肥礦集團全面實施“人才強企”戰略

  一(yi)(yi)是(shi)實施人(ren)(ren)(ren)(ren)(ren)(ren)力(li)(li)資(zi)源(yuan)的(de)結構調整和(he)(he)開發儲備(bei)。全面(mian)落實人(ren)(ren)(ren)(ren)(ren)(ren)才(cai)規(gui)劃和(he)(he)煤(mei)礦(kuang)主(zhu)(zhu)體(ti)專(zhuan)(zhuan)業(ye)(ye)技(ji)(ji)(ji)(ji)術(shu)人(ren)(ren)(ren)(ren)(ren)(ren)才(cai)培(pei)(pei)(pei)(pei)養培(pei)(pei)(pei)(pei)訓辦法(fa)(fa),突(tu)出培(pei)(pei)(pei)(pei)養、引進(jin)和(he)(he)合(he)(he)(he)(he)(he)作三個環節,統籌抓好專(zhuan)(zhuan)業(ye)(ye)技(ji)(ji)(ji)(ji)術(shu)、經營(ying)管理(li)(li)(li)、高(gao)(gao)技(ji)(ji)(ji)(ji)能(neng)員(yuan)(yuan)(yuan)(yuan)工(gong)(gong)(gong)(gong)(gong)隊(dui)(dui)伍建(jian)(jian)設,有步驟、有計劃地統籌人(ren)(ren)(ren)(ren)(ren)(ren)力(li)(li)資(zi)源(yuan)配置,努力(li)(li)培(pei)(pei)(pei)(pei)養和(he)(he)造(zao)就一(yi)(yi)支適(shi)應(ying)企業(ye)(ye)快速健康發展需(xu)(xu)求的(de)數(shu)量(liang)充足、專(zhuan)(zhuan)業(ye)(ye)結構合(he)(he)(he)(he)(he)理(li)(li)(li)、素(su)質(zhi)(zhi)優(you)(you)良(liang)的(de)專(zhuan)(zhuan)業(ye)(ye)技(ji)(ji)(ji)(ji)術(shu)人(ren)(ren)(ren)(ren)(ren)(ren)才(cai)隊(dui)(dui)伍。“十二五(wu)”期間,確保招(zhao)聘引進(jin)煤(mei)礦(kuang)主(zhu)(zhu)體(ti)專(zhuan)(zhuan)業(ye)(ye)大(da)學畢(bi)業(ye)(ye)生(sheng)1500名以(yi)上(shang),實現(xian)專(zhuan)(zhuan)業(ye)(ye)技(ji)(ji)(ji)(ji)術(shu)人(ren)(ren)(ren)(ren)(ren)(ren)才(cai)成(cheng)倍(bei)增長(chang)。力(li)(li)爭到(dao)2015年,煤(mei)礦(kuang)主(zhu)(zhu)體(ti)專(zhuan)(zhuan)業(ye)(ye)中級(ji)(ji)(ji)職稱、高(gao)(gao)級(ji)(ji)(ji)職稱人(ren)(ren)(ren)(ren)(ren)(ren)員(yuan)(yuan)(yuan)(yuan)占(zhan)專(zhuan)(zhuan)業(ye)(ye)技(ji)(ji)(ji)(ji)術(shu)人(ren)(ren)(ren)(ren)(ren)(ren)數(shu)的(de)20%、12%以(yi)上(shang),高(gao)(gao)級(ji)(ji)(ji)工(gong)(gong)(gong)(gong)(gong)及以(yi)上(shang)技(ji)(ji)(ji)(ji)能(neng)人(ren)(ren)(ren)(ren)(ren)(ren)員(yuan)(yuan)(yuan)(yuan)占(zhan)技(ji)(ji)(ji)(ji)術(shu)崗(gang)(gang)(gang)(gang)位(wei)(wei)員(yuan)(yuan)(yuan)(yuan)工(gong)(gong)(gong)(gong)(gong)人(ren)(ren)(ren)(ren)(ren)(ren)數(shu)的(de)30%左右(you),煤(mei)礦(kuang)特有工(gong)(gong)(gong)(gong)(gong)種的(de)高(gao)(gao)級(ji)(ji)(ji)工(gong)(gong)(gong)(gong)(gong)及以(yi)上(shang)技(ji)(ji)(ji)(ji)能(neng)人(ren)(ren)(ren)(ren)(ren)(ren)員(yuan)(yuan)(yuan)(yuan)占(zhan)技(ji)(ji)(ji)(ji)術(shu)崗(gang)(gang)(gang)(gang)位(wei)(wei)員(yuan)(yuan)(yuan)(yuan)工(gong)(gong)(gong)(gong)(gong)人(ren)(ren)(ren)(ren)(ren)(ren)數(shu)的(de)15%左右(you)。創(chuang)新人(ren)(ren)(ren)(ren)(ren)(ren)才(cai)使用(yong)(yong)、培(pei)(pei)(pei)(pei)養、引進(jin)、考(kao)(kao)(kao)核、激勵(li)等(deng)機(ji)(ji)制(zhi)(zhi)(zhi),使公開招(zhao)聘、競(jing)爭上(shang)崗(gang)(gang)(gang)(gang)逐步成(cheng)為選拔技(ji)(ji)(ji)(ji)術(shu)和(he)(he)管理(li)(li)(li)人(ren)(ren)(ren)(ren)(ren)(ren)員(yuan)(yuan)(yuan)(yuan)的(de)主(zhu)(zhu)要形式。大(da)力(li)(li)實施員(yuan)(yuan)(yuan)(yuan)工(gong)(gong)(gong)(gong)(gong)素(su)質(zhi)(zhi)提升工(gong)(gong)(gong)(gong)(gong)程,加強應(ying)用(yong)(yong)型高(gao)(gao)技(ji)(ji)(ji)(ji)能(neng)人(ren)(ren)(ren)(ren)(ren)(ren)才(cai)隊(dui)(dui)伍建(jian)(jian)設,通過(guo)全員(yuan)(yuan)(yuan)(yuan)輪訓、現(xian)場(chang)化培(pei)(pei)(pei)(pei)訓等(deng)形式,全面(mian)提高(gao)(gao)一(yi)(yi)線員(yuan)(yuan)(yuan)(yuan)工(gong)(gong)(gong)(gong)(gong)的(de)職業(ye)(ye)素(su)質(zhi)(zhi)和(he)(he)崗(gang)(gang)(gang)(gang)位(wei)(wei)技(ji)(ji)(ji)(ji)能(neng)。堅(jian)(jian)持適(shi)量(liang)和(he)(he)適(shi)用(yong)(yong)的(de)原(yuan)則引進(jin)社(she)會人(ren)(ren)(ren)(ren)(ren)(ren)才(cai)和(he)(he)智力(li)(li)資(zi)源(yuan),運用(yong)(yong)市場(chang)機(ji)(ji)制(zhi)(zhi)(zhi),制(zhi)(zhi)(zhi)定(ding)相應(ying)的(de)優(you)(you)惠政(zheng)策(ce),構建(jian)(jian)綠色人(ren)(ren)(ren)(ren)(ren)(ren)才(cai)通道,有選擇、有計劃地引進(jin)人(ren)(ren)(ren)(ren)(ren)(ren)才(cai)、培(pei)(pei)(pei)(pei)養后備(bei)人(ren)(ren)(ren)(ren)(ren)(ren)才(cai),形成(cheng)人(ren)(ren)(ren)(ren)(ren)(ren)力(li)(li)資(zi)源(yuan)合(he)(he)(he)(he)(he)理(li)(li)(li)梯隊(dui)(dui),滿足企業(ye)(ye)發展需(xu)(xu)求。二是(shi)積極穩妥地推進(jin)薪酬(chou)體(ti)制(zhi)(zhi)(zhi)改(gai)革(ge)。創(chuang)新業(ye)(ye)績(ji)(ji)考(kao)(kao)(kao)核和(he)(he)分(fen)(fen)配激勵(li)機(ji)(ji)制(zhi)(zhi)(zhi),健全以(yi)崗(gang)(gang)(gang)(gang)位(wei)(wei)績(ji)(ji)效(xiao)工(gong)(gong)(gong)(gong)(gong)資(zi)為主(zhu)(zhu)、以(yi)績(ji)(ji)效(xiao)考(kao)(kao)(kao)核為標準的(de)薪酬(chou)分(fen)(fen)配制(zhi)(zhi)(zhi)度,薪酬(chou)分(fen)(fen)配與(yu)業(ye)(ye)績(ji)(ji)考(kao)(kao)(kao)核緊密掛鉤(gou),業(ye)(ye)績(ji)(ji)考(kao)(kao)(kao)核與(yu)目標責(ze)任、貢獻(xian)大(da)小和(he)(he)創(chuang)造(zao)價值相結合(he)(he)(he)(he)(he)。堅(jian)(jian)持向(xiang)生(sheng)產一(yi)(yi)線和(he)(he)艱苦崗(gang)(gang)(gang)(gang)位(wei)(wei)傾斜,逐步建(jian)(jian)立重(zhong)實績(ji)(ji)、重(zhong)貢獻(xian)、向(xiang)優(you)(you)秀人(ren)(ren)(ren)(ren)(ren)(ren)才(cai)和(he)(he)關(guan)(guan)鍵(jian)崗(gang)(gang)(gang)(gang)位(wei)(wei)傾斜的(de)分(fen)(fen)配機(ji)(ji)制(zhi)(zhi)(zhi),提高(gao)(gao)關(guan)(guan)鍵(jian)性管理(li)(li)(li)、技(ji)(ji)(ji)(ji)術(shu)崗(gang)(gang)(gang)(gang)位(wei)(wei)和(he)(he)高(gao)(gao)素(su)質(zhi)(zhi)短缺人(ren)(ren)(ren)(ren)(ren)(ren)才(cai)的(de)收入水(shui)平。堅(jian)(jian)持科學的(de)人(ren)(ren)(ren)(ren)(ren)(ren)才(cai)考(kao)(kao)(kao)評機(ji)(ji)制(zhi)(zhi)(zhi),探(tan)索(suo)建(jian)(jian)立高(gao)(gao)層(ceng)次人(ren)(ren)(ren)(ren)(ren)(ren)才(cai)優(you)(you)待制(zhi)(zhi)(zhi)度,形成(cheng)按照市場(chang)價位(wei)(wei)調整人(ren)(ren)(ren)(ren)(ren)(ren)才(cai)薪酬(chou)的(de)機(ji)(ji)制(zhi)(zhi)(
