兗礦集團南屯礦面(mian)對(dui)生產條件復(fu)雜(za)、經濟形(xing)勢嚴(yan)峻等諸(zhu)多(duo)困難,多(duo)措并舉、化(hua)危為機,緊(jin)緊(jin)圍繞“轉型(xing)提效、科學發展”主線(xian),強嚴(yan)管(guan)(guan)(guan)理(li)(li)保障安(an)(an)(an)(an)(an)(an)全(quan)(quan)、科學組(zu)(zu)織精細(xi)配采(cai)、優(you)化(hua)完善管(guan)(guan)(guan)理(li)(li)手段,傳壓力、聚合力、轉作風(feng)(feng)、創價值,確保各項工作有序高效推進(jin)(jin)。一(yi)是重新(xin)界定(ding)各級安(an)(an)(an)(an)(an)(an)全(quan)(quan)主體(ti)責任,修訂完善安(an)(an)(an)(an)(an)(an)全(quan)(quan)管(guan)(guan)(guan)理(li)(li)制(zhi)度以及安(an)(an)(an)(an)(an)(an)全(quan)(quan)生產責任制(zhi)、細(xi)化(hua)班(ban)組(zu)(zu)安(an)(an)(an)(an)(an)(an)全(quan)(quan)管(guan)(guan)(guan)理(li)(li)規(gui)定(ding)等。制(zhi)定(ding)關于貫(guan)徹《煤礦礦長(chang)保護礦工生命安(an)(an)(an)(an)(an)(an)全(quan)(quan)七(qi)條規(gui)定(ding)》分(fen)工細(xi)則,明確分(fen)管(guan)(guan)(guan)領導、業(ye)務部(bu)門責任,逐條排查(cha)(cha)落(luo)(luo)實(shi)(shi)(shi)。嚴(yan)格(ge)實(shi)(shi)(shi)施(shi)“四級”安(an)(an)(an)(an)(an)(an)全(quan)(quan)風(feng)(feng)險評估管(guan)(guan)(guan)理(li)(li),在現場(chang)執行(xing)“禁(jin)(jin)區”管(guan)(guan)(guan)理(li)(li),對(dui)34類能(neng)量釋放(fang)區掛牌隔離。嚴(yan)格(ge)實(shi)(shi)(shi)施(shi)安(an)(an)(an)(an)(an)(an)全(quan)(quan)“禁(jin)(jin)區”管(guan)(guan)(guan)理(li)(li)和“三位一(yi)體(ti)”安(an)(an)(an)(an)(an)(an)全(quan)(quan)確認制(zhi)度。扎實(shi)(shi)(shi)開展“提境界、嚴(yan)警示、強管(guan)(guan)(guan)理(li)(li)、保開局”、“抓(zhua)基層、嚴(yan)制(zhi)度、重落(luo)(luo)實(shi)(shi)(shi)、保安(an)(an)(an)(an)(an)(an)全(quan)(quan)”主題活動,逐級簽訂安(an)(an)(an)(an)(an)(an)全(quan)(quan)目標責任書(shu)(shu)、承諾書(shu)(shu),為每名(ming)職工建(jian)立安(an)(an)(an)(an)(an)(an)全(quan)(quan)誠(cheng)信檔案(an),實(shi)(shi)(shi)行(xing)安(an)(an)(an)(an)(an)(an)全(quan)(quan)誠(cheng)信積分(fen)、實(shi)(shi)(shi)時預警。利用(yong)工班(ban)長(chang)例(li)會等形(xing)式,實(shi)(shi)(shi)施(shi)反面(mian)典型(xing)教育(yu)。對(dui)照公司(si)制(zhi)度執行(xing)和基礎(chu)管(guan)(guan)(guan)理(li)(li)等“六(liu)查(cha)(cha)”內容進(jin)(jin)行(xing)剖析檢(jian)查(cha)(cha)。組(zu)(zu)織各層次安(an)(an)(an)(an)(an)(an)全(quan)(quan)培訓(xun)(xun)(xun)、作業(ye)規(gui)程閉卷考試。嚴(yan)抓(zhua)采(cai)掘、機電新(xin)工人(ren)崗前安(an)(an)(an)(an)(an)(an)全(quan)(quan)技(ji)能(neng)培訓(xun)(xun)(xun)。對(dui)安(an)(an)(an)(an)(an)(an)全(quan)(quan)不放(fang)心(xin)人(ren)采(cai)取強化(hua)培訓(xun)(xun)(xun)、崗位調整舉措。強化(hua)安(an)(an)(an)(an)(an)(an)全(quan)(quan)績效考核(he),全(quan)(quan)員業(ye)績“六(liu)精”考核(he)突(tu)出安(an)(an)(an)(an)(an)(an)全(quan)(quan)一(yi)票否決,逐級從(cong)嚴(yan)問責。有序推進(jin)(jin)夏季(ji)“三防”工作。
結(jie)合(he)(he)地質條件(jian)復雜(za)的實(shi)(shi)際,該礦堅持(chi)厚薄(bo)(bo)配采(cai)、多(duo)種采(cai)煤(mei)(mei)工(gong)藝(yi)相(xiang)結(jie)合(he)(he),加(jia)強生產調度、配件(jian)供應(ying)、技術(shu)指(zhi)導和定(ding)向(xiang)包保。嚴格落實(shi)(shi)頂(ding)板管理(li)、防沖解危等安全(quan)技術(shu)措施(shi),加(jia)強勞動(dong)組(zu)織(zhi)和設(she)備(bei)維護,盡最大限(xian)度減少影響生產時(shi)間(jian),努力穩定(ding)厚煤(mei)(mei)層產量。加(jia)強工(gong)作面放(fang)煤(mei)(mei)管理(li),最大限(xian)度回收資源(yuan)。在薄(bo)(bo)煤(mei)(mei)層硫(liu)化(hua)鐵結(jie)核多(duo)、煤(mei)(mei)質硬、過(guo)斷層等困難條件(jian)下,科學搭(da)配機(ji)采(cai)炮采(cai)工(gong)藝(yi),深化(hua)實(shi)(shi)施(shi)沿空留巷技術(shu),優化(hua)施(shi)工(gong)組(zu)織(zhi)和勞動(dong)組(zu)合(he)(he),薄(bo)(bo)煤(mei)(mei)層產量保持(chi)穩定(ding)。1至4月累計(ji)完成高(gao)硫(liu)煤(mei)(mei)產量18.4萬噸、邊角(jiao)煤(mei)(mei)21萬噸,薄(bo)(bo)(邊)煤(mei)(mei)產量占商品煤(mei)(mei)總量的比重超過(guo)40%。
面對嚴(yan)峻經濟形勢,牢(lao)固樹立艱苦奮斗、過緊日子的(de)思(si)想,多措并(bing)舉降(jiang)本(ben)降(jiang)耗、提質增(zeng)效。一方面嚴(yan)格成(cheng)本(ben)費(fei)用(yong)控(kong)制,大幅壓縮預算支出,該礦(kuang)制訂(ding)經營指標(biao)考核管理辦法,目標(biao)量化分(fen)解,聯職聯責聯薪,形成(cheng)分(fen)管領導承包(bao)(bao)、部(bu)門包(bao)(bao)掛、單(dan)(dan)位控(kong)制的(de)模擬利(li)(li)潤管控(kong)機制。1到4月(yue)份材(cai)料(liao)費(fei)節約915萬元,同(tong)比(bi)(bi)降(jiang)低37%;可控(kong)管理費(fei)比(bi)(bi)預算降(jiang)低8%,同(tong)比(bi)(bi)降(jiang)低52%;修(xiu)舊(jiu)利(li)(li)廢累計(ji)1126萬元。同(tong)時(shi),強化源頭煤流矸石控(kong)制,半煤巖(yan)分(fen)打分(fen)裝分(fen)運(yun),高(gao)硫煤單(dan)(dan)運(yun)單(dan)(dan)提單(dan)(dan)儲。除高(gao)硫煤無法入洗外,其余全部(bu)入洗。礦(kuang)井水(shui)深(shen)度處理循(xun)環利(li)(li)用(yong),工(gong)廠區地下水(shui)零采取(qu),中水(shui)復(fu)用(yong)率80%以上。
