近日(ri),南京國資(zi)委組織召開市(shi)屬(shu)集(ji)團2013年(nian)度(du)收(shou)入(ru)分配管理工(gong)(gong)作(zuo)會議。各市(shi)屬(shu)集(ji)團分別總(zong)結(jie)交流了2012年(nian)度(du)收(shou)入(ru)分配工(gong)(gong)作(zuo)經驗和2013年(nian)度(du)工(gong)(gong)作(zuo)思路,財務(wu)監督與考(kao)核評價處布置了2012年(nian)度(du)工(gong)(gong)資(zi)總(zong)額清算和2013年(nian)度(du)工(gong)(gong)資(zi)總(zong)額申報工(gong)(gong)作(zuo)。
會(hui)上(shang),南京國資委副(fu)主任唐(tang)文(wen)彬對(dui)下一(yi)(yi)階段市屬(shu)國有企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)收(shou)入(ru)(ru)(ru)分(fen)配管(guan)(guan)(guan)(guan)理(li)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)作提(ti)出五點(dian)要(yao)(yao)求(qiu)。一(yi)(yi)要(yao)(yao)歸(gui)口管(guan)(guan)(guan)(guan)理(li)。各市屬(shu)集(ji)團(tuan)(tuan)(tuan)要(yao)(yao)將(jiang)各類職(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)(gong)(gong),包括:在(zai)(zai)冊職(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(含在(zai)(zai)崗(gang)和(he)(he)離(li)崗(gang)人員(yuan))和(he)(he)其(qi)他從業(ye)(ye)(ye)(ye)(ye)人員(yuan),歸(gui)口到同一(yi)(yi)部(bu)門(men)進行(xing)集(ji)中管(guan)(guan)(guan)(guan)理(li),實(shi)行(xing)“制(zhi)(zhi)度(du)(du)統(tong)(tong)一(yi)(yi)、標準(zhun)(zhun)統(tong)(tong)一(yi)(yi)、程序統(tong)(tong)一(yi)(yi)、管(guan)(guan)(guan)(guan)理(li)統(tong)(tong)一(yi)(yi)”的(de)專(zhuan)業(ye)(ye)(ye)(ye)(ye)化管(guan)(guan)(guan)(guan)理(li)。二要(yao)(yao)建(jian)立完善制(zhi)(zhi)度(du)(du)。各市屬(shu)集(ji)團(tuan)(tuan)(tuan)特(te)別是新組建(jian)集(ji)團(tuan)(tuan)(tuan)要(yao)(yao)盡快建(jian)立完善相關(guan)收(shou)入(ru)(ru)(ru)分(fen)配管(guan)(guan)(guan)(guan)理(li)制(zhi)(zhi)度(du)(du),包括:對(dui)子企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)負(fu)責(ze)(ze)人業(ye)(ye)(ye)(ye)(ye)績考(kao)核(he)與(yu)薪(xin)酬激勵制(zhi)(zhi)度(du)(du)、員(yuan)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)績效管(guan)(guan)(guan)(guan)理(li)和(he)(he)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)資管(guan)(guan)(guan)(guan)理(li)辦法(fa)等(deng),逐(zhu)步建(jian)立起既有行(xing)業(ye)(ye)(ye)(ye)(ye)特(te)點(dian)、又與(yu)市場接軌,具有一(yi)(yi)定競爭(zheng)優勢的(de)多(duo)元化薪(xin)酬體系(xi),充分(fen)發揮收(shou)入(ru)(ru)(ru)分(fen)配的(de)激勵約束作用(yong)(yong);建(jian)立正常(chang)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)資增長機(ji)制(zhi)(zhi),提(ti)高(gao)關(guan)鍵崗(gang)位、一(yi)(yi)線職(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)、低收(shou)入(ru)(ru)(ru)職(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)的(de)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)資水平(ping);提(ti)高(gao)高(gao)技能(neng)、高(gao)技術等(deng)科(ke)技創新型人才的(de)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)資水平(ping),留住人才。三要(yao)(yao)規范薪(xin)酬核(he)算(suan)(suan)。要(yao)(yao)按(an)照《企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)會(hui)計準(zhun)(zhun)則》的(de)要(yao)(yao)求(qiu)核(he)算(suan)(suan)職(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)薪(xin)酬,不得(de)未經“應付職(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)薪(xin)酬”科(ke)目(mu)歸(gui)集(ji),直接在(zai)(zai)管(guan)(guan)(guan)(guan)理(li)費(fei)用(yong)(yong)、銷售費(fei)用(yong)(yong)或工(gong)(gong)(gong)(gong)(gong)(gong)(gong)程成本等(deng)科(ke)目(mu)中列(lie)支工(gong)(gong)(gong)(gong)(gong)(gong)(gong)資性支出;嚴格按(an)照財政部(bu)〔2009〕242號(hao)文(wen)件要(yao)(yao)求(qiu),加(jia)(jia)強工(gong)(gong)(gong)(gong)(gong)(gong)(gong)資管(guan)(guan)(guan)(guan)理(li),凡企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)以貨幣(bi)形式按(an)期按(an)標準(zhun)(zhun)發放或支付給職(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)的(de)住房補貼(tie)、交通補貼(tie)或車(che)改補貼(tie)、通訊(xun)補貼(tie)、午餐補貼(tie)、節日(ri)福利(li)等(deng),均應納入(ru)(ru)(ru)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)資總(zong)(zong)(zong)額(e)(e)管(guan)(guan)(guan)(guan)理(li)。四(si)要(yao)(yao)認真(zhen)組織清算(suan)(suan)。按(an)時完成2012年(nian)(nian)度(du)(du)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)資總(zong)(zong)(zong)額(e)(e)清算(suan)(suan)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)作,并(bing)在(zai)(zai)此基礎上(shang)做好2013年(nian)(nian)度(du)(du)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)資總(zong)(zong)(zong)額(e)(e)申報(bao)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)作;各集(ji)團(tuan)(tuan)(tuan)要(yao)(yao)做好子企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)資總(zong)(zong)(zong)額(e)(e)清算(suan)(suan)及預算(suan)(suan)的(de)申報(bao)指導和(he)(he)核(he)準(zhun)(zhun)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)作。五要(yao)(yao)加(jia)(jia)強監督(du)管(guan)(guan)(guan)(guan)理(li)。嚴格執行(xing)市國資委有關(guan)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)資總(zong)(zong)(zong)額(e)(e)管(guan)(guan)(guan)(guan)理(li)要(yao)(yao)求(qiu),嚴禁超(chao)提(ti)超(chao)發;嚴格落實(shi)勞動(dong)關(guan)系(xi)、工(gong)(gong)(gong)(gong)(gong)(gong)(gong)資關(guan)系(xi)、社保(bao)關(guan)系(xi)“三統(tong)(tong)一(yi)(yi)”;嚴格企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)負(fu)責(ze)(ze)人薪(xin)酬管(guan)(guan)(guan)(guan)理(li),嚴禁企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)負(fu)責(ze)(ze)人兼職(zhi)(zhi)(zhi)(zhi)取薪(xin),要(yao)(yao)將(jiang)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)負(fu)責(ze)(ze)人全(quan)部(bu)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)資性收(shou)入(ru)(ru)(ru)納入(ru)(ru)(ru)年(nian)(nian)薪(xin)總(zong)(zong)(zong)額(e)(e)管(guan)(guan)(guan)(guan)理(li);完善按(an)崗(gang)定薪(xin)辦法(fa),不得(de)將(jiang)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)部(bu)門(men)負(fu)責(ze)(ze)人薪(xin)酬與(yu)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)負(fu)責(ze)(ze)人年(nian)(nian)薪(xin)掛鉤;充分(fen)發揮集(ji)團(tuan)(tuan)(tuan)內審機(ji)構作用(yong)(yong),加(jia)(jia)大內審工(gong)(gong)(gong)(gong)(gong)(gong)(gong)作力度(du)(du),加(jia)(jia)強子企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)收(shou)入(ru)(ru)(ru)分(fen)配工(gong)(gong)(gong)(gong)(gong)(gong)(gong)作的(de)專(zhuan)項(xiang)審計和(he)(he)信息披露。
