湖北國資委提出2013年指導監督工作的八條措施

  近日,湖北國資(zi)委下發(fa)了(le)(le)2013年指(zhi)導監(jian)(jian)(jian)督地方國有(you)資(zi)產監(jian)(jian)(jian)管(guan)(guan)工(gong)作要點,明(ming)確了(le)(le)指(zhi)導監(jian)(jian)(jian)督 “四個覆(fu)蓋”的工(gong)作目(mu)標,即監(jian)(jian)(jian)管(guan)(guan)機(ji)構向(xiang)縣(市、區)延(yan)(yan)(yan)伸(shen)(shen)實(shi)(shi)(shi)現責(ze)任主體全覆(fu)蓋,監(jian)(jian)(jian)管(guan)(guan)對象向(xiang)各(ge)類(lei)國有(you)資(zi)產延(yan)(yan)(yan)伸(shen)(shen)實(shi)(shi)(shi)現監(jian)(jian)(jian)管(guan)(guan)范圍全覆(fu)蓋,監(jian)(jian)(jian)管(guan)(guan)職責(ze)向(xiang)完整的出(chu)資(zi)人(ren)職責(ze)延(yan)(yan)(yan)伸(shen)(shen)實(shi)(shi)(shi)現管(guan)(guan)資(zi)產與管(guan)(guan)人(ren)管(guan)(guan)事全覆(fu)蓋,監(jian)(jian)(jian)管(guan)(guan)體系向(xiang)各(ge)級(ji)機(ji)構各(ge)項業務延(yan)(yan)(yan)伸(shen)(shen)實(shi)(shi)(shi)現指(zhi)導監(jian)(jian)(jian)督全覆(fu)蓋,并提出(chu)了(le)(le)開展指(zhi)導監(jian)(jian)(jian)督工(gong)作的八(ba)條措施(shi)。

  第一,切實(shi)加(jia)(jia)強(qiang)(qiang)組(zu)織(zhi)領導(dao)。一是(shi)進一步提高認識。牢固樹立構(gou)建國資監(jian)管大格局的意識,將指(zhi)(zhi)導(dao)監(jian)督(du)(du)作(zuo)(zuo)為國資監(jian)管工(gong)(gong)作(zuo)(zuo)的核(he)心內容之一,強(qiang)(qiang)力(li)推進,常抓不(bu)懈。二是(shi)完(wan)善組(zu)織(zhi)體系(xi)。層層成立指(zhi)(zhi)導(dao)監(jian)督(du)(du)工(gong)(gong)作(zuo)(zuo)領導(dao)小組(zu)和工(gong)(gong)作(zuo)(zuo)專班,加(jia)(jia)強(qiang)(qiang)指(zhi)(zhi)導(dao)監(jian)督(du)(du)工(gong)(gong)作(zuo)(zuo)的組(zu)織(zhi)保障。三(san)是(shi)加(jia)(jia)強(qiang)(qiang)隊伍(wu)建設(she)。通過(guo)公開招聘、內部(bu)選拔、掛(gua)職交流、專業培訓等方式,不(bu)斷提高指(zhi)(zhi)導(dao)監(jian)督(du)(du)工(gong)(gong)作(zuo)(zuo)隊伍(wu)素質。

  第二,努力完(wan)善(shan)國(guo)資(zi)(zi)(zi)監(jian)(jian)管(guan)體(ti)制(zhi)。一(yi)是(shi)完(wan)善(shan)市(shi)(州)級(ji)國(guo)資(zi)(zi)(zi)監(jian)(jian)管(guan)體(ti)制(zhi)。以湖(hu)北(bei)省(sheng)(sheng)人大常委會(hui)對(dui)(dui)《湖(hu)北(bei)省(sheng)(sheng)企(qi)業國(guo)有資(zi)(zi)(zi)產(chan)監(jian)(jian)督管(guan)理條例》的(de)執法檢查(cha)為契機(ji)(ji),督促(cu)市(shi)(州、直管(guan)市(shi)、神農架林(lin)區(qu))政府全部獨立(li)設置直屬(shu)特設性質(zhi)的(de)國(guo)資(zi)(zi)(zi)監(jian)(jian)管(guan)機(ji)(ji)構。二是(shi)完(wan)善(shan)縣(xian)(市(shi)、區(qu))級(ji)國(guo)資(zi)(zi)(zi)監(jian)(jian)管(guan)體(ti)制(zhi)。對(dui)(dui)有條件的(de)縣(xian)(市(shi)、區(qu)),指(zhi)導其獨立(li)設置直屬(shu)特設性質(zhi)的(de)國(guo)資(zi)(zi)(zi)監(jian)(jian)管(guan)機(ji)(ji)構,爭取每個市(shi)州實現轄區(qu)內(nei)至(zhi)少有一(yi)個縣(xian)(市(shi)、區(qu))的(de)國(guo)資(zi)(zi)(zi)監(jian)(jian)管(guan)的(de)機(ji)(ji)構獨立(li)設置。對(dui)(dui)于(yu)經營性國(guo)有資(zi)(zi)(zi)產(chan)規模(mo)較小、不需要設立(li)獨立(li)監(jian)(jian)管(guan)機(ji)(ji)構的(de),抓緊明確國(guo)資(zi)(zi)(zi)監(jian)(jian)管(guan)的(de)責任(ren)主體(ti)和行為主體(ti)。

  第三,全(quan)面落(luo)實(shi)(shi)國資(zi)(zi)(zi)(zi)(zi)監管(guan)(guan)(guan)(guan)職(zhi)責。一(yi)是進一(yi)步拓寬監管(guan)(guan)(guan)(guan)范圍。以企(qi)業脫鉤改制為抓手,大(da)力推進政企(qi)分(fen)(fen)開、政資(zi)(zi)(zi)(zi)(zi)分(fen)(fen)開、政事分(fen)(fen)開、政社(she)分(fen)(fen)開、所有(you)(you)權與經(jing)(jing)營權分(fen)(fen)離,爭取市(shi)(州)全(quan)面實(shi)(shi)行經(jing)(jing)營性(xing)(xing)國有(you)(you)資(zi)(zi)(zi)(zi)(zi)產(chan)的(de)集中統一(yi)監管(guan)(guan)(guan)(guan),鼓勵部分(fen)(fen)經(jing)(jing)營性(xing)(xing)資(zi)(zi)(zi)(zi)(zi)產(chan)規(gui)模(mo)較小的(de)市(shi)(州)和縣(市(shi)、區)積極探索集經(jing)(jing)營性(xing)(xing)資(zi)(zi)(zi)(zi)(zi)產(chan)和非經(jing)(jing)營性(xing)(xing)資(zi)(zi)(zi)(zi)(zi)產(chan)于一(yi)體的(de)“大(da)國資(zi)(zi)(zi)(zi)(zi)”監管(guan)(guan)(guan)(guan)模(mo)式(shi)(shi)。繼(ji)續(xu)探索將金融、文化、自(zi)然(ran)資(zi)(zi)(zi)(zi)(zi)源(yuan)等領(ling)域經(jing)(jing)營性(xing)(xing)國有(you)(you)資(zi)(zi)(zi)(zi)(zi)產(chan)統一(yi)納入國資(zi)(zi)(zi)(zi)(zi)監管(guan)(guan)(guan)(guan)機構監管(guan)(guan)(guan)(guan),逐(zhu)步實(shi)(shi)現各(ge)類國有(you)(you)資(zi)(zi)(zi)(zi)(zi)產(chan)監管(guan)(guan)(guan)(guan)的(de)全(quan)覆蓋。審慎探索直接持(chi)股、股權代持(chi)、委(wei)托(tuo)管(guan)(guan)(guan)(guan)理等形(xing)式(shi)(shi),不斷創新國資(zi)(zi)(zi)(zi)(zi)監管(guan)(guan)(guan)(guan)機構行權履責的(de)有(you)(you)效途徑和方式(shi)(shi)。二是全(quan)面落(luo)實(shi)(shi)出(chu)資(zi)(zi)(zi)(zi)(zi)人職(zhi)責。督促各(ge)地依法(fa)落(luo)實(shi)(shi)應由國資(zi)(zi)(zi)(zi)(zi)監管(guan)(guan)(guan)(guan)機構監管(guan)(guan)(guan)(guan)的(de)出(chu)資(zi)(zi)(zi)(zi)(zi)企(qi)業,以及其對出(chu)資(zi)(zi)(zi)(zi)(zi)企(qi)業應享(xiang)有(you)(you)的(de)資(zi)(zi)(zi)(zi)(zi)產(chan)收(shou)益、參與重大(da)決策(ce)和選擇管(guan)(guan)(guan)(guan)理者等權利(li)。

  第四,不斷加強法(fa)(fa)規(gui)制(zhi)(zhi)(zhi)(zhi)(zhi)度(du)建(jian)(jian)設。以貫徹落(luo)實《湖(hu)北(bei)省企(qi)(qi)業國(guo)有(you)資(zi)(zi)產(chan)(chan)監(jian)督(du)管理(li)(li)條(tiao)例》為(wei)重點,進一(yi)(yi)步完(wan)(wan)(wan)善(shan)(shan)國(guo)資(zi)(zi)監(jian)管法(fa)(fa)規(gui)制(zhi)(zhi)(zhi)(zhi)(zhi)度(du)體系。一(yi)(yi)是(shi)完(wan)(wan)(wan)善(shan)(shan)基(ji)礎(chu)管理(li)(li)制(zhi)(zhi)(zhi)(zhi)(zhi)度(du)。抓緊(jin)(jin)修(xiu)訂(ding)(ding)完(wan)(wan)(wan)善(shan)(shan)各項(xiang)(xiang)基(ji)礎(chu)管理(li)(li)制(zhi)(zhi)(zhi)(zhi)(zhi)度(du),構(gou)建(jian)(jian)主體明確(que)、規(gui)則(ze)統一(yi)(yi)、權責(ze)一(yi)(yi)致的國(guo)有(you)資(zi)(zi)產(chan)(chan)基(ji)礎(chu)管理(li)(li)制(zhi)(zhi)(zhi)(zhi)(zhi)度(du)體系。二是(shi)完(wan)(wan)(wan)善(shan)(shan)出資(zi)(zi)人制(zhi)(zhi)(zhi)(zhi)(zhi)度(du)。抓緊(jin)(jin)修(xiu)訂(ding)(ding)完(wan)(wan)(wan)善(shan)(shan)保證出資(zi)(zi)人依法(fa)(fa)行權履職的各項(xiang)(xiang)制(zhi)(zhi)(zhi)(zhi)(zhi)度(du),構(gou)建(jian)(jian)“三(san)統一(yi)(yi)、三(san)結合、三(san)分開”的出資(zi)(zi)人制(zhi)(zhi)(zhi)(zhi)(zhi)度(du)體系。三(san)是(shi)完(wan)(wan)(wan)善(shan)(shan)企(qi)(qi)業管理(li)(li)制(zhi)(zhi)(zhi)(zhi)(zhi)度(du)。抓緊(jin)(jin)修(xiu)訂(ding)(ding)完(wan)(wan)(wan)善(shan)(shan)公司章(zhang)程和(he)議事規(gui)則(ze),崗位授權、投資(zi)(zi)融(rong)資(zi)(zi)、風險管控等各項(xiang)(xiang)制(zhi)(zhi)(zhi)(zhi)(zhi)度(du),構(gou)建(jian)(jian)權責(ze)明晰、制(zhi)(zhi)(zhi)(zhi)(zhi)衡有(you)力(li)、運轉高效、科學規(gui)范的現代企(qi)(qi)業制(zhi)(zhi)(zhi)(zhi)(zhi)度(du)體系。

  第五(wu),分類推(tui)進(jin)(jin)(jin)各項業(ye)(ye)務指(zhi)(zhi)導(dao)。一是推(tui)進(jin)(jin)(jin)改(gai)(gai)革改(gai)(gai)制(zhi)。指(zhi)(zhi)導(dao)下(xia)級國(guo)資(zi)(zi)(zi)(zi)監(jian)(jian)管機構(gou)(gou)(gou)規范(fan)(fan)推(tui)進(jin)(jin)(jin)國(guo)有企(qi)(qi)業(ye)(ye)的公司制(zhi)、股份制(zhi)改(gai)(gai)造,大力推(tui)進(jin)(jin)(jin)產(chan)權多元化、資(zi)(zi)(zi)(zi)產(chan)資(zi)(zi)(zi)(zi)本化、資(zi)(zi)(zi)(zi)本證券化,協調解決好各類改(gai)(gai)革遺留問題,規范(fan)(fan)治(zhi)理結構(gou)(gou)(gou),加(jia)快建立現(xian)代企(qi)(qi)業(ye)(ye)制(zhi)度。二是推(tui)進(jin)(jin)(jin)調整重組。指(zhi)(zhi)導(dao)下(xia)級國(guo)資(zi)(zi)(zi)(zi)監(jian)(jian)管機構(gou)(gou)(gou)制(zhi)訂國(guo)有企(qi)(qi)業(ye)(ye)調整重組的規劃綱要,組織地方與央(yang)企(qi)(qi)省企(qi)(qi)對接(jie),推(tui)進(jin)(jin)(jin)跨(kua)區域、跨(kua)所(suo)有制(zhi)聯(lian)合重組,積極引進(jin)(jin)(jin)戰略投資(zi)(zi)(zi)(zi)者。三是推(tui)進(jin)(jin)(jin)出(chu)資(zi)(zi)(zi)(zi)人(ren)依法履職。加(jia)強對地方各級國(guo)資(zi)(zi)(zi)(zi)監(jian)(jian)管機構(gou)(gou)(gou)的業(ye)(ye)務培訓和監(jian)(jian)督指(zhi)(zhi)導(dao),規范(fan)(fan)重大事項管理,加(jia)強國(guo)企(qi)(qi)黨建和群眾工作,建立科(ke)學(xue)規范(fan)(fan)的國(guo)有資(zi)(zi)(zi)(zi)產(chan)經營責任制(zhi)度。

  第六,逐(zhu)步健全指導(dao)監(jian)督工(gong)作機制(zhi)。一是(shi)建立(li)報(bao)告、報(bao)備和督查制(zhi)度。嚴格執行立(li)法(fa)(fa)備案、依法(fa)(fa)實施督查和重(zhong)大事項報(bao)告等制(zhi)度,新(xin)制(zhi)定的規范性(xing)文件及時逐(zhu)級(ji)上(shang)報(bao)備案,機構設置、監(jian)管(guan)(guan)(guan)范圍發生重(zhong)大變(bian)動(dong)(dong)等情況及時逐(zhu)級(ji)上(shang)報(bao)。嚴格執行法(fa)(fa)律(lv)規定的逐(zhu)級(ji)監(jian)督職(zhi)責(ze)。二是(shi)加強綜合指導(dao)和專(zhuan)業(ye)(ye)(ye)指導(dao)的協調(diao)配合。綜合指導(dao)以推(tui)動(dong)(dong)完善國(guo)資監(jian)管(guan)(guan)(guan)體制(zhi)、加快實現(xian)經(jing)營(ying)性(xing)國(guo)有資產(chan)集中統一監(jian)管(guan)(guan)(guan)、指導(dao)地方國(guo)有經(jing)濟布局結構調(diao)整(zheng)為重(zhong)點(dian)。專(zhuan)業(ye)(ye)(ye)指導(dao)按照本業(ye)(ye)(ye)務領(ling)域的職(zhi)責(ze)分工(gong),細化和規范專(zhuan)業(ye)(ye)(ye)工(gong)作流程,強化全系統的專(zhuan)業(ye)(ye)(ye)培訓,不斷推(tui)進國(guo)資監(jian)管(guan)(guan)(guan)專(zhuan)業(ye)(ye)(ye)領(ling)域工(gong)作的深化和提高。

  第(di)七,積(ji)極創新(xin)指(zhi)(zhi)(zhi)(zhi)導監(jian)督(du)(du)(du)工作(zuo)方式方法。一(yi)(yi)是(shi)(shi)開展(zhan)(zhan)指(zhi)(zhi)(zhi)(zhi)導監(jian)督(du)(du)(du)考(kao)核評(ping)比(bi)。建(jian)(jian)立湖北(bei)國(guo)資系統(tong)指(zhi)(zhi)(zhi)(zhi)導監(jian)督(du)(du)(du)工作(zuo)考(kao)核評(ping)比(bi)制度。二是(shi)(shi)加強信息交流平臺建(jian)(jian)設。辦(ban)好《湖北(bei)國(guo)資》,總結(jie)經(jing)驗(yan),研討問題,宣傳政(zheng)策,推(tui)廣典型。三是(shi)(shi)辦(ban)好指(zhi)(zhi)(zhi)(zhi)導監(jian)督(du)(du)(du)聯(lian)系點(dian)。加強對(dui)13個(ge)縣級(ji)指(zhi)(zhi)(zhi)(zhi)導監(jian)督(du)(du)(du)工作(zuo)聯(lian)系點(dian)的(de)(de)(de)工作(zuo)指(zhi)(zhi)(zhi)(zhi)導,及時(shi)總結(jie)經(jing)驗(yan),注意發現(xian)問題,為(wei)做好面上(shang)的(de)(de)(de)指(zhi)(zhi)(zhi)(zhi)導監(jian)督(du)(du)(du)工作(zuo)提(ti)(ti)供有(you)益借鑒。四是(shi)(shi)開展(zhan)(zhan)“五個(ge)一(yi)(yi)”指(zhi)(zhi)(zhi)(zhi)導監(jian)督(du)(du)(du)活動。開展(zhan)(zhan)一(yi)(yi)次執法檢查,爭(zheng)取湖北(bei)省(sheng)人(ren)大(da)常委會(hui)開展(zhan)(zhan)一(yi)(yi)次執法檢查,對(dui)各地貫徹落實《湖北(bei)省(sheng)企(qi)業(ye)國(guo)有(you)資產監(jian)督(du)(du)(du)管理條例》的(de)(de)(de)情況進(jin)(jin)行督(du)(du)(du)導;召開一(yi)(yi)次現(xian)場(chang)會(hui),在指(zhi)(zhi)(zhi)(zhi)導監(jian)督(du)(du)(du)工作(zuo)成效顯著的(de)(de)(de)市(州)召開全(quan)(quan)省(sheng)國(guo)資系統(tong)指(zhi)(zhi)(zhi)(zhi)導監(jian)督(du)(du)(du)工作(zuo)現(xian)場(chang)會(hui),總結(jie)先進(jin)(jin)經(jing)驗(yan),推(tui)進(jin)(jin)工作(zuo);推(tui)廣一(yi)(yi)批先進(jin)(jin)典型,在調查研究(jiu)的(de)(de)(de)基礎上(shang),總結(jie)提(ti)(ti)煉一(yi)(yi)批指(zhi)(zhi)(zhi)(zhi)導監(jian)督(du)(du)(du)工作(zuo)成效顯著的(de)(de)(de)典型,向(xiang)全(quan)(quan)省(sheng)推(tui)廣,向(xiang)國(guo)務院國(guo)資委推(tui)薦(jian);完(wan)成一(yi)(yi)批調研課題,圍繞國(guo)資國(guo)企(qi)改(gai)革中的(de)(de)(de)重大(da)問題開展(zhan)(zhan)調查研究(jiu),提(ti)(ti)出(chu)有(you)針對(dui)性和(he)可操作(zuo)性的(de)(de)(de)對(dui)策建(jian)(jian)議;組織一(yi)(yi)次業(ye)務培(pei)訓,舉辦(ban)市(州)國(guo)資監(jian)管機構(gou)班(ban)子副(fu)職(zhi)和(he)縣(市、區)國(guo)資監(jian)管機構(gou)的(de)(de)(de)主要負責人(ren)培(pei)訓班(ban)。

  第(di)八(ba), 著(zhu)(zhu)力(li)構建(jian)湖北國(guo)資監(jian)管大(da)格局。一(yi)是著(zhu)(zhu)力(li)推動國(guo)有資產的集中優(you)化配置。整合(he)資源,形成(cheng)拳頭,實現國(guo)有資產配置效(xiao)益的最大(da)化。二是著(zhu)(zhu)力(li)深化央企(qi)省企(qi)與(yu)地方的合(he)作。完(wan)善央企(qi)省企(qi)與(yu)地方合(he)作的協調機(ji)制(zhi),深入做(zuo)好(hao)合(he)作項目的研究(jiu)論證,把引入外部資源與(yu)做(zuo)強(qiang)做(zuo)優(you)本地企(qi)業(ye)有機(ji)結合(he)起(qi)來,凝聚發展(zhan)的合(he)力(li)。三(san)是著(zhu)(zhu)力(li)營造有利于國(guo)有企(qi)業(ye)改革發展(zhan)的良好(hao)環境。
