一是規范(fan)投(tou)資(zi)(zi)(zi)(zi)項(xiang)(xiang)(xiang)目決策程序(xu)。做好(hao)投(tou)資(zi)(zi)(zi)(zi)機會研究(jiu)、可行性研究(jiu)、初步(bu)設(she)(she)計(ji)等前期工作;完善專(zhuan)家論證(zheng)制(zhi)(zhi)(zhi)度,嚴格項(xiang)(xiang)(xiang)目法人(ren)責任制(zhi)(zhi)(zhi)、風(feng)(feng)險(xian)(xian)抵押金制(zhi)(zhi)(zhi)度,強(qiang)化內(nei)部控(kong)制(zhi)(zhi)(zhi),嚴格考核獎懲。二是嚴格投(tou)資(zi)(zi)(zi)(zi)項(xiang)(xiang)(xiang)目過程管理(li)。實(shi)(shi)施項(xiang)(xiang)(xiang)目概(gai)算(suan)包(bao)干(gan)制(zhi)(zhi)(zhi),抓(zhua)好(hao)設(she)(she)計(ji)優化、設(she)(she)備選型(xing)和引進(jin)的商務(wu)談判,強(qiang)化施工網絡圖(tu)、項(xiang)(xiang)(xiang)目驗(yan)收(shou)、財務(wu)決算(suan)、投(tou)資(zi)(zi)(zi)(zi)分析、轉資(zi)(zi)(zi)(zi)和后(hou)評價等管理(li),確(que)保項(xiang)(xiang)(xiang)目早(zao)(zao)(zao)建(jian)(jian)成、早(zao)(zao)(zao)投(tou)產、早(zao)(zao)(zao)發揮(hui)效益。三是加大項(xiang)(xiang)(xiang)目監督管理(li)力度。推(tui)行建(jian)(jian)設(she)(she)項(xiang)(xiang)(xiang)目管理(li)信息系統(tong)(PMIS),強(qiang)化審計(ji)監督,對項(xiang)(xiang)(xiang)目立項(xiang)(xiang)(xiang)、設(she)(she)計(ji)、施工和決算(suan)全過程把關(guan)。四是防范(fan)投(tou)資(zi)(zi)(zi)(zi)項(xiang)(xiang)(xiang)目風(feng)(feng)險(xian)(xian)。完善風(feng)(feng)險(xian)(xian)防范(fan)預案,健(jian)全風(feng)(feng)險(xian)(xian)控(kong)制(zhi)(zhi)(zhi)體系,推(tui)行項(xiang)(xiang)(xiang)目法律意見書(shu)制(zhi)(zhi)(zhi)度,實(shi)(shi)現企業(ye)穩健(jian)經營、有效發展。
