認(ren)真做到(dao)“六個(ge)八” 重(zhong)拳(quan)出擊抓(zhua)重(zhong)點,山西陽煤(mei)集團新元公司(si)出巧招(zhao)推進黨的群眾路(lu)線教育實踐活(huo)動。
8月(yue)上旬以來(lai),新(xin)(xin)元公司黨委(wei)根據相關文件要求(qiu),結(jie)合(he)實際,制(zhi)定了黨的群(qun)眾路線教育實踐活動實施方案,通過解(jie)決“四風”問(wen)題,重點(dian)做到(dao)“八(ba)清楚、八(ba)幫扶、八(ba)解(jie)決、八(ba)反饋、八(ba)跟蹤、八(ba)長效”,把黨員干(gan)部打造成“六型(xing)”(安全型(xing)、學習型(xing)、實干(gan)型(xing)、創新(xin)(xin)型(xing)、服(fu)務型(xing)、廉潔型(xing))干(gan)部,以實際行(xing)動轉變作(zuo)風、密(mi)切黨群(qun)干(gan)群(qun)關系(xi),努力取得(de)群(qun)眾滿(man)意的成效。
新(xin)(xin)元公(gong)(gong)司(si)(si)(si)認真(zhen)做(zuo)好黨(dang)的(de)群(qun)(qun)(qun)眾(zhong)(zhong)(zhong)(zhong)(zhong)路線教(jiao)育(yu)實踐活(huo)(huo)動(dong)(dong)(dong)(dong)的(de)三(san)個環節。在(zai)(zai)第一(yi)環節中,通過(guo)采取(qu)集(ji)中培(pei)訓(xun)、個人自(zi)(zi)(zi)學(xue)、專(zhuan)題(ti)輔導(dao)(dao)、集(ji)體研討等(deng)形式(shi),開(kai)(kai)展(zhan)(zhan)專(zhuan)題(ti)學(xue)習(xi)教(jiao)育(yu),并(bing)且在(zai)(zai)公(gong)(gong)司(si)(si)(si)內網建(jian)立專(zhuan)欄,統一(yi)發(fa)布學(xue)習(xi)資料(liao)、刊登學(xue)習(xi)體會(hui),報(bao)道活(huo)(huo)動(dong)(dong)(dong)(dong)動(dong)(dong)(dong)(dong)態。活(huo)(huo)動(dong)(dong)(dong)(dong)期間,由公(gong)(gong)司(si)(si)(si)領導(dao)(dao)班(ban)(ban)子(zi)(zi)成(cheng)(cheng)員(yuan)(yuan)組成(cheng)(cheng)的(de)七(qi)個調(diao)研組結(jie)合(he)“走群(qun)(qun)(qun)眾(zhong)(zhong)(zhong)(zhong)(zhong)路線、解百姓(xing)憂難、樹信訪新(xin)(xin)風(feng)”,“面對(dui)(dui)面、心(xin)貼心(xin)、實打實”兩項傳統活(huo)(huo)動(dong)(dong)(dong)(dong),重(zhong)點(dian)圍(wei)繞(rao)搞清楚企業在(zai)(zai)安(an)(an)全(quan)生(sheng)產、降本(ben)增效、促發(fa)展(zhan)(zhan)保(bao)安(an)(an)全(quan)筑和(he)(he)諧、作(zuo)風(feng)廉政、職(zhi)(zhi)(zhi)工(gong)(gong)(gong)群(qun)(qun)(qun)眾(zhong)(zhong)(zhong)(zhong)(zhong)需(xu)解決(jue)的(de)問(wen)(wen)題(ti)等(deng)八(ba)方(fang)(fang)面問(wen)(wen)題(ti),深(shen)(shen)入基層(ceng),多(duo)渠道、多(duo)層(ceng)次,收集(ji)各(ge)類意見和(he)(he)建(jian)議111條,對(dui)(dui)職(zhi)(zhi)(zhi)工(gong)(gong)(gong)提出的(de)意見和(he)(he)建(jian)議,成(cheng)(cheng)立了(le)新(xin)(xin)元公(gong)(gong)司(si)(si)(si)職(zhi)(zhi)(zhi)工(gong)(gong)(gong)群(qun)(qun)(qun)眾(zhong)(zhong)(zhong)(zhong)(zhong)對(dui)(dui)領導(dao)(dao)班(ban)(ban)子(zi)(zi)成(cheng)(cheng)員(yuan)(yuan)反映問(wen)(wen)題(ti)幫(bang)扶部門,填(tian)寫了(le)《新(xin)(xin)元公(gong)(gong)司(si)(si)(si)職(zhi)(zhi)(zhi)工(gong)(gong)(gong)群(qun)(qun)(qun)眾(zhong)(zhong)(zhong)(zhong)(zhong)對(dui)(dui)領導(dao)(dao)班(ban)(ban)子(zi)(zi)成(cheng)(cheng)員(yuan)(yuan)反映問(wen)(wen)題(ti)落實整(zheng)改全(quan)程督辦(ban)單》和(he)(he)《新(xin)(xin)元公(gong)(gong)司(si)(si)(si)職(zhi)(zhi)(zhi)工(gong)(gong)(gong)群(qun)(qun)(qun)眾(zhong)(zhong)(zhong)(zhong)(zhong)意見反饋整(zheng)改單》,確保(bao)職(zhi)(zhi)(zhi)工(gong)(gong)(gong)群(qun)(qun)(qun)眾(zhong)(zhong)(zhong)(zhong)(zhong)反映的(de)意見和(he)(he)建(jian)議真(zhen)正(zheng)落到(dao)實處。在(zai)(zai)第二(er)環節中,一(yi)是(shi)(shi)(shi)深(shen)(shen)入查(cha)(cha)(cha)擺(bai)問(wen)(wen)題(ti),圍(wei)繞(rao)為民(min)(min)務實清廉的(de)要(yao)(yao)求,通過(guo)群(qun)(qun)(qun)眾(zhong)(zhong)(zhong)(zhong)(zhong)提、自(zi)(zi)(zi)己找、上(shang)級點(dian)、互(hu)相幫(bang),深(shen)(shen)入查(cha)(cha)(cha)找“四風(feng)”方(fang)(fang)面存在(zai)(zai)的(de)問(wen)(wen)題(ti);二(er)是(shi)(shi)(shi)撰寫對(dui)(dui)照檢查(cha)(cha)(cha)材(cai)料(liao),各(ge)級領導(dao)(dao)干(gan)部根據(ju)征(zheng)求了(le)解到(dao)的(de)意見,認真(zhen)查(cha)(cha)(cha)擺(bai),細化(hua)總結(jie),親自(zi)(zi)(zi)動(dong)(dong)(dong)(dong)手撰寫黨(dang)員(yuan)(yuan)領導(dao)(dao)干(gan)部對(dui)(dui)照檢查(cha)(cha)(cha)材(cai)料(liao),深(shen)(shen)刻進行(xing)黨(dang)性分析和(he)(he)自(zi)(zi)(zi)我(wo)剖析;三(san)是(shi)(shi)(shi)開(kai)(kai)展(zhan)(zhan)談心(xin)交(jiao)流,公(gong)(gong)司(si)(si)(si)黨(dang)政正(zheng)職(zhi)(zhi)(zhi)分別與(yu)班(ban)(ban)子(zi)(zi)成(cheng)(cheng)員(yuan)(yuan)和(he)(he)基層(ceng)各(ge)部門負責人逐一(yi)談心(xin),班(ban)(ban)子(zi)(zi)成(cheng)(cheng)員(yuan)(yuan)之間要(yao)(yao)相互(hu)談,努力把矛(mao)盾(dun)和(he)(he)問(wen)(wen)題(ti)解決(jue)在(zai)(zai)民(min)(min)主(zhu)生(sheng)活(huo)(huo)會(hui)前;四是(shi)(shi)(shi)組織召開(kai)(kai)高質量的(de)專(zhuan)題(ti)民(min)(min)主(zhu)生(sheng)活(huo)(huo)會(hui),黨(dang)政主(zhu)要(yao)(yao)領導(dao)(dao)要(yao)(yao)帶頭查(cha)(cha)(cha)擺(bai)問(wen)(wen)題(ti),帶頭開(kai)(kai)展(zhan)(zhan)批評與(yu)自(zi)(zi)(zi)我(wo)批評,召開(kai)(kai)時間不少于(yu)兩天,每個成(cheng)(cheng)員(yuan)(yuan)的(de)發(fa)言不少于(yu)40分鐘。在(zai)(zai)第三(san)環節中,一(yi)是(shi)(shi)(shi)制(zhi)定整(zheng)改方(fang)(fang)案,著力解決(jue)查(cha)(cha)(cha)找出的(de)問(wen)(wen)題(ti),制(zhi)定切合(he)實際的(de)整(zheng)改方(fang)(fang)案和(he)(he)整(zheng)改任(ren)務書(shu)、時間表;二(er)是(shi)(shi)(shi)強(qiang)化(hua)集(ji)中治(zhi)理(li)(li)(li),結(jie)合(he)職(zhi)(zhi)(zhi)工(gong)(gong)(gong)群(qun)(qun)(qun)眾(zhong)(zhong)(zhong)(zhong)(zhong)提出的(de)意見和(he)(he)建(jian)議,對(dui)(dui)“四風(feng)”方(fang)(fang)面存在(zai)(zai)的(de)9個方(fang)(fang)面突(tu)出問(wen)(wen)題(ti)進行(xing)集(ji)中治(zhi)理(li)(li)(li);三(san)是(shi)(shi)(shi)建(jian)立長(chang)效機制(zhi),對(dui)(dui)新(xin)(xin)元公(gong)(gong)司(si)(si)(si)的(de)相關制(zhi)度(du)進行(xing)梳理(li)(li)(li),形成(cheng)(cheng)一(yi)整(zheng)套自(zi)(zi)(zi)上(shang)而下,適(shi)合(he)新(xin)(xin)元運(yun)作(zuo)的(de)管理(li)(li)(li)體系(xi),徹底糾(jiu)正(zheng)有令不行(xing)、有禁不止、無(wu)視制(zhi)度(du)的(de)問(wen)(wen)題(ti);四是(shi)(shi)(shi)適(shi)時召開(kai)(kai)黨(dang)的(de)群(qun)(qun)(qun)眾(zhong)(zhong)(zhong)(zhong)(zhong)路線教(jiao)育(yu)實踐活(huo)(huo)動(dong)(dong)(dong)(dong)總結(jie)大(da)會(hui),結(jie)合(he)“八(ba)清楚、八(ba)幫(bang)扶、八(ba)解決(jue)、八(ba)反饋、八(ba)跟(gen)蹤(zong)、八(ba)長(chang)效”和(he)(he)職(zhi)(zhi)(zhi)工(gong)(gong)(gong)群(qun)(qun)(qun)眾(zhong)(zhong)(zhong)(zhong)(zhong)提出的(de)9個方(fang)(fang)面突(tu)出問(wen)(wen)題(ti),繼續抓好整(zheng)改措施的(de)落實和(he)(he)建(jian)章立制(zhi)工(gong)(gong)(gong)作(zuo),不斷鞏固擴(kuo)大(da)活(huo)(huo)動(dong)(dong)(dong)(dong)成(cheng)(cheng)果(guo)。
就方(fang)案實(shi)施(shi),新(xin)元公司黨(dang)委要求,一是(shi)(shi)(shi)(shi)各(ge)級(ji)黨(dang)組(zu)織(zhi)要成(cheng)立(li)領導小組(zu),加(jia)(jia)強(qiang)調查研究(jiu)、提出工(gong)作(zuo)建議,暢通信息(xi)渠(qu)道、搞好上(shang)傳下達。二(er)是(shi)(shi)(shi)(shi)公司黨(dang)委成(cheng)立(li)3個黨(dang)的群眾路線(xian)教育實(shi)踐(jian)活動(dong)(dong)檢查指導組(zu),全(quan)(quan)程指導所負責基(ji)層(ceng)黨(dang)組(zu)織(zhi)的黨(dang)的群眾路線(xian)教育實(shi)踐(jian)活動(dong)(dong),確(que)保(bao)(bao)活動(dong)(dong)“不(bu)虛”“不(bu)空”“不(bu)偏”“不(bu)走過場”。三是(shi)(shi)(shi)(shi)堅持開門搞活動(dong)(dong),認真組(zu)織(zhi)每一名黨(dang)員參加(jia)(jia),各(ge)級(ji)黨(dang)員領導干部要深入基(ji)層(ceng)聽(ting)取群眾意見和(he)建議,確(que)保(bao)(bao)黨(dang)員全(quan)(quan)覆蓋。四(si)是(shi)(shi)(shi)(shi)將活動(dong)(dong)同降成(cheng)本反危機(ji)工(gong)作(zuo)結(jie)合起來(lai),把黨(dang)員、干部在活動(dong)(dong)中激(ji)發出來(lai)的工(gong)作(zuo)熱情和(he)進取精神,轉化為(wei)抓安(an)全(quan)(quan)、降成(cheng)本、提煤質、保(bao)(bao)穩定、筑和(he)諧的動(dong)(dong)力(li)和(he)源泉。
