宜昌公交集團視履行社會責任為已任

  翻開宜昌公交集團(tuan)的發展史冊,展現在人(ren)們面前(qian)是一幅(fu)幅(fu)絢麗多姿的畫卷,同時留下2300名干(gan)部職工解放思(si)想,赤誠(cheng)奉獻,忠(zhong)誠(cheng)履(lv)行社會責任的閃光足(zu)跡——

  近5年中公交營運線路從35條增加到69條,營運車輛從445臺(tai)(tai)增加到 868臺(tai)(tai),城(cheng)區萬人擁有公交標(biao)臺(tai)(tai)數達到9.6標(biao)臺(tai)(tai);日(ri)客運量52萬人次(ci);新增30多個公交站和便民站點;為65歲以上(shang)老年人、殘疾人、傷殘軍人、現役軍人提供免(mian)費(fei)乘車服務……

  一、 倡導低(di)碳(tan)出(chu)行(xing),做好節能減排。

  隨著時代(dai)的(de)發(fa)展和(he)社會(hui)的(de)進步,人(ren)們的(de)節(jie)能減排意(yi)識日益加強,已充分(fen)認識到節(jie)能環(huan)保對(dui)保護生存環(huan)境的(de)重要意(yi)義(yi)。坐公交車(che)(che)代(dai)替開私家車(che)(che),促(cu)進節(jie)能環(huan)保,在(zai)許多市(shi)民心中已經(jing)達成(cheng)共識。為(wei)了(le)發(fa)揮城市(shi)公共交通對(dui)推行(xing)節(jie)能減排的(de)重要作用。近年來(lai),宜(yi)昌公交在(zai)為(wei)乘客提供“快捷、安全(quan)、方(fang)便、舒適(shi)”的(de)公交服務(wu)的(de)同時,加大技術創新力度,大力實(shi)施了(le)“綠(lv)色公交建設”和(he)“車(che)(che)輛裝備提升”兩大工程,有效分(fen)擔了(le)一部分(fen)節(jie)能減排的(de)社會(hui)責(ze)任。

  2007年以來,面對燃(ran)油大(da)幅度、高頻率漲價(jia)形勢,為降低營運(yun)成(cheng)本,減(jian)少汽車尾氣(qi)對空(kong)氣(qi)的(de)(de)(de)污(wu)(wu)染,集團(tuan)公(gong)(gong)司大(da)力實施油改氣(qi)工程(cheng)。吸引社會民營投資3000萬元(yuan),在西陵區(qu)、伍(wu)家崗(gang)區(qu)和宜(yi)(yi)昌開發區(qu)建設了(le)4座CNG加(jia)氣(qi)站。并(bing)向銀行貸款500萬元(yuan),對所(suo)有車輛(liang)進(jin)行燃(ran)料(liao)系(xi)統改造,使穿梭在宜(yi)(yi)昌大(da)街小巷(xiang)的(de)(de)(de)公(gong)(gong)交(jiao)車全部使用“CNG”天(tian)然氣(qi)為動力運(yun)行。實驗(yan)表明(ming):1立方米天(tian)然氣(qi)可行使的(de)(de)(de)里(li)程(cheng),與1.1升(sheng)汽油相(xiang)(xiang)(xiang)當(dang)。綜合比(bi)照燃(ran)料(liao)成(cheng)本比(bi)使用汽油便宜(yi)(yi)近30%,而且環保價(jia)值高。天(tian)然氣(qi)能(neng)完全燃(ran)燒,基本無污(wu)(wu)染,與燃(ran)油車相(xiang)(xiang)(xiang)比(bi),CNG公(gong)(gong)交(jiao)車的(de)(de)(de)尾氣(qi)二氧(yang)化(hua)碳排(pai)放(fang)(fang)量減(jian)少25%,氮(dan)氧(yang)化(hua)合物(wu)排(pai)放(fang)(fang)量減(jian)少80%。尾氣(qi)中的(de)(de)(de)有害(hai)物(wu)質排(pai)放(fang)(fang)量只相(xiang)(xiang)(xiang)當(dang)于汽油公(gong)(gong)交(jiao)車的(de)(de)(de)13%,噪音(yin)降低約10%,并(bing)根(gen)除了(le)對人體危害(hai)極(ji)大(da)的(de)(de)(de)四乙鉛(qian)的(de)(de)(de)排(pai)放(fang)(fang)。

  為(wei)提升車(che)(che)輛(liang)裝備水平,集團(tuan)公(gong)(gong)(gong)(gong)(gong)司還不斷加快車(che)(che)輛(liang)更(geng)(geng)新(xin)(xin)。三年(nian)共購置(zhi)公(gong)(gong)(gong)(gong)(gong)交(jiao)車(che)(che)輛(liang)276臺(tai)(tai),淘汰了車(che)(che)況差、排放不達標、已無修(xiu)復價(jia)值的(de)(de)營(ying)運車(che)(che)輛(liang)139臺(tai)(tai),使(shi)城區擁(yong)有(you)車(che)(che)輛(liang)標臺(tai)(tai)數提高(gao)10%。按照節(jie)(jie)能(neng)(neng)環保的(de)(de)要求(qiu),新(xin)(xin)購置(zhi)車(che)(che)輛(liang)經多(duo)方(fang)(fang)面性(xing)價(jia)比分析,采用了質(zhi)量信譽度高(gao)的(de)(de)鄭(zheng)州宇通(tong)客車(che)(che),在車(che)(che)輛(liang)部件選擇上采用玉柴發動(dong)機、方(fang)(fang)盛車(che)(che)橋(qiao)、前盤后鼓制(zhi)動(dong)器(qi)(qi),動(dong)力轉向,雙管路氣壓制(zhi)動(dong)等(deng)部件,增(zeng)加了安全(quan)設施的(de)(de)配置(zhi),加裝了緩速器(qi)(qi)等(deng),提高(gao)了車(che)(che)輛(liang)可靠性(xing)、安全(quan)性(xing)和駕(jia)駛舒適性(xing)。雖然(ran)公(gong)(gong)(gong)(gong)(gong)交(jiao)還有(you)部分老舊車(che)(che)輛(liang),但宜昌公(gong)(gong)(gong)(gong)(gong)交(jiao)集團(tuan)負(fu)責人表示,我們(men)宜昌公(gong)(gong)(gong)(gong)(gong)交(jiao)總共擁(yong)有(you)公(gong)(gong)(gong)(gong)(gong)交(jiao)車(che)(che)輛(liang)800余部,如(ru)果(guo)每一(yi)輛(liang)公(gong)(gong)(gong)(gong)(gong)交(jiao)車(che)(che)在節(jie)(jie)能(neng)(neng)減排上都能(neng)(neng)取得一(yi)點效果(guo),那對(dui)整個城市的(de)(de)節(jie)(jie)能(neng)(neng)減排工作將起(qi)到一(yi)定的(de)(de)推動(dong)作用。如(ru)果(guo)我們(men)的(de)(de)公(gong)(gong)(gong)(gong)(gong)交(jiao)車(che)(che)能(neng)(neng)夠做到服務優質(zhi)、乘坐(zuo)舒適、出行便(bian)利,吸引越來越多(duo)的(de)(de)市民(min)特別是私家車(che)(che)主乘坐(zuo)公(gong)(gong)(gong)(gong)(gong)交(jiao)車(che)(che),那對(dui)推動(dong)城市節(jie)(jie)能(neng)(neng)減排就有(you)了更(geng)(geng)進一(yi)步(bu)的(de)(de)意(yi)義(yi)。

  加(jia)強制度(du)(du)(du)(du)(du)管(guan)(guan)理(li),規范(fan)(fan)節(jie)能(neng)(neng)(neng)減(jian)排(pai)(pai)工作。為貫(guan)徹《節(jie)約能(neng)(neng)(neng)源(yuan)法》等(deng)(deng)相關法律(lv)法規,積極落實《市(shi)委、市(shi)人(ren)民政府關于(yu)進一(yi)步加(jia)強節(jie)能(neng)(neng)(neng)減(jian)排(pai)(pai)工作的(de)(de)意見》,集(ji)團公司(si)(si)嚴(yan)格(ge)按照(zhao)《年度(du)(du)(du)(du)(du)責(ze)任(ren)目標(biao)(biao)》要求,明確(que)責(ze)任(ren),加(jia)強組織領導,秉承綠色環(huan)保的(de)(de)理(li)念(nian),將節(jie)能(neng)(neng)(neng)減(jian)排(pai)(pai)工作納入“星級(ji)管(guan)(guan)理(li)、星級(ji)服務”制度(du)(du)(du)(du)(du)。逐級(ji)成(cheng)立(li)了(le)(le)節(jie)能(neng)(neng)(neng)減(jian)排(pai)(pai)領導小組,公司(si)(si)成(cheng)立(li)了(le)(le)30多個(ge)氣(qi)耗(hao)攻關小組,節(jie)能(neng)(neng)(neng)工作指標(biao)(biao)對(dui)各(ge)級(ji)管(guan)(guan)理(li)人(ren)員(yuan)(yuan)及駕駛(shi)員(yuan)(yuan)進行經濟(ji)考核,實行節(jie)獎超罰。在管(guan)(guan)理(li)上(shang)還形成(cheng)了(le)(le)能(neng)(neng)(neng)耗(hao)定(ding)期(qi)分析制度(du)(du)(du)(du)(du)、路(lu)查(cha)(cha)制度(du)(du)(du)(du)(du)、一(yi)對(dui)一(yi)幫教制度(du)(du)(du)(du)(du)、故(gu)障車(che)(che)不上(shang)路(lu)制度(du)(du)(du)(du)(du)、車(che)(che)輛(liang)(liang)尾氣(qi)排(pai)(pai)放匯(hui)報制度(du)(du)(du)(du)(du)等(deng)(deng),定(ding)期(qi)分析車(che)(che)輛(liang)(liang)能(neng)(neng)(neng)耗(hao)情況,及時發現(xian)異常車(che)(che)輛(liang)(liang),做到(dao)事后分析,事前控制。加(jia)大路(lu)查(cha)(cha)力度(du)(du)(du)(du)(du),抓日常維護(hu)檢查(cha)(cha),凡(fan)冒黑煙、高能(neng)(neng)(neng)耗(hao)車(che)(che)輛(liang)(liang)一(yi)律(lv)作為故(gu)障處理(li)加(jia)強車(che)(che)輛(liang)(liang)維修(xiu)。同時,公司(si)(si)通過強化駕駛(shi)員(yuan)(yuan)的(de)(de)技能(neng)(neng)(neng)培訓,來提(ti)升(sheng)節(jie)能(neng)(neng)(neng)環(huan)保效果。公司(si)(si)將節(jie)能(neng)(neng)(neng)標(biao)(biao)兵組織起來,編(bian)寫(xie)《公交車(che)(che)節(jie)能(neng)(neng)(neng)環(huan)保操作法》,在公司(si)(si)范(fan)(fan)圍(wei)內巡(xun)回演講,為更(geng)多的(de)(de)駕駛(shi)員(yuan)(yuan)搞(gao)好節(jie)能(neng)(neng)(neng)減(jian)排(pai)(pai)工作打下(xia)基礎。開展各(ge)種行之有效的(de)(de)節(jie)能(neng)(neng)(neng)減(jian)排(pai)(pai)競(jing)賽活動,涌現(xian)出了(le)(le)宋俊明、鐘安武等(deng)(deng)一(yi)批節(jie)能(neng)(neng)(neng)技術標(biao)(biao)兵。

  二、加強信息化建設,提高科學(xue)管理水平。

  宜(yi)昌公(gong)(gong)交的(de)(de)信(xin)息(xi)化建設起步(bu)于2009年(nian)(nian)。近年(nian)(nian)來(lai),宜(yi)昌公(gong)(gong)交充(chong)分利用現代科技(ji)成果,不斷(duan)提高自(zi)主創新能力,推(tui)進公(gong)(gong)交智能化建設。2009年(nian)(nian),公(gong)(gong)司成立(li)了(le)信(xin)息(xi)中心,由初步(bu)的(de)(de)IC卡電子收費系(xi)統(tong)、VPN城域網(wang)、公(gong)(gong)司網(wang)站等(deng)平臺(tai)起步(bu),在三年(nian)(nian)多時間里陸續建設完成了(le)車(che)輛監控系(xi)統(tong)、公(gong)(gong)司OA信(xin)息(xi)平臺(tai)、智能調度系(xi)統(tong)、ERP綜(zong)合管理系(xi)統(tong)等(deng)信(xin)息(xi)共(gong)享平臺(tai),使公(gong)(gong)交科學(xue)管理水平得到(dao)了(le)很(hen)大(da)幅度的(de)(de)提高。

  2011年公司立足(zu)GPS系統,將(jiang)運(yun)(yun)調管(guan)(guan)(guan)理(li)(li)(li)(li)、人力資源管(guan)(guan)(guan)理(li)(li)(li)(li)、車(che)輛技術(shu)等逐(zhu)步納入ERP綜合信息平臺建設(she)中,現通過(guo)已建立并(bing)試運(yun)(yun)行(xing)的(de)(de)(de)營(ying)運(yun)(yun)管(guan)(guan)(guan)理(li)(li)(li)(li)、運(yun)(yun)行(xing)監(jian)管(guan)(guan)(guan)、報表管(guan)(guan)(guan)理(li)(li)(li)(li)三大(da)類,計劃(hua)排班、考勤管(guan)(guan)(guan)理(li)(li)(li)(li)、車(che)次管(guan)(guan)(guan)理(li)(li)(li)(li)、燃(ran)料消耗、票(piao)款收入、車(che)輛運(yun)(yun)行(xing)、生產日報、統計報表等10多項(xiang)37個ERP報表,并(bing)通過(guo)OA上(shang)傳了十四個電子報表,通過(guo)辦公系統開(kai)辟(pi)了“服務投訴反(fan)饋”“安全保衛反(fan)饋”,其(qi)監(jian)管(guan)(guan)(guan)的(de)(de)(de)及時(shi)性(xing)、考核的(de)(de)(de)科學性(xing)顯(xian)而易見,凸顯(xian)了提升企業經營(ying)管(guan)(guan)(guan)理(li)(li)(li)(li)能級的(de)(de)(de)作(zuo)用。目前,宜(yi)昌公交還在進(jin)一(yi)步優化(hua)網(wang)絡,加強網(wang)絡之間的(de)(de)(de)相互(hu)融合,為(wei)百姓(xing)出行(xing)提供更先進(jin)、更科學的(de)(de)(de)出行(xing)方式。
