湖北省(sheng)交通投資(zi)有(you)(you)限公(gong)司(si)(以(yi)(yi)下(xia)簡稱(cheng)“省(sheng)交投公(gong)司(si)”)自2010年(nian)10月成立以(yi)(yi)來,積極破解融(rong)資(zi)難題,交通投融(rong)資(zi)體(ti)制改革紅利(li)不斷(duan)釋放,累計融(rong)資(zi)749億(yi)元;投資(zi)573.5億(yi)元。主要做法有(you)(you):
(一)創新融(rong)資(zi)(zi)(zi)(zi)理(li)念,提升企業(ye)擔當(dang)。由(you)(you)依(yi)靠政府投資(zi)(zi)(zi)(zi)向(xiang)依(yi)靠市(shi)場融(rong)資(zi)(zi)(zi)(zi)轉變,由(you)(you)依(yi)靠計劃分配資(zi)(zi)(zi)(zi)金(jin)(jin)向(xiang)依(yi)靠市(shi)場配置資(zi)(zi)(zi)(zi)金(jin)(jin)轉變,由(you)(you)依(yi)靠銀行貸款向(xiang)依(yi)靠資(zi)(zi)(zi)(zi)本運營轉變,做到向(xiang)市(shi)場要(yao)資(zi)(zi)(zi)(zi)金(jin)(jin)、向(xiang)社會(hui)要(yao)資(zi)(zi)(zi)(zi)源,在(zai)資(zi)(zi)(zi)(zi)本市(shi)場上確立了(le)省(sheng)級投融(rong)資(zi)(zi)(zi)(zi)平臺的主(zhu)體地位。
(二)強(qiang)化銀(yin)(yin)(yin)(yin)企合(he)作,打通(tong)資金主(zhu)渠道(dao)。一是主(zhu)動(dong)與各大(da)銀(yin)(yin)(yin)(yin)行(xing)(xing)(xing)(xing)(xing)建(jian)(jian)立高層定期會(hui)晤機制。與國開行(xing)(xing)(xing)(xing)(xing)、工行(xing)(xing)(xing)(xing)(xing)、建(jian)(jian)行(xing)(xing)(xing)(xing)(xing)、中行(xing)(xing)(xing)(xing)(xing)、農行(xing)(xing)(xing)(xing)(xing)等(deng)(deng)13家銀(yin)(yin)(yin)(yin)行(xing)(xing)(xing)(xing)(xing)達(da)(da)成(cheng)戰略合(he)作協議,5年內意向性(xing)融(rong)資授信額(e)達(da)(da)4200多億(yi)元(yuan)。與上海浦發銀(yin)(yin)(yin)(yin)行(xing)(xing)(xing)(xing)(xing)總行(xing)(xing)(xing)(xing)(xing)簽訂戰略合(he)作協議,多項融(rong)資授信額(e)累計300億(yi)元(yuan)。二是加強(qiang)與股份制銀(yin)(yin)(yin)(yin)行(xing)(xing)(xing)(xing)(xing)合(he)作。通(tong)過短期貸款(kuan)、信托貸款(kuan)、銀(yin)(yin)(yin)(yin)行(xing)(xing)(xing)(xing)(xing)票據(ju)等(deng)(deng)多種形式,及時(shi)補充(chong)建(jian)(jian)設資金。三是積極推動(dong)銀(yin)(yin)(yin)(yin)行(xing)(xing)(xing)(xing)(xing)債務主(zhu)體變更(geng)。爭(zheng)取省(sheng)政府和(he)省(sheng)直部(bu)門支持,省(sheng)金融(rong)辦先后(hou)2次(ci)組織召開全省(sheng)高速公路(lu)建(jian)(jian)設融(rong)資推進(jin)會(hui),對公司(si)的(de)債務主(zhu)體變更(geng)、銀(yin)(yin)(yin)(yin)團貸款(kuan)組建(jian)(jian)和(he)后(hou)續新項目(mu)的(de)信貸支持工作發揮了積極的(de)推動(dong)作用。
(三)盤活(huo)存量(liang)資產,實(shi)行(xing)(xing)(xing)資產證券(quan)化。一是與(yu)國銀租賃合作開(kai)展(zhan)京珠(zhu)高速(su)湖(hu)北段售后回租,成功(gong)(gong)融資50億(yi)(yi)元(yuan)(yuan)。二是在銀行(xing)(xing)(xing)間(jian)交易市場成功(gong)(gong)注冊(ce)發(fa)行(xing)(xing)(xing)全(quan)國交通(tong)行(xing)(xing)(xing)業(ye)(ye)單筆最(zui)大(da)的(de)中期(qi)票據120億(yi)(yi),目前80億(yi)(yi)元(yuan)(yuan)已發(fa)行(xing)(xing)(xing)完(wan)成,節約(yue)財務成本7.1億(yi)(yi)元(yuan)(yuan)。三是與(yu)平安證券(quan)開(kai)展(zhan)定向資產管理計劃融資20億(yi)(yi)元(yuan)(yuan)。四是85億(yi)(yi)元(yuan)(yuan)企業(ye)(ye)債于今年7月(yue)15日通(tong)過國家發(fa)改(gai)委批準,一次性創(chuang)下“三個最(zui)大(da)”,即(ji)迄今為止(zhi),除直轄市外全(quan)國范圍內(nei)發(fa)行(xing)(xing)(xing)規(gui)模最(zui)大(da)的(de)地方企業(ye)(ye)債券(quan)、全(quan)國高速(su)公路行(xing)(xing)(xing)業(ye)(ye)發(fa)行(xing)(xing)(xing)規(gui)模最(zui)大(da)的(de)企業(ye)(ye)債券(quan)、全(quan)省發(fa)行(xing)(xing)(xing)規(gui)模最(zui)大(da)的(de)企業(ye)(ye)債券(quan)。
(四)培(pei)育(yu)交通產(chan)業(ye),推進多層次融(rong)資(zi)(zi)。一是(shi)把(ba)融(rong)資(zi)(zi)計劃作為考核指標列入(ru)各(ge)子公(gong)司年度目標任務,形成“融(rong)資(zi)(zi)重任、人人分擔”的局面。二是(shi)積(ji)極(ji)培(pei)育(yu)交通科技、現(xian)(xian)代物流(liu)等(deng)新的融(rong)資(zi)(zi)板塊,通過注入(ru)優質資(zi)(zi)產(chan)、股權置換(huan)、增(zeng)資(zi)(zi)擴股等(deng)方式,充(chong)分發(fa)(fa)揮各(ge)子公(gong)司聯(lian)動(dong)的多層次融(rong)資(zi)(zi)功能。各(ge)子公(gong)司通過銀行貸款65億元(yuan)。三是(shi)激(ji)活(huo)路衍資(zi)(zi)源(yuan),開發(fa)(fa)利用加油站、服務區、廣告、土地等(deng)資(zi)(zi)源(yuan),圍繞水(shui)泥、鋼材(cai)、瀝(li)青、機電設(she)備等(deng)大宗物資(zi)(zi),實現(xian)(xian)集中采購配(pei)送,發(fa)(fa)展現(xian)(xian)代物流(liu)業(ye),以資(zi)(zi)源(yuan)換(huan)資(zi)(zi)金(jin),以市場引資(zi)(zi)金(jin)。
(五(wu))不(bu)斷降低融資(zi)(zi)成(cheng)本,防范債(zhai)務風(feng)險(xian)。一(yi)(yi)是搶抓時(shi)間節(jie)(jie)點。在(zai)第二(er)期中(zhong)期票據(ju)40億元(yuan)發行(xing)(xing)(xing)(xing)過程中(zhong),避開(kai)“五(wu)一(yi)(yi)”節(jie)(jie)前資(zi)(zi)金成(cheng)本高企時(shi)點,于5月上(shang)旬發行(xing)(xing)(xing)(xing),一(yi)(yi)舉成(cheng)功鎖(suo)定(ding)市場中(zhong)樞價下(xia)限,實現(xian)利率(lv)5.67%,比央行(xing)(xing)(xing)(xing)規(gui)定(ding)的(de)同(tong)期固定(ding)資(zi)(zi)產貸(dai)款基準(zhun)利率(lv)下(xia)浮13.4%,跟銀行(xing)(xing)(xing)(xing)信貸(dai)資(zi)(zi)金相比,發行(xing)(xing)(xing)(xing)周期內節(jie)(jie)約(yue)融資(zi)(zi)成(cheng)本5.28億元(yuan)。二(er)是創新發行(xing)(xing)(xing)(xing)方式(shi)(shi)。最近(jin)獲批的(de)85億元(yuan)企業(ye)債(zhai)打破以往(wang)“一(yi)(yi)次核(he)(he)準(zhun)、一(yi)(yi)次發行(xing)(xing)(xing)(xing)”的(de)常規(gui)方式(shi)(shi),采(cai)(cai)用(yong)(yong)“一(yi)(yi)次核(he)(he)準(zhun)、分(fen)期發行(xing)(xing)(xing)(xing)”,根(gen)據(ju)企業(ye)資(zi)(zi)金需求靈(ling)活(huo)發行(xing)(xing)(xing)(xing),極(ji)大降低了融資(zi)(zi)成(cheng)本。目(mu)(mu)前,全國(guo)范圍內僅原鐵道部、中(zhong)國(guo)石油、國(guo)家電網(wang)三(san)家發行(xing)(xing)(xing)(xing)人采(cai)(cai)用(yong)(yong)此種發行(xing)(xing)(xing)(xing)方式(shi)(shi)。三(san)是采(cai)(cai)取母(mu)公司(si)(si)擔(dan)保(bao)模式(shi)(shi)。在(zai)子公司(si)(si)高路公司(si)(si)開(kai)展的(de)100億元(yuan)保(bao)險(xian)資(zi)(zi)金債(zhai)權(quan)投資(zi)(zi)計劃中(zhong),充(chong)分(fen)發揮該公司(si)(si)項(xiang)目(mu)(mu)主體(ti)的(de)融資(zi)(zi)功能,并利用(yong)(yong)母(mu)公司(si)(si)資(zi)(zi)產進行(xing)(xing)(xing)(xing)擔(dan)保(bao),僅擔(dan)保(bao)費一(yi)(yi)項(xiang)每年就節(jie)(jie)約(yue)成(cheng)本1.2億元(yuan)。
