截至3月31日,甘肅(su)電(dian)投(tou)集團高標準、高質量實現(xian)了一季度“開門紅”,主要生(sheng)產經(jing)營指標實現(xian)兩位數(shu)增(zeng)(zeng)(zeng)長(chang)(chang),完成發(fa)電(dian)量91億千瓦時,同(tong)比增(zeng)(zeng)(zeng)長(chang)(chang)17%;完成工業總(zong)產值31.37億元,同(tong)比增(zeng)(zeng)(zeng)長(chang)(chang)11.75%;預計完成供熱量1052萬吉焦,保(bao)供期累(lei)計外輸天(tian)然氣3100萬方;在能源(yuan)保(bao)供、投(tou)資(zi)拉動等重點工作中,充分發(fa)揮了國有(you)企業在經(jing)濟社(she)會發(fa)展中的頂梁(liang)柱和壓艙(cang)石作用。
今年以來(lai),甘肅電投集團深(shen)入學習貫(guan)徹黨的二十(shi)大精(jing)神(shen)和全國兩會精(jing)神(shen),扎(zha)實(shi)開展(zhan)(zhan)“三抓三促”行動,以開局就是決戰(zhan)的必勝信(xin)心(xin),啟(qi)動高質量發展(zhan)(zhan)“主引擎”,首季實(shi)現高標準“開門紅”。
扛指標、促增長、保供應。甘肅電(dian)投集團堅持立(li)說立(li)行(xing)、跳(tiao)起(qi)摸(mo)高,加(jia)(jia)強(qiang)(qiang)統籌調度(du),優(you)化經營(ying)(ying)策略,多(duo)拿“外送量(liang)”,爭發(fa)“效益電(dian)”,拓展“增長點”,提升(sheng)“利潤率”。召開(kai)生產經營(ying)(ying)專題調度(du)會,加(jia)(jia)強(qiang)(qiang)電(dian)力市場形(xing)勢(shi)研判,充分挖(wa)掘(jue)機組發(fa)電(dian)能力,加(jia)(jia)強(qiang)(qiang)財務預算及(ji)生產經營(ying)(ying)計(ji)劃的剛性約束,挖(wa)掘(jue)節(jie)能降耗(hao)潛力,嚴控成本費用,確(que)保降本增效。堅持“零非停”理念,有序做(zuo)好運行(xing)、檢修、維護等(deng)基礎工作,確(que)保設備(bei)安全穩(wen)定運行(xing),夯實能源供(gong)(gong)應安全基礎。千方百計(ji)加(jia)(jia)大(da)(da)燃煤(mei)保供(gong)(gong)力度(du),克(ke)服(fu)煤(mei)價高企等(deng)不利因素,全面加(jia)(jia)強(qiang)(qiang)燃煤(mei)采(cai)購、接(jie)卸存儲和煤(mei)質(zhi)檢驗工作,保證機組“口糧”供(gong)(gong)應充足。積極(ji)跟(gen)蹤電(dian)力交易市場,持續加(jia)(jia)強(qiang)(qiang)與湖南、浙江、西(xi)藏等(deng)省份聯系(xi)溝通,優(you)化電(dian)量(liang)結(jie)構,加(jia)(jia)大(da)(da)外送電(dian)量(liang),有效提升(sheng)綜(zong)合(he)電(dian)價,形(xing)成多(duo)角度(du)多(duo)層次推進(jin)能源穩(wen)供(gong)(gong)增產的強(qiang)(qiang)大(da)(da)合(he)力。
抓項目、擴投資、搶進度。甘肅(su)電(dian)投(tou)(tou)集(ji)團充(chong)分發(fa)(fa)(fa)揮新能源和(he)(he)數據(ju)信(xin)息產(chan)(chan)業(ye)“兩鏈(lian)”鏈(lian)主企業(ye)作(zuo)(zuo)用,先后召開專題調度協(xie)調工(gong)(gong)(gong)(gong)作(zuo)(zuo)會議,“逐(zhu)個(ge)企業(ye)、逐(zhu)個(ge)項(xiang)(xiang)(xiang)目(mu)(mu)、逐(zhu)項(xiang)(xiang)(xiang)指標”強化調度協(xie)調,確(que)(que)保年度重(zhong)點(dian)工(gong)(gong)(gong)(gong)程(cheng)項(xiang)(xiang)(xiang)目(mu)(mu)高(gao)質量“起跑”。搶(qiang)抓(zhua)(zhua)國家擴(kuo)大有效投(tou)(tou)資的(de)“窗口期(qi)”,計(ji)劃新開工(gong)(gong)(gong)(gong)常樂電(dian)廠、張(zhang)(zhang)掖電(dian)廠各擴(kuo)建(jian)(jian)(jian)(jian)2臺(tai)100萬千瓦火電(dian)機組(zu)等(deng)(deng)5個(ge)省列重(zhong)大項(xiang)(xiang)(xiang)目(mu)(mu),續建(jian)(jian)(jian)(jian)紫金(jin)云1.2期(qi)等(deng)(deng)6個(ge)重(zhong)點(dian)項(xiang)(xiang)(xiang)目(mu)(mu),總(zong)投(tou)(tou)資約180億(yi)元(yuan),2023年計(ji)劃完(wan)成固定資產(chan)(chan)投(tou)(tou)資61億(yi)元(yuan)。全(quan)力抓(zhua)(zhua)好(hao)新能源項(xiang)(xiang)(xiang)目(mu)(mu)的(de)爭(zheng)取(qu)和(he)(he)建(jian)(jian)(jian)(jian)設(she)(she)(she)工(gong)(gong)(gong)(gong)作(zuo)(zuo),目(mu)(mu)前甘肅(su)電(dian)投(tou)(tou)集(ji)團在建(jian)(jian)(jian)(jian)4個(ge)新能源項(xiang)(xiang)(xiang)目(mu)(mu)總(zong)裝(zhuang)機共650兆瓦,已全(quan)部(bu)完(wan)成風機吊裝(zhuang)、組(zu)件安(an)裝(zhuang)等(deng)(deng)工(gong)(gong)(gong)(gong)作(zuo)(zuo),力爭(zheng)早日實現全(quan)容量并網發(fa)(fa)(fa)電(dian)。加快(kuai)布局張(zhang)(zhang)掖、甘南等(deng)(deng)地(di)抽水(shui)蓄能項(xiang)(xiang)(xiang)目(mu)(mu),積(ji)極協(xie)調爭(zheng)取(qu)“沙戈荒(huang)”新能源大基地(di)開發(fa)(fa)(fa)建(jian)(jian)(jian)(jian)設(she)(she)(she)項(xiang)(xiang)(xiang)目(mu)(mu),以組(zu)建(jian)(jian)(jian)(jian)省屬(shu)企業(ye)聯(lian)合體方式帶(dai)動(dong)設(she)(she)(she)計(ji)施(shi)(shi)工(gong)(gong)(gong)(gong)、裝(zhuang)備制造、運營檢修等(deng)(deng)產(chan)(chan)業(ye)高(gao)質量發(fa)(fa)(fa)展。積(ji)極推動(dong)項(xiang)(xiang)(xiang)目(mu)(mu)建(jian)(jian)(jian)(jian)設(she)(she)(she)工(gong)(gong)(gong)(gong)作(zuo)(zuo),抓(zhua)(zhua)住項(xiang)(xiang)(xiang)目(mu)(mu)建(jian)(jian)(jian)(jian)設(she)(she)(she)施(shi)(shi)工(gong)(gong)(gong)(gong)“黃金(jin)季節”,督促總(zong)包(bao)單位(wei)及施(shi)(shi)工(gong)(gong)(gong)(gong)隊伍(wu)加大現場施(shi)(shi)工(gong)(gong)(gong)(gong)人員組(zu)織力度,加快(kuai)施(shi)(shi)工(gong)(gong)(gong)(gong)進度;扎(zha)實做好(hao)工(gong)(gong)(gong)(gong)程(cheng)項(xiang)(xiang)(xiang)目(mu)(mu)安(an)全(quan)管理,運用獎罰、追責、“黑名單”制等(deng)(deng)措(cuo)施(shi)(shi),提高(gao)設(she)(she)(she)備供(gong)應商及施(shi)(shi)工(gong)(gong)(gong)(gong)隊伍(wu)工(gong)(gong)(gong)(gong)作(zuo)(zuo)執行(xing)力,確(que)(que)保各項(xiang)(xiang)(xiang)目(mu)(mu)建(jian)(jian)(jian)(jian)設(she)(she)(she)按預期(qi)節點(dian)完(wan)成。
強引領、防風險、聚合力。甘肅電投集(ji)團(tuan)堅持以(yi)學習宣傳貫徹黨(dang)的二十大和(he)省(sheng)第十四次黨(dang)代(dai)會精神為主線,以(yi)“三抓(zhua)(zhua)三促(cu)”行動為抓(zhua)(zhua)手,堅持圍繞發(fa)(fa)展(zhan)(zhan)抓(zhua)(zhua)黨(dang)建(jian)、抓(zhua)(zhua)好(hao)黨(dang)建(jian)促(cu)發(fa)(fa)展(zhan)(zhan),推動黨(dang)建(jian)工作(zuo)(zuo)和(he)生(sheng)(sheng)產經營工作(zuo)(zuo)相融共促(cu)、同頻(pin)共振。充分發(fa)(fa)揮(hui)(hui)黨(dang)委把(ba)(ba)方向、管(guan)大局(ju)、促(cu)落實(shi),董事會定戰略、作(zuo)(zuo)決策、防風(feng)(feng)險(xian),經理(li)層謀(mou)經營、抓(zhua)(zhua)落實(shi)、強管(guan)理(li)作(zuo)(zuo)用,健(jian)全(quan)(quan)(quan)權(quan)責法定、權(quan)責透(tou)明、協調運轉、有效(xiao)(xiao)制(zhi)衡的公司治理(li)機(ji)制(zhi),切實(shi)把(ba)(ba)中國特色現代(dai)企(qi)業(ye)制(zhi)度優(you)(you)勢轉化(hua)為治理(li)效(xiao)(xiao)能(neng)。進一步完善全(quan)(quan)(quan)員安全(quan)(quan)(quan)生(sheng)(sheng)產責任(ren)制(zhi),建(jian)立動態安全(quan)(quan)(quan)履職(zhi)責任(ren)清單,深化(hua)安全(quan)(quan)(quan)生(sheng)(sheng)產標(biao)準化(hua)建(jian)設,嚴格執行安全(quan)(quan)(quan)風(feng)(feng)險(xian)分級管(guan)控(kong)和(he)隱(yin)患排(pai)查治理(li)機(ji)制(zhi),確(que)保安全(quan)(quan)(quan)風(feng)(feng)險(xian)可控(kong)在(zai)控(kong)。超(chao)前謀(mou)劃資金接(jie)續,優(you)(you)化(hua)債(zhai)(zhai)務(wu)期限結(jie)構,降(jiang)低帶息負債(zhai)(zhai)總額,確(que)保資產負債(zhai)(zhai)率維持在(zai)合理(li)區間。充分發(fa)(fa)揮(hui)(hui)“六位一體(ti)”大監督(du)(du)體(ti)系效(xiao)(xiao)能(neng),持續加(jia)強對企(qi)業(ye)各級“一把(ba)(ba)手”和(he)班子成員的監督(du)(du),加(jia)強對重(zhong)點(dian)單位、重(zhong)點(dian)崗位、重(zhong)點(dian)領域、重(zhong)要環節的監督(du)(du),扎緊織(zhi)密不(bu)敢(gan)腐(fu)、不(bu)能(neng)腐(fu)、不(bu)想腐(fu)的籠(long)子,為高質(zhi)量(liang)發(fa)(fa)展(zhan)(zhan)營造了風(feng)(feng)清氣正的良好(hao)環境。
