti)方案,履行相應民(min)(min)主(zhu)程(cheng)序后(hou)實(shi)(shi)(shi)施(shi)。多(duo)年(nian)來(lai)(lai),建工(gong)(gong)(gong)(gong)集(ji)團(tuan)(tuan)(tuan)(tuan)職(zhi)(zhi)(zhi)代(dai)(dai)會(hui)審議了集(ji)團(tuan)(tuan)(tuan)(tuan)“十(shi)一五”、“十(shi)二五”發(fa)展規(gui)劃、年(nian)度(du)經營(ying)管(guan)理(li)(li)情況,黨風廉政建設情況;先后(hou)審議通過并(bing)實(shi)(shi)(shi)施(shi)了《完(wan)善職(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)補充醫(yi)療(liao)保險》、《完(wan)善職(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)教育培訓(xun)工(gong)(gong)(gong)(gong)作》、《集(ji)團(tuan)(tuan)(tuan)(tuan)在(zai)(zai)崗職(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)最低工(gong)(gong)(gong)(gong)資標準》、《健全職(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)體(ti)檢制(zhi)度(du)》,以及《加強服務“走出去”職(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)作》等(deng)涉及職(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)切(qie)身利益的(de)(de)(de)重(zhong)要事項;推(tui)(tui)進完(wan)善了集(ji)團(tuan)(tuan)(tuan)(tuan)和(he)(he)所屬(shu)(shu)企業廠務公(gong)開民(min)(min)主(zhu)管(guan)理(li)(li)、集(ji)體(ti)協商和(he)(he)職(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)董監事,以及勞(lao)動爭議調處等(deng)制(zhi)度(du),使之(zhi)成為集(ji)團(tuan)(tuan)(tuan)(tuan)管(guan)理(li)(li)制(zhi)度(du)的(de)(de)(de)重(zhong)要組成部分。
2、健全完善組(zu)織(zhi)制(zhi)度(du)和各項規(gui)程,確保(bao)職(zhi)(zhi)(zhi)(zhi)(zhi)代會(hui)(hui)制(zhi)度(du)順利(li)運營。堅(jian)持(chi)集(ji)團(tuan)(tuan)(tuan)職(zhi)(zhi)(zhi)(zhi)(zhi)代會(hui)(hui)的流程化管理(li)(li)(li),確保(bao)《職(zhi)(zhi)(zhi)(zhi)(zhi)代會(hui)(hui)條例》的各項規(gui)定(ding)得到貫(guan)徹落實。建工(gong)(gong)集(ji)團(tuan)(tuan)(tuan)職(zhi)(zhi)(zhi)(zhi)(zhi)代會(hui)(hui)每屆(jie)五年,每年都(dou)在(zai)(zai)1月11日前后召開(kai)會(hui)(hui)議(yi)(yi)(yi)(yi),然后基層再召開(kai)會(hui)(hui)議(yi)(yi)(yi)(yi),這已成為(wei)集(ji)團(tuan)(tuan)(tuan)的慣(guan)例堅(jian)持(chi)至(zhi)今。每次正(zheng)式(shi)(shi)會(hui)(hui)議(yi)(yi)(yi)(yi)前,提前半(ban)月至(zhi)十天召開(kai)代表(biao)(biao)團(tuan)(tuan)(tuan)組(zu)長會(hui)(hui)議(yi)(yi)(yi)(yi),發放會(hui)(hui)議(yi)(yi)(yi)(yi)材料(liao),要(yao)求組(zu)織(zhi)職(zhi)(zhi)(zhi)(zhi)(zhi)工(gong)(gong)代表(biao)(biao)分團(tuan)(tuan)(tuan)組(zu)討論審議(yi)(yi)(yi)(yi),并在(zai)(zai)正(zheng)式(shi)(shi)會(hui)(hui)議(yi)(yi)(yi)(yi)前的三(san)天,再次召開(kai)代表(biao)(biao)團(tuan)(tuan)(tuan)組(zu)長會(hui)(hui)議(yi)(yi)(yi)(yi),聽(ting)取職(zhi)(zhi)(zhi)(zhi)(zhi)工(gong)(gong)代表(biao)(biao)對會(hui)(hui)議(yi)(yi)(yi)(yi)材料(liao)的意見建議(yi)(yi)(yi)(yi)。明(ming)確對分歧較大的事項,行(xing)(xing)政(zheng)與工(gong)(gong)會(hui)(hui)必須協(xie)商修(xiu)改完善后才(cai)能提交職(zhi)(zhi)(zhi)(zhi)(zhi)代會(hui)(hui)審議(yi)(yi)(yi)(yi)或審議(yi)(yi)(yi)(yi)表(biao)(biao)決。建工(gong)(gong)集(ji)團(tuan)(tuan)(tuan)職(zhi)(zhi)(zhi)(zhi)(zhi)代會(hui)(hui)決議(yi)(yi)(yi)(yi)生(sheng)效后,都(dou)會(hui)(hui)以(yi)制(zhi)度(du)文(wen)件形式(shi)(shi)要(yao)求基層單(dan)位(wei)遵照(zhao)執行(xing)(xing),并通(tong)過中途檢查,推動職(zhi)(zhi)(zhi)(zhi)(zhi)代會(hui)(hui)決議(yi)(yi)(yi)(yi)的有效落實。還結合集(ji)團(tuan)(tuan)(tuan)特點,嚴(yan)把職(zhi)(zhi)(zhi)(zhi)(zhi)工(gong)(gong)代表(biao)(biao)結構比(bi)例,確保(bao)各層面干部職(zhi)(zhi)(zhi)(zhi)(zhi)工(gong)(gong)和各類先進代表(biao)(biao)都(dou)能參(can)加職(zhi)(zhi)(zhi)(zhi)(zhi)代會(hui)(hui),行(xing)(xing)使民(min)主管理(li)(li)(li)權(quan)利(li)。集(ji)團(tuan)(tuan)(tuan)職(zhi)(zhi)(zhi)(zhi)(zhi)代會(hui)(hui)還選舉產(chan)生(sheng)了資產(chan)管理(li)(li)(li)、民(min)主評議(yi)(yi)(yi)(yi)、提案處理(li)(li)(li)、職(zhi)(zhi)(zhi)(zhi)(zhi)工(gong)(gong)權(quan)益等(deng)4個民(min)管專(zhuan)委會(hui)(hui),在(zai)(zai)職(zhi)(zhi)(zhi)(zhi)(zhi)代會(hui)(hui)會(hui)(hui)議(yi)(yi)(yi)(yi)和閉會(hui)(hui)期間切(qie)實發展(zhan)作用,推動這一(yi)制(zhi)度(du)更好地為(wei)促進企業(ye)發展(zhan)和職(zhi)(zhi)(zhi)(zhi)(zhi)工(gong)(gong)權(quan)益維護服務(wu)。
3、切(qie)實發揮黨(dang)政工(gong)(gong)(gong)(gong)主(zhu)體職(zhi)(zhi)(zhi)(zhi)責,合力推(tui)進(jin)職(zhi)(zhi)(zhi)(zhi)代(dai)(dai)(dai)(dai)(dai)會(hui)制(zhi)(zhi)度(du)(du)落地生根(gen)。集(ji)團(tuan)(tuan)黨(dang)委(wei)切(qie)實履(lv)行(xing)(xing)(xing)領(ling)導(dao)主(zhu)體職(zhi)(zhi)(zhi)(zhi)責,把加(jia)強多級(ji)職(zhi)(zhi)(zhi)(zhi)代(dai)(dai)(dai)(dai)(dai)會(hui)制(zhi)(zhi)度(du)(du)建(jian)設列入(ru)重(zhong)要(yao)議(yi)(yi)事日程,支持各(ge)級(ji)職(zhi)(zhi)(zhi)(zhi)代(dai)(dai)(dai)(dai)(dai)會(hui)依法行(xing)(xing)(xing)使(shi)職(zhi)(zhi)(zhi)(zhi)權。每屆職(zhi)(zhi)(zhi)(zhi)代(dai)(dai)(dai)(dai)(dai)會(hui)換屆改選(xuan),建(jian)工(gong)(gong)(gong)(gong)集(ji)團(tuan)(tuan)黨(dang)委(wei)主(zhu)要(yao)領(ling)導(dao)都(dou)要(yao)擔任(ren)職(zhi)(zhi)(zhi)(zhi)代(dai)(dai)(dai)(dai)(dai)會(hui)籌(chou)備(bei)組(zu)組(zu)長,加(jia)強對(dui)職(zhi)(zhi)(zhi)(zhi)代(dai)(dai)(dai)(dai)(dai)會(hui)籌(chou)建(jian)工(gong)(gong)(gong)(gong)作(zuo)的(de)領(ling)導(dao)和統籌(chou)協(xie)調(diao)工(gong)(gong)(gong)(gong)作(zuo);每年(nian)職(zhi)(zhi)(zhi)(zhi)代(dai)(dai)(dai)(dai)(dai)會(hui)召開(kai)前的(de)二個月(yue),建(jian)工(gong)(gong)(gong)(gong)集(ji)團(tuan)(tuan)黨(dang)委(wei)總要(yao)會(hui)同(tong)行(xing)(xing)(xing)政和工(gong)(gong)(gong)(gong)會(hui)共同(tong)協(xie)商確定議(yi)(yi)題,統籌(chou)協(xie)調(diao)會(hui)議(yi)(yi)相關事宜(yi),同(tong)時(shi),每年(nian)定期就集(ji)團(tuan)(tuan)職(zhi)(zhi)(zhi)(zhi)代(dai)(dai)(dai)(dai)(dai)會(hui)決(jue)議(yi)(yi)貫徹落實情況聽取匯報,專項研究。集(ji)團(tuan)(tuan)行(xing)(xing)(xing)政切(qie)實履(lv)行(xing)(xing)(xing)建(jian)制(zhi)(zhi)主(zhu)體職(zhi)(zhi)(zhi)(zhi)責,自覺(jue)履(lv)行(xing)(xing)(xing)報告“三重(zhong)一大”、發展規劃、年(nian)度(du)(du)工(gong)(gong)(gong)(gong)作(zuo)和財務預決(jue)算(suan),以及(ji)涉及(ji)職(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)切(qie)身利益事項的(de)職(zhi)(zhi)(zhi)(zhi)責,自覺(jue)履(lv)行(xing)(xing)(xing)職(zhi)(zhi)(zhi)(zhi)代(dai)(dai)(dai)(dai)(dai)會(hui)決(jue)議(yi)(yi)貫徹落實和接受(shou)職(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)代(dai)(dai)(dai)(dai)(dai)表(biao)巡視(shi)督查(cha)職(zhi)(zhi)(zhi)(zhi)責,并在人財物等方面保(bao)障各(ge)級(ji)職(zhi)(zhi)(zhi)(zhi)代(dai)(dai)(dai)(dai)(dai)會(hui)能(neng)順暢有效運營(ying)。集(ji)團(tuan)(tuan)工(gong)(gong)(gong)(gong)會(hui)切(qie)實履(lv)行(xing)(xing)(xing)運作(zuo)主(zhu)體職(zhi)(zhi)(zhi)(zhi)責,嚴格(ge)按照(zhao)工(gong)(gong)(gong)(gong)作(zuo)機構(gou)的(de)各(ge)項規定,推(tui)動職(zhi)(zhi)(zhi)(zhi)代(dai)(dai)(dai)(dai)(dai)會(hui)各(ge)項工(gong)(gong)(gong)(gong)作(zuo)正常運行(xing)(xing)(xing),并通過強化職(zhi)(zhi)(zhi)(zhi)代(dai)(dai)(dai)(dai)(dai)會(hui)的(de)各(ge)項工(gong)(gong)(gong)(gong)作(zuo)制(zhi)(zhi)度(du)(du),加(jia)強對(dui)職(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)代(dai)(dai)(dai)(dai)(dai)表(biao)的(de)教育培訓和工(gong)(gong)(gong)(gong)作(zuo)實踐,激發多級(ji)職(zhi)(zhi)(zhi)(zhi)代(dai)(dai)(dai)(dai)(dai)會(hui)的(de)制(zhi)(zhi)度(du)(du)功能(neng)。
三(san)、攻克熱(re)點難點問題,努力提高基層職(zhi)代會(hui)運行質量(liang)
為進一(yi)步堅持和完(wan)善多級(ji)職代會(hui)制(zhi)度,促進基層單位職代會(hui)更有針對性(xing)地解(jie)決工(gong)作中的(de)瓶(ping)頸(jing)障礙問題(ti),建工(gong)集團黨委(wei)支持集團工(gong)會(hui),通過集團職代會(hui)形成共識,推動全(quan)系統著重解(jie)決以下四方面(mian)問題(ti):
一(yi)是針對職代會民主評議領導(dao)干(gan)部(bu)走形式問(wen)題,建工(gong)(gong)集(ji)團黨委批轉集(ji)團工(gong)(gong)會《關于職代會民主評議企業領導(dao)干(gan)部(bu)的(de)若干(gan)意見》,明確規范(fan)八項程(cheng)序,量化(hua)評議指(zhi)標、強化(hua)過程(cheng)監督(du)、細(xi)化(hua)工(gong)(gong)作環節,并要求各級黨委組織部(bu)門要加強現場指(zhi)導(dao)、過程(cheng)監督(du)、結果(guo)反饋和提出獎(jiang)懲(cheng)建議的(de)工(gong)(gong)作流程(cheng),使民主評議這一(yi)監督(du)機制更有效地發揮(hui)作用。
二是針對基層經(jing)(jing)(jing)營(ying)(ying)者選(xuan)聘缺乏職(zhi)工(gong)參與(yu)(yu)問題,建(jian)工(gong)集(ji)團黨(dang)委與(yu)(yu)行政同(tong)(tong)意(yi)(yi)將(jiang)工(gong)會《關于組織職(zhi)工(gong)參與(yu)(yu)經(jing)(jing)(jing)營(ying)(ying)者競(jing)聘上崗(gang)工(gong)作(zuo)的(de)(de)(de)(de)若(ruo)干意(yi)(yi)見(jian)》作(zuo)為經(jing)(jing)(jing)營(ying)(ying)者選(xuan)聘工(gong)作(zuo)的(de)(de)(de)(de)指導性意(yi)(yi)見(jian),規定參與(yu)(yu)經(jing)(jing)(jing)營(ying)(ying)者候選(xuan)人(ren)答辯(bian)評(ping)(ping)審的(de)(de)(de)(de)職(zhi)工(gong)代表數不少于專家(jia)評(ping)(ping)委的(de)(de)(de)(de)兩倍,并享有與(yu)(yu)專家(jia)評(ping)(ping)委同(tong)(tong)樣的(de)(de)(de)(de)提問權(quan)、投票(piao)權(quan),確保了(le)職(zhi)工(gong)參與(yu)(yu)選(xuan)聘企業經(jing)(jing)(jing)營(ying)(ying)者工(gong)作(zuo)的(de)(de)(de)(de)實效(xiao)性。
三是針(zhen)對部分基層單(dan)位職(zhi)代(dai)(dai)會有走過(guo)場的(de)問題,建工集團(tuan)黨委在(zai)聽(ting)取集團(tuan)工會匯報后,及時批轉(zhuan)了《關于建立職(zhi)代(dai)(dai)會質量評估(gu)的(de)意(yi)見》,明確要求職(zhi)代(dai)(dai)會質量評估(gu)工作一定(ding)要在(zai)黨組織領導(dao)(dao)下實施,企業行(xing)政要重視和(he)支持(chi)工會開展職(zhi)代(dai)(dai)會質量評估(gu),對提出的(de)整改意(yi)見和(he)措施必須(xu)督查(cha)落實,評估(gu)結(jie)果必須(xu)與基層單(dan)位和(he)領導(dao)(dao)干部的(de)績效評價掛(gua)鉤(gou)。
四(si)是(shi)針(zhen)對職(zhi)工(gong)(gong)(gong)代(dai)表能(neng)力素質需要提高(gao)的(de)問題,建工(gong)(gong)(gong)集(ji)團(tuan)通過加強(qiang)多種(zhong)培(pei)訓,強(qiang)化(hua)職(zhi)代(dai)會提案工(gong)(gong)(gong)作制度(du),以及增加職(zhi)工(gong)(gong)(gong)代(dai)表履職(zhi)實(shi)踐等活(huo)動,不斷推動職(zhi)工(gong)(gong)(gong)代(dai)表綜合素質和(he)(he)參與能(neng)力的(de)提高(gao)。近(jin)年來(lai),建工(gong)(gong)(gong)集(ji)團(tuan)和(he)(he)各企業職(zhi)工(gong)(gong)(gong)代(dai)表提出(chu)的(de)提案和(he)(he)意見建議更有全局觀,更能(neng)夠兼顧各方面的(de)利益,其中關(guan)于人才建設、“走出(chu)去”工(gong)(gong)(gong)作建議、產(chan)業發(fa)展和(he)(he)企業管理對策、勞(lao)動用工(gong)(gong)(gong)和(he)(he)收入分(fen)配(pei)等方面的(de)提案,都具(ju)有較強(qiang)的(de)針(zhen)對性和(he)(he)操作性,得到了集(ji)團(tuan)和(he)(he)基層行政(zheng)的(de)高(gao)度(du)評價,實(shi)施后(hou)的(de)效果明顯。
此(ci)外,建工(gong)集團(tuan)黨委還支持行政(zheng)與工(gong)會探索把創(chuang)(chuang)建職工(gong)“滿意(yi)企(qi)業”和“勞動(dong)關系和諧企(qi)業”活動(dong)與廠務(wu)公(gong)開(kai)(kai)、職代會工(gong)作(zuo)相結(jie)合,制定了建工(gong)集團(tuan)“滿意(yi)企(qi)業”12條創(chuang)(chuang)建標準,創(chuang)(chuang)新了將廠務(wu)公(gong)開(kai)(kai)、職代會工(gong)作(zuo)向企(qi)業投資(zi)決(jue)策、設備材(cai)料比(bi)價采購、資(zi)金管(guan)理(li)(li)、項目(mu)管(guan)理(li)(li)、分包商(shang)選擇(ze)和效能監察等企(qi)業管(guan)理(li)(li)的重點(dian)、難點(dian)領域延(yan)伸(shen)的新做法,收到了很(hen)好的成效。
自(zi)2003年(nian)起(qi),建(jian)工(gong)集(ji)團(tuan)內已有20多(duo)家(jia)單(dan)(dan)位(wei)(wei)榮獲(huo)市廠(chang)務公(gong)開民主管理(li)先進單(dan)(dan)位(wei)(wei)或職(zhi)工(gong)滿(man)意企(qi)業(ye)稱(cheng)號(hao),10多(duo)位(wei)(wei)企(qi)業(ye)行政領導獲(huo)得市職(zhi)工(gong)信賴的經營(ying)者稱(cheng)號(hao),2家(jia)企(qi)業(ye)獲(huo)得全國和諧勞動關(guan)系(xi)模范企(qi)業(ye)稱(cheng)號(hao)。建(jian)工(gong)集(ji)團(tuan)也于2004年(nian)被全國廠(chang)務公(gong)開協調小組授予(yu)“全國廠(chang)務公(gong)開民主管理(li)先進單(dan)(dan)位(wei)(wei)”稱(cheng)號(hao)。
