為(wei)進(jin)(jin)一(yi)步(bu)加(jia)強礦井(jing)單位生(sheng)產一(yi)線(xian)(xian)隊(dui)組(zu)(zu)(zu)建設(she)(she),提升礦井(jing)生(sheng)產一(yi)線(xian)(xian)隊(dui)組(zu)(zu)(zu)管(guan)理水平,提高生(sheng)產效率,建設(she)(she)適應新形(xing)勢、新要求(qiu)的隊(dui)組(zu)(zu)(zu)領導班子和職工隊(dui)伍,促進(jin)(jin)隊(dui)組(zu)(zu)(zu)管(guan)理科學(xue)化、規范化,山西焦煤西山煤電近日下發《關于進(jin)(jin)一(yi)步(bu)加(jia)強礦井(jing)生(sheng)產一(yi)線(xian)(xian)隊(dui)組(zu)(zu)(zu)建設(she)(she)的意(yi)見》,要求(qiu)打造(zao)“五好(hao)隊(dui)組(zu)(zu)(zu)”,充分發揮隊(dui)組(zu)(zu)(zu)在(zai)礦井(jing)安全生(sheng)產過程中的主導作用,保障山西焦煤西山煤電戰(zhan)略發展目標的貫徹落實。
《意見》從隊(dui)組編制上(shang)要求根據(ju)專(zhuan)業(ye)化管理要求,合(he)理配(pei)置副隊(dui)長和(he)技術員,并有明確的管理職責和(he)合(he)理的專(zhuan)業(ye)分工。在人員配(pei)置上(shang),要精干高(gao)效,人、崗、責相匹(pi)配(pei)。在隊(dui)組干部準入和(he)選任資格條件上(shang),要優先(xian)考慮選拔能(neng)吃(chi)苦、帶隊(dui)伍能(neng)力(li)強、處理問題能(neng)力(li)強、綜合(he)素(su)質高(gao)的管理干部。
《意見》指出,要(yao)在礦井一(yi)(yi)(yi)線生(sheng)產隊(dui)組(zu)(zu)(zu)(zu)中開展創建(jian)(jian)(jian)“五好隊(dui)組(zu)(zu)(zu)(zu)”活(huo)動(dong)(dong),這“五好隊(dui)組(zu)(zu)(zu)(zu)”的(de)具體(ti)內容(rong)是:(一(yi)(yi)(yi))班(ban)(ban)子(zi)(zi)(zi)建(jian)(jian)(jian)設好。隊(dui)組(zu)(zu)(zu)(zu)班(ban)(ban)子(zi)(zi)(zi)組(zu)(zu)(zu)(zu)織結構配(pei)置合理,專業(ye)(ye)搭配(pei)互(hu)補;班(ban)(ban)子(zi)(zi)(zi)團(tuan)結和(he)諧,隊(dui)長(chang)、書(shu)記(ji)核心(xin)帶(dai)頭(tou)作(zuo)用(yong)(yong)(yong)明(ming)(ming)顯(xian),相互(hu)協作(zuo),班(ban)(ban)子(zi)(zi)(zi)成員(yuan)“一(yi)(yi)(yi)崗(gang)雙責(ze)(ze)”責(ze)(ze)任(ren)明(ming)(ming)確,干部職(zhi)工(gong)(gong)(gong)思(si)想政治穩定,黨(dang)組(zu)(zu)(zu)(zu)織戰斗堡壘和(he)黨(dang)員(yuan)干部帶(dai)頭(tou)作(zuo)用(yong)(yong)(yong)有(you)(you)效發揮(hui);隊(dui)組(zu)(zu)(zu)(zu)管(guan)理制(zhi)度(du)健全(quan)(quan)(quan)(quan),黨(dang)風廉政建(jian)(jian)(jian)設機制(zhi)完善(shan),工(gong)(gong)(gong)資(zi)分配(pei)透(tou)明(ming)(ming),隊(dui)務公(gong)正(zheng)公(gong)平公(gong)開,干部職(zhi)工(gong)(gong)(gong)滿意度(du)高(gao)(gao),黨(dang)員(yuan)身(shen)邊無事(shi)故、黨(dang)員(yuan)安(an)全(quan)(quan)(quan)(quan)責(ze)(ze)任(ren)區(qu)作(zuo)用(yong)(yong)(yong)明(ming)(ming)顯(xian)。(二)職(zhi)工(gong)(gong)(gong)素質(zhi)好。隊(dui)組(zu)(zu)(zu)(zu)職(zhi)工(gong)(gong)(gong)要(yao)嚴格執行(xing)工(gong)(gong)(gong)作(zuo)紀律,杜(du)絕“三違”現(xian)象(xiang)(xiang);職(zhi)工(gong)(gong)(gong)業(ye)(ye)務技(ji)術技(ji)能(neng)等級(ji)(ji)達(da)到(dao)上級(ji)(ji)規定目標(biao)要(yao)求。(三)現(xian)場管(guan)理好。隊(dui)組(zu)(zu)(zu)(zu)作(zuo)業(ye)(ye)現(xian)場動(dong)(dong)態達(da)標(biao)成為常(chang)態,嚴格落實隊(dui)組(zu)(zu)(zu)(zu)管(guan)理人員(yuan)、“三員(yuan)兩長(chang)”安(an)全(quan)(quan)(quan)(quan)生(sheng)產責(ze)(ze)任(ren)制(zhi),職(zhi)工(gong)(gong)(gong)先培訓合格后上崗(gang),全(quan)(quan)(quan)(quan)面執行(xing)班(ban)(ban)前、班(ban)(ban)后會和(he)交接(jie)班(ban)(ban)制(zhi)度(du)、安(an)全(quan)(quan)(quan)(quan)質(zhi)量(liang)(liang)(liang)標(biao)準化(hua)和(he)文(wen)明(ming)(ming)生(sheng)產管(guan)理制(zhi)度(du)、隱患排查(cha)(cha)治理報(bao)告制(zhi)度(du)、事(shi)故報(bao)告和(he)處(chu)置制(zhi)度(du)等,符合安(an)全(quan)(quan)(quan)(quan)質(zhi)量(liang)(liang)(liang)標(biao)準化(hua)建(jian)(jian)(jian)設規范要(yao)求;所有(you)(you)崗(gang)位都按(an)標(biao)準 和(he)工(gong)(gong)(gong)作(zuo)實際制(zhi)定規程(cheng),按(an)規程(cheng)指導生(sheng)產,各項記(ji)實記(ji)錄準確,有(you)(you)據可查(cha)(cha)。(四(si))經濟效益好。隊(dui)組(zu)(zu)(zu)(zu)優化(hua)成本(ben)控制(zhi)和(he)生(sheng)產投入,有(you)(you)效使用(yong)(yong)(yong)材料物(wu)資(zi),加(jia)強物(wu)資(zi)回收復用(yong)(yong)(yong),加(jia)強材料物(wu)資(zi)庫存和(he)運(yun)輸過(guo)程(cheng)管(guan)理,無丟失浪費等現(xian)象(xiang)(xiang);對各工(gong)(gong)(gong)種崗(gang)位實現(xian)精細管(guan)理,加(jia)強班(ban)(ban)組(zu)(zu)(zu)(zu)核算工(gong)(gong)(gong)作(zuo)和(he)計量(liang)(liang)(liang)控制(zhi);優化(hua)隊(dui)組(zu)(zu)(zu)(zu)人員(yuan)結構,實現(xian)降(jiang)本(ben)增效,提高(gao)(gao)隊(dui)組(zu)(zu)(zu)(zu)經濟效益,保障職(zhi)工(gong)(gong)(gong)收入。(五)安(an)全(quan)(quan)(quan)(quan)生(sheng)產好。年度(du)內消滅輕傷以上人身(shen)事(shi)故和(he)二級(ji)(ji)以 上非傷亡事(shi)故,保質(zhi)保量(liang)(liang)(liang)完成礦井下達(da)的(de)原煤產量(liang)(liang)(liang)、掘進(jin)進(jin)尺等生(sheng)產任(ren)務。
《意見(jian)》從推(tui)進體(ti)制機(ji)制改革(ge)、嚴格考核(he)淘汰、加(jia)強干(gan)部職工教育培訓、堅持職工技(ji)(ji)能(neng)比武(wu)和崗(gang)位練兵,促進職工素質(zhi)和技(ji)(ji)能(neng)提升、推(tui)行副隊級備崗(gang)制、積極推(tui)行礦(kuang)井一線隊組技(ji)(ji)術(shu)員、技(ji)(ji)術(shu)副隊長公開(kai)選拔(ba)制度,六(liu)個方(fang)面要求創新(xin)工作體(ti)質(zhi)機(ji)制,加(jia)強礦(kuang)井一線隊組人(ren)員的培養(yang)、管理和考核(he)激(ji)勵。
