為切實履(lv)行企業國(guo)有(you)資(zi)產(chan)出(chu)資(zi)人(ren)職責,維護所(suo)有(you)者權益,落實國(guo)有(you)資(zi)產(chan)保值(zhi)增(zeng)值(zhi)責任(ren),充(chong)分發(fa)揮(hui)激勵和約(yue)束(shu)機制的(de)積極作用,常州國(guo)資(zi)委扎(zha)實做好(hao)企業負責人(ren)經(jing)營業績考核(he)工作。
一是(shi)根(gen)據企(qi)業(ye)(ye)2013年度經(jing)營者經(jing)營業(ye)(ye)績考核(he)(he)責任書、年度合(he)(he)并財務(wu)決算報表及審計報告(gao),結合(he)(he)企(qi)業(ye)(ye)2013年度總(zong)結分析(xi)報告(gao),會同有(you)關主管部門分別(bie)對城建(jian)集團、交通產業(ye)(ye)集團等8家出資企(qi)業(ye)(ye)年度經(jing)營業(ye)(ye)績考核(he)(he)指標完成情況進行全面審核(he)(he),經(jing)綜合(he)(he)評價,初步確定各出資企(qi)業(ye)(ye)負責人(ren)2013年業(ye)(ye)績考核(he)(he)薪(xin)酬方案(an)。
二是認真(zhen)做好企(qi)業上(shang)年(nian)度工(gong)(gong)(gong)資總額和本年(nian)度工(gong)(gong)(gong)資分配方案的(de)(de)審(shen)批工(gong)(gong)(gong)作(zuo)。按照《關(guan)于規范國有及國有控(kong)股企(qi)業年(nian)度工(gong)(gong)(gong)資總額審(shen)批有關(guan)事(shi)項的(de)(de)通知》(常國資[2009]23號)規定,加(jia)強(qiang)對(dui)企(qi)業工(gong)(gong)(gong)資管理工(gong)(gong)(gong)作(zuo)的(de)(de)監督、檢查(cha)、指導,認真(zhen)做好企(qi)業上(shang)年(nian)度工(gong)(gong)(gong)資總額和本年(nian)度工(gong)(gong)(gong)資分配方案的(de)(de)審(shen)批工(gong)(gong)(gong)作(zuo)。
4-5月份(fen),對常州市區46戶國(guo)有(you)(you)及國(guo)有(you)(you)控(kong)股企(qi)業(ye)2013年(nian)的(de)工(gong)(gong)資(zi)(zi)總額和2014年(nian)工(gong)(gong)資(zi)(zi)分(fen)(fen)配方案分(fen)(fen)別進(jin)行審批(pi)(pi)。從審批(pi)(pi)情況看(kan),2013年(nian),常州市國(guo)有(you)(you)及國(guo)有(you)(you)控(kong)股企(qi)業(ye)在崗職(zhi)工(gong)(gong)平(ping)(ping)均工(gong)(gong)資(zi)(zi)為60622元,高(gao)于當年(nian)全(quan)市城鎮(zhen)非私營單位在崗職(zhi)工(gong)(gong)平(ping)(ping)均工(gong)(gong)資(zi)(zi)水(shui)平(ping)(ping),企(qi)業(ye)職(zhi)工(gong)(gong)的(de)收(shou)入(ru)水(shui)平(ping)(ping)逐(zhu)年(nian)提高(gao)。
