為(wei)進一步(bu)推動省(sheng)管企(qi)(qi)業建立健全監督制(zhi)約機制(zhi)和民主(zhu)監督制(zhi)度,加強黨風廉(lian)政建設,提(ti)升國資國企(qi)(qi)監管水(shui)平,7月15日,山東(dong)省(sheng)國資委(wei)召(zhao)開省(sheng)管企(qi)(qi)業職(zhi)工代表民主(zhu)評價(jia)(jia)工作(zuo)現場會,觀(guan)摩(mo)兗礦集團(tuan)第九次職(zhi)工代表民主(zhu)評價(jia)(jia)項目實例操作(zuo)流程(cheng),并交流經驗做法,山東(dong)省(sheng)國資委(wei)黨委(wei)副書記、紀委(wei)書記時(shi)民同志出席(xi)會議(yi)并講話(hua),34戶省(sheng)管企(qi)(qi)業紀委(wei)書記、工會主(zhu)席(xi)參加會議(yi)。
民主評(ping)價(jia)(jia)辣味十足。兗礦集團圍繞物資(zi)設備采(cai)購(gou)、招(zhao)標投標、經(jing)營管理(li)等(deng)(deng)熱點(dian)、難點(dian)問(wen)(wen)題(ti),在前期(qi)充分調研(yan)的基礎上,確定了3例評(ping)價(jia)(jia)項目。選(xuan)取25名(ming)政治過硬(ying)、業務能力(li)強、作風正(zheng)派的職(zhi)工代表擔任評(ping)委(wei),通過調研(yan)情況匯報、被(bei)評(ping)價(jia)(jia)人(ren)(ren)陳述、提問(wen)(wen)答(da)辯(bian)、現場投票(piao)四個環(huan)節(jie)進行(xing)評(ping)價(jia)(jia),整個過程組織嚴密、規范(fan)有序、陽光透明。在提問(wen)(wen)答(da)辯(bian)環(huan)節(jie),市場調研(yan)組、被(bei)評(ping)價(jia)(jia)人(ren)(ren)及評(ping)委(wei)針對項目中(zhong)存(cun)在的項目不合(he)規、價(jia)(jia)格不公平、程序不規范(fan)等(deng)(deng)問(wen)(wen)題(ti),進行(xing)了多輪提問(wen)(wen)答(da)辯(bian),25名(ming)評(ping)委(wei)的提問(wen)(wen)專業水平高、切中(zhong)要(yao)害(hai)、辣味十足,達到(dao)了深挖問(wen)(wen)題(ti)根源和讓(rang)被(bei)評(ping)價(jia)(jia)人(ren)(ren)“紅(hong)紅(hong)臉”“出出汗”的效(xiao)果。
評(ping)價(jia)結果(guo)從(cong)嚴(yan)從(cong)實(shi)(shi)。采(cai)用無記(ji)名投(tou)票方式(shi)對項目進行(xing)(xing)現場評(ping)價(jia),3個被評(ping)價(jia)項目均未通過,下(xia)一步將(jiang)移交紀檢監察機構調(diao)查(cha)核實(shi)(shi),對存在問題(ti)的(de)涉案人(ren)員依法依紀給(gei)予嚴(yan)肅處(chu)理(li)。目前,兗礦集(ji)團(tuan)共有(you)85個項目進行(xing)(xing)了民(min)主評(ping)價(jia),其中55個未通過,通過率(lv)不足40%,對93名責任人(ren)進行(xing)(xing)了責任追究,切實(shi)(shi)發揮了民(min)主評(ping)價(jia)的(de)威力。通過民(min)主評(ping)價(jia),不僅(jin)深挖了項目中存在的(de)違規違紀問題(ti),堵塞了管理(li)漏洞,確(que)保(bao)權力在陽光下(xia)運行(xing)(xing),還起到有(you)效(xiao)的(de)警示震懾作用,保(bao)護了大(da)批企業(ye)管理(li)人(ren)員。
部(bu)署推廣要(yao)求明確。山(shan)東省國(guo)資委(wei)(wei)要(yao)求省管企(qi)業(ye)統(tong)一思(si)想(xiang)、立(li)說立(li)行,積極開展職工(gong)代表民(min)主評(ping)價(jia)工(gong)作(zuo)。一是強化組織(zhi)。企(qi)業(ye)黨委(wei)(wei)要(yao)將民(min)主評(ping)價(jia)工(gong)作(zuo)當(dang)作(zuo)“一把手工(gong)程”,親(qin)自抓、靠上(shang)抓,企(qi)業(ye)董(dong)事會、經理層、紀委(wei)(wei)及工(gong)會等都是責任主體,要(yao)協同配合(he)(he),形成合(he)(he)力。二是緊密結合(he)(he)實際。要(yao)找準薄弱環節,靈活(huo)評(ping)價(jia)形式,豐富評(ping)價(jia)內容(rong),堵塞(sai)管理漏洞(dong),確保取得(de)實效。三是注重總(zong)結提高。堅持邊學習邊實踐(jian)邊調(diao)整,認真研究解決民(min)主評(ping)價(jia)過程中(zhong)遇到的(de)問題(ti),增強民(min)主評(ping)價(jia)工(gong)作(zuo)的(de)質量效果。
立(li)(li)足監(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)深(shen)化提(ti)升。現(xian)場會上,時民同志從深(shen)化國資(zi)國企(qi)改革(ge)、維護國有資(zi)產安全、推進黨風廉(lian)政建(jian)設(she)和反腐敗工(gong)(gong)作(zuo)(zuo)(zuo)三個層面,深(shen)刻闡(chan)述了加強(qiang)(qiang)國有企(qi)業監(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)工(gong)(gong)作(zuo)(zuo)(zuo)的重要性(xing)和必要性(xing),并對(dui)(dui)省(sheng)管(guan)企(qi)業強(qiang)(qiang)化監(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)工(gong)(gong)作(zuo)(zuo)(zuo)提(ti)出(chu)要求。要立(li)(li)足監(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)、把握全局(ju),以開展職(zhi)工(gong)(gong)代表民主評價(jia)工(gong)(gong)作(zuo)(zuo)(zuo)為抓手,進一(yi)步(bu)提(ti)高監(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)工(gong)(gong)作(zuo)(zuo)(zuo)整(zheng)體水(shui)平,加強(qiang)(qiang)黨風廉(lian)政建(jian)設(she)和國資(zi)國企(qi)監(jian)(jian)(jian)(jian)(jian)管(guan)。一(yi)是(shi)(shi)調動(dong)各方(fang)力量,強(qiang)(qiang)化企(qi)業內部監(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)、外部監(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)、社會監(jian)(jian)(jian)(jian)(jian)督(du)(du)(du),著(zhu)力打造全方(fang)位(wei)立(li)(li)體式(shi)監(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)體系(xi)。二是(shi)(shi)突(tu)出(chu)對(dui)(dui)“三重一(yi)大(da)”決策事項、重點(dian)(dian)難點(dian)(dian)問(wen)題(ti)、關鍵崗位(wei)和重點(dian)(dian)人(ren)員的監(jian)(jian)(jian)(jian)(jian)督(du)(du)(du),著(zhu)力增強(qiang)(qiang)監(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)工(gong)(gong)作(zuo)(zuo)(zuo)針對(dui)(dui)性(xing)。三是(shi)(shi)創新方(fang)式(shi)方(fang)法,改善(shan)和加強(qiang)(qiang)黨內監(jian)(jian)(jian)(jian)(jian)督(du)(du)(du),深(shen)化創新職(zhi)工(gong)(gong)民主監(jian)(jian)(jian)(jian)(jian)督(du)(du)(du),深(shen)入開展巡視巡察監(jian)(jian)(jian)(jian)(jian)督(du)(du)(du),擴(kuo)大(da)信息公開透明度,著(zhu)力提(ti)高監(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)工(gong)(gong)作(zuo)(zuo)(zuo)質(zhi)量效益。
與會人員紛(fen)紛(fen)表(biao)示,職工代(dai)表(biao)民主評價工作(zuo)切合國(guo)有企業實際(ji),易(yi)于操作(zuo),針(zhen)對性、實效性強,將認(ren)真(zhen)學習借鑒(jian),努力打造陽光(guang)國(guo)企。
