為推動宜昌(chang)國(guo)資系(xi)統(tong)黨風(feng)廉(lian)(lian)政(zheng)(zheng)建設(she)和反(fan)腐敗倡廉(lian)(lian)工(gong)作,全面落實(shi)黨風(feng)廉(lian)(lian)政(zheng)(zheng)建設(she)相關規(gui)定,日(ri)前,宜昌(chang)國(guo)資委緊密結合國(guo)資系(xi)統(tong)實(shi)際(ji),針對黨風(feng)廉(lian)(lian)政(zheng)(zheng)建設(she)中存(cun)在的薄弱環節和問題,細化(hua)職責、實(shi)化(hua)考核,硬化(hua)治理,制(zhi)定出臺了黨風(feng)廉(lian)(lian)政(zheng)(zheng)建設(she)考核細則。
該《細(xi)則(ze)》明確提出(chu)“十大(da)(da)標準”,一(yi)是(shi)(shi)(shi)領導(dao)(dao)班(ban)子(zi)對(dui)(dui)黨風(feng)廉政(zheng)建設(she)有(you)研究部署、有(you)任(ren)務(wu)(wu)分(fen)解、有(you)檢(jian)查(cha)(cha)考核;二(er)是(shi)(shi)(shi)班(ban)子(zi)成員黨風(feng)廉政(zheng)建設(she)崗位職責明確,與(yu)分(fen)管(guan)單位簽訂責任(ren)書;三是(shi)(shi)(shi)強化企(qi)業(ye)(ye)領導(dao)(dao)人員廉潔自律(lv),認真貫徹落(luo)(luo)實(shi)(shi)(shi)中(zhong)央改進工(gong)作作風(feng)、密切聯(lian)系(xi)(xi)群眾的“八(ba)項規(gui)定”及省市相關(guan)精(jing)神得6分(fen);四是(shi)(shi)(shi)認真執(zhi)行(xing)(xing)《中(zhong)國共(gong)產黨黨員領導(dao)(dao)干(gan)(gan)部廉潔從政(zheng)若干(gan)(gan)準則(ze)》、《國有(you)企(qi)業(ye)(ye)領導(dao)(dao)人員廉潔從業(ye)(ye)若干(gan)(gan)規(gui)定》;五(wu)是(shi)(shi)(shi)嚴(yan)(yan)格按規(gui)定配備更(geng)換公務(wu)(wu)車(che)輛(liang),加強公務(wu)(wu)用車(che)管(guan)理(li);六是(shi)(shi)(shi)嚴(yan)(yan)格執(zhi)行(xing)(xing)企(qi)業(ye)(ye)公務(wu)(wu)接待制(zhi)(zhi)度(du)(du),堅決制(zhi)(zhi)止用公款進行(xing)(xing)高消費(fei)娛樂和健(jian)身活動;七是(shi)(shi)(shi)認真落(luo)(luo)實(shi)(shi)(shi)“三重一(yi)大(da)(da)”集體決策制(zhi)(zhi)度(du)(du);八(ba)是(shi)(shi)(shi)認真貫徹執(zhi)行(xing)(xing)《黨內監(jian)督條例》,嚴(yan)(yan)格落(luo)(luo)實(shi)(shi)(shi)述職述廉、廉政(zheng)談話和領導(dao)(dao)干(gan)(gan)部報(bao)告個人有(you)關(guan)事項等制(zhi)(zhi)度(du)(du),加強對(dui)(dui)領導(dao)(dao)人員的監(jian)督;九是(shi)(shi)(shi)加強懲防體系(xi)(xi)建設(she),深入排查(cha)(cha)在重點(dian)環節、重點(dian)崗位等方(fang)面存(cun)在的漏洞和突出(chu)問題,并落(luo)(luo)實(shi)(shi)(shi)防治(zhi)措施。把懲防體系(xi)(xi)植于企(qi)業(ye)(ye)內部控制(zhi)(zhi)和風(feng)險管(guan)理(li)之中(zhong),融入企(qi)業(ye)(ye)經營管(guan)理(li)體系(xi)(xi)之中(zhong);十是(shi)(shi)(shi)認真執(zhi)行(xing)(xing)黨務(wu)(wu)公開(kai)制(zhi)(zhi)度(du)(du),黨務(wu)(wu)公開(kai)、廠務(wu)(wu)公開(kai),民主管(guan)理(li)落(luo)(luo)到實(shi)(shi)(shi)處。
同(tong)時《細則》對各項考核標準、檢查方式以及加(jia)扣分條件進行了明確。年底(di)該項檢查評比工(gong)作將(jiang)全面展開。
