山東重工濰柴集團多措并舉提高投資管理水平
山東重工濰(wei)(wei)柴(chai)集(ji)團(tuan)運用(yong)精(jing)益(yi)(yi)管(guan)(guan)理(li)(li)理(li)(li)念,積(ji)極(ji)改進(jin)投(tou)(tou)(tou)(tou)(tou)資(zi)(zi)(zi)(zi)(zi)(zi)管(guan)(guan)理(li)(li)方法(fa),健全(quan)制(zhi)(zhi)(zhi)度(du)流(liu)(liu)程(cheng),提(ti)升員工素質,完善(shan)項(xiang)(xiang)目(mu)(mu)(mu)后(hou)(hou)評(ping)價,研(yan)(yan)究政(zheng)策(ce)(ce)動態,努力實(shi)(shi)現投(tou)(tou)(tou)(tou)(tou)資(zi)(zi)(zi)(zi)(zi)(zi)回報最大(da)化。一是規(gui)(gui)范(fan)(fan)流(liu)(liu)程(cheng)制(zhi)(zhi)(zhi)度(du),搭建投(tou)(tou)(tou)(tou)(tou)資(zi)(zi)(zi)(zi)(zi)(zi)管(guan)(guan)控體(ti)系。運用(yong)精(jing)益(yi)(yi)管(guan)(guan)理(li)(li)理(li)(li)念,改變過(guo)去隨(sui)意(yi)性強、前(qian)(qian)期(qi)(qi)論(lun)(lun)證(zheng)(zheng)不充分導(dao)致后(hou)(hou)期(qi)(qi)管(guan)(guan)理(li)(li)費用(yong)大(da)增等粗放式投(tou)(tou)(tou)(tou)(tou)資(zi)(zi)(zi)(zi)(zi)(zi)模(mo)式,以(yi)制(zhi)(zhi)(zhi)度(du)為保(bao)障,用(yong)流(liu)(liu)程(cheng)進(jin)行(xing)規(gui)(gui)范(fan)(fan),制(zhi)(zhi)(zhi)訂(ding)了(le)一整套(tao)“項(xiang)(xiang)目(mu)(mu)(mu)立項(xiang)(xiang)—論(lun)(lun)證(zheng)(zheng)評(ping)審—項(xiang)(xiang)目(mu)(mu)(mu)報批實(shi)(shi)施(shi)(shi)—實(shi)(shi)施(shi)(shi)監管(guan)(guan)—項(xiang)(xiang)目(mu)(mu)(mu)驗收—后(hou)(hou)評(ping)估(gu)”全(quan)過(guo)程(cheng)的投(tou)(tou)(tou)(tou)(tou)資(zi)(zi)(zi)(zi)(zi)(zi)管(guan)(guan)理(li)(li)范(fan)(fan)式。二是組織各項(xiang)(xiang)投(tou)(tou)(tou)(tou)(tou)資(zi)(zi)(zi)(zi)(zi)(zi)專題(ti)培訓, 提(ti)升各部(bu)門(men)協同工作能(neng)(neng)力。開展固定資(zi)(zi)(zi)(zi)(zi)(zi)產(chan)流(liu)(liu)程(cheng)制(zhi)(zhi)(zhi)度(du)宣貫(guan)。組織全(quan)公(gong)(gong)司(si)范(fan)(fan)圍基(ji)層投(tou)(tou)(tou)(tou)(tou)資(zi)(zi)(zi)(zi)(zi)(zi)管(guan)(guan)理(li)(li)員進(jin)行(xing)固定資(zi)(zi)(zi)(zi)(zi)(zi)產(chan)投(tou)(tou)(tou)(tou)(tou)資(zi)(zi)(zi)(zi)(zi)(zi)流(liu)(liu)程(cheng)制(zhi)(zhi)(zhi)度(du)講解,并結合(he)典型案例,進(jin)行(xing)投(tou)(tou)(tou)(tou)(tou)資(zi)(zi)(zi)(zi)(zi)(zi)項(xiang)(xiang)目(mu)(mu)(mu)管(guan)(guan)理(li)(li)實(shi)(shi)戰(zhan)演練培訓,增強了(le)各部(bu)門(men)學習制(zhi)(zhi)(zhi)度(du)、執(zhi)行(xing)制(zhi)(zhi)(zhi)度(du)的意(yi)識和(he)投(tou)(tou)(tou)(tou)(tou)資(zi)(zi)(zi)(zi)(zi)(zi)管(guan)(guan)理(li)(li)能(neng)(neng)力。組織開展并購(gou)(gou)專題(ti)培訓,為支持(chi)公(gong)(gong)司(si)海(hai)外(wai)戰(zhan)略目(mu)(mu)(mu)標的落地,聘請普華(hua)永道咨詢公(gong)(gong)司(si)組織對(dui)外(wai)投(tou)(tou)(tou)(tou)(tou)資(zi)(zi)(zi)(zi)(zi)(zi)專題(ti)培訓,邀請國內外(wai)6位(wei)資(zi)(zi)(zi)(zi)(zi)(zi)深投(tou)(tou)(tou)(tou)(tou)資(zi)(zi)(zi)(zi)(zi)(zi)專家(jia)(jia)到公(gong)(gong)司(si)授(shou)課,對(dui)100多名投(tou)(tou)(tou)(tou)(tou)資(zi)(zi)(zi)(zi)(zi)(zi)管(guan)(guan)理(li)(li)及關(guan)(guan)聯業(ye)務的重要崗(gang)位(wei)人(ren)員講述企(qi)業(ye)并購(gou)(gou)中(zhong)盡職(zhi)調查、并購(gou)(gou)整合(he)等專項(xiang)(xiang)知(zhi)識。三是抓前(qian)(qian)評(ping)促后(hou)(hou)評(ping),確保(bao)精(jing)益(yi)(yi)投(tou)(tou)(tou)(tou)(tou)資(zi)(zi)(zi)(zi)(zi)(zi)理(li)(li)念落地。實(shi)(shi)施(shi)(shi)精(jing)益(yi)(yi)論(lun)(lun)證(zheng)(zheng)、防范(fan)(fan)投(tou)(tou)(tou)(tou)(tou)資(zi)(zi)(zi)(zi)(zi)(zi)風險。按照制(zhi)(zhi)(zhi)度(du)流(liu)(liu)程(cheng),嚴把(ba)固定資(zi)(zi)(zi)(zi)(zi)(zi)產(chan)和(he)股(gu)(gu)(gu)權(quan)投(tou)(tou)(tou)(tou)(tou)資(zi)(zi)(zi)(zi)(zi)(zi)項(xiang)(xiang)目(mu)(mu)(mu)論(lun)(lun)證(zheng)(zheng)關(guan)(guan),重大(da)投(tou)(tou)(tou)(tou)(tou)資(zi)(zi)(zi)(zi)(zi)(zi)項(xiang)(xiang)目(mu)(mu)(mu)實(shi)(shi)施(shi)(shi)“投(tou)(tou)(tou)(tou)(tou)資(zi)(zi)(zi)(zi)(zi)(zi)四步(bu)審核把(ba)關(guan)(guan)方法(fa)”,即:投(tou)(tou)(tou)(tou)(tou)資(zi)(zi)(zi)(zi)(zi)(zi)部(bu)門(men)初審—職(zhi)能(neng)(neng)部(bu)門(men)專業(ye)審核—專家(jia)(jia)團(tuan)隊評(ping)審—公(gong)(gong)司(si)聯席(xi)辦公(gong)(gong)會(hui)(或董事(shi)會(hui)、股(gu)(gu)(gu)東會(hui))終審,為企(qi)業(ye)節約投(tou)(tou)(tou)(tou)(tou)資(zi)(zi)(zi)(zi)(zi)(zi)近億元。做(zuo)好項(xiang)(xiang)目(mu)(mu)(mu)后(hou)(hou)評(ping)價,總結經驗教訓。先(xian)后(hou)(hou)組織了(le)對(dui)濰(wei)(wei)柴(chai)集(ji)團(tuan)投(tou)(tou)(tou)(tou)(tou)資(zi)(zi)(zi)(zi)(zi)(zi)的濰(wei)(wei)柴(chai)(揚州)亞星(xing)股(gu)(gu)(gu)權(quan)投(tou)(tou)(tou)(tou)(tou)資(zi)(zi)(zi)(zi)(zi)(zi)項(xiang)(xiang)目(mu)(mu)(mu)、濰(wei)(wei)柴(chai)動力投(tou)(tou)(tou)(tou)(tou)資(zi)(zi)(zi)(zi)(zi)(zi)的濰(wei)(wei)柴(chai)(青州)液壓股(gu)(gu)(gu)權(quan)投(tou)(tou)(tou)(tou)(tou)資(zi)(zi)(zi)(zi)(zi)(zi)項(xiang)(xiang)目(mu)(mu)(mu)的后(hou)(hou)評(ping)價。四是加強政(zheng)策(ce)(ce)研(yan)(yan)究,提(ti)高(gao)投(tou)(tou)(tou)(tou)(tou)資(zi)(zi)(zi)(zi)(zi)(zi)效(xiao)率和(he)回報。設置(zhi)專崗(gang)專人(ren),研(yan)(yan)究國家(jia)(jia)扶持(chi)政(zheng)策(ce)(ce);關(guan)(guan)注外(wai)部(bu)投(tou)(tou)(tou)(tou)(tou)資(zi)(zi)(zi)(zi)(zi)(zi)環境,找準投(tou)(tou)(tou)(tou)(tou)資(zi)(zi)(zi)(zi)(zi)(zi)方向(xiang);研(yan)(yan)究海(hai)外(wai)政(zheng)策(ce)(ce)法(fa)規(gui)(gui),規(gui)(gui)避(bi)風險,提(ti)高(gao)收益(yi)(yi)。
