上海建工集團積極推進多級職代會制度融入現代企業管理體系

  多年來,上海建工(gong)集團堅持黨的“全(quan)心全(quan)意依靠工(gong)人階級(ji)”的方(fang)針和“和諧為(wei)(wei)本(ben),追求卓(zhuo)越”的企(qi)業理(li)念,不斷深化以(yi)職(zhi)代(dai)會(hui)為(wei)(wei)基本(ben)形式的廠務公開民主管理(li)制度,積極推(tui)進多級(ji)職(zhi)代(dai)會(hui)制度融(rong)入(ru)現(xian)代(dai)企(qi)業管理(li)體系,確保職(zhi)工(gong)在企(qi)業發展中(zhong)的主體地位。

  一、順應企(qi)業發展要(yao)求,扎實推進多級(ji)職代會制(zhi)度(du)建設

  建(jian)(jian)工集團(tuan)基(ji)層企(qi)(qi)業早(zao)在(zai)上(shang)世紀(ji)80年代(dai)就普遍建(jian)(jian)立了(le)職(zhi)代(dai)會(hui)制(zhi)(zhi)度(du)。在(zai)上(shang)世紀(ji)90年代(dai)開始的(de)國企(qi)(qi)改(gai)(gai)(gai)(gai)革改(gai)(gai)(gai)(gai)制(zhi)(zhi)中,集團(tuan)運用職(zhi)代(dai)會(hui)制(zhi)(zhi)度(du)很好(hao)地保障了(le)職(zhi)工民(min)主權利,確保了(le)全系(xi)統改(gai)(gai)(gai)(gai)革改(gai)(gai)(gai)(gai)制(zhi)(zhi)的(de)順利進行。2001年,又在(zai)集團(tuan)層面建(jian)(jian)立了(le)職(zhi)代(dai)會(hui)。

  近年來(lai),順(shun)應國資(zi)國企(qi)深化改革和(he)健全(quan)完善現(xian)代企(qi)業制(zhi)(zhi)度(du)的要求(qiu),建(jian)工集團的規模不斷擴大(da),覆蓋領域也(ye)從原來(lai)的建(jian)筑承包、建(jian)筑科研、設(she)備安裝向市政路橋、環(huan)保(bao)節能、園林(lin)綠(lv)化以及房(fang)地產開(kai)發、投資(zi)融資(zi)等(deng)方面擴展(zhan);與此同時,建(jian)工集團順(shun)應現(xian)代管(guan)理制(zhi)(zhi)度(du)要求(qiu),管(guan)理模式也(ye)逐步朝(chao)著集團治理和(he)管(guan)控的方向發展(zhan),在這一推進過程中(zhong),集團的發展(zhan)理念和(he)整體規劃、治理構(gou)架(jia)和(he)管(guan)理制(zhi)(zhi)度(du)、薪酬(chou)體系和(he)人事制(zhi)(zhi)度(du),以及免费(fei)菠(bo)萝视频(pin)app下(xia)载等(deng)都將對所(suo)屬各基層單位(wei)產生(sheng)深遠影響。

  職(zhi)(zhi)(zhi)(zhi)代(dai)(dai)(dai)會(hui)(hui)(hui)(hui)是具有中國特色的(de)(de)(de)基(ji)層民主(zhu)(zhu)制(zhi)(zhi)度(du)(du)(du),在全(quan)面深化(hua)改革和(he)(he)企(qi)業(ye)管(guan)(guan)理(li)(li)(li)模式發生全(quan)新(xin)變化(hua)的(de)(de)(de)過(guo)程(cheng)中,如(ru)何通(tong)過(guo)集團(tuan)和(he)(he)基(ji)層單位多(duo)(duo)(duo)(duo)級(ji)職(zhi)(zhi)(zhi)(zhi)代(dai)(dai)(dai)會(hui)(hui)(hui)(hui)發揮作(zuo)用,貫徹落(luo)實(shi)黨(dang)的(de)(de)(de)“全(quan)依(yi)”方針;如(ru)何保障職(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)通(tong)過(guo)多(duo)(duo)(duo)(duo)級(ji)協商(shang)民主(zhu)(zhu)、多(duo)(duo)(duo)(duo)級(ji)職(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)參與機制(zhi)(zhi),促(cu)進(jin)企(qi)業(ye)和(he)(he)職(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)共(gong)同發展;如(ru)何通(tong)過(guo)職(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)民主(zhu)(zhu)管(guan)(guan)理(li)(li)(li)制(zhi)(zhi)度(du)(du)(du)的(de)(de)(de)健全(quan)完善實(shi)現集團(tuan)科學決策(ce)、精細管(guan)(guan)理(li)(li)(li)和(he)(he)高效運行(xing),以保障企(qi)業(ye)安(an)全(quan)運營,做強(qiang)(qiang)做大(da),是建(jian)工(gong)(gong)(gong)(gong)集團(tuan)黨(dang)委(wei)(wei)近年來重點(dian)思考和(he)(he)努力推(tui)(tui)進(jin)的(de)(de)(de)課(ke)題。為此,建(jian)工(gong)(gong)(gong)(gong)集團(tuan)黨(dang)委(wei)(wei)首先(xian)在建(jian)章立制(zhi)(zhi)上(shang)下功(gong)夫,先(xian)后出臺(tai)了(le)(le)《關(guan)于進(jin)一(yi)步(bu)依(yi)靠職(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)群眾辦企(qi)業(ye)的(de)(de)(de)若干意見》、《關(guan)于進(jin)一(yi)步(bu)加強(qiang)(qiang)和(he)(he)改善黨(dang)對(dui)工(gong)(gong)(gong)(gong)會(hui)(hui)(hui)(hui)工(gong)(gong)(gong)(gong)作(zuo)領導的(de)(de)(de)若干意見》,《關(guan)于推(tui)(tui)行(xing)廠(chang)務公(gong)開加強(qiang)(qiang)民主(zhu)(zhu)管(guan)(guan)理(li)(li)(li)的(de)(de)(de)實(shi)施意見》等(deng)(deng)文件。同時,針對(dui)多(duo)(duo)(duo)(duo)級(ji)職(zhi)(zhi)(zhi)(zhi)代(dai)(dai)(dai)會(hui)(hui)(hui)(hui)制(zhi)(zhi)度(du)(du)(du)需要(yao)理(li)(li)(li)順關(guan)系等(deng)(deng)問題,建(jian)工(gong)(gong)(gong)(gong)集團(tuan)黨(dang)委(wei)(wei)又專門協調(diao)行(xing)政與工(gong)(gong)(gong)(gong)會(hui)(hui)(hui)(hui)研究制(zhi)(zhi)定了(le)(le)《集團(tuan)職(zhi)(zhi)(zhi)(zhi)代(dai)(dai)(dai)會(hui)(hui)(hui)(hui)章程(cheng)》,明確(que)了(le)(le)集團(tuan)、子集團(tuan)和(he)(he)工(gong)(gong)(gong)(gong)程(cheng)公(gong)司三級(ji)職(zhi)(zhi)(zhi)(zhi)代(dai)(dai)(dai)會(hui)(hui)(hui)(hui)制(zhi)(zhi)度(du)(du)(du)工(gong)(gong)(gong)(gong)作(zuo)定位,健全(quan)完善了(le)(le)三級(ji)職(zhi)(zhi)(zhi)(zhi)代(dai)(dai)(dai)會(hui)(hui)(hui)(hui)組織制(zhi)(zhi)度(du)(du)(du)和(he)(he)工(gong)(gong)(gong)(gong)作(zuo)制(zhi)(zhi)度(du)(du)(du),并同步(bu)推(tui)(tui)進(jin)了(le)(le)職(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)董監(jian)事和(he)(he)多(duo)(duo)(duo)(duo)級(ji)集體(ti)(ti)協商(shang)制(zhi)(zhi)度(du)(du)(du)。2011年,集團(tuan)整體(ti)(ti)上(shang)市后,集團(tuan)黨(dang)委(wei)(wei)又及時指導制(zhi)(zhi)定了(le)(le)《企(qi)業(ye)職(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)參與民主(zhu)(zhu)管(guan)(guan)理(li)(li)(li)指引(yin)》,將職(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)參與民主(zhu)(zhu)管(guan)(guan)理(li)(li)(li)納(na)入了(le)(le)現代(dai)(dai)(dai)企(qi)業(ye)管(guan)(guan)理(li)(li)(li)體(ti)(ti)系中,進(jin)一(yi)步(bu)強(qiang)(qiang)化(hua)了(le)(le)廠(chang)務公(gong)開、職(zhi)(zhi)(zhi)(zhi)代(dai)(dai)(dai)會(hui)(hui)(hui)(hui)、集體(ti)(ti)協商(shang)和(he)(he)職(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)董監(jian)事等(deng)(deng)四項(xiang)民主(zhu)(zhu)管(guan)(guan)理(li)(li)(li)制(zhi)(zhi)度(du)(du)(du)。

  二、加強集團職代會制(zhi)度建(jian)設,充分發揮各方主體作用

  1、明確多(duo)級職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)代(dai)會(hui)(hui)功能定(ding)位,不斷豐富集(ji)團職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)代(dai)會(hui)(hui)職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)權內容。自建(jian)(jian)立三級職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)代(dai)會(hui)(hui)制(zhi)度(du)以(yi)(yi)來(lai),就(jiu)將建(jian)(jian)工(gong)(gong)(gong)(gong)(gong)集(ji)團職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)代(dai)會(hui)(hui)定(ding)位在(zai)職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)參與(yu)集(ji)團重(zhong)(zhong)大決策(ce)、源(yuan)頭協調(diao)勞動關系、民(min)(min)主(zhu)推(tui)進黨風(feng)廉(lian)政建(jian)(jian)設(she)和(he)推(tui)進職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)實(shi)(shi)(shi)事(shi)工(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)等(deng)四個方面,并(bing)明確集(ji)團職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)代(dai)會(hui)(hui)著重(zhong)(zhong)于關注涉(she)及(ji)集(ji)團改(gai)革發展的(de)全局性(xing)(xing)、根本(ben)性(xing)(xing)問題和(he)涉(she)及(ji)職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)切(qie)身(shen)利益的(de)普遍性(xing)(xing)、傾(qing)向(xiang)性(xing)(xing)問題;子集(ji)團公(gong)司(si)職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)代(dai)會(hui)(hui)側重(zhong)(zhong)于涉(she)及(ji)本(ben)單位和(he)下屬(shu)工(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)公(gong)司(si)重(zhong)(zhong)大決策(ce)、生產(chan)經營和(he)職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)切(qie)身(shen)利益的(de)具(ju)體(ti)事(shi)項(xiang);工(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)公(gong)司(si)職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)代(dai)會(hui)(hui)主(zhu)要貫(guan)徹(che)落實(shi)(shi)(shi)上級職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)代(dai)會(hui)(hui)的(de)決議方案,并(bing)細化成(cheng)(cheng)具(ju)體(ti)方案,履行(xing)相應民(min)(min)主(zhu)程(cheng)(cheng)序后(hou)實(shi)(shi)(shi)施。多(duo)年(nian)來(lai),建(jian)(jian)工(gong)(gong)(gong)(gong)(gong)集(ji)團職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)代(dai)會(hui)(hui)審議了集(ji)團“十一(yi)五”、“十二五”發展規(gui)劃、年(nian)度(du)經營管(guan)理(li)情況,黨風(feng)廉(lian)政建(jian)(jian)設(she)情況;先(xian)后(hou)審議通過(guo)并(bing)實(shi)(shi)(shi)施了《完(wan)善職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)補(bu)充(chong)醫療保險》、《完(wan)善職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)教育(yu)培訓工(gong)(gong)(gong)(gong)(gong)作(zuo)》、《集(ji)團在(zai)崗職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)最低工(gong)(gong)(gong)(gong)(gong)資(zi)標準(zhun)》、《健全職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)體(ti)檢制(zhi)度(du)》,以(yi)(yi)及(ji)《加強服(fu)務“走出去”職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)(gong)作(zuo)》等(deng)涉(she)及(ji)職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)切(qie)身(shen)利益的(de)重(zhong)(zhong)要事(shi)項(xiang);推(tui)進完(wan)善了集(ji)團和(he)所屬(shu)企業廠務公(gong)開(kai)民(min)(min)主(zhu)管(guan)理(li)、集(ji)體(ti)協商(shang)和(he)職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)董監事(shi),以(yi)(yi)及(ji)勞動爭(zheng)議調(diao)處等(deng)制(zhi)度(du),使之成(cheng)(cheng)為集(ji)團管(guan)理(li)制(zhi)度(du)的(de)重(zhong)(zhong)要組成(cheng)(cheng)部分。

  2、健全完(wan)善組(zu)(zu)織(zhi)制度(du)(du)和(he)(he)各(ge)項規程,確(que)(que)保職(zhi)(zhi)代(dai)(dai)(dai)(dai)(dai)會(hui)(hui)(hui)(hui)(hui)(hui)制度(du)(du)順利運(yun)營。堅(jian)持(chi)(chi)集(ji)(ji)團(tuan)(tuan)(tuan)職(zhi)(zhi)代(dai)(dai)(dai)(dai)(dai)會(hui)(hui)(hui)(hui)(hui)(hui)的(de)流程化(hua)管(guan)理(li),確(que)(que)保《職(zhi)(zhi)代(dai)(dai)(dai)(dai)(dai)會(hui)(hui)(hui)(hui)(hui)(hui)條例(li)》的(de)各(ge)項規定得到貫徹落(luo)實。建工(gong)(gong)集(ji)(ji)團(tuan)(tuan)(tuan)職(zhi)(zhi)代(dai)(dai)(dai)(dai)(dai)會(hui)(hui)(hui)(hui)(hui)(hui)每(mei)屆五年,每(mei)年都(dou)(dou)在1月(yue)11日前(qian)后召開(kai)會(hui)(hui)(hui)(hui)(hui)(hui)議(yi)(yi)(yi),然(ran)后基(ji)層(ceng)(ceng)再召開(kai)會(hui)(hui)(hui)(hui)(hui)(hui)議(yi)(yi)(yi),這(zhe)已成為集(ji)(ji)團(tuan)(tuan)(tuan)的(de)慣例(li)堅(jian)持(chi)(chi)至今。每(mei)次(ci)正式會(hui)(hui)(hui)(hui)(hui)(hui)議(yi)(yi)(yi)前(qian),提(ti)前(qian)半月(yue)至十(shi)天召開(kai)代(dai)(dai)(dai)(dai)(dai)表團(tuan)(tuan)(tuan)組(zu)(zu)長會(hui)(hui)(hui)(hui)(hui)(hui)議(yi)(yi)(yi),發放會(hui)(hui)(hui)(hui)(hui)(hui)議(yi)(yi)(yi)材(cai)料(liao),要(yao)求組(zu)(zu)織(zhi)職(zhi)(zhi)工(gong)(gong)代(dai)(dai)(dai)(dai)(dai)表分(fen)團(tuan)(tuan)(tuan)組(zu)(zu)討論審議(yi)(yi)(yi),并(bing)在正式會(hui)(hui)(hui)(hui)(hui)(hui)議(yi)(yi)(yi)前(qian)的(de)三天,再次(ci)召開(kai)代(dai)(dai)(dai)(dai)(dai)表團(tuan)(tuan)(tuan)組(zu)(zu)長會(hui)(hui)(hui)(hui)(hui)(hui)議(yi)(yi)(yi),聽(ting)取職(zhi)(zhi)工(gong)(gong)代(dai)(dai)(dai)(dai)(dai)表對會(hui)(hui)(hui)(hui)(hui)(hui)議(yi)(yi)(yi)材(cai)料(liao)的(de)意見建議(yi)(yi)(yi)。明確(que)(que)對分(fen)歧較(jiao)大(da)的(de)事(shi)項,行(xing)政與工(gong)(gong)會(hui)(hui)(hui)(hui)(hui)(hui)必須協商(shang)修(xiu)改完(wan)善后才能提(ti)交(jiao)職(zhi)(zhi)代(dai)(dai)(dai)(dai)(dai)會(hui)(hui)(hui)(hui)(hui)(hui)審議(yi)(yi)(yi)或(huo)審議(yi)(yi)(yi)表決(jue)。建工(gong)(gong)集(ji)(ji)團(tuan)(tuan)(tuan)職(zhi)(zhi)代(dai)(dai)(dai)(dai)(dai)會(hui)(hui)(hui)(hui)(hui)(hui)決(jue)議(yi)(yi)(yi)生效(xiao)后,都(dou)(dou)會(hui)(hui)(hui)(hui)(hui)(hui)以制度(du)(du)文(wen)件(jian)形式要(yao)求基(ji)層(ceng)(ceng)單位遵照執行(xing),并(bing)通過(guo)中途(tu)檢查(cha),推動職(zhi)(zhi)代(dai)(dai)(dai)(dai)(dai)會(hui)(hui)(hui)(hui)(hui)(hui)決(jue)議(yi)(yi)(yi)的(de)有效(xiao)落(luo)實。還(huan)結合集(ji)(ji)團(tuan)(tuan)(tuan)特點,嚴把職(zhi)(zhi)工(gong)(gong)代(dai)(dai)(dai)(dai)(dai)表結構比例(li),確(que)(que)保各(ge)層(ceng)(ceng)面(mian)干(gan)部職(zhi)(zhi)工(gong)(gong)和(he)(he)各(ge)類先進代(dai)(dai)(dai)(dai)(dai)表都(dou)(dou)能參加職(zhi)(zhi)代(dai)(dai)(dai)(dai)(dai)會(hui)(hui)(hui)(hui)(hui)(hui),行(xing)使民(min)主(zhu)管(guan)理(li)權(quan)利。集(ji)(ji)團(tuan)(tuan)(tuan)職(zhi)(zhi)代(dai)(dai)(dai)(dai)(dai)會(hui)(hui)(hui)(hui)(hui)(hui)還(huan)選舉產(chan)生了(le)資(zi)產(chan)管(guan)理(li)、民(min)主(zhu)評議(yi)(yi)(yi)、提(ti)案處理(li)、職(zhi)(zhi)工(gong)(gong)權(quan)益等4個民(min)管(guan)專委會(hui)(hui)(hui)(hui)(hui)(hui),在職(zhi)(zhi)代(dai)(dai)(dai)(dai)(dai)會(hui)(hui)(hui)(hui)(hui)(hui)會(hui)(hui)(hui)(hui)(hui)(hui)議(yi)(yi)(yi)和(he)(he)閉(bi)會(hui)(hui)(hui)(hui)(hui)(hui)期(qi)間切實發展作用,推動這(zhe)一制度(du)(du)更好地為促進企業(ye)發展和(he)(he)職(zhi)(zhi)工(gong)(gong)權(quan)益維護服(fu)務。

  3、切(qie)(qie)實發揮黨(dang)政工(gong)(gong)(gong)(gong)主(zhu)體職(zhi)(zhi)(zhi)(zhi)責(ze)(ze)(ze),合力推進(jin)職(zhi)(zhi)(zhi)(zhi)代(dai)(dai)(dai)會(hui)(hui)(hui)制度(du)(du)落地(di)生根(gen)。集(ji)(ji)團(tuan)黨(dang)委切(qie)(qie)實履(lv)(lv)行(xing)(xing)(xing)(xing)領導主(zhu)體職(zhi)(zhi)(zhi)(zhi)責(ze)(ze)(ze),把加強多級職(zhi)(zhi)(zhi)(zhi)代(dai)(dai)(dai)會(hui)(hui)(hui)制度(du)(du)建(jian)設列入(ru)重要議(yi)事日程(cheng),支(zhi)持各(ge)級職(zhi)(zhi)(zhi)(zhi)代(dai)(dai)(dai)會(hui)(hui)(hui)依法行(xing)(xing)(xing)(xing)使職(zhi)(zhi)(zhi)(zhi)權。每屆職(zhi)(zhi)(zhi)(zhi)代(dai)(dai)(dai)會(hui)(hui)(hui)換屆改選,建(jian)工(gong)(gong)(gong)(gong)集(ji)(ji)團(tuan)黨(dang)委主(zhu)要領導都要擔任職(zhi)(zhi)(zhi)(zhi)代(dai)(dai)(dai)會(hui)(hui)(hui)籌(chou)備(bei)組(zu)(zu)組(zu)(zu)長,加強對職(zhi)(zhi)(zhi)(zhi)代(dai)(dai)(dai)會(hui)(hui)(hui)籌(chou)建(jian)工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)(zuo)的(de)(de)(de)(de)領導和(he)統籌(chou)協調工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)(zuo);每年(nian)職(zhi)(zhi)(zhi)(zhi)代(dai)(dai)(dai)會(hui)(hui)(hui)召開前的(de)(de)(de)(de)二個月,建(jian)工(gong)(gong)(gong)(gong)集(ji)(ji)團(tuan)黨(dang)委總(zong)要會(hui)(hui)(hui)同行(xing)(xing)(xing)(xing)政和(he)工(gong)(gong)(gong)(gong)會(hui)(hui)(hui)共(gong)同協商(shang)確定(ding)議(yi)題,統籌(chou)協調會(hui)(hui)(hui)議(yi)相關事宜,同時,每年(nian)定(ding)期(qi)就集(ji)(ji)團(tuan)職(zhi)(zhi)(zhi)(zhi)代(dai)(dai)(dai)會(hui)(hui)(hui)決議(yi)貫徹落實情況(kuang)聽取匯(hui)報(bao),專項(xiang)(xiang)研究(jiu)。集(ji)(ji)團(tuan)行(xing)(xing)(xing)(xing)政切(qie)(qie)實履(lv)(lv)行(xing)(xing)(xing)(xing)建(jian)制主(zhu)體職(zhi)(zhi)(zhi)(zhi)責(ze)(ze)(ze),自(zi)覺履(lv)(lv)行(xing)(xing)(xing)(xing)報(bao)告“三重一大(da)”、發展(zhan)規劃(hua)、年(nian)度(du)(du)工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)(zuo)和(he)財務預決算,以及涉及職(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)切(qie)(qie)身利益事項(xiang)(xiang)的(de)(de)(de)(de)職(zhi)(zhi)(zhi)(zhi)責(ze)(ze)(ze),自(zi)覺履(lv)(lv)行(xing)(xing)(xing)(xing)職(zhi)(zhi)(zhi)(zhi)代(dai)(dai)(dai)會(hui)(hui)(hui)決議(yi)貫徹落實和(he)接受職(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)代(dai)(dai)(dai)表巡視(shi)督查職(zhi)(zhi)(zhi)(zhi)責(ze)(ze)(ze),并(bing)在人財物(wu)等方面保障各(ge)級職(zhi)(zhi)(zhi)(zhi)代(dai)(dai)(dai)會(hui)(hui)(hui)能(neng)順暢有效運(yun)營。集(ji)(ji)團(tuan)工(gong)(gong)(gong)(gong)會(hui)(hui)(hui)切(qie)(qie)實履(lv)(lv)行(xing)(xing)(xing)(xing)運(yun)作(zuo)(zuo)(zuo)(zuo)(zuo)(zuo)主(zhu)體職(zhi)(zhi)(zhi)(zhi)責(ze)(ze)(ze),嚴格按照工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)(zuo)機構的(de)(de)(de)(de)各(ge)項(xiang)(xiang)規定(ding),推動職(zhi)(zhi)(zhi)(zhi)代(dai)(dai)(dai)會(hui)(hui)(hui)各(ge)項(xiang)(xiang)工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)(zuo)正常運(yun)行(xing)(xing)(xing)(xing),并(bing)通過強化職(zhi)(zhi)(zhi)(zhi)代(dai)(dai)(dai)會(hui)(hui)(hui)的(de)(de)(de)(de)各(ge)項(xiang)(xiang)工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)(zuo)制度(du)(du),加強對職(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)代(dai)(dai)(dai)表的(de)(de)(de)(de)教育培訓(xun)和(he)工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)(zuo)實踐(jian),激發多級職(zhi)(zhi)(zhi)(zhi)代(dai)(dai)(dai)會(hui)(hui)(hui)的(de)(de)(de)(de)制度(du)(du)功能(neng)。

  三、攻克熱點難點問(wen)題,努力(li)提高基(ji)層職代會運行(xing)質量(liang)

  為進一(yi)步(bu)堅持和完善(shan)多級(ji)職代會制度,促進基層單(dan)位職代會更(geng)有(you)針對性地解(jie)決(jue)工作(zuo)中的(de)瓶頸障礙問題,建(jian)工集團黨委支持集團工會,通過集團職代會形成共識,推動(dong)全系統著重解(jie)決(jue)以下四方面問題:

  一(yi)是針對職(zhi)代(dai)會民(min)主評(ping)議(yi)(yi)領導(dao)干(gan)部(bu)走形式(shi)問題,建工集(ji)團(tuan)黨(dang)委批轉集(ji)團(tuan)工會《關于職(zhi)代(dai)會民(min)主評(ping)議(yi)(yi)企業(ye)領導(dao)干(gan)部(bu)的(de)若(ruo)干(gan)意見》,明確規(gui)范八項程(cheng)序,量化評(ping)議(yi)(yi)指(zhi)標、強化過(guo)程(cheng)監(jian)督、細化工作環節,并(bing)要(yao)求(qiu)各級(ji)黨(dang)委組織部(bu)門要(yao)加強現場(chang)指(zhi)導(dao)、過(guo)程(cheng)監(jian)督、結果反饋和(he)提出獎懲建議(yi)(yi)的(de)工作流程(cheng),使民(min)主評(ping)議(yi)(yi)這一(yi)監(jian)督機(ji)制更有效地(di)發揮作用。

  二是針對(dui)基層經營者(zhe)選(xuan)聘缺乏職工參與(yu)問題,建工集(ji)團黨委(wei)(wei)與(yu)行政(zheng)同(tong)意將工會(hui)《關(guan)于組(zu)織職工參與(yu)經營者(zhe)競聘上(shang)崗工作的若干意見》作為經營者(zhe)選(xuan)聘工作的指導性(xing)意見,規定參與(yu)經營者(zhe)候選(xuan)人答(da)辯評(ping)審的職工代表數不少于專家評(ping)委(wei)(wei)的兩(liang)倍,并享有與(yu)專家評(ping)委(wei)(wei)同(tong)樣的提問權(quan)、投票權(quan),確保了職工參與(yu)選(xuan)聘企(qi)業經營者(zhe)工作的實效性(xing)。

  三是針對部分(fen)基(ji)層(ceng)單位職(zhi)代會(hui)有走過場的(de)問題,建(jian)工(gong)集團黨委在聽取集團工(gong)會(hui)匯(hui)報后,及時批轉了《關于建(jian)立職(zhi)代會(hui)質量(liang)評(ping)估(gu)的(de)意見》,明確要求職(zhi)代會(hui)質量(liang)評(ping)估(gu)工(gong)作一定要在黨組織領導(dao)下實(shi)(shi)施(shi),企業(ye)行政要重視和(he)支持工(gong)會(hui)開展(zhan)職(zhi)代會(hui)質量(liang)評(ping)估(gu),對提出的(de)整改意見和(he)措施(shi)必須督(du)查落實(shi)(shi),評(ping)估(gu)結果必須與基(ji)層(ceng)單位和(he)領導(dao)干部的(de)績(ji)效評(ping)價掛鉤。

  四是針對(dui)職工(gong)代(dai)表(biao)能(neng)(neng)力素質需要提(ti)高的(de)問題,建(jian)(jian)工(gong)集(ji)團通過加強(qiang)(qiang)多種培訓,強(qiang)(qiang)化職代(dai)會提(ti)案(an)工(gong)作制(zhi)度,以及(ji)增加職工(gong)代(dai)表(biao)履(lv)職實踐等活(huo)動(dong)(dong),不斷推動(dong)(dong)職工(gong)代(dai)表(biao)綜合(he)素質和(he)參與能(neng)(neng)力的(de)提(ti)高。近年(nian)來,建(jian)(jian)工(gong)集(ji)團和(he)各企業(ye)職工(gong)代(dai)表(biao)提(ti)出的(de)提(ti)案(an)和(he)意見建(jian)(jian)議更有全局觀,更能(neng)(neng)夠兼顧各方(fang)(fang)面(mian)的(de)利益,其中關(guan)于人才建(jian)(jian)設、“走出去”工(gong)作建(jian)(jian)議、產業(ye)發展和(he)企業(ye)管理對(dui)策、勞動(dong)(dong)用工(gong)和(he)收(shou)入(ru)分配等方(fang)(fang)面(mian)的(de)提(ti)案(an),都(dou)具有較(jiao)強(qiang)(qiang)的(de)針對(dui)性和(he)操作性,得到了集(ji)團和(he)基層行政的(de)高度評價,實施后(hou)的(de)效果(guo)明顯(xian)。

  此外,建(jian)(jian)工(gong)(gong)(gong)集團黨委還支持行政與(yu)工(gong)(gong)(gong)會探索把創建(jian)(jian)職(zhi)工(gong)(gong)(gong)“滿意(yi)企(qi)(qi)業”和“勞動(dong)關系和諧企(qi)(qi)業”活(huo)動(dong)與(yu)廠(chang)務(wu)公開、職(zhi)代會工(gong)(gong)(gong)作相結合,制定了(le)建(jian)(jian)工(gong)(gong)(gong)集團“滿意(yi)企(qi)(qi)業”12條創建(jian)(jian)標準,創新了(le)將(jiang)廠(chang)務(wu)公開、職(zhi)代會工(gong)(gong)(gong)作向(xiang)企(qi)(qi)業投資決策、設備材料(liao)比價采購、資金管(guan)理、項(xiang)目管(guan)理、分包商(shang)選(xuan)擇(ze)和效能監察等企(qi)(qi)業管(guan)理的(de)重點、難點領(ling)域延(yan)伸的(de)新做法,收到了(le)很(hen)好的(de)成效。

  自2003年起,建工(gong)集團內已有20多(duo)家單(dan)(dan)(dan)位(wei)榮獲市廠(chang)務公開民主管理先進(jin)單(dan)(dan)(dan)位(wei)或職(zhi)(zhi)工(gong)滿意(yi)企業稱(cheng)號,10多(duo)位(wei)企業行政領(ling)導獲得(de)市職(zhi)(zhi)工(gong)信賴(lai)的經(jing)營(ying)者稱(cheng)號,2家企業獲得(de)全國和(he)諧(xie)勞動關系模范企業稱(cheng)號。建工(gong)集團也于(yu)2004年被全國廠(chang)務公開協(xie)調小組授予“全國廠(chang)務公開民主管理先進(jin)單(dan)(dan)(dan)位(wei)”稱(cheng)號。
