日前(qian),山(shan)東威海市(shi)國資辦多(duo)措并舉,切實加強(qiang)(qiang)(qiang)企(qi)(qi)業(ye)(ye)(ye)外(wai)派(pai)(pai)(pai)監(jian)(jian)(jian)(jian)事(shi)(shi)(shi)(shi)(shi)會(hui)(hui)建設(she)。一(yi)是建立(li)(li)有效(xiao)工(gong)作(zuo)(zuo)(zuo)機(ji)制。成立(li)(li)威海市(shi)國有企(qi)(qi)業(ye)(ye)(ye)董(dong)事(shi)(shi)(shi)(shi)(shi)監(jian)(jian)(jian)(jian)事(shi)(shi)(shi)(shi)(shi)管(guan)(guan)理(li)(li)(li)工(gong)作(zuo)(zuo)(zuo)中(zhong)心,對委(wei)派(pai)(pai)(pai)到企(qi)(qi)業(ye)(ye)(ye)的(de)董(dong)事(shi)(shi)(shi)(shi)(shi)和監(jian)(jian)(jian)(jian)事(shi)(shi)(shi)(shi)(shi)實行集(ji)中(zhong)統一(yi)管(guan)(guan)理(li)(li)(li)。出(chu)(chu)臺(tai)了(le)《威海市(shi)市(shi)管(guan)(guan)國有企(qi)(qi)業(ye)(ye)(ye)監(jian)(jian)(jian)(jian)事(shi)(shi)(shi)(shi)(shi)會(hui)(hui)管(guan)(guan)理(li)(li)(li)辦法》等(deng)四個規范(fan)性文件(jian),明確(que)企(qi)(qi)業(ye)(ye)(ye)監(jian)(jian)(jian)(jian)事(shi)(shi)(shi)(shi)(shi)會(hui)(hui)工(gong)作(zuo)(zuo)(zuo)原(yuan)則(ze)、機(ji)構設(she)置、任(ren)職條件(jian)、工(gong)作(zuo)(zuo)(zuo)職責(ze)、工(gong)作(zuo)(zuo)(zuo)方式、工(gong)作(zuo)(zuo)(zuo)管(guan)(guan)理(li)(li)(li)、責(ze)任(ren)追(zhui)究等(deng)事(shi)(shi)(shi)(shi)(shi)項,加強(qiang)(qiang)(qiang)對外(wai)派(pai)(pai)(pai)監(jian)(jian)(jian)(jian)事(shi)(shi)(shi)(shi)(shi)會(hui)(hui)的(de)管(guan)(guan)控,規范(fan)外(wai)派(pai)(pai)(pai)監(jian)(jian)(jian)(jian)事(shi)(shi)(shi)(shi)(shi)會(hui)(hui)運作(zuo)(zuo)(zuo)。二是提高監(jian)(jian)(jian)(jian)督能力(li)水(shui)平。采(cai)取政治教育、業(ye)(ye)(ye)務培訓、外(wai)出(chu)(chu)參觀(guan)學習等(deng)形(xing)(xing)式,強(qiang)(qiang)(qiang)化監(jian)(jian)(jian)(jian)事(shi)(shi)(shi)(shi)(shi)人員的(de)思想、組(zu)織、作(zuo)(zuo)(zuo)風、建設(she),增(zeng)強(qiang)(qiang)(qiang)外(wai)派(pai)(pai)(pai)監(jian)(jian)(jian)(jian)事(shi)(shi)(shi)(shi)(shi)會(hui)(hui)人員用好(hao)監(jian)(jian)(jian)(jian)督權力(li)的(de)自覺性,提升對企(qi)(qi)業(ye)(ye)(ye)投(tou)資決策、收益分(fen)配、資金管(guan)(guan)理(li)(li)(li)、戰略規劃、改(gai)革改(gai)制等(deng)重大(da)事(shi)(shi)(shi)(shi)(shi)項的(de)監(jian)(jian)(jian)(jian)督能力(li)。三是加強(qiang)(qiang)(qiang)外(wai)派(pai)(pai)(pai)監(jian)(jian)(jian)(jian)事(shi)(shi)(shi)(shi)(shi)會(hui)(hui)監(jian)(jian)(jian)(jian)管(guan)(guan)考核。建立(li)(li)完(wan)善了(le)監(jian)(jian)(jian)(jian)事(shi)(shi)(shi)(shi)(shi)會(hui)(hui)工(gong)作(zuo)(zuo)(zuo)質量(liang)評(ping)價(jia)指標(biao)體系及(ji)工(gong)作(zuo)(zuo)(zuo)報(bao)告制度(du),對企(qi)(qi)業(ye)(ye)(ye)監(jian)(jian)(jian)(jian)事(shi)(shi)(shi)(shi)(shi)會(hui)(hui)能力(li)、水(shui)平、行權情(qing)況、履職效(xiao)果實行綜合評(ping)價(jia),規范(fan)監(jian)(jian)(jian)(jian)事(shi)(shi)(shi)(shi)(shi)會(hui)(hui)工(gong)作(zuo)(zuo)(zuo)報(bao)告形(xing)(xing)式、內(nei)容及(ji)報(bao)送程(cheng)序,同時,加強(qiang)(qiang)(qiang)外(wai)派(pai)(pai)(pai)監(jian)(jian)(jian)(jian)事(shi)(shi)(shi)(shi)(shi)會(hui)(hui)業(ye)(ye)(ye)績考核與薪酬(chou)管(guan)(guan)理(li)(li)(li),堅持客觀(guan)公正、簡便(bian)易(yi)行、科學有效(xiao)的(de)原(yuan)則(ze),突(tu)出(chu)(chu)監(jian)(jian)(jian)(jian)督成效(xiao)和工(gong)作(zuo)(zuo)(zuo)質量(liang),采(cai)取年度(du)考核與任(ren)期考核相結(jie)合的(de)方式進行業(ye)(ye)(ye)績考核,并參考所監(jian)(jian)(jian)(jian)督企(qi)(qi)業(ye)(ye)(ye)管(guan)(guan)理(li)(li)(li)層薪酬(chou)制定科學合理(li)(li)(li)的(de)薪酬(chou)制度(du),考核結(jie)果與市(shi)管(guan)(guan)企(qi)(qi)業(ye)(ye)(ye)管(guan)(guan)理(li)(li)(li)層的(de)平均薪酬(chou)掛鉤兌現,一(yi)榮(rong)俱榮(rong),一(yi)損俱損,促使外(wai)派(pai)(pai)(pai)監(jian)(jian)(jian)(jian)事(shi)(shi)(shi)(shi)(shi)會(hui)(hui)積極(ji)推動(dong)企(qi)(qi)業(ye)(ye)(ye)規范(fan)運營,維護國有資產安全。
