“十二五(wu)”期間,貴州省國(guo)(guo)資委(wei)根據(ju)監(jian)(jian)管(guan)企(qi)(qi)(qi)業(ye)(ye)人(ren)才(cai)(cai)(cai)隊伍(wu)建設的實際情況和需要,不斷健全完(wan)善(shan)人(ren)才(cai)(cai)(cai)工(gong)作(zuo)制度機制,大力(li)實施優(you)秀企(qi)(qi)(qi)業(ye)(ye)家培(pei)養工(gong)程、“四個一(yi)”人(ren)才(cai)(cai)(cai)工(gong)程、高(gao)層次創新科技(ji)(ji)人(ren)才(cai)(cai)(cai)工(gong)程、高(gao)技(ji)(ji)能(neng)人(ren)才(cai)(cai)(cai)開發工(gong)程,監(jian)(jian)管(guan)企(qi)(qi)(qi)業(ye)(ye)人(ren)才(cai)(cai)(cai)隊伍(wu)建設取得明顯成效,為(wei)企(qi)(qi)(qi)業(ye)(ye)改革(ge)發展(zhan)提供強有(you)力(li)的智力(li)支(zhi)撐(cheng)和人(ren)才(cai)(cai)(cai)保證。截(jie)至(zhi)2015年(nian)底,省國(guo)(guo)資委(wei)監(jian)(jian)管(guan)的21戶生產性企(qi)(qi)(qi)業(ye)(ye)共(gong)有(you)各類人(ren)才(cai)(cai)(cai)近10萬人(ren),其中,黨政管(guan)理2464人(ren),經營管(guan)理23611人(ren),專業(ye)(ye)技(ji)(ji)術(shu)9225人(ren),專業(ye)(ye)技(ji)(ji)能(neng)53759人(ren)。
科學(xue)規劃(hua)抓指導(dao)。制定印發(fa)《監管(guan)企(qi)(qi)(qi)業(ye)(ye)(ye)中長期人(ren)(ren)(ren)(ren)才(cai)(cai)(cai)發(fa)展規劃(hua)工(gong)(gong)作(zuo)(zuo)指導(dao)意(yi)見(jian)》、《關于加(jia)(jia)強(qiang)監管(guan)企(qi)(qi)(qi)業(ye)(ye)(ye)人(ren)(ren)(ren)(ren)才(cai)(cai)(cai)培養引進(jin)(jin)加(jia)(jia)快科技(ji)(ji)(ji)(ji)創新(xin)的實施(shi)意(yi)見(jian)》,統籌推進(jin)(jin)企(qi)(qi)(qi)業(ye)(ye)(ye)人(ren)(ren)(ren)(ren)才(cai)(cai)(cai)隊(dui)(dui)伍(wu)(wu)(wu)建設,通過(guo)實施(shi)“五個(ge)一批”人(ren)(ren)(ren)(ren)才(cai)(cai)(cai)發(fa)展計劃(hua),選好配強(qiang)一支出(chu)資人(ren)(ren)(ren)(ren)代表人(ren)(ren)(ren)(ren)才(cai)(cai)(cai)隊(dui)(dui)伍(wu)(wu)(wu)、思(si)想政治(zhi)工(gong)(gong)作(zuo)(zuo)人(ren)(ren)(ren)(ren)才(cai)(cai)(cai)隊(dui)(dui)伍(wu)(wu)(wu),培養造就(jiu)一支高素質的企(qi)(qi)(qi)業(ye)(ye)(ye)經(jing)營管(guan)理(li)人(ren)(ren)(ren)(ren)才(cai)(cai)(cai)隊(dui)(dui)伍(wu)(wu)(wu)、專(zhuan)業(ye)(ye)(ye)技(ji)(ji)(ji)(ji)術人(ren)(ren)(ren)(ren)才(cai)(cai)(cai)隊(dui)(dui)伍(wu)(wu)(wu)和(he)技(ji)(ji)(ji)(ji)能(neng)人(ren)(ren)(ren)(ren)才(cai)(cai)(cai)隊(dui)(dui)伍(wu)(wu)(wu)。結合全省“十(shi)三五”人(ren)(ren)(ren)(ren)才(cai)(cai)(cai)工(gong)(gong)作(zuo)(zuo)規劃(hua)和(he)企(qi)(qi)(qi)業(ye)(ye)(ye)“十(shi)三五”發(fa)展戰略(lve)規劃(hua),指導(dao)企(qi)(qi)(qi)業(ye)(ye)(ye)修訂(ding)中長期人(ren)(ren)(ren)(ren)才(cai)(cai)(cai)發(fa)展規劃(hua),確(que)定人(ren)(ren)(ren)(ren)才(cai)(cai)(cai)發(fa)展目(mu)標和(he)重(zhong)點措(cuo)施(shi),力爭到2020年出(chu)資人(ren)(ren)(ren)(ren)代表人(ren)(ren)(ren)(ren)才(cai)(cai)(cai)隊(dui)(dui)伍(wu)(wu)(wu)、思(si)想政治(zhi)工(gong)(gong)作(zuo)(zuo)人(ren)(ren)(ren)(ren)才(cai)(cai)(cai)隊(dui)(dui)伍(wu)(wu)(wu)、經(jing)營管(guan)理(li)人(ren)(ren)(ren)(ren)才(cai)(cai)(cai)隊(dui)(dui)伍(wu)(wu)(wu)能(neng)夠(gou)滿足企(qi)(qi)(qi)業(ye)(ye)(ye)改革發(fa)展需要,具有(you)專(zhuan)業(ye)(ye)(ye)技(ji)(ji)(ji)(ji)術職務人(ren)(ren)(ren)(ren)員占(zhan)員工(gong)(gong)總數比(bi)重(zhong)達(da)到20%,高技(ji)(ji)(ji)(ji)能(neng)人(ren)(ren)(ren)(ren)才(cai)(cai)(cai)占(zhan)技(ji)(ji)(ji)(ji)能(neng)勞動(dong)者(zhe)比(bi)重(zhong)達(da)到34%。開展人(ren)(ren)(ren)(ren)才(cai)(cai)(cai)工(gong)(gong)作(zuo)(zuo)調(diao)研,摸清“十(shi)二五”人(ren)(ren)(ren)(ren)才(cai)(cai)(cai)工(gong)(gong)作(zuo)(zuo)完(wan)成(cheng)、企(qi)(qi)(qi)業(ye)(ye)(ye)急需特殊人(ren)(ren)(ren)(ren)才(cai)(cai)(cai)需求、企(qi)(qi)(qi)業(ye)(ye)(ye)創新(xin)人(ren)(ren)(ren)(ren)才(cai)(cai)(cai)培養等情況,為上級(ji)部門制定加(jia)(jia)強(qiang)和(he)改進(jin)(jin)國有(you)企(qi)(qi)(qi)業(ye)(ye)(ye)人(ren)(ren)(ren)(ren)才(cai)(cai)(cai)工(gong)(gong)作(zuo)(zuo)有(you)關政策(ce)提供依據。
加大(da)培(pei)(pei)(pei)訓(xun)(xun)提(ti)能力。抓好監(jian)管(guan)企(qi)(qi)(qi)業(ye)(ye)(ye)領導人員教育(yu)培(pei)(pei)(pei)訓(xun)(xun)五年(nian)規劃和(he)年(nian)度培(pei)(pei)(pei)訓(xun)(xun)計(ji)劃的貫徹落(luo)實,分層分級分類(lei)別(bie)開(kai)展企(qi)(qi)(qi)業(ye)(ye)(ye)人才(cai)培(pei)(pei)(pei)訓(xun)(xun)。抽調人員參加省(sheng)委組織部舉(ju)辦(ban)的各(ge)類(lei)培(pei)(pei)(pei)訓(xun)(xun),舉(ju)辦(ban)規范董事(shi)會建設、企(qi)(qi)(qi)業(ye)(ye)(ye)戰略管(guan)理(li)、企(qi)(qi)(qi)業(ye)(ye)(ye)投融(rong)資(zi)(zi)與兼并(bing)重(zhong)組、資(zi)(zi)本運作與財務(wu)管(guan)理(li)等國內外(wai)培(pei)(pei)(pei)訓(xun)(xun)班20余期,1000多(duo)名(ming)企(qi)(qi)(qi)業(ye)(ye)(ye)中高管(guan)理(li)人員參訓(xun)(xun)。組織企(qi)(qi)(qi)業(ye)(ye)(ye)參加各(ge)類(lei)專業(ye)(ye)(ye)人才(cai)培(pei)(pei)(pei)訓(xun)(xun)活動,與省(sheng)人社(she)廳聯合(he)制定高技能人才(cai)培(pei)(pei)(pei)訓(xun)(xun)計(ji)劃,著力培(pei)(pei)(pei)養一批科技領軍人才(cai)和(he)高層次(ci)創(chuang)新人才(cai),提(ti)升技能人才(cai)隊(dui)伍整體(ti)水平(ping)。指導監(jian)管(guan)企(qi)(qi)(qi)業(ye)(ye)(ye)充分利用自身(shen)資(zi)(zi)源和(he)互(hu)聯網優(you)勢,創(chuang)辦(ban)各(ge)類(lei)職(zhi)業(ye)(ye)(ye)學(xue)院(技校)、網絡學(xue)院、人才(cai)基地(di)。如開(kai)磷(lin)集(ji)團(tuan)創(chuang)辦(ban)貴陽(yang)職(zhi)院化(hua)工學(xue)院,五年(nian)累計(ji)為企(qi)(qi)(qi)業(ye)(ye)(ye)輸送(song)800名(ming)中初級技能人才(cai),同時與知(zhi)名(ming)培(pei)(pei)(pei)訓(xun)(xun)IT企(qi)(qi)(qi)業(ye)(ye)(ye)時代光華合(he)作創(chuang)辦(ban)開(kai)磷(lin)網絡大(da)學(xue),每年(nian)點(dian)擊率達30多(duo)萬次(ci),進一步提(ti)高人才(cai)培(pei)(pei)(pei)養教育(yu)的覆蓋面和(he)時效性(xing)。
改(gai)進方(fang)式(shi)重培養(yang)(yang)。堅持以(yi)(yi)盤活現有人才(cai)(cai)(cai)資(zi)源為根本,通過(guo)學歷提(ti)升、輪(lun)崗鍛煉、選(xuan)派(pai)掛職(zhi)、建設平(ping)臺(tai)(tai)等方(fang)式(shi),不斷改(gai)進人才(cai)(cai)(cai)培養(yang)(yang)方(fang)式(shi)和途徑,促(cu)進人才(cai)(cai)(cai)隊(dui)伍結(jie)構優化(hua)。指導(dao)監(jian)管企業(ye)建立(li)職(zhi)務、技(ji)(ji)(ji)術(shu)雙通道,為人才(cai)(cai)(cai)成長與發(fa)(fa)展提(ti)供更多平(ping)臺(tai)(tai)。發(fa)(fa)揮“人才(cai)(cai)(cai)基地(di)”在人才(cai)(cai)(cai)培養(yang)(yang)集聚(ju)方(fang)面的作(zuo)(zuo)用,實(shi)施(shi)重大科(ke)技(ji)(ji)(ji)成果轉(zhuan)化(hua)和產(chan)業(ye)化(hua)項目(mu)、產(chan)學研(yan)(yan)合作(zuo)(zuo)項目(mu),打造一批省(sheng)(sheng)級(ji)及以(yi)(yi)上工(gong)程(cheng)技(ji)(ji)(ji)術(shu)研(yan)(yan)究中(zhong)心、工(gong)程(cheng)研(yan)(yan)究中(zhong)心、重點實(shi)驗室、院士工(gong)作(zuo)(zuo)站研(yan)(yan)發(fa)(fa)平(ping)臺(tai)(tai)。截至目(mu)前(qian),監(jian)管企業(ye)共有省(sheng)(sheng)級(ji)以(yi)(yi)上工(gong)程(cheng)技(ji)(ji)(ji)術(shu)研(yan)(yan)究中(zhong)心13個(ge)(ge),工(gong)程(cheng)研(yan)(yan)究中(zhong)心19個(ge)(ge),重點實(shi)驗室3個(ge)(ge),院士工(gong)作(zuo)(zuo)站5個(ge)(ge),省(sheng)(sheng)級(ji)技(ji)(ji)(ji)術(shu)中(zhong)心1人,重大科(ke)技(ji)(ji)(ji)成果轉(zhuan)化(hua)及產(chan)業(ye)化(hua)項目(mu)82個(ge)(ge),重大產(chan)學研(yan)(yan)合作(zuo)(zuo)項目(mu)283個(ge)(ge)。如甕福集團(tuan)自2003年建立(li)博士后(hou)科(ke)研(yan)(yan)工(gong)作(zuo)(zuo)站以(yi)(yi)來(lai),先后(hou)有13名(ming)博士進出站,研(yan)(yan)發(fa)(fa)領域(yu)涉及磷化(hua)工(gong)行業(ye)關(guan)鍵性、前(qian)瞻(zhan)性和共性技(ji)(ji)(ji)術(shu)。貴繩集團(tuan)依托公司國(guo)家級(ji)技(ji)(ji)(ji)術(shu)研(yan)(yan)究中(zhong)心、省(sheng)(sheng)級(ji)金屬制品人才(cai)(cai)(cai)基地(di)、國(guo)家級(ji)技(ji)(ji)(ji)能大師工(gong)作(zuo)(zuo)室、省(sheng)(sheng)高技(ji)(ji)(ji)能人才(cai)(cai)(cai)培養(yang)(yang)基地(di)等平(ping)臺(tai)(tai),促(cu)進人才(cai)(cai)(cai)隊(dui)伍建設和科(ke)技(ji)(ji)(ji)創新。
拓寬渠(qu)道促引(yin)進(jin)。組(zu)織(zhi)(zhi)監(jian)管(guan)企(qi)(qi)(qi)業(ye)開展(zhan)“高層(ceng)次、急需緊(jin)缺人(ren)才(cai)需求調(diao)查”、“貴(gui)(gui)州(zhou)引(yin)才(cai)項目(mu)調(diao)查”、“貴(gui)(gui)州(zhou)省(sheng)人(ren)才(cai)引(yin)進(jin)優惠政策收(shou)集”等(deng)調(diao)研,及時了解企(qi)(qi)(qi)業(ye)用(yong)人(ren)引(yin)才(cai)需求。組(zu)織(zhi)(zhi)開展(zhan)高校招(zhao)聘(pin)、網(wang)上招(zhao)聘(pin)等(deng)常(chang)規人(ren)才(cai)招(zhao)聘(pin)活(huo)動,參加(jia)歷(li)屆全(quan)省(sheng)人(ren)才(cai)博覽會,組(zu)織(zhi)(zhi)部(bu)分(fen)企(qi)(qi)(qi)業(ye)參加(jia)中(zhong)組(zu)部(bu)“海創周”人(ren)才(cai)招(zhao)聘(pin)會,會同省(sheng)委組(zu)織(zhi)(zhi)部(bu)等(deng)部(bu)門在北京、上海、廣州(zhou)開展(zhan)“貴(gui)(gui)州(zhou)省(sheng)急需特殊(shu)人(ren)才(cai)招(zhao)聘(pin)”活(huo)動,開展(zhan)“省(sheng)管(guan)國(guo)有企(qi)(qi)(qi)業(ye)急需特殊(shu)人(ren)才(cai)引(yin)進(jin)”。創新(xin)人(ren)才(cai)引(yin)進(jin)方式,采取契約化管(guan)理方式柔性引(yin)進(jin)和使用(yong)人(ren)才(cai),推動人(ren)才(cai)作(zuo)用(yong)得(de)到更好發揮。省(sheng)農信社從選聘(pin)到貴(gui)(gui)州(zhou)農村(cun)(cun)任職的高校畢(bi)業(ye)生、“一(yi)村(cun)(cun)一(yi)大(da)”、“三支一(yi)扶”大(da)學生及西部(bu)志愿者中(zhong),定向(xiang)引(yin)進(jin)服(fu)務滿1年(nian)且(qie)服(fu)務期考核合格的人(ren)員433名,不僅解決部(bu)分(fen)長期扎(zha)根基層(ceng)、無私奉獻的大(da)學畢(bi)業(ye)生就業(ye)問題,而(er)且(qie)進(jin)一(yi)步優化部(bu)分(fen)基層(ceng)行社邊遠鄉(xiang)鎮網(wang)點的人(ren)員結構。
做(zuo)好(hao)(hao)服務重激勵。指導(dao)企業落實(shi)(shi)好(hao)(hao)引進(jin)人(ren)(ren)(ren)才(cai)(cai)(cai)政(zheng)策,建立領導(dao)人(ren)(ren)(ren)員聯系專(zhuan)家(jia)和(he)高層次人(ren)(ren)(ren)才(cai)(cai)(cai)結對子、談心(xin)談話(hua)等(deng)(deng)(deng)(deng)(deng)制度(du)(du),對引進(jin)的(de)(de)人(ren)(ren)(ren)才(cai)(cai)(cai)除提供(gong)必要的(de)(de)工(gong)作、學(xue)習等(deng)(deng)(deng)(deng)(deng)條件(jian)外,切實(shi)(shi)解決引進(jin)人(ren)(ren)(ren)才(cai)(cai)(cai)在(zai)住房、子女入(ru)學(xue)入(ru)托等(deng)(deng)(deng)(deng)(deng)方面的(de)(de)困難和(he)問題,積極營造愛才(cai)(cai)(cai)、重才(cai)(cai)(cai)的(de)(de)良好(hao)(hao)氛圍。建立企業管(guan)理人(ren)(ren)(ren)才(cai)(cai)(cai)公開(kai)、平等(deng)(deng)(deng)(deng)(deng)、競爭、擇優的(de)(de)選拔機制,落實(shi)(shi)技(ji)術(shu)專(zhuan)家(jia)資格認證(zheng)、首席專(zhuan)家(jia)聘任、專(zhuan)業技(ji)術(shu)帶頭人(ren)(ren)(ren)評聘等(deng)(deng)(deng)(deng)(deng)制度(du)(du),推(tui)進(jin)協議工(gong)資制、技(ji)術(shu)入(ru)股(gu)、期權股(gu)權等(deng)(deng)(deng)(deng)(deng)多種形式(shi)的(de)(de)分配制度(du)(du),進(jin)一步(bu)激發各類(lei)(lei)人(ren)(ren)(ren)才(cai)(cai)(cai)干事創業的(de)(de)活力。組(zu)織企業做(zuo)好(hao)(hao)各類(lei)(lei)人(ren)(ren)(ren)才(cai)(cai)(cai)推(tui)薦選拔工(gong)作,開(kai)展國家(jia)“百千萬”人(ren)(ren)(ren)才(cai)(cai)(cai)、省(sheng)高層次創新型人(ren)(ren)(ren)才(cai)(cai)(cai)、享(xiang)受政(zheng)府(fu)特殊津貼(tie)、“兩院(yuan)院(yuan)士(shi)”、省(sheng)核心(xin)專(zhuan)家(jia)、省(sheng)管(guan)專(zhuan)家(jia)、省(sheng)青年(nian)科技(ji)獎、高技(ji)能人(ren)(ren)(ren)才(cai)(cai)(cai)、西(xi)部之光訪問學(xue)者等(deng)(deng)(deng)(deng)(deng)選派(pai)和(he)申(shen)報工(gong)作,進(jin)一步(bu)提升各類(lei)(lei)人(ren)(ren)(ren)才(cai)(cai)(cai)的(de)(de)成長空間。
