為加強機(ji)關管理和(he)(he)思想作風建(jian)設(she),日(ri)前,宜昌國資(zi)委總結、借鑒(jian)先進(jin)管理經(jing)驗,探索機(ji)關管理和(he)(he)考(kao)核方式方法,正式出臺了(le)《宜昌國資(zi)委機(ji)關及直屬(shu)單位(wei)目(mu)標(biao)考(kao)評辦(ban)法》。
該《辦法(fa)》立足改進(jin)機關工(gong)(gong)作(zuo)作(zuo)風(feng),提(ti)高工(gong)(gong)作(zuo)效能(neng)和(he)履職(zhi)(zhi)(zhi)(zhi)盡責(ze)(ze)能(neng)力(li),重(zhong)點突(tu)出(chu)(chu)了機關管理和(he)履職(zhi)(zhi)(zhi)(zhi)盡責(ze)(ze)的(de)三大特性(xing),分(fen)職(zhi)(zhi)(zhi)(zhi)能(neng)目(mu)標(biao)和(he)共性(xing)目(mu)標(biao),細化(hua)指標(biao),量化(hua)考(kao)(kao)核(he),以百(bai)分(fen)制實(shi)施考(kao)(kao)核(he)。一是目(mu)標(biao)任務突(tu)出(chu)(chu)針(zhen)對(dui)性(xing)。根(gen)據工(gong)(gong)作(zuo)職(zhi)(zhi)(zhi)(zhi)責(ze)(ze)和(he)年度工(gong)(gong)作(zuo)任務,各(ge)科(ke)室(shi)及(ji)(ji)(ji)直(zhi)(zhi)(zhi)屬單位制定(ding)職(zhi)(zhi)(zhi)(zhi)能(neng)目(mu)標(biao),確(que)(que)定(ding)70分(fen)的(de)分(fen)值(zhi),結合市政(zheng)府年度綜(zong)(zong)合考(kao)(kao)評(ping)內(nei)容(rong)和(he)委機關工(gong)(gong)作(zuo)要(yao)求,考(kao)(kao)核(he)組制定(ding)共性(xing)目(mu)標(biao),確(que)(que)定(ding)30分(fen)的(de)分(fen)值(zhi)。二是重(zhong)點工(gong)(gong)作(zuo)突(tu)出(chu)(chu)創新(xin)性(xing)。各(ge)科(ke)室(shi)及(ji)(ji)(ji)直(zhi)(zhi)(zhi)屬單位建立月工(gong)(gong)作(zuo)紀實(shi)臺(tai)賬(zhang),要(yao)求突(tu)出(chu)(chu)工(gong)(gong)作(zuo)亮(liang)點、突(tu)出(chu)(chu)工(gong)(gong)作(zuo)創新(xin),以新(xin)思路、新(xin)方法(fa),應對(dui)工(gong)(gong)作(zuo)新(xin)變化(hua)。三是考(kao)(kao)核(he)方法(fa)突(tu)出(chu)(chu)可操(cao)作(zuo)性(xing)。方法(fa)上注(zhu)(zhu)重(zhong)靈活性(xing),考(kao)(kao)核(he)組隨時(shi)督查(cha)各(ge)科(ke)室(shi)及(ji)(ji)(ji)直(zhi)(zhi)(zhi)屬單位職(zhi)(zhi)(zhi)(zhi)能(neng)目(mu)標(biao)任務,同時(shi)對(dui)機關干部作(zuo)風(feng)紀律(lv)情(qing)況進(jin)行不(bu)定(ding)期抽(chou)查(cha)。程序上注(zhu)(zhu)重(zhong)規(gui)范性(xing),按照由各(ge)科(ke)室(shi)及(ji)(ji)(ji)直(zhi)(zhi)(zhi)屬單位建立工(gong)(gong)作(zuo)臺(tai)帳,年底科(ke)室(shi)自(zi)評(ping),考(kao)(kao)核(he)組綜(zong)(zong)合考(kao)(kao)評(ping),民主(zhu)測評(ping)等(deng)方式和(he)步驟進(jin)行。既(ji)注(zhu)(zhu)重(zhong)考(kao)(kao)核(he)工(gong)(gong)作(zuo)的(de)規(gui)范性(xing),又注(zhu)(zhu)重(zhong)考(kao)(kao)核(he)等(deng)次的(de)公(gong)正性(xing)。
隨著《宜昌國資委(wei)機(ji)關及直屬單位目標考評辦法》的出(chu)臺,國資委(wei)機(ji)關干部職工精神面貌(mao)煥然一新,工作(zuo)作(zuo)風、工作(zuo)效率發生(sheng)根本性轉變。
