打好安(an)(an)全(quan)(quan)(quan)(quan)施工(gong)保(bao)(bao)障仗。始終把安(an)(an)全(quan)(quan)(quan)(quan)建設(she)作(zuo)為(wei)(wei)保(bao)(bao)障發(fa)展的(de)(de)根(gen)本前提,樹牢“安(an)(an)全(quan)(quan)(quan)(quan)為(wei)(wei)天”的(de)(de)管理理念(nian)。該(gai)礦構建多級(ji)安(an)(an)全(quan)(quan)(quan)(quan)風險(xian)評估(gu)體系,按(an)工(gong)程類型(xing)落(luo)實(shi)(shi)開工(gong)前的(de)(de)安(an)(an)全(quan)(quan)(quan)(quan)管理措(cuo)施,修訂(ding)完(wan)善安(an)(an)全(quan)(quan)(quan)(quan)生產崗位責(ze)任制、檢修作(zuo)業停(ting)送電(dian)管理規定(ding)等規章(zhang)制度(du),深入落(luo)實(shi)(shi)崗位安(an)(an)全(quan)(quan)(quan)(quan)風險(xian)評估(gu)。堅(jian)持(chi)把思想上的(de)(de)疏忽、工(gong)作(zuo)中的(de)(de)紕(pi)漏作(zuo)為(wei)(wei)安(an)(an)全(quan)(quan)(quan)(quan)建設(she)中最大的(de)(de)隱患,每(mei)周組(zu)織(zhi)參(can)建單位召開安(an)(an)全(quan)(quan)(quan)(quan)專題(ti)(ti)會議,深入反思查找安(an)(an)全(quan)(quan)(quan)(quan)工(gong)作(zuo)存在(zai)的(de)(de)問題(ti)(ti)和癥結,對暴露的(de)(de)隱患點,組(zu)織(zhi)公開分析、公開警示,限(xian)時整(zheng)改。通過嚴查領(ling)導(dao)干部下(xia)現(xian)場(chang)值(zhi)班、跟值(zhi)班、現(xian)場(chang)專盯情(qing)況,確保(bao)(bao)安(an)(an)全(quan)(quan)(quan)(quan)責(ze)任逐級(ji)落(luo)實(shi)(shi)到位。現(xian)場(chang)突出加強礦建提升系統、火工(gong)品使用(yong)管理、供用(yong)電(dian)、高空作(zuo)業及地(di)面安(an)(an)全(quan)(quan)(quan)(quan)管理,確保(bao)(bao)現(xian)場(chang)安(an)(an)全(quan)(quan)(quan)(quan)穩(wen)定(ding)受控(kong)。
打好(hao)工(gong)(gong)(gong)(gong)(gong)期質(zhi)量攻堅仗。該(gai)礦立(li)足當前工(gong)(gong)(gong)(gong)(gong)作、把握長遠發展,按照礦井建設(she)38個月的施(shi)工(gong)(gong)(gong)(gong)(gong)總工(gong)(gong)(gong)(gong)(gong)期,認(ren)真修訂施(shi)工(gong)(gong)(gong)(gong)(gong)網絡進(jin)度圖,排定(ding)計(ji)(ji)劃(hua)、制(zhi)(zhi)定(ding)措施(shi),突出(chu)做好(hao)各項(xiang)工(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)施(shi)工(gong)(gong)(gong)(gong)(gong)進(jin)度管(guan)理(li)(li)工(gong)(gong)(gong)(gong)(gong)作。同時積極協調設(she)計(ji)(ji)院、監理(li)(li)單位,從施(shi)工(gong)(gong)(gong)(gong)(gong)組織設(she)計(ji)(ji)方(fang)案、圖紙繪制(zhi)(zhi)審核等環節(jie),源(yuan)頭控制(zhi)(zhi)各項(xiang)工(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)質(zhi)量,并及時出(chu)臺一系列保障施(shi)工(gong)(gong)(gong)(gong)(gong)質(zhi)量的硬性(xing)管(guan)理(li)(li)規定(ding),在保證工(gong)(gong)(gong)(gong)(gong)期進(jin)度的同時,確(que)保優(you)質(zhi)精(jing)品工(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)。礦井(jing)(jing)(jing)的咽喉工(gong)(gong)(gong)程即三(san)個(ge)(ge)井(jing)(jing)(jing)筒(tong)施工(gong)(gong)(gong),自(zi)全面開(kai)(kai)挖以來,嚴格按照排(pai)定計(ji)劃(hua)工(gong)(gong)(gong)期檔(dang)表進(jin)行施工(gong)(gong)(gong),工(gong)(gong)(gong)程技術(shu)人(ren)員(yuan)率領(ling)各參建單位通過(guo)實驗摸索,合理(li)安(an)排(pai)工(gong)(gong)(gong)序,實現(xian)了單個(ge)(ge)井(jing)(jing)(jing)筒(tong)每天2-4米(mi)的循環周期。特別是抓(zhua)住(zhu)鄂爾多(duo)斯地區施工(gong)(gong)(gong)黃金季節(jie),掀(xian)起了“二(er)季度井(jing)(jing)(jing)筒(tong)施工(gong)(gong)(gong)會戰”活動高潮,取得了單季累計(ji)成(cheng)井(jing)(jing)(jing)進(jin)尺突破800米(mi)的建礦新紀錄,三(san)季度也保(bao)持了700米(mi)的好成(cheng)績(ji),截至9月30日,累計(ji)實現(xian)礦建成(cheng)井(jing)(jing)(jing)進(jin)尺1931.3米(mi)。單身樓、器材(cai)棚聯合建筑(zhu)、臨時污水處理(li)系統、水源井(jing)(jing)(jing)均實現(xian)當年開(kai)(kai)工(gong)(gong)(gong)建設(she)當年投(tou)入使用(yong)。
打(da)好投(tou)(tou)(tou)資(zi)控制(zhi)挖潛仗。結合集團公司降(jiang)低概算(suan)(suan)的(de)要求,該礦主動聯系(xi)設(she)計(ji)(ji)院,對項(xiang)目(mu)概算(suan)(suan)資(zi)金(jin)進(jin)行(xing)(xing)(xing)調整(zheng),調整(zheng)后概算(suan)(suan)資(zi)金(jin)降(jiang)低投(tou)(tou)(tou)資(zi)23885.24萬元。為確保降(jiang)低投(tou)(tou)(tou)資(zi)落到實處,該礦安排人員(yuan)對周邊礦井及兄弟單位(wei)進(jin)行(xing)(xing)(xing)實地(di)調研(yan),結合調研(yan)情(qing)況(kuang)對項(xiang)目(mu)設(she)計(ji)(ji)、材料購置、建設(she)施工、進(jin)度(du)控制(zhi)等方面進(jin)行(xing)(xing)(xing)優化(hua),降(jiang)低建設(she)投(tou)(tou)(tou)資(zi),做(zuo)到在保證(zheng)項(xiang)目(mu)質量和功能的(de)同(tong)時,“投(tou)(tou)(tou)資(zi)最(zui)省、工藝(yi)最(zui)優、效(xiao)果(guo)最(zui)佳(jia)”。嚴(yan)格控制(zhi)現場簽證(zheng),工程變更(geng)等,嚴(yan)防追加(jia)投(tou)(tou)(tou)資(zi)計(ji)(ji)劃。牢固樹立過緊日(ri)子思想,強(qiang)化(hua)計(ji)(ji)劃分類管理和財務系(xi)統(tong)分析,全面加(jia)強(qiang)預算(suan)(suan)管理,嚴(yan)格按月預測資(zi)金(jin)費用(yong),各部門(men)每月5日(ri)上報(bao)月度(du)資(zi)金(jin)計(ji)(ji)劃,落實好預算(suan)(suan)執行(xing)(xing)(xing)情(qing)況(kuang),嚴(yan)控非生產(chan)性開支,對特(te)殊費用(yong)支出,嚴(yan)格一(yi)事一(yi)報(bao)一(yi)批管理流程,審慎(shen)費用(yong)支出。
