國(guo)有企(qi)業的工資(zi)(zi)(zi)管(guan)理(li)將有新辦(ban)法。日前(qian),由市(shi)國(guo)資(zi)(zi)(zi)委制定的《南京市(shi)國(guo)有企(qi)業工資(zi)(zi)(zi)總額(e)管(guan)理(li)暫行辦(ban)法》出臺。即日起,市(shi)國(guo)資(zi)(zi)(zi)委監(jian)管(guan)的9個集團(tuan)及下屬企(qi)業的工資(zi)(zi)(zi)總額(e)將納入(ru)統一管(guan)理(li),確保在企(qi)業效益增加的情況(kuang)下,職工工資(zi)(zi)(zi)收入(ru)將同步提高。
市(shi)國資(zi)(zi)(zi)(zi)委(wei)考評(ping)處有關負責(ze)人介紹(shao),工(gong)(gong)資(zi)(zi)(zi)(zi)總額(e)管理主要分工(gong)(gong)效(xiao)掛(gua)鉤(gou)(gou)(gou)和工(gong)(gong)資(zi)(zi)(zi)(zi)總額(e)使(shi)用計(ji)(ji)(ji)劃(hua)兩種,效(xiao)益(yi)較好的(de)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)采用工(gong)(gong)效(xiao)掛(gua)鉤(gou)(gou)(gou)形式,工(gong)(gong)資(zi)(zi)(zi)(zi)總額(e)要與(yu)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)利潤掛(gua)鉤(gou)(gou)(gou),每年初(chu),參(can)照企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)上年度經(jing)會計(ji)(ji)(ji)師事務所審計(ji)(ji)(ji)后的(de)利潤總額(e),市(shi)國資(zi)(zi)(zi)(zi)委(wei)將(jiang)核定一個(ge)工(gong)(gong)資(zi)(zi)(zi)(zi)總額(e),各企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)在總額(e)范圍內進行分配。一些效(xiao)益(yi)不好的(de)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)可(ke)實行工(gong)(gong)資(zi)(zi)(zi)(zi)計(ji)(ji)(ji)劃(hua)管理,如果上一年減少虧損或者扭虧為盈的(de)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye),可(ke)按照市(shi)政府發布的(de)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)工(gong)(gong)資(zi)(zi)(zi)(zi)指導線(xian)規定的(de)基準線(xian)增加(jia)工(gong)(gong)資(zi)(zi)(zi)(zi)計(ji)(ji)(ji)劃(hua);上年效(xiao)益(yi)持平的(de)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye),可(ke)按工(gong)(gong)資(zi)(zi)(zi)(zi)指導線(xian)的(de)下線(xian)增加(jia)工(gong)(gong)資(zi)(zi)(zi)(zi)計(ji)(ji)(ji)劃(hua);上年虧損增加(jia)的(de)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye),工(gong)(gong)資(zi)(zi)(zi)(zi)計(ji)(ji)(ji)劃(hua)可(ke)適當(dang)核減,但核減量一般(ban)不超(chao)過上年清算工(gong)(gong)資(zi)(zi)(zi)(zi)總額(e)的(de)10%。
市國資委(wei)還可針對具體情況(kuang)增減工(gong)資總額(e),如(ru)果企(qi)業上年在(zai)崗(gang)(gang)職工(gong)平(ping)(ping)(ping)均(jun)(jun)工(gong)資低于本(ben)市上年在(zai)崗(gang)(gang)職工(gong)平(ping)(ping)(ping)均(jun)(jun)工(gong)資的(de)80%,或已2年以(yi)上未增加工(gong)資的(de),那么該企(qi)業第二年的(de)工(gong)資總額(e)將適度(du)增加;如(ru)果上年在(zai)崗(gang)(gang)職工(gong)平(ping)(ping)(ping)均(jun)(jun)工(gong)資達到或高于本(ben)市上年在(zai)崗(gang)(gang)職工(gong)平(ping)(ping)(ping)均(jun)(jun)工(gong)資2倍(bei)以(yi)上的(de),其(qi)工(gong)資總額(e)的(de)增長幅(fu)度(du)將被控(kong)制。
據介紹,市(shi)國資(zi)委(wei)每年(nian)(nian)要對企業(ye)上一(yi)(yi)年(nian)(nian)工(gong)(gong)(gong)(gong)(gong)資(zi)總(zong)(zong)額(e)發放(fang)情況進(jin)行清(qing)查(cha)。比如說,該(gai)企業(ye)當年(nian)(nian)實(shi)際發放(fang)工(gong)(gong)(gong)(gong)(gong)資(zi)大于年(nian)(nian)初所定下(xia)(xia)的工(gong)(gong)(gong)(gong)(gong)資(zi)總(zong)(zong)額(e),其超出部分(fen)將在下(xia)(xia)一(yi)(yi)年(nian)(nian)度工(gong)(gong)(gong)(gong)(gong)資(zi)總(zong)(zong)額(e)中扣減(jian)。相反,如果當年(nian)(nian)實(shi)際發放(fang)不(bu)足,差額(e)部分(fen)可(ke)(ke)以轉入下(xia)(xia)年(nian)(nian)使用(yong)。“有些企業(ye)的工(gong)(gong)(gong)(gong)(gong)資(zi)是計(ji)(ji)件發放(fang)的,職工(gong)(gong)(gong)(gong)(gong)可(ke)(ke)通過(guo)集體協商的方式來確(que)定計(ji)(ji)件單(dan)價,但(dan)計(ji)(ji)件單(dan)價不(bu)超過(guo)兩年(nian)(nian)就要調整一(yi)(yi)次。還有一(yi)(yi)條,職工(gong)(gong)(gong)(gong)(gong)年(nian)(nian)平均工(gong)(gong)(gong)(gong)(gong)資(zi)的增長(chang)比例(li)不(bu)低于企業(ye)經營者年(nian)(nian)薪的增長(chang)比例(li),這也(ye)是為了確(que)保在企業(ye)效益增加的前提下(xia)(xia),能夠將更多的利潤(run)惠及普通職工(gong)(gong)(gong)(gong)(gong)。”
