為促(cu)進國有企業(ye)收(shou)入(ru)(ru)分配(pei)(pei)規(gui)范化、合理(li)化,根據國家收(shou)入(ru)(ru)分配(pei)(pei)制(zhi)度(du)改(gai)革精神,杭州國資委積極完善(shan)出資企業(ye)收(shou)入(ru)(ru)分配(pei)(pei)機(ji)制(zhi)。
一是轉變調(diao)(diao)控管(guan)理(li)(li)方式。按照出資(zi)(zi)(zi)人依法調(diao)(diao)控和企(qi)(qi)(qi)業(ye)自主分配相結合的(de)原則,對(dui)企(qi)(qi)(qi)業(ye)工(gong)(gong)(gong)資(zi)(zi)(zi)總額預算由直接調(diao)(diao)控轉變為分級管(guan)理(li)(li)、重點調(diao)(diao)控,即(ji)杭州國資(zi)(zi)(zi)委(wei)對(dui)各(ge)(ge)出資(zi)(zi)(zi)企(qi)(qi)(qi)業(ye)的(de)工(gong)(gong)(gong)資(zi)(zi)(zi)總額預算實行核準制,對(dui)各(ge)(ge)出資(zi)(zi)(zi)企(qi)(qi)(qi)業(ye)所屬企(qi)(qi)(qi)業(ye)的(de)工(gong)(gong)(gong)資(zi)(zi)(zi)總額預算實行備案制,各(ge)(ge)出資(zi)(zi)(zi)企(qi)(qi)(qi)業(ye)在符合有(you)關規定的(de)前提下自主確定其所屬企(qi)(qi)(qi)業(ye)的(de)工(gong)(gong)(gong)資(zi)(zi)(zi)總額和工(gong)(gong)(gong)資(zi)(zi)(zi)水平(ping)。
二是推動工(gong)資總(zong)(zong)(zong)(zong)額預(yu)算(suan)調控向(xiang)企業縱(zong)深延伸。預(yu)計明(ming)年實(shi)現二級企業工(gong)資總(zong)(zong)(zong)(zong)額預(yu)算(suan)管(guan)理全(quan)覆蓋,到2015年實(shi)現合并報表范圍內三級以上國有企業工(gong)資總(zong)(zong)(zong)(zong)額預(yu)算(suan)管(guan)理全(quan)覆蓋,逐(zhu)步(bu)建立起覆蓋全(quan)部監管(guan)企業的工(gong)資總(zong)(zong)(zong)(zong)額預(yu)算(suan)管(guan)理體系。同時(shi)逐(zhu)步(bu)建立完(wan)善(shan)企業工(gong)資總(zong)(zong)(zong)(zong)額分(fen)(fen)解(jie)辦法,將(jiang)工(gong)資總(zong)(zong)(zong)(zong)額層(ceng)(ceng)層(ceng)(ceng)分(fen)(fen)解(jie)。
三是縮(suo)小(xiao)企(qi)業收(shou)入分配(pei)(pei)差距(ju)(ju)。在(zai)構建與經濟效益緊密聯系的(de)職工工資增(zeng)長(chang)機制(zhi)的(de)同時,按照“限高、擴中、提低(di)”的(de)原則,進一(yi)步細(xi)化分類調(diao)(diao)控(kong)(kong),理順分配(pei)(pei)關系。將調(diao)(diao)控(kong)(kong)重點放(fang)在(zai)高收(shou)入行(xing)業、中高層管理人員(yuan),將收(shou)入分配(pei)(pei)重點向一(yi)線(xian)崗位(wei)、一(yi)線(xian)員(yuan)工傾斜。通過(guo)設置工資增(zeng)長(chang)調(diao)(diao)控(kong)(kong)線(xian),對(dui)人均工資增(zeng)長(chang)幅度進行(xing)控(kong)(kong)制(zhi),通過(guo)設置最(zui)低(di)和最(zui)高工資標準以及分類確定增(zeng)幅,逐(zhu)步縮(suo)小(xiao)行(xing)業之間(jian)、企(qi)業之間(jian)、企(qi)業內部的(de)收(shou)入分配(pei)(pei)差距(ju)(ju)。
四是加(jia)大監督檢查力度(du)。加(jia)強企業(ye)收入(ru)分(fen)配事前、事中和事后的監督,不定期檢查各個層級(ji)企業(ye)的工資(zi)計劃執行情況,及(ji)時掌握出(chu)資(zi)企業(ye)職工薪酬(chou)水(shui)平、薪酬(chou)管理等事項。
