泉州國資委深化國資國企改革提高發展質量效益

——以做大(da)做強國有企業助推泉州長(chang)遠發展

  做(zuo)大(da)做(zuo)強(qiang)(qiang)國(guo)有企業(ye),是(shi)(shi)實現國(guo)有資(zi)(zi)產保(bao)值(zhi)增(zeng)值(zhi)的(de)重要手段(duan),更是(shi)(shi)促進國(guo)有經濟發(fa)揮(hui)主(zhu)導作用(yong)的(de)有效途(tu)徑。泉(quan)(quan)州國(guo)資(zi)(zi)委(wei)(wei)自成立以來,始終注(zhu)重引導國(guo)有資(zi)(zi)本投入機(ji)場、港口、路(lu)(lu)橋(qiao)、供(gong)水、供(gong)電項(xiang)目,對(dui)泉(quan)(quan)州城市建設(she)(she)和(he)公共(gong)(gong)基礎設(she)(she)施(shi)建設(she)(she)做(zuo)出(chu)積極貢獻,在(zai)促進產業(ye)結(jie)構升級、提(ti)供(gong)社會(hui)(hui)公共(gong)(gong)產品、維護社會(hui)(hui)穩定和(he)調整(zheng)社會(hui)(hui)公平方面發(fa)揮(hui)著(zhu)重要作用(yong)。泉(quan)(quan)州國(guo)資(zi)(zi)委(wei)(wei)以此次市委(wei)(wei)開(kai)展“增(zeng)強(qiang)(qiang)憂患意識推動長(chang)遠發(fa)展”大(da)討(tao)論活動為契機(ji),對(dui)做(zuo)大(da)做(zuo)強(qiang)(qiang)市屬國(guo)有企業(ye)進行認真分析研究,并提(ti)出(chu)具(ju)體思路(lu)(lu)和(he)措施(shi)。

  一(yi)、泉州國企助力全(quan)市(shi)經(jing)濟社會發(fa)展的(de)作用初顯(xian)

  泉州國資委緊(jin)緊(jin)圍繞全市經(jing)濟發(fa)展大局,牢(lao)牢(lao)把握出(chu)資人職責定位,以(yi)創新促進(jin)監管、以(yi)發(fa)展引(yin)領改革,推動(dong)各(ge)項工作取得積(ji)極(ji)進(jin)展,進(jin)一步增強了國有經(jing)濟的活(huo)力(li)、影響力(li)和帶動(dong)力(li)。

  (一)創新監(jian)(jian)管(guan),國有經濟的(de)(de)支撐作用不(bu)斷(duan)提升。先(xian)后出臺產權(quan)(quan)轉(zhuan)讓、投資(zi)(zi)管(guan)理、薪酬管(guan)理和人事管(guan)理等(deng)規范(fan)性文(wen)件(jian)49件(jian),并通過規范(fan)國有資(zi)(zi)產進場交易(yi)、健全企(qi)業(ye)(ye)負責(ze)人業(ye)(ye)績考核體(ti)系、完(wan)善企(qi)業(ye)(ye)收(shou)入分(fen)配(pei)制(zhi)度(du)、建(jian)立公(gong)開考試招(zhao)用工制(zhi)度(du)等(deng)方式,初步構建(jian)起國資(zi)(zi)監(jian)(jian)管(guan)的(de)(de)政策體(ti)系和監(jian)(jian)管(guan)機(ji)制(zhi)。在規范(fan)監(jian)(jian)管(guan)的(de)(de)同時,有力地(di)保(bao)障了(le)企(qi)業(ye)(ye)規模(mo)實(shi)力不(bu)斷(duan)壯(zhuang)大(da),經濟效(xiao)益(yi)大(da)幅提升。截(jie)至2012年底,納入統計的(de)(de)所出資(zi)(zi)企(qi)業(ye)(ye)資(zi)(zi)產總(zong)量由(you)(you)成立之初的(de)(de)72億(yi)(yi)元(yuan)(yuan)增(zeng)(zeng)(zeng)(zeng)至603億(yi)(yi)元(yuan)(yuan),增(zeng)(zeng)(zeng)(zeng)長(chang)(chang)737%;所有者(zhe)權(quan)(quan)益(yi)(不(bu)含少數股東權(quan)(quan)益(yi))由(you)(you)23億(yi)(yi)元(yuan)(yuan)增(zeng)(zeng)(zeng)(zeng)至314億(yi)(yi)元(yuan)(yuan),增(zeng)(zeng)(zeng)(zeng)長(chang)(chang)1265%;營業(ye)(ye)收(shou)入由(you)(you)27.6億(yi)(yi)元(yuan)(yuan)增(zeng)(zeng)(zeng)(zeng)至130.5億(yi)(yi)元(yuan)(yuan),增(zeng)(zeng)(zeng)(zeng)長(chang)(chang)373%;實(shi)現(xian)利(li)潤總(zong)額(e)由(you)(you)0.6億(yi)(yi)元(yuan)(yuan)增(zeng)(zeng)(zeng)(zeng)至9.1億(yi)(yi)元(yuan)(yuan),增(zeng)(zeng)(zeng)(zeng)長(chang)(chang)1417%;實(shi)交稅金由(you)(you)1.1億(yi)(yi)元(yuan)(yuan)增(zeng)(zeng)(zeng)(zeng)至5.2億(yi)(yi)元(yuan)(yuan),增(zeng)(zeng)(zeng)(zeng)長(chang)(chang)373%。各(ge)項指(zhi)標穩(wen)居(ju)福建(jian)省各(ge)設(區)市(shi)前三位,其中,所有者(zhe)權(quan)(quan)益(yi)、營業(ye)(ye)收(shou)入、利(li)潤總(zong)額(e)提前完(wan)成系統“十二五”規劃目標。

  (二(er))優化布局,國有經濟(ji)的引(yin)導作用不(bu)斷提升。通過(guo)積極調(diao)整(zheng)(zheng)優化國有經濟(ji)布局結構(gou),進一(yi)步發(fa)(fa)揮(hui)了國有經濟(ji)在(zai)泉(quan)州市(shi)經濟(ji)發(fa)(fa)展(zhan)(zhan)中的骨(gu)干(gan)作用。引(yin)導國有資(zi)(zi)本加快退出一(yi)般(ban)競爭性領域,逐步進入(ru)民生、基礎設施等(deng)(deng)重(zhong)要領域,迅(xun)速(su)向產(chan)權交易、融資(zi)(zi)擔保、典(dian)(dian)當物流等(deng)(deng)新興(xing)優勢(shi)產(chan)業(ye)(ye)(ye)擴展(zhan)(zhan),先后組建(jian)(jian)設立交通運輸集團、產(chan)權交易中心、源和(he)創(chuang)意產(chan)業(ye)(ye)(ye)園運營公(gong)(gong)司(si)等(deng)(deng)企業(ye)(ye)(ye)33家。泉(quan)州市(shi)屬國有企業(ye)(ye)(ye)加快重(zhong)點行業(ye)(ye)(ye)和(he)關鍵領域的發(fa)(fa)展(zhan)(zhan),主業(ye)(ye)(ye)更加明晰,閩僑(qiao)公(gong)(gong)司(si)依(yi)靠發(fa)(fa)展(zhan)(zhan)投資(zi)(zi)擔保和(he)典(dian)(dian)當業(ye)(ye)(ye),走(zou)上效益型(xing)發(fa)(fa)展(zhan)(zhan)道(dao)路(lu);省五(wu)建(jian)(jian)和(he)省公(gong)(gong)路(lu)一(yi)公(gong)(gong)司(si)依(yi)靠科技進步提高施工(gong)(gong)進度,多項工(gong)(gong)程獲得國家、省市(shi)優秀獎項。積極推進市(shi)屬企業(ye)(ye)(ye)資(zi)(zi)產(chan)、資(zi)(zi)源整(zheng)(zheng)合重(zhong)組,協調(diao)中僑(qiao)集團等(deng)(deng)5家企業(ye)(ye)(ye)出資(zi)(zi)2.25億元認(ren)購泉(quan)州銀行定(ding)向增發(fa)(fa)股份1.5億股,使市(shi)本級(ji)成為最大股東。完(wan)成中僑(qiao)集團等(deng)(deng)14家企業(ye)(ye)(ye)的改制工(gong)(gong)作,安置解決職工(gong)(gong)2萬余人,支付安置費用10億元,妥善解決了部分(fen)企業(ye)(ye)(ye)改革(ge)發(fa)(fa)展(zhan)(zhan)過(guo)程中的歷史遺留問題(ti),有效維護了社會安定(ding)穩(wen)定(ding)。

  (三)強化責任,國有經濟的帶動(dong)作(zuo)(zuo)用不斷提升(sheng)。認真(zhen)履行國有企(qi)業的社(she)會責任,發(fa)揮(hui)在(zai)和(he)(he)諧(xie)社(she)會構建(jian)(jian)中(zhong)應有的作(zuo)(zuo)用。開展(zhan)原舊有融資平(ping)臺(tai)的清(qing)理(li)、脫(tuo)帽(mao)以及新型投融資載體的組建(jian)(jian)工(gong)作(zuo)(zuo),積極推進企(qi)業債券(quan)、票據發(fa)行工(gong)作(zuo)(zuo),累計為政(zheng)府重(zhong)點工(gong)程融資200多億元。加大對(dui)供氣、供水(shui)、供電、公(gong)交、機場等公(gong)用事業的投入,有效提高泉(quan)州對(dui)外開放(fang)窗口形象和(he)(he)經濟社(she)會發(fa)展(zhan)的服務保(bao)障(zhang)能(neng)力(li)。全力(li)推進城東片區(qu)開發(fa)、港口建(jian)(jian)設、金(jin)雞(ji)水(shui)廠、湄(mei)南供水(shui)二期、泉(quan)州高鐵綜合(he)樞紐站等一批(pi)重(zhong)點項目(mu)建(jian)(jian)設,在(zai)市政(zheng)基(ji)礎設施建(jian)(jian)設及服務民生(sheng)上發(fa)揮(hui)重(zhong)要(yao)作(zuo)(zuo)用。落實(shi)資源節約和(he)(he)環境保(bao)護的政(zheng)策方針(zhen),發(fa)揮(hui)國有企(qi)業在(zai)節能(neng)減排(pai)和(he)(he)自主創新上的表率作(zuo)(zuo)用,實(shi)現企(qi)業可持續發(fa)展(zhan)。強化國有企(qi)業安全生(sheng)產,切實(shi)保(bao)障(zhang)人(ren)民群(qun)眾生(sheng)命和(he)(he)財產安全。

  二(er)、做(zuo)大(da)做(zuo)強(qiang)國有企業面(mian)臨的主要問題

  雖(sui)然泉州市國(guo)(guo)有經濟(ji)發展勢頭(tou)良好、前景喜人,但與(yu)先(xian)進地(di)區相比,國(guo)(guo)有經濟(ji)引領帶動(dong)地(di)方經濟(ji)發展的作用尚未得到充分顯現(xian),國(guo)(guo)有資本向大產業布局(ju)、向大集(ji)團整(zheng)合、向優(you)勢企業集(ji)聚效應還(huan)不夠突出,集(ji)中體現(xian)在:

  (一)國(guo)(guo)有(you)(you)資(zi)本(ben)分布(bu)仍(reng)過寬過散。近年來,經(jing)過國(guo)(guo)有(you)(you)經(jing)濟(ji)(ji)布(bu)局和(he)結構調(diao)整,國(guo)(guo)有(you)(you)資(zi)產(chan)(chan)總量(liang)逐年遞增,國(guo)(guo)有(you)(you)資(zi)本(ben)逐步向重點產(chan)(chan)業(ye)、優勢(shi)企(qi)(qi)業(ye)集(ji)中,國(guo)(guo)有(you)(you)經(jing)濟(ji)(ji)得到了一定的加(jia)強,但至2012年底,直接監管(guan)企(qi)(qi)業(ye)戶均(jun)資(zi)產(chan)(chan)僅為(wei)26億元,三級(ji)以上(shang)國(guo)(guo)有(you)(you)企(qi)(qi)業(ye)戶均(jun)資(zi)產(chan)(chan)也只有(you)(you)4.3億元。同時,產(chan)(chan)權登記信息系統顯示,國(guo)(guo)有(you)(you)資(zi)本(ben)目前(qian)分布(bu)在35個(ge)行(xing)(xing)業(ye),既有(you)(you)基(ji)礎設施(shi)、民生行(xing)(xing)業(ye),又有(you)(you)商貿、房地(di)產(chan)(chan)等一般競爭性領域。資(zi)本(ben)過寬過散會產(chan)(chan)生“淹沒效(xiao)應”,難以形成規模經(jing)濟(ji)(ji)效(xiao)應和(he)集(ji)聚效(xiao)應,難以成為(wei)引領帶動(dong)轉型升級(ji)、科學發展(zhan)的主導力量(liang)。

  (二)企(qi)業(ye)資(zi)本(ben)運作(zuo)能力有(you)(you)待(dai)進(jin)一步提升。國有(you)(you)資(zi)本(ben)運作(zuo)包(bao)括資(zi)產資(zi)本(ben)化、資(zi)本(ben)證(zheng)券化兩個階(jie)段。資(zi)產資(zi)本(ben)化,即(ji)賦(fu)予資(zi)產流動性(xing)、提高資(zi)產利用率,使其在(zai)運作(zuo)中(zhong)發(fa)揮效用最(zui)大(da)化。目前(qian),所出資(zi)企(qi)業(ye)總資(zi)產周轉(zhuan)率為0.22,而(er)廈門高達0.7,差距甚遠。資(zi)本(ben)證(zheng)券化的(de)衡量(liang)指標為資(zi)本(ben)證(zheng)券化率,廈門已(yi)達39.47%,而(er)泉州市(shi)市(shi)級國有(you)(you)企(qi)業(ye)中(zhong)尚無上市(shi)公司的(de)局(ju)面仍未打破(po)。

  (三)國有投(tou)融資載體(ti)缺乏可持續發展(zhan)能力。雖(sui)然投(tou)融資載體(ti)在服務我市(shi)經濟發展(zhan)、提高城市(shi)建設水平(ping)的同時,資產實(shi)力不斷壯大,并逐步探(tan)索(suo)形(xing)成城東(dong)經驗,但(dan)與(yu)廈門路(lu)橋模式相(xiang)比,仍(reng)不具備(bei)造(zao)血功(gong)能,尚未形(xing)成投(tou)入(ru)——建設——產出——再投(tou)入(ru)的良性循環。

  (四)企(qi)(qi)(qi)業(ye)高管(guan)人(ren)(ren)才匱乏。企(qi)(qi)(qi)業(ye)現(xian)有(you)的經(jing)營管(guan)理(li)人(ren)(ren)才層(ceng)次偏低,高層(ceng)次、復合型、決策(ce)型和實戰型人(ren)(ren)才總量與先進地區國(guo)有(you)企(qi)(qi)(qi)業(ye)相距甚(shen)遠,職(zhi)業(ye)化經(jing)理(li)人(ren)(ren)隊伍尚未(wei)形成,制約了企(qi)(qi)(qi)業(ye)經(jing)營管(guan)理(li)能力的提高,影(ying)響企(qi)(qi)(qi)業(ye)全面、持續發展。

  三、做(zuo)大做(zuo)強國有企業(ye)的對策措(cuo)施

  國資國企工(gong)作(zuo)(zuo)是一項探索性(xing)工(gong)作(zuo)(zuo),并無固定(ding)模(mo)式可(ke)以運用,只有結(jie)合我市(shi)實際,學習先進(jin)地區的思維(wei)方式和運作(zuo)(zuo)理念,找準服務全市(shi)發展的著眼點、著力點,泉州市(shi)國有經(jing)濟才能(neng)“大有可(ke)為(wei)、必(bi)有所(suo)為(wei)”。

  (一(yi))提(ti)(ti)升(sheng)總量(liang),助力(li)泉(quan)州(zhou)長遠發(fa)展。總量(liang)不夠(gou)強大,難以在泉(quan)州(zhou)市(shi)(shi)經濟(ji)發(fa)展中獲得話語權(quan)和(he)主動權(quan)。要(yao)積極(ji)謀劃(hua)做大做強資(zi)(zi)(zi)產(chan)(chan)總量(liang)路徑。一(yi)是項目(mu)帶動。以列入(ru)(ru)泉(quan)州(zhou)市(shi)(shi)委、市(shi)(shi)政(zheng)府“五(wu)大戰(zhan)役”項目(mu)為重(zhong)(zhong)(zhong)點(dian),構(gou)建(jian)(jian)環灣公(gong)(gong)交(jiao)體系(xi)(xi),建(jian)(jian)成一(yi)批(pi)公(gong)(gong)交(jiao)場站;推(tui)進(jin)后渚港區(qu)功能(neng)轉移新港點(dian)選址建(jian)(jian)設,加快晉(jin)江機場改(gai)(gai)擴建(jian)(jian)、金(jin)雞水廠、泉(quan)南水廠三期、秀涂(tu)作業(ye)區(qu)16#泊(bo)位、泉(quan)州(zhou)高鐵綜合樞紐站、第(di)九碼頭(tou)整體搬遷新港點(dian)選址等重(zhong)(zhong)(zhong)點(dian)項目(mu)建(jian)(jian)設。二是資(zi)(zi)(zi)產(chan)(chan)注(zhu)(zhu)入(ru)(ru)。適時繼續推(tui)動系(xi)(xi)統土地(di)注(zhu)(zhu)資(zi)(zi)(zi)工作(共約70宗(zong)、1700畝)。將城東片區(qu)開(kai)發(fa)建(jian)(jian)設中所(suo)形(xing)成的(de)(de)店面、房(fang)屋、停車場等資(zi)(zi)(zi)產(chan)(chan)注(zhu)(zhu)入(ru)(ru)城建(jian)(jian)國(guo)投公(gong)(gong)司(si)(si)。將外(wai)走(zou)馬埭圍墾(ken)形(xing)成的(de)(de)土地(di)資(zi)(zi)(zi)產(chan)(chan)注(zhu)(zhu)入(ru)(ru)國(guo)投公(gong)(gong)司(si)(si)。三是“三舊”改(gai)(gai)造(zao)(zao)。中僑(qiao)集(ji)團源和(he)1916創意(yi)產(chan)(chan)業(ye)園和(he)開(kai)元寺旅游停車場的(de)(de)成功運營經驗表明,市(shi)(shi)屬國(guo)有(you)企(qi)(qi)業(ye)完全有(you)能(neng)力(li)在市(shi)(shi)政(zheng)府相關(guan)政(zheng)策支持(chi)下(xia),通(tong)過“三舊改(gai)(gai)造(zao)(zao)”,增(zeng)強企(qi)(qi)業(ye)資(zi)(zi)(zi)產(chan)(chan)實力(li)、增(zeng)加企(qi)(qi)業(ye)創收來源。今后,要(yao)重(zhong)(zhong)(zhong)點(dian)推(tui)進(jin)商(shang)業(ye)總公(gong)(gong)司(si)(si)、福建(jian)(jian)省(sheng)五(wu)建(jian)(jian)公(gong)(gong)司(si)(si)、福建(jian)(jian)省(sheng)公(gong)(gong)路一(yi)公(gong)(gong)司(si)(si)、中僑(qiao)集(ji)團、交(jiao)通(tong)運輸集(ji)團等企(qi)(qi)業(ye)相關(guan)改(gai)(gai)造(zao)(zao)項目(mu)。四是盤活(huo)低效資(zi)(zi)(zi)產(chan)(chan)。指導(dao)企(qi)(qi)業(ye)對(dui)低效資(zi)(zi)(zi)產(chan)(chan)進(jin)行(xing)全面清查、提(ti)(ti)出處置方案,對(dui)不具(ju)備發(fa)展前景的(de)(de)資(zi)(zi)(zi)產(chan)(chan),可采取(qu)公(gong)(gong)開(kai)轉讓等方式(shi)回(hui)收國(guo)有(you)資(zi)(zi)(zi)本;對(dui)于經改(gai)(gai)造(zao)(zao)可用于增(zeng)加企(qi)(qi)業(ye)盈利點(dian)、有(you)助于企(qi)(qi)業(ye)轉型(xing)升(sheng)級的(de)(de)資(zi)(zi)(zi)產(chan)(chan),可采取(qu)重(zhong)(zhong)(zhong)組、引進(jin)戰(zhan)略(lve)投資(zi)(zi)(zi)者等方式(shi)提(ti)(ti)高資(zi)(zi)(zi)產(chan)(chan)使用效率(lv)。

  (二)整(zheng)(zheng)合資(zi)(zi)(zi)(zi)源(yuan),主動對(dui)接金(jin)改(gai)(gai)區(qu)(qu)(qu)建(jian)(jian)設。廈門國(guo)(guo)資(zi)(zi)(zi)(zi)國(guo)(guo)企工(gong)作(zuo)模式表明,只有(you)(you)主動呼應(ying)地方政府重大(da)戰略(lve)決(jue)(jue)策(ce),才能充分利(li)用重大(da)決(jue)(jue)策(ce)部署帶來的(de)(de)(de)新(xin)(xin)(xin)政策(ce)、新(xin)(xin)(xin)平(ping)臺(tai),爭取新(xin)(xin)(xin)機遇、新(xin)(xin)(xin)資(zi)(zi)(zi)(zi)源(yuan),實(shi)現國(guo)(guo)有(you)(you)企業(ye)(ye)的(de)(de)(de)科學(xue)發(fa)(fa)展(zhan)(zhan)、跨(kua)越發(fa)(fa)展(zhan)(zhan)。要(yao)(yao)借助泉(quan)州市國(guo)(guo)家金(jin)改(gai)(gai)區(qu)(qu)(qu)的(de)(de)(de)政策(ce)機遇,整(zheng)(zheng)合系(xi)(xi)統(tong)內銀(yin)行、證券、典當(dang)等金(jin)融(rong)資(zi)(zi)(zi)(zi)產(chan),以(yi)閩僑(qiao)實(shi)業(ye)(ye)公司為主體,打造一(yi)家利(li)潤總額超億元(yuan)、具有(you)(you)高(gao)盈(ying)利(li)能力(li)的(de)(de)(de)金(jin)融(rong)投資(zi)(zi)(zi)(zi)集團(tuan)(tuan),形成(cheng)“典當(dang)+擔保+小額貸款+融(rong)資(zi)(zi)(zi)(zi)租賃+股權投資(zi)(zi)(zi)(zi)”等準金(jin)融(rong)產(chan)業(ye)(ye)鏈;借助金(jin)改(gai)(gai)政策(ce)、積極(ji)申請信托牌照,使其成(cheng)為泉(quan)州市落實(shi)金(jin)改(gai)(gai)區(qu)(qu)(qu)政策(ce)和(he)(he)項目(mu)運(yun)作(zuo)的(de)(de)(de)重要(yao)(yao)載體。要(yao)(yao)探(tan)(tan)索組(zu)建(jian)(jian)國(guo)(guo)有(you)(you)財務(wu)公司、聯(lian)合產(chan)權交易所,做大(da)做強國(guo)(guo)有(you)(you)擔保公司,發(fa)(fa)行小微企業(ye)(ye)債券,為金(jin)改(gai)(gai)區(qu)(qu)(qu)建(jian)(jian)設發(fa)(fa)揮基礎保障(zhang)和(he)(he)平(ping)臺(tai)服務(wu)作(zuo)用。此外,要(yao)(yao)按照系(xi)(xi)統(tong)“十二五”規劃繼續實(shi)施大(da)集團(tuan)(tuan)大(da)企業(ye)(ye)發(fa)(fa)展(zhan)(zhan)戰略(lve),引導和(he)(he)鼓勵產(chan)業(ye)(ye)關聯(lian)度高(gao)、具有(you)(you)優(you)勢互補和(he)(he)戰略(lve)協同效應(ying)的(de)(de)(de)企業(ye)(ye)聯(lian)合重組(zu),要(yao)(yao)繼續做大(da)做強交通運(yun)輸集團(tuan)(tuan),發(fa)(fa)展(zhan)(zhan)壯大(da)港務(wu)集團(tuan)(tuan),加快推進保安集團(tuan)(tuan)整(zheng)(zheng)合工(gong)作(zuo),積極(ji)培育并探(tan)(tan)索組(zu)建(jian)(jian)幾(ji)大(da)集團(tuan)(tuan),不斷(duan)增(zeng)強國(guo)(guo)有(you)(you)經濟的(de)(de)(de)活力(li)、影(ying)響力(li)和(he)(he)帶動力(li)。

  (三)創新模(mo)式(shi),做實(shi)做強投(tou)融(rong)資載(zai)體(ti)。借鑒國(guo)(guo)內部分城建(jian)(jian)國(guo)(guo)投(tou)公(gong)(gong)司(si)(si)的先進(jin)經驗,總結完(wan)善(shan)城東模(mo)式(shi),做實(shi)做強城建(jian)(jian)國(guo)(guo)投(tou)、路橋(qiao)、國(guo)(guo)投(tou)公(gong)(gong)司(si)(si)三個投(tou)融(rong)資載(zai)體(ti)。在運(yun)(yun)行機(ji)制(zhi)上,以產權(quan)關系為紐帶,國(guo)(guo)投(tou)公(gong)(gong)司(si)(si)與(yu)中(zhong)僑集團、福(fu)建(jian)(jian)省(sheng)(sheng)五建(jian)(jian)公(gong)(gong)司(si)(si),路橋(qiao)公(gong)(gong)司(si)(si)與(yu)福(fu)建(jian)(jian)省(sheng)(sheng)公(gong)(gong)路一(yi)公(gong)(gong)司(si)(si)形(xing)成分工合作(zuo)、緊密聯(lian)系,集投(tou)融(rong)資、建(jian)(jian)設、運(yun)(yun)營于一(yi)體(ti)的新機(ji)制(zhi)。組建(jian)(jian)聯(lian)合體(ti),爭取(qu)泉州市政(zheng)府政(zheng)策支(zhi)持,采(cai)用(yong)市場運(yun)(yun)作(zuo)方式(shi),承接(jie)泉州市境內路橋(qiao)、市政(zheng)等重點投(tou)資建(jian)(jian)設任務。在管(guan)(guan)理體(ti)制(zhi)上,要(yao)明確指(zhi)揮(hui)部與(yu)實(shi)體(ti)公(gong)(gong)司(si)(si)的職責分工,指(zhi)揮(hui)部負責片(pian)區或(huo)項(xiang)(xiang)目(mu)(mu)總體(ti)規劃和統籌協調工作(zuo),具(ju)體(ti)項(xiang)(xiang)目(mu)(mu)由(you)載(zai)體(ti)公(gong)(gong)司(si)(si)負責實(shi)施。在項(xiang)(xiang)目(mu)(mu)投(tou)融(rong)資上,嚴格按(an)照所投(tou)資項(xiang)(xiang)目(mu)(mu)的性質進(jin)行分類(lei)管(guan)(guan)理,做好(hao)資金(jin)平(ping)衡測算,明確還款來源,其中(zhong)公(gong)(gong)益性和準(zhun)公(gong)(gong)益性項(xiang)(xiang)目(mu)(mu)要(yao)納入市級統籌范圍。在項(xiang)(xiang)目(mu)(mu)經營上,對(dui)具(ju)有(you)壟斷性的項(xiang)(xiang)目(mu)(mu)實(shi)行特許經營,通(tong)過公(gong)(gong)開拍賣(mai),實(shi)現資源配置最優;對(dui)已建(jian)(jian)成的政(zheng)府投(tou)資項(xiang)(xiang)目(mu)(mu),具(ju)備(bei)條件的經批準(zhun)可以依法轉(zhuan)讓產權(quan)或(huo)經營權(quan),實(shi)現資金(jin)滾動發展的良性循環。

  (四)完(wan)善監管(guan)(guan),服(fu)務(wu)企(qi)業(ye)(ye)(ye)發展(zhan)壯大。國(guo)資監管(guan)(guan)的(de)核心在于推動企(qi)業(ye)(ye)(ye)做(zuo)(zuo)大做(zuo)(zuo)強(qiang)。為此,監管(guan)(guan)重(zhong)心應從(cong)監管(guan)(guan)資產向監管(guan)(guan)資本轉變。一是(shi)(shi)(shi)賦予企(qi)業(ye)(ye)(ye)資本運(yun)作(zuo)(zuo)職責(ze)。參照福建國(guo)資委做(zuo)(zuo)法,對連續(xu)三(san)年在資本運(yun)作(zuo)(zuo)、資源整合等方面無(wu)所作(zuo)(zuo)為的(de)一級企(qi)業(ye)(ye)(ye),進行資源的(de)重(zhong)新統籌配置。二是(shi)(shi)(shi)積極推動企(qi)業(ye)(ye)(ye)改制(zhi)(zhi)上(shang)市(shi)。充分(fen)挖掘交通、路(lu)橋、城建、藥業(ye)(ye)(ye)、港口拖輪等上(shang)市(shi)題材(cai),積極推進骨干企(qi)業(ye)(ye)(ye)實施股份制(zhi)(zhi)改造,增強(qiang)資本運(yun)作(zuo)(zuo)能力(li),實現(xian)泉州(zhou)市(shi)級國(guo)企(qi)上(shang)市(shi)零的(de)突破。三(san)是(shi)(shi)(shi)借助國(guo)資預算(suan)優化資源配置。合理(li)安(an)排(pai)國(guo)資預算(suan)支出范(fan)圍,原則上(shang)應全部用于扶持重(zhong)點(dian)企(qi)業(ye)(ye)(ye)做(zuo)(zuo)大做(zuo)(zuo)強(qiang)。四是(shi)(shi)(shi)健(jian)全完(wan)善國(guo)資監管(guan)(guan)制(zhi)(zhi)度(du)。結合泉州(zhou)市(shi)實際,修訂(ding)完(wan)善企(qi)業(ye)(ye)(ye)領導(dao)人(ren)員選撥任用民(min)主提名制(zhi)(zhi)度(du)、企(qi)業(ye)(ye)(ye)收入分(fen)配制(zhi)(zhi)度(du),探索EVA(經(jing)濟增加值(zhi))業(ye)(ye)(ye)績(ji)考核模式,形成以前(qian)瞻性(xing)指導(dao)、保姆式服(fu)務(wu)、合規性(xing)操(cao)作(zuo)(zuo)的(de)監管(guan)(guan)體系。

  (五)引(yin)才(cai)(cai)(cai)聚力,提供人(ren)(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)支撐和(he)(he)智力保障。大(da)力實施(shi)“人(ren)(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)強企(qi)”戰略(lve),積(ji)(ji)極倡導對(dui)(dui)企(qi)業(ye)(ye)(ye)人(ren)(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)實行“大(da)服務(wu)”理(li)念,使企(qi)業(ye)(ye)(ye)與(yu)人(ren)(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)獲得和(he)(he)諧(xie)共榮的發(fa)展(zhan)。一是逐(zhu)步健全完善適合企(qi)業(ye)(ye)(ye)特點的選(xuan)聘(pin)機(ji)(ji)制(zhi),把(ba)黨管(guan)(guan)干部原則與(yu)董事會依法選(xuan)擇(ze)經營管(guan)(guan)理(li)者以及經營管(guan)(guan)理(li)者依法行使用(yong)人(ren)(ren)(ren)(ren)(ren)(ren)權有(you)機(ji)(ji)結(jie)合起(qi)來,把(ba)組織考核推薦(jian)與(yu)引(yin)入市場競(jing)爭機(ji)(ji)制(zhi)、公(gong)開向社(she)會招聘(pin)結(jie)合起(qi)來,把(ba)企(qi)業(ye)(ye)(ye)內(nei)部民主選(xuan)舉、競(jing)爭上崗和(he)(he)直接聘(pin)任(ren)結(jie)合起(qi)來,不斷擴大(da)選(xuan)人(ren)(ren)(ren)(ren)(ren)(ren)用(yong)人(ren)(ren)(ren)(ren)(ren)(ren)視(shi)野(ye),多方位發(fa)現人(ren)(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)、選(xuan)用(yong)人(ren)(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)。二是積(ji)(ji)極推進(jin)(jin)企(qi)業(ye)(ye)(ye)人(ren)(ren)(ren)(ren)(ren)(ren)事制(zhi)度改革,逐(zhu)步推行企(qi)業(ye)(ye)(ye)中層(ceng)(ceng)(ceng)以上經營管(guan)(guan)理(li)人(ren)(ren)(ren)(ren)(ren)(ren)員任(ren)期(qi)制(zhi),探索(suo)企(qi)業(ye)(ye)(ye)領(ling)導人(ren)(ren)(ren)(ren)(ren)(ren)員聘(pin)用(yong)制(zhi),建立“職務(wu)能(neng)上能(neng)下、人(ren)(ren)(ren)(ren)(ren)(ren)員能(neng)進(jin)(jin)能(neng)出、待遇能(neng)高能(neng)低(di)”的選(xuan)人(ren)(ren)(ren)(ren)(ren)(ren)用(yong)人(ren)(ren)(ren)(ren)(ren)(ren)機(ji)(ji)制(zhi),促進(jin)(jin)企(qi)業(ye)(ye)(ye)人(ren)(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)隊伍的良性循環(huan)(huan)。三是探索(suo)市場化公(gong)開招聘(pin)企(qi)業(ye)(ye)(ye)中高層(ceng)(ceng)(ceng)管(guan)(guan)理(li)、特殊人(ren)(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)的有(you)效方式,吸引(yin)一批優秀(xiu)人(ren)(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)。四是鼓勵(li)企(qi)業(ye)(ye)(ye)積(ji)(ji)極探索(suo)對(dui)(dui)高層(ceng)(ceng)(ceng)次人(ren)(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)和(he)(he)緊(jin)缺人(ren)(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)實行協(xie)議工(gong)資制(zhi),實行“特才(cai)(cai)(cai)特薪”;通過(guo)設(she)立“技(ji)術創新獎(jiang)(jiang)”、“技(ji)術專家獎(jiang)(jiang)”等獎(jiang)(jiang)項(xiang)對(dui)(dui)人(ren)(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)進(jin)(jin)行精神(shen)和(he)(he)物(wu)資雙(shuang)重激(ji)勵(li)。五是營造拴心留人(ren)(ren)(ren)(ren)(ren)(ren)的人(ren)(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)發(fa)展(zhan)環(huan)(huan)境(jing),積(ji)(ji)極培(pei)育(yu)具(ju)有(you)時代(dai)特色和(he)(he)企(qi)業(ye)(ye)(ye)特點的免费(fei)菠(bo)萝视频app下载,不斷改善人(ren)(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)的工(gong)作(zuo)、學習和(he)(he)生(sheng)活環(huan)(huan)境(jing),努力搭建企(qi)業(ye)(ye)(ye)人(ren)(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)創新創業(ye)(ye)(ye)的平臺(tai)。

  (二)加大對國(guo)有企(qi)(qi)業(ye)(ye)要(yao)素支持力度。“十(shi)二五(wu)”期間,所出資企(qi)(qi)業(ye)(ye)投(tou)資將(jiang)達到(dao)250億元,建(jian)議市(shi)直有關部門在(zai)項(xiang)(xiang)目(mu)(mu)核準(zhun)(zhun)、資源(yuan)配置、土地(di)(di)規劃、資金安排等(deng)方(fang)(fang)面給予支持。一是項(xiang)(xiang)目(mu)(mu)招投(tou)標(biao)方(fang)(fang)面出臺相關政策,如(ru)福(fu)州市(shi)規定,政府(fu)(fu)(fu)投(tou)資項(xiang)(xiang)目(mu)(mu)經(jing)市(shi)政府(fu)(fu)(fu)批準(zhun)(zhun),可(ke)采(cai)用邀請招標(biao)或競爭性(xing)談判后(hou)協議方(fang)(fang)式選擇BT投(tou)資人。二是將(jiang)目(mu)(mu)前分(fen)散于(yu)(yu)政府(fu)(fu)(fu)部門管理的(de)(de),諸如(ru)戶外廣(guang)告、特許經(jing)營權等(deng)公(gong)共資源(yuan)交由市(shi)屬(shu)企(qi)(qi)業(ye)(ye)進(jin)行市(shi)場化(hua)運作,改(gai)變大量(liang)資源(yuan)處(chu)于(yu)(yu)閑置或無法深度開發(fa)狀態。三(san)是借鑒(jian)先進(jin)地(di)(di)區做法,集(ji)中(zhong)政府(fu)(fu)(fu)資源(yuan),通過存量(liang)資產(chan)(chan)注(zhu)(zhu)入(ru)(ru)(ru)(ru)、土地(di)(di)收(shou)入(ru)(ru)(ru)(ru)注(zhu)(zhu)入(ru)(ru)(ru)(ru)、財(cai)政資金注(zhu)(zhu)入(ru)(ru)(ru)(ru)、規費注(zhu)(zhu)入(ru)(ru)(ru)(ru)等(deng)方(fang)(fang)式,建(jian)立政府(fu)(fu)(fu)資源(yuan)注(zhu)(zhu)入(ru)(ru)(ru)(ru)長效機(ji)制(zhi),不斷擴大政府(fu)(fu)(fu)投(tou)融資載(zai)體資產(chan)(chan)規模。四是加大對國(guo)有企(qi)(qi)業(ye)(ye)的(de)(de)扶(fu)持力度和(he)協調服(fu)務(wu)。在(zai)推動第三(san)產(chan)(chan)業(ye)(ye)全面發(fa)展(zhan)(zhan)活動中(zhong),對國(guo)有企(qi)(qi)業(ye)(ye)第三(san)產(chan)(chan)業(ye)(ye)重點(dian)項(xiang)(xiang)目(mu)(mu)應(ying)給與力度更(geng)大的(de)(de)扶(fu)持和(he)協調服(fu)務(wu),適(shi)當放寬有關限(xian)制(zhi),鼓(gu)勵國(guo)有企(qi)(qi)業(ye)(ye)將(jiang)閑置土地(di)(di)、“三(san)舊”改(gai)造項(xiang)(xiang)目(mu)(mu)優先用于(yu)(yu)發(fa)展(zhan)(zhan)現代服(fu)務(wu)業(ye)(ye),促進(jin)泉(quan)州國(guo)有經(jing)濟與民營經(jing)濟并肩發(fa)展(zhan)(zhan)。

  (三(san))推進泉(quan)(quan)州市屬(shu)國有企業外派監(jian)事(shi)會工(gong)作(zuo)。2010年底,福建(jian)省(sheng)里(li)出臺《福建(jian)省(sheng)人民政府關于省(sheng)屬(shu)國有企業外派監(jian)事(shi)會工(gong)作(zuo)的(de)通知(zhi)》(閩(min)政〔2010〕23號(hao)),要求(qiu)“各(ge)設區市人民政府要參照(zhao)本(ben)通知(zhi)的(de)要求(qiu),結合各(ge)地的(de)實際,開展外派監(jian)事(shi)會工(gong)作(zuo)”。新一輪(lun)政府機(ji)構改革,福建(jian)國資(zi)委(wei)(wei)(wei)增(zeng)加稽(ji)查專(zhuan)員(yuan)及其工(gong)作(zuo)人員(yuan)編(bian)(bian)(bian)制12名(ming),福州國資(zi)委(wei)(wei)(wei)增(zeng)加外派監(jian)事(shi)會人員(yuan)行(xing)政編(bian)(bian)(bian)制9名(ming),廈門(men)國資(zi)委(wei)(wei)(wei)董(dong)(監(jian))事(shi)會人員(yuan)行(xing)政編(bian)(bian)(bian)制為(wei)(wei)18名(ming),其他設區市也(ye)相應(ying)增(zeng)編(bian)(bian)(bian)。為(wei)(wei)推進泉(quan)(quan)州市外派監(jian)事(shi)會工(gong)作(zuo),泉(quan)(quan)州國資(zi)委(wei)(wei)(wei)組織了專(zhuan)題調研,并相繼赴廈門(men)、紹興(xing)等地考察監(jian)事(shi)會工(gong)作(zuo),認為(wei)(wei)有必要推開這項工(gong)作(zuo)。建(jian)議(yi)泉(quan)(quan)州市委(wei)(wei)(wei)、市政府給(gei)予(yu)支持,并核定一定數量(liang)的(de)人員(yuan)編(bian)(bian)(bian)制。
