貴州省國資委大力加強監管企業人才隊伍建設

“十二五”期間(jian),貴州省國(guo)資(zi)委(wei)根據監管(guan)企(qi)(qi)業人(ren)(ren)(ren)(ren)才(cai)(cai)隊伍(wu)建(jian)設的(de)(de)實際情況和需要(yao),不(bu)斷健全完善人(ren)(ren)(ren)(ren)才(cai)(cai)工(gong)作制度(du)機制,大力(li)(li)實施優秀(xiu)企(qi)(qi)業家培(pei)養工(gong)程、“四個一”人(ren)(ren)(ren)(ren)才(cai)(cai)工(gong)程、高層次(ci)創新科技(ji)(ji)人(ren)(ren)(ren)(ren)才(cai)(cai)工(gong)程、高技(ji)(ji)能人(ren)(ren)(ren)(ren)才(cai)(cai)開(kai)發(fa)工(gong)程,監管(guan)企(qi)(qi)業人(ren)(ren)(ren)(ren)才(cai)(cai)隊伍(wu)建(jian)設取得明(ming)顯成效(xiao),為(wei)企(qi)(qi)業改革(ge)發(fa)展(zhan)提供強有力(li)(li)的(de)(de)智力(li)(li)支(zhi)撐和人(ren)(ren)(ren)(ren)才(cai)(cai)保證。截至2015年底,省國(guo)資(zi)委(wei)監管(guan)的(de)(de)21戶(hu)生產性企(qi)(qi)業共有各類人(ren)(ren)(ren)(ren)才(cai)(cai)近10萬人(ren)(ren)(ren)(ren),其(qi)中,黨政管(guan)理2464人(ren)(ren)(ren)(ren),經營管(guan)理23611人(ren)(ren)(ren)(ren),專業技(ji)(ji)術9225人(ren)(ren)(ren)(ren),專業技(ji)(ji)能53759人(ren)(ren)(ren)(ren)。

科學規(gui)(gui)(gui)(gui)劃(hua)(hua)抓指(zhi)導(dao)。制(zhi)定(ding)印發(fa)《監(jian)管(guan)(guan)企業(ye)中(zhong)長(chang)期(qi)人(ren)(ren)(ren)才(cai)發(fa)展(zhan)(zhan)規(gui)(gui)(gui)(gui)劃(hua)(hua)工(gong)(gong)(gong)作(zuo)(zuo)指(zhi)導(dao)意(yi)見》、《關于加強(qiang)監(jian)管(guan)(guan)企業(ye)人(ren)(ren)(ren)才(cai)培養(yang)引(yin)進加快科技(ji)創新(xin)的實(shi)施意(yi)見》,統籌推(tui)進企業(ye)人(ren)(ren)(ren)才(cai)隊(dui)伍(wu)(wu)建(jian)設,通過(guo)實(shi)施“五(wu)個一(yi)批”人(ren)(ren)(ren)才(cai)發(fa)展(zhan)(zhan)計劃(hua)(hua),選好配強(qiang)一(yi)支出(chu)(chu)資人(ren)(ren)(ren)代表人(ren)(ren)(ren)才(cai)隊(dui)伍(wu)(wu)、思想(xiang)(xiang)政治工(gong)(gong)(gong)作(zuo)(zuo)人(ren)(ren)(ren)才(cai)隊(dui)伍(wu)(wu),培養(yang)造(zao)就(jiu)一(yi)支高素質的企業(ye)經(jing)營管(guan)(guan)理(li)(li)人(ren)(ren)(ren)才(cai)隊(dui)伍(wu)(wu)、專(zhuan)業(ye)技(ji)術(shu)人(ren)(ren)(ren)才(cai)隊(dui)伍(wu)(wu)和技(ji)能(neng)人(ren)(ren)(ren)才(cai)隊(dui)伍(wu)(wu)。結合全省“十三五(wu)”人(ren)(ren)(ren)才(cai)工(gong)(gong)(gong)作(zuo)(zuo)規(gui)(gui)(gui)(gui)劃(hua)(hua)和企業(ye)“十三五(wu)”發(fa)展(zhan)(zhan)戰略規(gui)(gui)(gui)(gui)劃(hua)(hua),指(zhi)導(dao)企業(ye)修訂中(zhong)長(chang)期(qi)人(ren)(ren)(ren)才(cai)發(fa)展(zhan)(zhan)規(gui)(gui)(gui)(gui)劃(hua)(hua),確定(ding)人(ren)(ren)(ren)才(cai)發(fa)展(zhan)(zhan)目標和重點措施,力爭到(dao)2020年(nian)出(chu)(chu)資人(ren)(ren)(ren)代表人(ren)(ren)(ren)才(cai)隊(dui)伍(wu)(wu)、思想(xiang)(xiang)政治工(gong)(gong)(gong)作(zuo)(zuo)人(ren)(ren)(ren)才(cai)隊(dui)伍(wu)(wu)、經(jing)營管(guan)(guan)理(li)(li)人(ren)(ren)(ren)才(cai)隊(dui)伍(wu)(wu)能(neng)夠滿足企業(ye)改革發(fa)展(zhan)(zhan)需(xu)要,具有(you)專(zhuan)業(ye)技(ji)術(shu)職(zhi)務人(ren)(ren)(ren)員占員工(gong)(gong)(gong)總數比重達到(dao)20%,高技(ji)能(neng)人(ren)(ren)(ren)才(cai)占技(ji)能(neng)勞動(dong)者比重達到(dao)34%。開展(zhan)(zhan)人(ren)(ren)(ren)才(cai)工(gong)(gong)(gong)作(zuo)(zuo)調研,摸清“十二五(wu)”人(ren)(ren)(ren)才(cai)工(gong)(gong)(gong)作(zuo)(zuo)完成、企業(ye)急需(xu)特殊人(ren)(ren)(ren)才(cai)需(xu)求、企業(ye)創新(xin)人(ren)(ren)(ren)才(cai)培養(yang)等情況(kuang),為上級(ji)部門制(zhi)定(ding)加強(qiang)和改進國有(you)企業(ye)人(ren)(ren)(ren)才(cai)工(gong)(gong)(gong)作(zuo)(zuo)有(you)關政策提供(gong)依據。

加大(da)培(pei)(pei)(pei)(pei)(pei)(pei)訓(xun)(xun)(xun)(xun)提(ti)能力(li)。抓好監管企(qi)(qi)業(ye)(ye)領導人(ren)(ren)員(yuan)(yuan)教育(yu)培(pei)(pei)(pei)(pei)(pei)(pei)訓(xun)(xun)(xun)(xun)五(wu)年(nian)規劃和(he)年(nian)度培(pei)(pei)(pei)(pei)(pei)(pei)訓(xun)(xun)(xun)(xun)計(ji)劃的貫徹(che)落實,分(fen)層(ceng)分(fen)級(ji)分(fen)類別(bie)開(kai)展企(qi)(qi)業(ye)(ye)人(ren)(ren)才(cai)(cai)培(pei)(pei)(pei)(pei)(pei)(pei)訓(xun)(xun)(xun)(xun)。抽(chou)調人(ren)(ren)員(yuan)(yuan)參(can)加省委(wei)組(zu)織部舉(ju)辦的各(ge)類培(pei)(pei)(pei)(pei)(pei)(pei)訓(xun)(xun)(xun)(xun),舉(ju)辦規范董事會(hui)建設、企(qi)(qi)業(ye)(ye)戰(zhan)略管理(li)(li)、企(qi)(qi)業(ye)(ye)投融資(zi)與(yu)兼并重組(zu)、資(zi)本運作與(yu)財務管理(li)(li)等國內(nei)外培(pei)(pei)(pei)(pei)(pei)(pei)訓(xun)(xun)(xun)(xun)班20余期,1000多名(ming)企(qi)(qi)業(ye)(ye)中高管理(li)(li)人(ren)(ren)員(yuan)(yuan)參(can)訓(xun)(xun)(xun)(xun)。組(zu)織企(qi)(qi)業(ye)(ye)參(can)加各(ge)類專(zhuan)業(ye)(ye)人(ren)(ren)才(cai)(cai)培(pei)(pei)(pei)(pei)(pei)(pei)訓(xun)(xun)(xun)(xun)活動,與(yu)省人(ren)(ren)社(she)廳聯合制定高技(ji)能人(ren)(ren)才(cai)(cai)培(pei)(pei)(pei)(pei)(pei)(pei)訓(xun)(xun)(xun)(xun)計(ji)劃,著力(li)培(pei)(pei)(pei)(pei)(pei)(pei)養一(yi)批科技(ji)領軍人(ren)(ren)才(cai)(cai)和(he)高層(ceng)次創(chuang)新人(ren)(ren)才(cai)(cai),提(ti)升技(ji)能人(ren)(ren)才(cai)(cai)隊伍(wu)整(zheng)體水平。指導監管企(qi)(qi)業(ye)(ye)充分(fen)利用自(zi)身資(zi)源和(he)互聯網優勢,創(chuang)辦各(ge)類職業(ye)(ye)學院(yuan)(yuan)(技(ji)校(xiao))、網絡學院(yuan)(yuan)、人(ren)(ren)才(cai)(cai)基(ji)地。如開(kai)磷(lin)集團(tuan)創(chuang)辦貴(gui)陽職院(yuan)(yuan)化工學院(yuan)(yuan),五(wu)年(nian)累(lei)計(ji)為企(qi)(qi)業(ye)(ye)輸送800名(ming)中初級(ji)技(ji)能人(ren)(ren)才(cai)(cai),同時(shi)與(yu)知名(ming)培(pei)(pei)(pei)(pei)(pei)(pei)訓(xun)(xun)(xun)(xun)IT企(qi)(qi)業(ye)(ye)時(shi)代光華合作創(chuang)辦開(kai)磷(lin)網絡大(da)學,每年(nian)點(dian)擊率達30多萬次,進(jin)一(yi)步提(ti)高人(ren)(ren)才(cai)(cai)培(pei)(pei)(pei)(pei)(pei)(pei)養教育(yu)的覆(fu)蓋面和(he)時(shi)效(xiao)性(xing)。

改進方(fang)式重(zhong)(zhong)培(pei)(pei)(pei)養。堅持以盤活(huo)現有人(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)資源為根本(ben),通過學歷提升、輪崗鍛(duan)煉、選(xuan)派掛職、建(jian)(jian)設(she)平臺(tai)(tai)等方(fang)式,不斷改進人(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)培(pei)(pei)(pei)養方(fang)式和途徑,促(cu)進人(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)隊(dui)伍結構優化(hua)(hua)(hua)。指導監管企業建(jian)(jian)立職務、技(ji)(ji)(ji)術(shu)雙(shuang)通道,為人(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)成(cheng)(cheng)長與(yu)發(fa)(fa)展提供更(geng)多(duo)平臺(tai)(tai)。發(fa)(fa)揮“人(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)基(ji)(ji)地”在人(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)培(pei)(pei)(pei)養集聚方(fang)面的作(zuo)用,實施重(zhong)(zhong)大科(ke)(ke)技(ji)(ji)(ji)成(cheng)(cheng)果轉(zhuan)化(hua)(hua)(hua)和產(chan)業化(hua)(hua)(hua)項(xiang)(xiang)目、產(chan)學研(yan)合(he)作(zuo)項(xiang)(xiang)目,打造一批省級及以上(shang)(shang)工(gong)程(cheng)(cheng)技(ji)(ji)(ji)術(shu)研(yan)究(jiu)中(zhong)心(xin)、工(gong)程(cheng)(cheng)研(yan)究(jiu)中(zhong)心(xin)、重(zhong)(zhong)點(dian)實驗室(shi)(shi)、院士工(gong)作(zuo)站研(yan)發(fa)(fa)平臺(tai)(tai)。截至(zhi)目前(qian),監管企業共有省級以上(shang)(shang)工(gong)程(cheng)(cheng)技(ji)(ji)(ji)術(shu)研(yan)究(jiu)中(zhong)心(xin)13個(ge),工(gong)程(cheng)(cheng)研(yan)究(jiu)中(zhong)心(xin)19個(ge),重(zhong)(zhong)點(dian)實驗室(shi)(shi)3個(ge),院士工(gong)作(zuo)站5個(ge),省級技(ji)(ji)(ji)術(shu)中(zhong)心(xin)1人(ren)(ren)(ren)(ren)(ren),重(zhong)(zhong)大科(ke)(ke)技(ji)(ji)(ji)成(cheng)(cheng)果轉(zhuan)化(hua)(hua)(hua)及產(chan)業化(hua)(hua)(hua)項(xiang)(xiang)目82個(ge),重(zhong)(zhong)大產(chan)學研(yan)合(he)作(zuo)項(xiang)(xiang)目283個(ge)。如甕福集團自2003年建(jian)(jian)立博士后科(ke)(ke)研(yan)工(gong)作(zuo)站以來,先后有13名(ming)博士進出(chu)站,研(yan)發(fa)(fa)領域涉及磷化(hua)(hua)(hua)工(gong)行業關(guan)鍵性、前(qian)瞻性和共性技(ji)(ji)(ji)術(shu)。貴繩集團依(yi)托公司(si)國(guo)家級技(ji)(ji)(ji)術(shu)研(yan)究(jiu)中(zhong)心(xin)、省級金屬制品人(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)基(ji)(ji)地、國(guo)家級技(ji)(ji)(ji)能(neng)大師(shi)工(gong)作(zuo)室(shi)(shi)、省高技(ji)(ji)(ji)能(neng)人(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)培(pei)(pei)(pei)養基(ji)(ji)地等平臺(tai)(tai),促(cu)進人(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)隊(dui)伍建(jian)(jian)設(she)和科(ke)(ke)技(ji)(ji)(ji)創新。

拓寬渠道(dao)促(cu)引(yin)(yin)(yin)進(jin)。組(zu)(zu)織監管企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)開(kai)(kai)展“高層(ceng)次、急需(xu)緊缺人(ren)(ren)(ren)(ren)(ren)才需(xu)求調(diao)查”、“貴州(zhou)引(yin)(yin)(yin)才項(xiang)目調(diao)查”、“貴州(zhou)省(sheng)(sheng)人(ren)(ren)(ren)(ren)(ren)才引(yin)(yin)(yin)進(jin)優惠政(zheng)策收集”等(deng)調(diao)研,及時(shi)了(le)解企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)用人(ren)(ren)(ren)(ren)(ren)引(yin)(yin)(yin)才需(xu)求。組(zu)(zu)織開(kai)(kai)展高校招聘(pin)、網上招聘(pin)等(deng)常規人(ren)(ren)(ren)(ren)(ren)才招聘(pin)活動(dong)(dong),參加(jia)(jia)歷屆全省(sheng)(sheng)人(ren)(ren)(ren)(ren)(ren)才博覽會(hui),組(zu)(zu)織部(bu)(bu)分(fen)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)參加(jia)(jia)中(zhong)組(zu)(zu)部(bu)(bu)“海創周”人(ren)(ren)(ren)(ren)(ren)才招聘(pin)會(hui),會(hui)同省(sheng)(sheng)委組(zu)(zu)織部(bu)(bu)等(deng)部(bu)(bu)門在北京、上海、廣州(zhou)開(kai)(kai)展“貴州(zhou)省(sheng)(sheng)急需(xu)特(te)殊人(ren)(ren)(ren)(ren)(ren)才招聘(pin)”活動(dong)(dong),開(kai)(kai)展“省(sheng)(sheng)管國有(you)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)急需(xu)特(te)殊人(ren)(ren)(ren)(ren)(ren)才引(yin)(yin)(yin)進(jin)”。創新人(ren)(ren)(ren)(ren)(ren)才引(yin)(yin)(yin)進(jin)方(fang)式,采取契約化管理方(fang)式柔(rou)性(xing)引(yin)(yin)(yin)進(jin)和使(shi)用人(ren)(ren)(ren)(ren)(ren)才,推動(dong)(dong)人(ren)(ren)(ren)(ren)(ren)才作(zuo)用得到更(geng)好發揮。省(sheng)(sheng)農信社(she)從選聘(pin)到貴州(zhou)農村(cun)任職的(de)高校畢(bi)業(ye)(ye)(ye)生、“一(yi)村(cun)一(yi)大”、“三支一(yi)扶”大學生及西部(bu)(bu)志愿者中(zhong),定向引(yin)(yin)(yin)進(jin)服(fu)務(wu)滿1年且服(fu)務(wu)期(qi)(qi)考(kao)核合格的(de)人(ren)(ren)(ren)(ren)(ren)員433名,不(bu)僅解決部(bu)(bu)分(fen)長期(qi)(qi)扎根基(ji)層(ceng)、無私奉獻的(de)大學畢(bi)業(ye)(ye)(ye)生就業(ye)(ye)(ye)問(wen)題,而且進(jin)一(yi)步優化部(bu)(bu)分(fen)基(ji)層(ceng)行社(she)邊(bian)遠鄉鎮(zhen)網點(dian)的(de)人(ren)(ren)(ren)(ren)(ren)員結構。

做好(hao)服務重激勵。指導企(qi)業(ye)(ye)落實(shi)好(hao)引(yin)進(jin)人(ren)(ren)(ren)(ren)才(cai)政策(ce),建立領(ling)導人(ren)(ren)(ren)(ren)員聯系專家(jia)和(he)高(gao)層次人(ren)(ren)(ren)(ren)才(cai)結對(dui)子(zi)、談心談話等(deng)(deng)制(zhi)度(du),對(dui)引(yin)進(jin)的(de)人(ren)(ren)(ren)(ren)才(cai)除提(ti)供必(bi)要的(de)工(gong)(gong)作、學(xue)習等(deng)(deng)條件外,切實(shi)解決引(yin)進(jin)人(ren)(ren)(ren)(ren)才(cai)在住房、子(zi)女入學(xue)入托等(deng)(deng)方面的(de)困難和(he)問題,積(ji)極營造愛才(cai)、重才(cai)的(de)良(liang)好(hao)氛(fen)圍。建立企(qi)業(ye)(ye)管(guan)(guan)理人(ren)(ren)(ren)(ren)才(cai)公開(kai)、平(ping)等(deng)(deng)、競爭、擇優的(de)選(xuan)拔機制(zhi),落實(shi)技術(shu)專家(jia)資(zi)格(ge)認(ren)證、首席(xi)專家(jia)聘(pin)任、專業(ye)(ye)技術(shu)帶頭人(ren)(ren)(ren)(ren)評聘(pin)等(deng)(deng)制(zhi)度(du),推(tui)進(jin)協議工(gong)(gong)資(zi)制(zhi)、技術(shu)入股、期(qi)權股權等(deng)(deng)多種(zhong)形式(shi)的(de)分配(pei)制(zhi)度(du),進(jin)一步(bu)激發(fa)各類(lei)人(ren)(ren)(ren)(ren)才(cai)干事創(chuang)業(ye)(ye)的(de)活力。組(zu)織企(qi)業(ye)(ye)做好(hao)各類(lei)人(ren)(ren)(ren)(ren)才(cai)推(tui)薦選(xuan)拔工(gong)(gong)作,開(kai)展國家(jia)“百千萬(wan)”人(ren)(ren)(ren)(ren)才(cai)、省(sheng)高(gao)層次創(chuang)新(xin)型(xing)人(ren)(ren)(ren)(ren)才(cai)、享受政府(fu)特(te)殊津貼、“兩院院士”、省(sheng)核心專家(jia)、省(sheng)管(guan)(guan)專家(jia)、省(sheng)青年科技獎(jiang)、高(gao)技能人(ren)(ren)(ren)(ren)才(cai)、西(xi)部(bu)之(zhi)光訪問學(xue)者等(deng)(deng)選(xuan)派(pai)和(he)申報(bao)工(gong)(gong)作,進(jin)一步(bu)提(ti)升(sheng)各類(lei)人(ren)(ren)(ren)(ren)才(cai)的(de)成長(chang)空間。
