國有企(qi)業(ye)的工(gong)(gong)資(zi)管理(li)將有新(xin)辦法。日(ri)前,由市(shi)國資(zi)委制定(ding)的《南京(jing)市(shi)國有企(qi)業(ye)工(gong)(gong)資(zi)總(zong)(zong)額管理(li)暫(zan)行辦法》出臺。即日(ri)起,市(shi)國資(zi)委監管的9個集團(tuan)及下屬企(qi)業(ye)的工(gong)(gong)資(zi)總(zong)(zong)額將納入(ru)統一管理(li),確保在企(qi)業(ye)效益增加的情況下,職工(gong)(gong)工(gong)(gong)資(zi)收入(ru)將同步提高(gao)。
市(shi)國(guo)資(zi)(zi)(zi)委(wei)考評處(chu)有關負責人介(jie)紹,工(gong)(gong)資(zi)(zi)(zi)總額(e)(e)管(guan)理主(zhu)要分(fen)工(gong)(gong)效(xiao)掛(gua)(gua)鉤(gou)和工(gong)(gong)資(zi)(zi)(zi)總額(e)(e)使(shi)用計(ji)劃(hua)兩種(zhong),效(xiao)益較好的(de)企(qi)業(ye)采用工(gong)(gong)效(xiao)掛(gua)(gua)鉤(gou)形式(shi),工(gong)(gong)資(zi)(zi)(zi)總額(e)(e)要與企(qi)業(ye)利(li)潤掛(gua)(gua)鉤(gou),每(mei)年初,參照企(qi)業(ye)上(shang)年度經會計(ji)師事務所審計(ji)后的(de)利(li)潤總額(e)(e),市(shi)國(guo)資(zi)(zi)(zi)委(wei)將核定(ding)一(yi)(yi)個(ge)工(gong)(gong)資(zi)(zi)(zi)總額(e)(e),各(ge)企(qi)業(ye)在(zai)總額(e)(e)范圍內進行分(fen)配。一(yi)(yi)些效(xiao)益不好的(de)企(qi)業(ye)可實行工(gong)(gong)資(zi)(zi)(zi)計(ji)劃(hua)管(guan)理,如(ru)果上(shang)一(yi)(yi)年減(jian)少虧(kui)(kui)損或者扭(niu)虧(kui)(kui)為(wei)盈(ying)的(de)企(qi)業(ye),可按照市(shi)政(zheng)府發布的(de)企(qi)業(ye)工(gong)(gong)資(zi)(zi)(zi)指導線(xian)(xian)(xian)規定(ding)的(de)基準線(xian)(xian)(xian)增加工(gong)(gong)資(zi)(zi)(zi)計(ji)劃(hua);上(shang)年效(xiao)益持平(ping)的(de)企(qi)業(ye),可按工(gong)(gong)資(zi)(zi)(zi)指導線(xian)(xian)(xian)的(de)下線(xian)(xian)(xian)增加工(gong)(gong)資(zi)(zi)(zi)計(ji)劃(hua);上(shang)年虧(kui)(kui)損增加的(de)企(qi)業(ye),工(gong)(gong)資(zi)(zi)(zi)計(ji)劃(hua)可適當核減(jian),但核減(jian)量一(yi)(yi)般不超過(guo)上(shang)年清算工(gong)(gong)資(zi)(zi)(zi)總額(e)(e)的(de)10%。
市(shi)國資(zi)委(wei)還(huan)可針對具體情況增(zeng)減工(gong)(gong)資(zi)總(zong)(zong)額,如果企(qi)業上(shang)年(nian)(nian)在(zai)崗職(zhi)(zhi)工(gong)(gong)平(ping)(ping)均(jun)(jun)(jun)工(gong)(gong)資(zi)低于本市(shi)上(shang)年(nian)(nian)在(zai)崗職(zhi)(zhi)工(gong)(gong)平(ping)(ping)均(jun)(jun)(jun)工(gong)(gong)資(zi)的(de)(de)80%,或已(yi)2年(nian)(nian)以上(shang)未增(zeng)加工(gong)(gong)資(zi)的(de)(de),那么該企(qi)業第二(er)年(nian)(nian)的(de)(de)工(gong)(gong)資(zi)總(zong)(zong)額將(jiang)適度增(zeng)加;如果上(shang)年(nian)(nian)在(zai)崗職(zhi)(zhi)工(gong)(gong)平(ping)(ping)均(jun)(jun)(jun)工(gong)(gong)資(zi)達(da)到或高于本市(shi)上(shang)年(nian)(nian)在(zai)崗職(zhi)(zhi)工(gong)(gong)平(ping)(ping)均(jun)(jun)(jun)工(gong)(gong)資(zi)2倍以上(shang)的(de)(de),其(qi)工(gong)(gong)資(zi)總(zong)(zong)額的(de)(de)增(zeng)長幅(fu)度將(jiang)被控制。
據介紹,市國資(zi)委每年(nian)(nian)要對企業上一年(nian)(nian)工(gong)資(zi)總額(e)(e)發放(fang)情況進行清查。比如說,該企業當年(nian)(nian)實際發放(fang)工(gong)資(zi)大于年(nian)(nian)初所定下的工(gong)資(zi)總額(e)(e),其(qi)超(chao)出部分將在下一年(nian)(nian)度工(gong)資(zi)總額(e)(e)中(zhong)扣減。相反,如果當年(nian)(nian)實際發放(fang)不足,差額(e)(e)部分可(ke)(ke)以轉(zhuan)入(ru)下年(nian)(nian)使用。“有些企業的工(gong)資(zi)是計件(jian)發放(fang)的,職工(gong)可(ke)(ke)通過集(ji)體協(xie)商的方式來確(que)定計件(jian)單(dan)(dan)價(jia),但計件(jian)單(dan)(dan)價(jia)不超(chao)過兩年(nian)(nian)就要調(diao)整一次。還(huan)有一條,職工(gong)年(nian)(nian)平均工(gong)資(zi)的增(zeng)長比例不低于企業經營者(zhe)年(nian)(nian)薪的增(zeng)長比例,這也(ye)是為(wei)了確(que)保在企業效(xiao)益增(zeng)加的前提下,能夠將更(geng)多的利潤惠及普通職工(gong)。”
