威海市國資(zi)(zi)(zi)委(wei)采取(qu)四(si)項措施促進企(qi)(qi)業(ye)(ye)工(gong)(gong)資(zi)(zi)(zi)分(fen)配合理化:一是(shi)嚴格政(zheng)策。認真落實市政(zheng)府關(guan)于企(qi)(qi)業(ye)(ye)工(gong)(gong)資(zi)(zi)(zi)指導線相關(guan)文件,結合企(qi)(qi)業(ye)(ye)實際,及(ji)時制(zhi)(zhi)定貫徹意見下發。二是(shi)規范程序(xu)。通(tong)過企(qi)(qi)業(ye)(ye)預報、中介機構審計(ji)、國資(zi)(zi)(zi)委(wei)審核等(deng)程序(xu)確(que)定企(qi)(qi)業(ye)(ye)工(gong)(gong)資(zi)(zi)(zi)總額。三是(shi)制(zhi)(zhi)度約束。建立企(qi)(qi)業(ye)(ye)負(fu)責人薪酬與(yu)職工(gong)(gong)工(gong)(gong)資(zi)(zi)(zi)掛(gua)鉤政(zheng)策,防(fang)止企(qi)(qi)業(ye)(ye)不執行政(zheng)府工(gong)(gong)資(zi)(zi)(zi)政(zheng)策。四(si)是(shi)操作簡化。建立最低(di)(di)工(gong)(gong)資(zi)(zi)(zi)綠色保(bao)障通(tong)道,對企(qi)(qi)業(ye)(ye)平均工(gong)(gong)資(zi)(zi)(zi)低(di)(di)于社會平均工(gong)(gong)資(zi)(zi)(zi)的企(qi)(qi)業(ye)(ye),在政(zheng)策上(shang)允許企(qi)(qi)業(ye)(ye)自主(zhu)上(shang)調,減少企(qi)(qi)業(ye)(ye)間收入差距。
