4月29日上午,湖北省(sheng)(sheng)國(guo)(guo)資(zi)委(wei)組織(zhi)召開黨(dang)(dang)風廉(lian)政建(jian)設(she)責任制(zhi)檢查考(kao)核(he)意見反饋暨(ji)省(sheng)(sheng)屬(shu)國(guo)(guo)有(you)企業(ye)(ye)(ye)(ye)巡(xun)視整改督(du)辦(ban)會。會議(yi)通(tong)報了(le)2015年(nian)度國(guo)(guo)有(you)企業(ye)(ye)(ye)(ye)落實黨(dang)(dang)風廉(lian)政建(jian)設(she)責任制(zhi)、推進(jin)懲防體系(xi)建(jian)設(she)情(qing)況(kuang)檢查考(kao)核(he)結果,交流了(le)黨(dang)(dang)風廉(lian)政建(jian)設(she)的典型經驗,反饋了(le)省(sheng)(sheng)委(wei)巡(xun)視辦(ban)關于省(sheng)(sheng)屬(shu)國(guo)(guo)有(you)企業(ye)(ye)(ye)(ye)巡(xun)視情(qing)況(kuang),重點部(bu)署了(le)檢查發現問題、巡(xun)視發現問題的整改督(du)辦(ban)工作(zuo),對(dui)國(guo)(guo)有(you)企業(ye)(ye)(ye)(ye)加強黨(dang)(dang)的建(jian)設(she)、推動(dong)黨(dang)(dang)風廉(lian)政建(jian)設(she)工作(zuo)提出要求(qiu)。
許克振副省長出(chu)席(xi)會(hui)議并講話,省政(zheng)府副秘(mi)書(shu)(shu)長賀盛有(you)(you)出(chu)席(xi)會(hui)議,省紀委(wei)(wei)(wei)(wei)常委(wei)(wei)(wei)(wei)、省監察廳副廳長張家(jia)洪通報了2015年度國有(you)(you)企業落實黨(dang)風(feng)廉(lian)(lian)政(zheng)建(jian)設(she)責任制和(he)懲(cheng)防(fang)體系建(jian)設(she)檢查(cha)考核結果,省國資委(wei)(wei)(wei)(wei)黨(dang)委(wei)(wei)(wei)(wei)書(shu)(shu)記、主任文(wen)振富(fu)主持會(hui)議。省電力、中鐵十一局(ju)、鄂旅投(tou)、省交投(tou)4家(jia)單位(wei)作了經驗交流(liu)發言,文(wen)振富(fu)同志與歸(gui)口管理(li)的中央在鄂企業和(he)省屬國有(you)(you)企業黨(dang)委(wei)(wei)(wei)(wei)書(shu)(shu)記簽訂了2016年度黨(dang)風(feng)廉(lian)(lian)政(zheng)建(jian)設(she)責任書(shu)(shu)。
許(xu)克振(zhen)副省長(chang)在講話(hua)中(zhong)指出:企業(ye)黨委(wei)要(yao)(yao)擔(dan)負(fu)起(qi)(qi)從(cong)(cong)嚴(yan)(yan)治黨的政治責任(ren),擔(dan)當起(qi)(qi)從(cong)(cong)嚴(yan)(yan)治黨的主體(ti)責任(ren),持續抓(zhua)好(hao)作風(feng)建設(she)(she),把(ba)巡視(shi)成果運(yun)用好(hao),把(ba)整改(gai)做到(dao)(dao)位(wei)(wei)。他強(qiang)調:一是(shi)要(yao)(yao)提高認(ren)識,切(qie)實(shi)(shi)擔(dan)負(fu)起(qi)(qi)推(tui)進國(guo)(guo)企全面(mian)從(cong)(cong)嚴(yan)(yan)治黨的政治責任(ren)。要(yao)(yao)充分認(ren)識到(dao)(dao)全面(mian)從(cong)(cong)嚴(yan)(yan)治黨是(shi)加(jia)強(qiang)國(guo)(guo)有(you)企業(ye)黨的建設(she)(she)的迫切(qie)需(xu)要(yao)(yao),是(shi)國(guo)(guo)有(you)企業(ye)反腐倡廉建設(she)(she)的根本要(yao)(yao)求,是(shi)國(guo)(guo)有(you)企業(ye)不斷(duan)深化改(gai)革的重(zhong)要(yao)(yao)保障。二是(shi)要(yao)(yao)敢(gan)于擔(dan)當,扎實(shi)(shi)推(tui)進國(guo)(guo)企黨委(wei)主體(ti)責任(ren)落(luo)(luo)實(shi)(shi)到(dao)(dao)位(wei)(wei)。抓(zhua)主體(ti)責任(ren)落(luo)(luo)實(shi)(shi)要(yao)(yao)做到(dao)(dao)“四(si)個結合”:要(yao)(yao)堅(jian)持加(jia)強(qiang)部署與落(luo)(luo)實(shi)(shi)行動兩手抓(zhua),堅(jian)持管(guan)好(hao)自身與帶好(hao)隊(dui)伍兩手抓(zhua),堅(jian)持抓(zhua)好(hao)本級與督促下級兩手抓(zhua),堅(jian)持黨委(wei)主責與紀委(wei)監督兩手抓(zhua)。三(san)是(shi)要(yao)(yao)持續加(jia)力,堅(jian)定不移(yi)地把(ba)國(guo)(guo)有(you)企業(ye)作風(feng)建設(she)(she)引向深入。抓(zhua)作風(feng)建設(she)(she)永遠在路上,要(yao)(yao)做到(dao)(dao)“四(si)抓(zhua)”:常抓(zhua)、嚴(yan)(yan)抓(zhua)、實(shi)(shi)抓(zhua)、長(chang)抓(zhua)。堅(jian)決貫徹落(luo)(luo)實(shi)(shi)中(zhong)央(yang)“八(ba)項規定”精神和(he)省委(wei)“六條(tiao)意見”的落(luo)(luo)實(shi)(shi),沒有(you)特殊,沒有(you)例外。四(si)是(shi)要(yao)(yao)運(yun)用檢查考核(he)和(he)巡視(shi)結果,確保此次(ci)責任(ren)制(zhi)考核(he)和(he)巡視(shi)收到(dao)(dao)實(shi)(shi)效(xiao)。要(yao)(yao)切(qie)實(shi)(shi)做到(dao)(dao)意見反饋(kui)到(dao)(dao)位(wei)(wei)、整改(gai)落(luo)(luo)實(shi)(shi)到(dao)(dao)位(wei)(wei)、責任(ren)追(zhui)究到(dao)(dao)位(wei)(wei)、長(chang)效(xiao)機制(zhi)完善到(dao)(dao)位(wei)(wei)。
省國資委黨委書記、主任文振(zhen)富在總結講(jiang)話中對整改(gai)督辦提出了六點具(ju)體要求:
第一,正視問(wen)(wen)題,聚(ju)(ju)焦(jiao)問(wen)(wen)題整(zheng)改(gai)。無論是(shi)檢(jian)(jian)查發現(xian)(xian)問(wen)(wen)題,還是(shi)巡視發現(xian)(xian)問(wen)(wen)題,必須正視問(wen)(wen)題,聚(ju)(ju)焦(jiao)問(wen)(wen)題整(zheng)改(gai)。如(ru)果(guo)不(bu)(bu)(bu)認(ren)真整(zheng)改(gai)就是(shi)不(bu)(bu)(bu)清醒(xing),不(bu)(bu)(bu)講(jiang)政(zheng)治(zhi),必將招(zhao)致(zhi)檢(jian)(jian)查回頭查,巡視回頭看(kan)。問(wen)(wen)題就更加嚴重,追責(ze)問(wen)(wen)責(ze)也(ye)將加重。以為問(wen)(wen)題可(ke)以拖過去、扛過去、挨(ai)過去,這(zhe)是(shi)不(bu)(bu)(bu)清醒(xing)的(de)表(biao)現(xian)(xian),是(shi)犯了幼稚病。因此(ci),必須老老實地(di)、不(bu)(bu)(bu)折不(bu)(bu)(bu)扣地(di)按照檢(jian)(jian)查組、巡視組的(de)意見,按照許省(sheng)長的(de)講(jiang)話要求(qiu),制(zhi)定整(zheng)改(gai)方案(an),建立問(wen)(wen)題臺賬,成立工作(zuo)專班(ban),一個一個問(wen)(wen)題地(di)剖析、整(zheng)改(gai)、銷號(hao)。省(sheng)國資(zi)委將強力督(du)促(cu)整(zheng)改(gai),這(zhe)是(shi)我(wo)們(men)的(de)職責(ze)之所在。
第(di)二(er),牢牢抓(zhua)(zhua)住黨(dang)(dang)委黨(dang)(dang)建(jian)(jian)工(gong)作(zuo)主體責任(ren)這個“牛鼻子(zi)”,全面加強企業(ye)黨(dang)(dang)建(jian)(jian)工(gong)作(zuo)。黨(dang)(dang)委書記必須扛起第(di)一責任(ren),在(zai)黨(dang)(dang)言黨(dang)(dang),在(zai)黨(dang)(dang)管黨(dang)(dang),投入(ru)更(geng)多(duo)的(de)(de)時間和(he)(he)精力(li)(li)狠抓(zhua)(zhua)企業(ye)黨(dang)(dang)建(jian)(jian)工(gong)作(zuo),并且努力(li)(li)成為企業(ye)黨(dang)(dang)建(jian)(jian)工(gong)作(zuo)的(de)(de)專家,做到善管善治(zhi)。旗(qi)幟鮮明、態(tai)度堅決(jue)地支持企業(ye)紀(ji)(ji)委監督執紀(ji)(ji)問責,并切實把黨(dang)(dang)建(jian)(jian)和(he)(he)黨(dang)(dang)風廉(lian)政建(jian)(jian)設的(de)(de)責任(ren)和(he)(he)壓力(li)(li)傳導到下級公司、傳導到基層(ceng)。
第三,要把問題(ti)整改(gai)與完善(shan)企業(ye)(ye)內(nei)部制(zhi)(zhi)度和運行機制(zhi)(zhi)緊密結合起(qi)來(lai),舉一反三,亡(wang)羊(yang)補牢,防止同類問題(ti)的重(zhong)復發生。全面加強(qiang)企業(ye)(ye)管理,包括決策管理、合同管理、風險(xian)管理等各個重(zhong)要的細節和具體環節,都(dou)要管起(qi)來(lai)、嚴起(qi)來(lai)、細起(qi)來(lai),系(xi)(xi)統化(hua)起(qi)來(lai),不能大而(er)化(hua)之。各個企業(ye)(ye)都(dou)必(bi)須(xu)強(qiang)化(hua)系(xi)(xi)統化(hua)、專業(ye)(ye)化(hua)、精細化(hua)管理,并運用(yong)專業(ye)(ye)工具、依靠專業(ye)(ye)團隊進行管理。
第四,共同在改革上謀求突破(po)。總的(de)(de)(de)思路是(shi)在股權多元化(hua)的(de)(de)(de)基礎上形成(cheng)規(gui)范有效(xiao)的(de)(de)(de)法人治理(li)結構、建立現(xian)代企業(ye)制(zhi)度。使(shi)(shi)企業(ye)的(de)(de)(de)各(ge)(ge)個層級(ji)(ji)—企業(ye)黨委會(hui)、紀(ji)委、董事(shi)會(hui)、監(jian)(jian)事(shi)會(hui)、經(jing)(jing)理(li)層各(ge)(ge)自(zi)找準定位,發揮作用(yong),形成(cheng)有效(xiao)制(zhi)衡的(de)(de)(de)企業(ye)內部良性(xing)運行機制(zhi),使(shi)(shi)企業(ye)內部的(de)(de)(de)監(jian)(jian)督真正起作用(yong)。大力(li)推進企業(ye)干部人事(shi)制(zhi)度改革,選擇那些黨性(xing)強(qiang)、守規(gui)矩、敢(gan)擔當、善經(jing)(jing)營、會(hui)管理(li)的(de)(de)(de)優(you)秀復合型(xing)人才(cai)、企業(ye)型(xing)人才(cai)擔綱、領(ling)銜辦各(ge)(ge)級(ji)(ji)各(ge)(ge)類企業(ye),大量選聘職業(ye)經(jing)(jing)理(li)人經(jing)(jing)營企業(ye)。
第(di)五,構筑起大監(jian)(jian)(jian)(jian)(jian)(jian)管(guan)(guan)的(de)國資(zi)監(jian)(jian)(jian)(jian)(jian)(jian)管(guan)(guan)格(ge)局,形(xing)(xing)成監(jian)(jian)(jian)(jian)(jian)(jian)管(guan)(guan)合(he)力(li)。省國資(zi)委(wei)將加快轉變(bian)國資(zi)監(jian)(jian)(jian)(jian)(jian)(jian)管(guan)(guan)職(zhi)能,真正轉到(dao)(dao)管(guan)(guan)資(zi)本為(wei)主上來,并(bing)做到(dao)(dao)放(fang)管(guan)(guan)結合(he),該放(fang)的(de)一(yi)定放(fang)到(dao)(dao)位、放(fang)徹(che)底(di),該管(guan)(guan)的(de)一(yi)定要管(guan)(guan)起來、管(guan)(guan)得住、管(guan)(guan)得好。出臺監(jian)(jian)(jian)(jian)(jian)(jian)管(guan)(guan)權(quan)力(li)清(qing)(qing)單(dan)和(he)責任清(qing)(qing)單(dan),并(bing)著力(li)研(yan)究(jiu)促(cu)使監(jian)(jian)(jian)(jian)(jian)(jian)事(shi)會(hui)有效發揮作(zuo)用的(de)措施,強化監(jian)(jian)(jian)(jian)(jian)(jian)事(shi)會(hui)的(de)監(jian)(jian)(jian)(jian)(jian)(jian)管(guan)(guan)。配合(he)省紀委(wei)和(he)駐委(wei)紀檢組加強紀律監(jian)(jian)(jian)(jian)(jian)(jian)督(du),強化企業紀委(wei)的(de)監(jian)(jian)(jian)(jian)(jian)(jian)督(du)責任,真正使企業紀委(wei)發揮作(zuo)用。同時整合(he)出資(zi)人(ren)監(jian)(jian)(jian)(jian)(jian)(jian)管(guan)(guan)、外派監(jian)(jian)(jian)(jian)(jian)(jian)事(shi)會(hui)監(jian)(jian)(jian)(jian)(jian)(jian)督(du)和(he)審(shen)計、紀檢監(jian)(jian)(jian)(jian)(jian)(jian)察、巡視(shi)等(deng)監(jian)(jian)(jian)(jian)(jian)(jian)督(du)力(li)量,建立(li)監(jian)(jian)(jian)(jian)(jian)(jian)督(du)工(gong)作(zuo)會(hui)商(shang)機制,形(xing)(xing)成監(jian)(jian)(jian)(jian)(jian)(jian)督(du)工(gong)作(zuo)閉環和(he)合(he)力(li)。
第(di)六,支(zhi)持紀(ji)委和駐(zhu)委紀(ji)檢組辦(ban)(ban)案。省國資委和各(ge)企業黨委都要積極支(zhi)持和配合省紀(ji)委有關案件室和駐(zhu)委紀(ji)檢組查辦(ban)(ban)案件,這是政(zheng)治(zhi)要求(qiu)、政(zheng)治(zhi)紀(ji)律,也是政(zheng)治(zhi)任(ren)務、政(zheng)治(zhi)責任(ren),不能(neng)有半(ban)點(dian)含糊,必須態度堅決,旗幟鮮明,積極配合和支(zhi)持辦(ban)(ban)案。
湖北(bei)省(sheng)紀委(wei)(wei)(wei)、省(sheng)監察廳紀檢(jian)監察三室、八室負責人,省(sheng)紀委(wei)(wei)(wei)派駐省(sheng)國資(zi)委(wei)(wei)(wei)紀檢(jian)組(zu)組(zu)長(chang)、副(fu)組(zu)長(chang),省(sheng)國資(zi)委(wei)(wei)(wei)黨(dang)(dang)委(wei)(wei)(wei)歸口管理的中央在鄂企業(ye)和省(sheng)屬企業(ye)黨(dang)(dang)委(wei)(wei)(wei)(黨(dang)(dang)組(zu))書記(ji)、紀委(wei)(wei)(wei)書記(ji)(紀檢(jian)組(zu)長(chang));省(sheng)國資(zi)委(wei)(wei)(wei)黨(dang)(dang)委(wei)(wei)(wei)班(ban)子(zi)成(cheng)員,副(fu)巡視員,監事(shi)會(hui)主(zhu)席,機關各處室、監事(shi)會(hui)、直(zhi)屬單位負責人共180余人參加了會(hui)議(yi)。
