國有企(qi)業(ye)的(de)(de)工(gong)(gong)(gong)資(zi)管理將(jiang)有新辦(ban)(ban)法。日前,由(you)市國資(zi)委制定的(de)(de)《南京市國有企(qi)業(ye)工(gong)(gong)(gong)資(zi)總額管理暫行辦(ban)(ban)法》出(chu)臺。即日起,市國資(zi)委監管的(de)(de)9個集團(tuan)及下(xia)屬企(qi)業(ye)的(de)(de)工(gong)(gong)(gong)資(zi)總額將(jiang)納入(ru)統一管理,確(que)保在企(qi)業(ye)效益增加(jia)的(de)(de)情況下(xia),職工(gong)(gong)(gong)工(gong)(gong)(gong)資(zi)收入(ru)將(jiang)同步提(ti)高。
市(shi)(shi)(shi)國資(zi)(zi)委考評處有關負責人介(jie)紹,工(gong)資(zi)(zi)總(zong)額(e)管理主要分工(gong)效(xiao)掛(gua)鉤(gou)和工(gong)資(zi)(zi)總(zong)額(e)使用(yong)計(ji)(ji)劃兩種(zhong),效(xiao)益較好(hao)的(de)(de)企業(ye)(ye)采用(yong)工(gong)效(xiao)掛(gua)鉤(gou)形(xing)式,工(gong)資(zi)(zi)總(zong)額(e)要與企業(ye)(ye)利潤掛(gua)鉤(gou),每(mei)年(nian)(nian)初,參(can)照(zhao)企業(ye)(ye)上(shang)年(nian)(nian)度經(jing)會計(ji)(ji)師(shi)事務(wu)所審(shen)計(ji)(ji)后的(de)(de)利潤總(zong)額(e),市(shi)(shi)(shi)國資(zi)(zi)委將核定(ding)一個工(gong)資(zi)(zi)總(zong)額(e),各企業(ye)(ye)在總(zong)額(e)范圍(wei)內進行(xing)分配。一些效(xiao)益不(bu)(bu)好(hao)的(de)(de)企業(ye)(ye)可(ke)(ke)實行(xing)工(gong)資(zi)(zi)計(ji)(ji)劃管理,如(ru)果上(shang)一年(nian)(nian)減(jian)(jian)少虧損或者(zhe)扭虧為盈的(de)(de)企業(ye)(ye),可(ke)(ke)按(an)照(zhao)市(shi)(shi)(shi)政府發(fa)布的(de)(de)企業(ye)(ye)工(gong)資(zi)(zi)指導線規(gui)定(ding)的(de)(de)基準線增加工(gong)資(zi)(zi)計(ji)(ji)劃;上(shang)年(nian)(nian)效(xiao)益持平的(de)(de)企業(ye)(ye),可(ke)(ke)按(an)工(gong)資(zi)(zi)指導線的(de)(de)下線增加工(gong)資(zi)(zi)計(ji)(ji)劃;上(shang)年(nian)(nian)虧損增加的(de)(de)企業(ye)(ye),工(gong)資(zi)(zi)計(ji)(ji)劃可(ke)(ke)適(shi)當核減(jian)(jian),但核減(jian)(jian)量一般(ban)不(bu)(bu)超過(guo)上(shang)年(nian)(nian)清算工(gong)資(zi)(zi)總(zong)額(e)的(de)(de)10%。
市(shi)國資(zi)(zi)(zi)委還可針對具體情況增減工(gong)(gong)資(zi)(zi)(zi)總額(e)(e),如(ru)果(guo)企業上(shang)(shang)年在崗(gang)職(zhi)工(gong)(gong)平均工(gong)(gong)資(zi)(zi)(zi)低于(yu)本市(shi)上(shang)(shang)年在崗(gang)職(zhi)工(gong)(gong)平均工(gong)(gong)資(zi)(zi)(zi)的(de)(de)80%,或已2年以上(shang)(shang)未增加工(gong)(gong)資(zi)(zi)(zi)的(de)(de),那么該(gai)企業第(di)二年的(de)(de)工(gong)(gong)資(zi)(zi)(zi)總額(e)(e)將適度(du)增加;如(ru)果(guo)上(shang)(shang)年在崗(gang)職(zhi)工(gong)(gong)平均工(gong)(gong)資(zi)(zi)(zi)達到或高于(yu)本市(shi)上(shang)(shang)年在崗(gang)職(zhi)工(gong)(gong)平均工(gong)(gong)資(zi)(zi)(zi)2倍以上(shang)(shang)的(de)(de),其工(gong)(gong)資(zi)(zi)(zi)總額(e)(e)的(de)(de)增長幅(fu)度(du)將被控制。
據介紹,市國資(zi)(zi)(zi)委每年(nian)要對企(qi)(qi)業(ye)上一年(nian)工(gong)(gong)(gong)(gong)資(zi)(zi)(zi)總(zong)額發放(fang)情況進(jin)行(xing)清查(cha)。比如(ru)說,該企(qi)(qi)業(ye)當年(nian)實際發放(fang)工(gong)(gong)(gong)(gong)資(zi)(zi)(zi)大于年(nian)初所定下(xia)(xia)的(de)工(gong)(gong)(gong)(gong)資(zi)(zi)(zi)總(zong)額,其超(chao)出部(bu)分將在(zai)下(xia)(xia)一年(nian)度工(gong)(gong)(gong)(gong)資(zi)(zi)(zi)總(zong)額中扣減(jian)。相反,如(ru)果當年(nian)實際發放(fang)不(bu)足(zu),差(cha)額部(bu)分可以(yi)轉入下(xia)(xia)年(nian)使用(yong)。“有(you)些企(qi)(qi)業(ye)的(de)工(gong)(gong)(gong)(gong)資(zi)(zi)(zi)是(shi)計件發放(fang)的(de),職工(gong)(gong)(gong)(gong)可通(tong)過集(ji)體協(xie)商的(de)方式來(lai)確定計件單價,但(dan)計件單價不(bu)超(chao)過兩年(nian)就要調(diao)整一次。還有(you)一條,職工(gong)(gong)(gong)(gong)年(nian)平均(jun)工(gong)(gong)(gong)(gong)資(zi)(zi)(zi)的(de)增長比例不(bu)低于企(qi)(qi)業(ye)經營者年(nian)薪(xin)的(de)增長比例,這也是(shi)為了確保(bao)在(zai)企(qi)(qi)業(ye)效益(yi)增加(jia)的(de)前提下(xia)(xia),能夠將更多的(de)利潤惠及(ji)普通(tong)職工(gong)(gong)(gong)(gong)。”
