3月(yue)22日,廣西區國資委(wei)出臺(tai)《2016年委(wei)管(guan)(guan)企(qi)(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)法(fa)(fa)(fa)(fa)(fa)(fa)(fa)治(zhi)建(jian)(jian)(jian)設(she)工(gong)(gong)(gong)作(zuo)(zuo)要(yao)點(dian)》,明(ming)確(que)(que)了2016年委(wei)管(guan)(guan)企(qi)(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)法(fa)(fa)(fa)(fa)(fa)(fa)(fa)治(zhi)建(jian)(jian)(jian)設(she)工(gong)(gong)(gong)作(zuo)(zuo)的(de)具體(ti)(ti)任務(wu)。一是(shi)(shi)抓(zhua)好規(gui)劃部署。制(zhi)(zhi)(zhi)(zhi)定(ding)企(qi)(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)法(fa)(fa)(fa)(fa)(fa)(fa)(fa)治(zhi)建(jian)(jian)(jian)設(she)五(wu)年規(gui)劃,明(ming)確(que)(que)工(gong)(gong)(gong)作(zuo)(zuo)目(mu)(mu)標(biao)、具體(ti)(ti)措施、責任主體(ti)(ti)和(he)進度(du)(du)(du)(du)要(yao)求(qiu),并編制(zhi)(zhi)(zhi)(zhi)年度(du)(du)(du)(du)工(gong)(gong)(gong)作(zuo)(zuo)計劃和(he)任務(wu)臺(tai)賬。二是(shi)(shi)開(kai)展企(qi)(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)法(fa)(fa)(fa)(fa)(fa)(fa)(fa)制(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)作(zuo)(zuo)第(di)三(san)(san)個(ge)三(san)(san)年目(mu)(mu)標(biao)總結驗收。加(jia)強(qiang)(qiang)調(diao)研(yan)指導,找準(zhun)存在短板,深(shen)入分析原因,抓(zhua)好督促落(luo)實。三(san)(san)是(shi)(shi)健全依法(fa)(fa)(fa)(fa)(fa)(fa)(fa)決(jue)策機(ji)制(zhi)(zhi)(zhi)(zhi)。完(wan)善(shan)“三(san)(san)重一大”決(jue)策制(zhi)(zhi)(zhi)(zhi)度(du)(du)(du)(du),明(ming)確(que)(que)決(jue)策事項(xiang)和(he)權限,優化決(jue)策標(biao)準(zhun)和(he)流程,建(jian)(jian)(jian)立決(jue)策權力清單(dan)。四是(shi)(shi)完(wan)善(shan)總法(fa)(fa)(fa)(fa)(fa)(fa)(fa)律(lv)(lv)顧問(wen)制(zhi)(zhi)(zhi)(zhi)度(du)(du)(du)(du)。落(luo)實總法(fa)(fa)(fa)(fa)(fa)(fa)(fa)律(lv)(lv)顧問(wen)履(lv)(lv)職保(bao)障,建(jian)(jian)(jian)立總法(fa)(fa)(fa)(fa)(fa)(fa)(fa)律(lv)(lv)顧問(wen)述職制(zhi)(zhi)(zhi)(zhi)度(du)(du)(du)(du),加(jia)強(qiang)(qiang)履(lv)(lv)職考核。五(wu)是(shi)(shi)筑牢(lao)企(qi)(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)法(fa)(fa)(fa)(fa)(fa)(fa)(fa)律(lv)(lv)風險防范體(ti)(ti)系。完(wan)善(shan)企(qi)(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)法(fa)(fa)(fa)(fa)(fa)(fa)(fa)律(lv)(lv)工(gong)(gong)(gong)作(zuo)(zuo)組織體(ti)(ti)系,全面(mian)落(luo)實法(fa)(fa)(fa)(fa)(fa)(fa)(fa)律(lv)(lv)審核制(zhi)(zhi)(zhi)(zhi)度(du)(du)(du)(du)。組織開(kai)展法(fa)(fa)(fa)(fa)(fa)(fa)(fa)律(lv)(lv)風險防控(kong)對(dui)標(biao)管(guan)(guan)理(li)(li)活動(dong)(dong),完(wan)善(shan)法(fa)(fa)(fa)(fa)(fa)(fa)(fa)律(lv)(lv)風險控(kong)制(zhi)(zhi)(zhi)(zhi)流程,嚴控(kong)企(qi)(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)法(fa)(fa)(fa)(fa)(fa)(fa)(fa)律(lv)(lv)風險。六是(shi)(shi)提高企(qi)(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)法(fa)(fa)(fa)(fa)(fa)(fa)(fa)律(lv)(lv)事務(wu)管(guan)(guan)理(li)(li)能(neng)力。加(jia)強(qiang)(qiang)集(ji)團對(dui)所屬企(qi)(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)法(fa)(fa)(fa)(fa)(fa)(fa)(fa)律(lv)(lv)事務(wu)的(de)集(ji)中統(tong)一管(guan)(guan)理(li)(li),推(tui)進企(qi)(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)法(fa)(fa)(fa)(fa)(fa)(fa)(fa)律(lv)(lv)事務(wu)管(guan)(guan)理(li)(li)信(xin)息化建(jian)(jian)(jian)設(she),建(jian)(jian)(jian)立法(fa)(fa)(fa)(fa)(fa)(fa)(fa)律(lv)(lv)監督工(gong)(gong)(gong)作(zuo)(zuo)機(ji)制(zhi)(zhi)(zhi)(zhi),促進企(qi)(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)內(nei)部監督合力的(de)形成。七是(shi)(shi)推(tui)動(dong)(dong)企(qi)(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)依法(fa)(fa)(fa)(fa)(fa)(fa)(fa)合規(gui)管(guan)(guan)理(li)(li)。建(jian)(jian)(jian)立由總法(fa)(fa)(fa)(fa)(fa)(fa)(fa)律(lv)(lv)顧問(wen)領導,法(fa)(fa)(fa)(fa)(fa)(fa)(fa)律(lv)(lv)工(gong)(gong)(gong)作(zuo)(zuo)機(ji)構(gou)作(zuo)(zuo)為牽頭(tou)部門,相關部門共(gong)同參(can)與、齊抓(zhua)共(gong)管(guan)(guan)的(de)合規(gui)管(guan)(guan)理(li)(li)工(gong)(gong)(gong)作(zuo)(zuo)體(ti)(ti)系。八是(shi)(shi)完(wan)善(shan)企(qi)(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)規(gui)章(zhang)制(zhi)(zhi)(zhi)(zhi)度(du)(du)(du)(du)體(ti)(ti)系。加(jia)強(qiang)(qiang)規(gui)章(zhang)制(zhi)(zhi)(zhi)(zhi)度(du)(du)(du)(du)的(de)立改(gai)廢工(gong)(gong)(gong)作(zuo)(zuo),健全制(zhi)(zhi)(zhi)(zhi)度(du)(du)(du)(du)實施機(ji)制(zhi)(zhi)(zhi)(zhi)和(he)制(zhi)(zhi)(zhi)(zhi)度(du)(du)(du)(du)質(zhi)量評估機(ji)制(zhi)(zhi)(zhi)(zhi),確(que)(que)保(bao)各項(xiang)制(zhi)(zhi)(zhi)(zhi)度(du)(du)(du)(du)得到(dao)有效落(luo)實。九是(shi)(shi)加(jia)強(qiang)(qiang)法(fa)(fa)(fa)(fa)(fa)(fa)(fa)律(lv)(lv)人才培養(yang)。提升(sheng)內(nei)部法(fa)(fa)(fa)(fa)(fa)(fa)(fa)律(lv)(lv)顧問(wen)隊伍(wu)的(de)專業(ye)(ye)(ye)(ye)(ye)(ye)(ye)能(neng)力,拓寬晉升(sheng)渠(qu)道(dao),落(luo)實職級待遇,抓(zhua)緊解決(jue)法(fa)(fa)(fa)(fa)(fa)(fa)(fa)律(lv)(lv)人才短缺問(wen)題。十(shi)是(shi)(shi)加(jia)強(qiang)(qiang)普(pu)法(fa)(fa)(fa)(fa)(fa)(fa)(fa)宣傳教育。認真制(zhi)(zhi)(zhi)(zhi)訂(ding)“七五(wu)”普(pu)法(fa)(fa)(fa)(fa)(fa)(fa)(fa)工(gong)(gong)(gong)作(zuo)(zuo)規(gui)劃,完(wan)善(shan)學法(fa)(fa)(fa)(fa)(fa)(fa)(fa)用法(fa)(fa)(fa)(fa)(fa)(fa)(fa)制(zhi)(zhi)(zhi)(zhi)度(du)(du)(du)(du),做好法(fa)(fa)(fa)(fa)(fa)(fa)(fa)律(lv)(lv)糾紛典型案例的(de)總結、研(yan)究和(he)選編工(gong)(gong)(gong)作(zuo)(zuo)。開(kai)展“法(fa)(fa)(fa)(fa)(fa)(fa)(fa)治(zhi)國企(qi)(qi)(qi)(qi)(qi)(qi)”創建(jian)(jian)(jian)活動(dong)(dong),樹立企(qi)(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)法(fa)(fa)(fa)(fa)(fa)(fa)(fa)治(zhi)建(jian)(jian)(jian)設(she)工(gong)(gong)(gong)作(zuo)(zuo)標(biao)桿。十(shi)一是(shi)(shi)完(wan)善(shan)考核問(wen)責機(ji)制(zhi)(zhi)(zhi)(zhi)。制(zhi)(zhi)(zhi)(zhi)定(ding)出臺(tai)依法(fa)(fa)(fa)(fa)(fa)(fa)(fa)治(zhi)企(qi)(qi)(qi)(qi)(qi)(qi)考核辦法(fa)(fa)(fa)(fa)(fa)(fa)(fa),加(jia)強(qiang)(qiang)對(dui)企(qi)(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)法(fa)(fa)(fa)(fa)(fa)(fa)(fa)治(zhi)建(jian)(jian)(jian)設(she)工(gong)(gong)(gong)作(zuo)(zuo)的(de)督促檢查,嚴格落(luo)實問(wen)責制(zhi)(zhi)(zhi)(zhi)度(du)(du)(du)(du)。
