近期,廣西國資(zi)(zi)委印(yin)發了《自(zi)治區(qu)國資(zi)(zi)委2015年(nian)(nian)監(jian)(jian)(jian)事會工作(zuo)要(yao)點(dian)》,明(ming)確2015年(nian)(nian)要(yao)著(zhu)重(zhong)從完(wan)善監(jian)(jian)(jian)督工作(zuo)機制、強化當期監(jian)(jian)(jian)督、加(jia)大成(cheng)果運用、改進(jin)(jin)工作(zuo)方法(fa)、加(jia)強隊(dui)伍建設等方面(mian)推進(jin)(jin)監(jian)(jian)(jian)事會工作(zuo)的(de)落實,進(jin)(jin)一步提高監(jian)(jian)(jian)事會監(jian)(jian)(jian)督檢查的(de)及(ji)時性、有效性、科學性。
《要(yao)點(dian)(dian)(dian)》重(zhong)點(dian)(dian)(dian)提出(chu)了五個方面主要(yao)工(gong)(gong)作(zuo):一是(shi)(shi)要(yao)著(zhu)力推進(jin)(jin)企(qi)業(ye)內部監(jian)(jian)(jian)事(shi)(shi)會(hui)制(zhi)度(du)建設。要(yao)求各企(qi)業(ye)要(yao)重(zhong)點(dian)(dian)(dian)抓(zhua)好二、三級子(zi)企(qi)業(ye)監(jian)(jian)(jian)事(shi)(shi)會(hui)制(zhi)度(du)的(de)(de)建立和(he)(he)完善(shan),初(chu)步做到有(you)(you)(you)機構、有(you)(you)(you)人員、有(you)(you)(you)制(zhi)度(du)、有(you)(you)(you)行動、有(you)(you)(you)效果;加(jia)(jia)強(qiang)(qiang)企(qi)業(ye)各層級監(jian)(jian)(jian)事(shi)(shi)會(hui)之(zhi)間的(de)(de)協(xie)調配(pei)合,加(jia)(jia)強(qiang)(qiang)母子(zi)公司監(jian)(jian)(jian)事(shi)(shi)會(hui)的(de)(de)業(ye)務聯系和(he)(he)工(gong)(gong)作(zuo)聯動。二是(shi)(shi)要(yao)進(jin)(jin)一步提高(gao)監(jian)(jian)(jian)督(du)檢(jian)查(cha)的(de)(de)針(zhen)對(dui)性和(he)(he)有(you)(you)(you)效性。加(jia)(jia)強(qiang)(qiang)對(dui)企(qi)業(ye)“三重(zhong)一大”決(jue)策程(cheng)序、企(qi)業(ye)風(feng)險管(guan)控制(zhi)度(du)、企(qi)業(ye)負責人履職行為的(de)(de)監(jian)(jian)(jian)督(du)檢(jian)查(cha);針(zhen)對(dui)企(qi)業(ye)非主業(ye)投資、金(jin)融業(ye)務、混合所(suo)有(you)(you)(you)制(zhi)企(qi)業(ye)管(guan)理運營(ying)可能(neng)存(cun)在(zai)的(de)(de)問(wen)(wen)(wen)題(ti)(ti)和(he)(he)風(feng)險開展(zhan)重(zhong)點(dian)(dian)(dian)檢(jian)查(cha)。三是(shi)(shi)不斷創新監(jian)(jian)(jian)督(du)檢(jian)查(cha)方式(shi)方法。聚(ju)焦重(zhong)點(dian)(dian)(dian)企(qi)業(ye)、重(zhong)大事(shi)(shi)項(xiang)、關(guan)鍵環節以及可能(neng)存(cun)在(zai)的(de)(de)問(wen)(wen)(wen)題(ti)(ti)和(he)(he)風(feng)險源點(dian)(dian)(dian),認真組織開展(zhan)集專項(xiang)檢(jian)查(cha);積極探索對(dui)地方金(jin)融企(qi)業(ye)、上(shang)市公司、企(qi)業(ye)金(jin)融業(ye)務開展(zhan)監(jian)(jian)(jian)督(du)檢(jian)查(cha)的(de)(de)有(you)(you)(you)效途徑。四(si)是(shi)(shi)切實加(jia)(jia)強(qiang)(qiang)監(jian)(jian)(jian)督(du)檢(jian)查(cha)成(cheng)果運用(yong)。進(jin)(jin)一步完善(shan)“發現問(wen)(wen)(wen)題(ti)(ti)、報告問(wen)(wen)(wen)題(ti)(ti)、處理問(wen)(wen)(wen)題(ti)(ti)、落實整(zheng)改(gai)、反饋結果”的(de)(de)監(jian)(jian)(jian)事(shi)(shi)會(hui)監(jian)(jian)(jian)督(du)檢(jian)查(cha)工(gong)(gong)作(zuo)閉(bi)環;逐(zhu)步規范監(jian)(jian)(jian)事(shi)(shi)會(hui)監(jian)(jian)(jian)督(du)檢(jian)查(cha)成(cheng)果在(zai)企(qi)業(ye)的(de)(de)運用(yong)。五是(shi)(shi)加(jia)(jia)強(qiang)(qiang)監(jian)(jian)(jian)事(shi)(shi)會(hui)隊伍建設。圍繞(rao)深化(hua)改(gai)革(ge)的(de)(de)新形勢(shi)、新任務、新要(yao)求,針(zhen)對(dui)監(jian)(jian)(jian)事(shi)(shi)會(hui)監(jian)(jian)(jian)督(du)檢(jian)查(cha)實踐中遇到的(de)(de)熱點(dian)(dian)(dian)難點(dian)(dian)(dian)問(wen)(wen)(wen)題(ti)(ti),拓寬培訓渠道,改(gai)進(jin)(jin)培訓方式(shi),有(you)(you)(you)針(zhen)對(dui)性地組織開展(zhan)培訓活動,提高(gao)培訓效果。
