南京出臺新規 老板工資漲幅不得高于職工

  國(guo)有企業(ye)(ye)的(de)工資管理將(jiang)有新辦法(fa)(fa)。日前,由市(shi)國(guo)資委制定(ding)的(de)《南京市(shi)國(guo)有企業(ye)(ye)工資總額管理暫行辦法(fa)(fa)》出(chu)臺。即(ji)日起,市(shi)國(guo)資委監管的(de)9個集(ji)團及下屬企業(ye)(ye)的(de)工資總額將(jiang)納(na)入統一管理,確保在企業(ye)(ye)效益(yi)增加的(de)情(qing)況下,職工工資收(shou)入將(jiang)同步提(ti)高。

    市國資(zi)(zi)(zi)(zi)委(wei)考(kao)評處有關負責人介紹,工(gong)(gong)(gong)資(zi)(zi)(zi)(zi)總(zong)(zong)額(e)管理(li)主要分工(gong)(gong)(gong)效掛(gua)鉤(gou)和工(gong)(gong)(gong)資(zi)(zi)(zi)(zi)總(zong)(zong)額(e)使用計(ji)劃(hua)兩(liang)種,效益較好的(de)(de)企(qi)(qi)(qi)(qi)業(ye)(ye)采用工(gong)(gong)(gong)效掛(gua)鉤(gou)形(xing)式,工(gong)(gong)(gong)資(zi)(zi)(zi)(zi)總(zong)(zong)額(e)要與企(qi)(qi)(qi)(qi)業(ye)(ye)利(li)潤(run)掛(gua)鉤(gou),每年初,參(can)照(zhao)企(qi)(qi)(qi)(qi)業(ye)(ye)上(shang)(shang)(shang)年度經會計(ji)師事務所審計(ji)后的(de)(de)利(li)潤(run)總(zong)(zong)額(e),市國資(zi)(zi)(zi)(zi)委(wei)將核定一(yi)個工(gong)(gong)(gong)資(zi)(zi)(zi)(zi)總(zong)(zong)額(e),各企(qi)(qi)(qi)(qi)業(ye)(ye)在(zai)總(zong)(zong)額(e)范圍內進行分配(pei)。一(yi)些效益不(bu)好的(de)(de)企(qi)(qi)(qi)(qi)業(ye)(ye)可實行工(gong)(gong)(gong)資(zi)(zi)(zi)(zi)計(ji)劃(hua)管理(li),如果上(shang)(shang)(shang)一(yi)年減(jian)少(shao)虧損或(huo)者扭虧為(wei)盈的(de)(de)企(qi)(qi)(qi)(qi)業(ye)(ye),可按照(zhao)市政府發布的(de)(de)企(qi)(qi)(qi)(qi)業(ye)(ye)工(gong)(gong)(gong)資(zi)(zi)(zi)(zi)指導線(xian)規定的(de)(de)基準線(xian)增加(jia)工(gong)(gong)(gong)資(zi)(zi)(zi)(zi)計(ji)劃(hua);上(shang)(shang)(shang)年效益持平(ping)的(de)(de)企(qi)(qi)(qi)(qi)業(ye)(ye),可按工(gong)(gong)(gong)資(zi)(zi)(zi)(zi)指導線(xian)的(de)(de)下線(xian)增加(jia)工(gong)(gong)(gong)資(zi)(zi)(zi)(zi)計(ji)劃(hua);上(shang)(shang)(shang)年虧損增加(jia)的(de)(de)企(qi)(qi)(qi)(qi)業(ye)(ye),工(gong)(gong)(gong)資(zi)(zi)(zi)(zi)計(ji)劃(hua)可適當核減(jian),但核減(jian)量一(yi)般不(bu)超過(guo)上(shang)(shang)(shang)年清算工(gong)(gong)(gong)資(zi)(zi)(zi)(zi)總(zong)(zong)額(e)的(de)(de)10%。

    市國(guo)資(zi)(zi)(zi)委還可針對具體情況增(zeng)減(jian)工(gong)(gong)(gong)資(zi)(zi)(zi)總(zong)(zong)額(e),如果企業(ye)上(shang)(shang)年(nian)(nian)在(zai)(zai)崗(gang)(gang)職工(gong)(gong)(gong)平(ping)均(jun)(jun)工(gong)(gong)(gong)資(zi)(zi)(zi)低于本市上(shang)(shang)年(nian)(nian)在(zai)(zai)崗(gang)(gang)職工(gong)(gong)(gong)平(ping)均(jun)(jun)工(gong)(gong)(gong)資(zi)(zi)(zi)的80%,或已(yi)2年(nian)(nian)以(yi)上(shang)(shang)未增(zeng)加工(gong)(gong)(gong)資(zi)(zi)(zi)的,那(nei)么該企業(ye)第二年(nian)(nian)的工(gong)(gong)(gong)資(zi)(zi)(zi)總(zong)(zong)額(e)將適度增(zeng)加;如果上(shang)(shang)年(nian)(nian)在(zai)(zai)崗(gang)(gang)職工(gong)(gong)(gong)平(ping)均(jun)(jun)工(gong)(gong)(gong)資(zi)(zi)(zi)達到或高于本市上(shang)(shang)年(nian)(nian)在(zai)(zai)崗(gang)(gang)職工(gong)(gong)(gong)平(ping)均(jun)(jun)工(gong)(gong)(gong)資(zi)(zi)(zi)2倍(bei)以(yi)上(shang)(shang)的,其(qi)工(gong)(gong)(gong)資(zi)(zi)(zi)總(zong)(zong)額(e)的增(zeng)長幅度將被控制。

    據介紹,市(shi)國(guo)資(zi)(zi)(zi)(zi)委每年(nian)要對企(qi)業(ye)上一(yi)(yi)年(nian)工(gong)(gong)資(zi)(zi)(zi)(zi)總(zong)額發放(fang)(fang)情況進行清查。比如(ru)說,該企(qi)業(ye)當(dang)年(nian)實(shi)(shi)際(ji)發放(fang)(fang)工(gong)(gong)資(zi)(zi)(zi)(zi)大于(yu)年(nian)初所定下(xia)的工(gong)(gong)資(zi)(zi)(zi)(zi)總(zong)額,其超(chao)出部分將在(zai)下(xia)一(yi)(yi)年(nian)度(du)工(gong)(gong)資(zi)(zi)(zi)(zi)總(zong)額中扣減。相(xiang)反(fan),如(ru)果當(dang)年(nian)實(shi)(shi)際(ji)發放(fang)(fang)不(bu)足,差額部分可(ke)以轉入下(xia)年(nian)使用。“有些企(qi)業(ye)的工(gong)(gong)資(zi)(zi)(zi)(zi)是(shi)計(ji)件(jian)發放(fang)(fang)的,職工(gong)(gong)可(ke)通過(guo)集體協商的方式來(lai)確(que)定計(ji)件(jian)單(dan)價,但計(ji)件(jian)單(dan)價不(bu)超(chao)過(guo)兩(liang)年(nian)就要調整(zheng)一(yi)(yi)次。還有一(yi)(yi)條,職工(gong)(gong)年(nian)平(ping)均工(gong)(gong)資(zi)(zi)(zi)(zi)的增(zeng)長(chang)比例(li)不(bu)低于(yu)企(qi)業(ye)經營者年(nian)薪的增(zeng)長(chang)比例(li),這也是(shi)為(wei)了確(que)保在(zai)企(qi)業(ye)效益增(zeng)加的前提下(xia),能(neng)夠將更多的利潤惠(hui)及普通職工(gong)(gong)。”
