近(jin)年(nian)來,湖北省宜都市實施“五(wu)大創新(xin)”,國有資(zi)本(ben)成為助推縣(xian)域經(jing)濟(ji)沖刺全國百強(qiang)的重要支撐,國有資(zi)產(chan)(chan)總量從(cong)不足40億元(yuan)增長(chang)到(dao)81億元(yuan),年(nian)均實現國有資(zi)本(ben)收益近(jin)億元(yuan),國有資(zi)產(chan)(chan)保值增值率始終保持在110%以上。
一、思路創新,全力支撐沖(chong)刺全國(guo)縣域經(jing)濟百強
堅持“三個結(jie)合(he)(he)(he)(he)”助推縣(xian)(xian)域經(jing)濟(ji)發(fa)展(zhan)。一(yi)(yi)是整(zheng)體推進與重(zhong)點突破結(jie)合(he)(he)(he)(he)。抓觀(guan)念更新轉變(bian),抓扶優(you)扶強(qiang),抓國(guo)(guo)(guo)(guo)企(qi)(qi)、民(min)企(qi)(qi)融(rong)合(he)(he)(he)(he)發(fa)展(zhan)。宜(yi)都國(guo)(guo)(guo)(guo)資(zi)局認(ren)為(wei),民(min)營(ying)經(jing)濟(ji)和(he)國(guo)(guo)(guo)(guo)有(you)經(jing)濟(ji)都是縣(xian)(xian)域經(jing)濟(ji)發(fa)展(zhan)的(de)重(zhong)要支撐(cheng),立足(zu)(zu)構建(jian)(jian)(jian)和(he)完善產(chan)(chan)業(ye)(ye)鏈,鼓勵大企(qi)(qi)業(ye)(ye)帶動中小企(qi)(qi)業(ye)(ye)發(fa)展(zhan)和(he)中小企(qi)(qi)業(ye)(ye)為(wei)大企(qi)(qi)業(ye)(ye)配(pei)(pei)套,支持國(guo)(guo)(guo)(guo)有(you)企(qi)(qi)業(ye)(ye)以(yi)多(duo)種方式吸收民(min)營(ying)資(zi)本,推進產(chan)(chan)權(quan)多(duo)元(yuan)化和(he)混(hun)合(he)(he)(he)(he)所有(you)制,引導國(guo)(guo)(guo)(guo)企(qi)(qi)民(min)企(qi)(qi)合(he)(he)(he)(he)作投資(zi)新項(xiang)目、組建(jian)(jian)(jian)新公(gong)司(si)(si)(si),使(shi)縣(xian)(xian)域經(jing)濟(ji)發(fa)展(zhan)形成一(yi)(yi)個充滿活力(li)的(de)有(you)機整(zheng)體。例如(ru),為(wei)完善城市(shi)功(gong)能,市(shi)政府授權(quan)市(shi)供水(shui)(shui)總公(gong)司(si)(si)(si)采取BOT方式建(jian)(jian)(jian)成4座污(wu)水(shui)(shui)處(chu)理廠,工程總投資(zi)7860萬元(yuan),由(you)民(min)營(ying)企(qi)(qi)業(ye)(ye)宜(yi)都威德水(shui)(shui)質(zhi)凈化有(you)限(xian)公(gong)司(si)(si)(si)負責運營(ying)。二是化解(jie)(jie)改革(ge)遺留(liu)問題與創新國(guo)(guo)(guo)(guo)企(qi)(qi)發(fa)展(zhan)方式結(jie)合(he)(he)(he)(he)。力(li)促盤(pan)活、盤(pan)優(you)、盤(pan)大國(guo)(guo)(guo)(guo)有(you)資(zi)產(chan)(chan),優(you)化資(zi)源配(pei)(pei)置,推進改革(ge)重(zhong)組和(he)產(chan)(chan)權(quan)多(duo)元(yuan)化,破解(jie)(jie)市(shi)場萎縮(suo)、資(zi)金短缺(que)、自我造血功(gong)能不足(zu)(zu)和(he)效益下滑難題,提(ti)高了國(guo)(guo)(guo)(guo)有(you)資(zi)本控制力(li)、影響力(li),促進了國(guo)(guo)(guo)(guo)有(you)企(qi)(qi)業(ye)(ye)做(zuo)大做(zuo)強(qiang)。三是創優(you)發(fa)展(zhan)環境(jing)與重(zhong)點幫(bang)扶結(jie)合(he)(he)(he)(he)。科學運營(ying)國(guo)(guo)(guo)(guo)有(you)資(zi)本,搭建(jian)(jian)(jian)投融(rong)資(zi)平臺,為(wei)縣(xian)(xian)域經(jing)濟(ji)發(fa)展(zhan)提(ti)供支持。僅擔保(bao)公(gong)司(si)(si)(si)每年平均為(wei)企(qi)(qi)業(ye)(ye)解(jie)(jie)決融(rong)資(zi)近億元(yuan)。隨(sui)著(zhu)國(guo)(guo)(guo)(guo)有(you)經(jing)濟(ji)和(he)民(min)營(ying)經(jing)濟(ji)的(de)深度融(rong)合(he)(he)(he)(he),宜(yi)都在全國(guo)(guo)(guo)(guo)縣(xian)(xian)域經(jing)濟(ji)綜合(he)(he)(he)(he)競爭力(li)排名中,由(you)2001的(de)第(di)505位,上升到(dao)2012年的(de)127位。
二(er)、體制創新,營(ying)造齊抓(zhua)共管的國(guo)資(zi)監管氛圍
2008年,國(guo)(guo)務(wu)(wu)院發展研(yan)究中(zhong)(zhong)心(xin)(xin)、財政(zheng)部(bu)對(dui)宜(yi)(yi)都行政(zheng)事(shi)業(ye)單位國(guo)(guo)有資(zi)(zi)(zi)(zi)產管(guan)理(li)經(jing)驗(yan)總結(jie)確定(ding)為“宜(yi)(yi)都模式”并在(zai)全(quan)國(guo)(guo)推廣(guang),近年來,隨著“大(da)國(guo)(guo)資(zi)(zi)(zi)(zi)、大(da)監管(guan)、大(da)資(zi)(zi)(zi)(zi)源、大(da)配(pei)置”的國(guo)(guo)資(zi)(zi)(zi)(zi)監管(guan)工(gong)作新要(yao)求提(ti)出,宜(yi)(yi)都創(chuang)新監管(guan)體制,加大(da)監管(guan)力度(du),全(quan)方(fang)(fang)位監管(guan)國(guo)(guo)有資(zi)(zi)(zi)(zi)產。一是在(zai)把方(fang)(fang)向(xiang)、抓調控上,成(cheng)立宜(yi)(yi)都市(shi)(shi)國(guo)(guo)有資(zi)(zi)(zi)(zi)產管(guan)理(li)委(wei)員(yuan)(yuan)會,由市(shi)(shi)長(chang)任主(zhu)(zhu)任、常務(wu)(wu)副市(shi)(shi)長(chang)為副主(zhu)(zhu)任,定(ding)期組織研(yan)究國(guo)(guo)企發展和(he)(he)國(guo)(guo)有資(zi)(zi)(zi)(zi)本(ben)運營,決定(ding)重大(da)投資(zi)(zi)(zi)(zi)、重大(da)項目興建和(he)(he)國(guo)(guo)企改革重組等重大(da)事(shi)項。二是成(cheng)立國(guo)(guo)有資(zi)(zi)(zi)(zi)產處置價(jia)格委(wei)員(yuan)(yuan)會,由常務(wu)(wu)副市(shi)(shi)長(chang)任組長(chang),有關專家學者、行業(ye)主(zhu)(zhu)管(guan)部(bu)門(men)和(he)(he)中(zhong)(zhong)介(jie)評估機構參(can)與,對(dui)國(guo)(guo)有資(zi)(zi)(zi)(zi)產處置、劃(hua)轉進(jin)行評估和(he)(he)價(jia)格審定(ding),公(gong)(gong)(gong)開、公(gong)(gong)(gong)平、公(gong)(gong)(gong)正(zheng)(zheng)競(jing)爭,確保資(zi)(zi)(zi)(zi)產處置實現(xian)最(zui)大(da)化增(zeng)值。三是設立鄉鎮(zhen)國(guo)(guo)資(zi)(zi)(zi)(zi)監管(guan)員(yuan)(yuan)。為確保監管(guan)不(bu)漏死角(jiao)、不(bu)留空(kong)白,每(mei)個鄉鎮(zhen)都由一名國(guo)(guo)有資(zi)(zi)(zi)(zi)產管(guan)理(li)員(yuan)(yuan)履(lv)行產權登記、資(zi)(zi)(zi)(zi)產監管(guan)等方(fang)(fang)面職責。四是建立部(bu)門(men)聯動機制。事(shi)前對(dui)產權轉讓(rang)、資(zi)(zi)(zi)(zi)產處置由主(zhu)(zhu)管(guan)部(bu)門(men)、規劃(hua)、國(guo)(guo)土(tu)、國(guo)(guo)資(zi)(zi)(zi)(zi)局(ju)審核把關,再到市(shi)(shi)政(zheng)務(wu)(wu)中(zhong)(zhong)心(xin)(xin)公(gong)(gong)(gong)開交易。事(shi)中(zhong)(zhong)對(dui)金(jin)額較大(da)、比(bi)較敏感的產權交易項目,市(shi)(shi)國(guo)(guo)資(zi)(zi)(zi)(zi)局(ju)、市(shi)(shi)監察(cha)局(ju)、市(shi)(shi)工(gong)商局(ju)等部(bu)門(men)實施現(xian)場監督,及(ji)時(shi)發現(xian)并糾正(zheng)(zheng)可能影(ying)響(xiang)公(gong)(gong)(gong)平、公(gong)(gong)(gong)正(zheng)(zheng)的傾向(xiang)和(he)(he)苗(miao)頭(tou)。
三、制度創新,構筑(zhu)國資監管監督約(yue)束新機制
近幾年(nian),宜(yi)都(dou)國(guo)(guo)資(zi)局有針(zhen)對性(xing)地制定修(xiu)改完善了《宜(yi)都(dou)市(shi)國(guo)(guo)資(zi)局工作(zuo)運行(xing)(xing)規則》、《宜(yi)都(dou)市(shi)產權(quan)交易(yi)管理(li)辦(ban)法(fa)》等(deng)20多項國(guo)(guo)資(zi)監管制度(du),強化了相(xiang)關部(bu)門(men)職(zhi)能職(zhi)責(ze),規范了監管行(xing)(xing)為(wei),防范了執行(xing)(xing)中的風險和(he)偏差。此外,立足最(zui)大化發揮辦(ban)公用(yong)(yong)房、公務用(yong)(yong)車、辦(ban)公設施設備等(deng)資(zi)產利(li)用(yong)(yong)效率(lv),出臺相(xiang)關規定統一調度(du)配置,既(ji)實現(xian)辦(ban)公標準整齊劃一,又促進節(jie)儉和(he)資(zi)源利(li)用(yong)(yong)。
四、載體創新,聚優裂變力促國有資本孵化增值(zhi)
為優(you)化資(zi)(zi)(zi)源(yuan)配置、做(zuo)大(da)企(qi)業規模,該市堅持國(guo)(guo)有(you)資(zi)(zi)(zi)本(ben)向(xiang)重點(dian)國(guo)(guo)有(you)企(qi)業傾斜,向(xiang)優(you)勢(shi)行(xing)(xing)業和優(you)勢(shi)企(qi)業集(ji)(ji)中。今(jin)年(nian)5月,組建宜都(dou)市國(guo)(guo)通(tong)(tong)投資(zi)(zi)(zi)控(kong)股(gu)集(ji)(ji)團有(you)限責任公(gong)司(si),宜都(dou)市國(guo)(guo)有(you)資(zi)(zi)(zi)產(chan)(chan)經營投資(zi)(zi)(zi)公(gong)司(si)作為投資(zi)(zi)(zi)人對國(guo)(guo)通(tong)(tong)公(gong)司(si)控(kong)股(gu),國(guo)(guo)通(tong)(tong)公(gong)司(si)下設8個子公(gong)司(si)。國(guo)(guo)通(tong)(tong)控(kong)股(gu)集(ji)(ji)團公(gong)司(si)組建后成為行(xing)(xing)業領域中獨具優(you)勢(shi)的現代企(qi)業,資(zi)(zi)(zi)產(chan)(chan)總額達81億(yi)元,凈(jing)資(zi)(zi)(zi)產(chan)(chan)45億(yi)元以上(shang),年(nian)銷(xiao)售收入將達20多億(yi)元,凈(jing)利潤達1.5億(yi)元以上(shang),爭取(qu)3-5年(nian)達到100億(yi)資(zi)(zi)(zi)產(chan)(chan)規模,5-8年(nian)改(gai)制(zhi)上(shang)市。通(tong)(tong)過整合(he)全(quan)市重點(dian)國(guo)(guo)有(you)企(qi)業、公(gong)共物業和旅游資(zi)(zi)(zi)源(yuan)、土地資(zi)(zi)(zi)源(yuan)、管線資(zi)(zi)(zi)源(yuan)等,實(shi)現統一規劃、統一管理、統一運作,最大(da)限度發(fa)揮了國(guo)(guo)有(you)資(zi)(zi)(zi)產(chan)(chan)、國(guo)(guo)有(you)資(zi)(zi)(zi)源(yuan)開發(fa)利用效率。
五、服務創新,監(jian)管(guan)圍(wei)繞(rao)經營轉,服務圍(wei)繞(rao)發展干
為(wei)(wei)確保國(guo)資(zi)監管(guan)職(zhi)責(ze)落到實(shi)處(chu),一(yi)是(shi)牢固樹立共同推(tui)進國(guo)企(qi)改(gai)革(ge)發(fa)展(zhan)(zhan)(zhan)(zhan)理念(nian),融(rong)洽出(chu)資(zi)人與出(chu)資(zi)企(qi)業(ye)(ye)的(de)關系(xi),指導(dao)企(qi)業(ye)(ye)建立適應市場(chang)競爭(zheng)的(de)現代企(qi)業(ye)(ye)制(zhi)(zhi)(zhi)度(du)和運行(xing)機制(zhi)(zhi)(zhi),解決(jue)改(gai)革(ge)發(fa)展(zhan)(zhan)(zhan)(zhan)中的(de)困難。二是(shi)以“發(fa)展(zhan)(zhan)(zhan)(zhan)為(wei)(wei)先、發(fa)展(zhan)(zhan)(zhan)(zhan)為(wei)(wei)大(da)”為(wei)(wei)導(dao)向(xiang),圍繞(rao)發(fa)展(zhan)(zhan)(zhan)(zhan)運營國(guo)有(you)資(zi)產,致力把(ba)死的(de)盤(pan)活、小(xiao)的(de)盤(pan)大(da)、大(da)的(de)盤(pan)優。三(san)是(shi)實(shi)施(shi)結構(gou)調(diao)整,針對國(guo)有(you)資(zi)本分布廣、戰線長(chang)、運行(xing)效(xiao)率(lv)低等問(wen)題,實(shi)施(shi)“一(yi)退、二調(diao)、三(san)集中”。即對一(yi)些規模(mo)小(xiao)、優質(zhi)資(zi)產不多、發(fa)展(zhan)(zhan)(zhan)(zhan)后勁不足的(de)國(guo)有(you)企(qi)業(ye)(ye),通過脫鉤改(gai)制(zhi)(zhi)(zhi)徹(che)底轉(zhuan)型(xing),使國(guo)有(you)資(zi)本徹(che)底退出(chu),調(diao)整所有(you)制(zhi)(zhi)(zhi)結構(gou),發(fa)展(zhan)(zhan)(zhan)(zhan)混合所有(you)制(zhi)(zhi)(zhi)經(jing)濟,促進國(guo)有(you)資(zi)產向(xiang)大(da)企(qi)業(ye)(ye)集中,向(xiang)優強企(qi)業(ye)(ye)集中,向(xiang)優勢產業(ye)(ye)集中。四(si)是(shi)改(gai)進工作作風。以“治庸(yong)問(wen)責(ze)”活動為(wei)(wei)契機,向(xiang)“冷(leng)、木、庸(yong)、懶、散、浮、慢、混、軟(ruan)、奢”行(xing)為(wei)(wei)開刀(dao),要求為(wei)(wei)企(qi)業(ye)(ye)提供“零距離、零缺(que)陷、零干擾”服務(wu),使國(guo)資(zi)監管(guan)部門成為(wei)(wei)企(qi)業(ye)(ye)發(fa)展(zhan)(zhan)(zhan)(zhan)的(de)主心骨,使充滿活力的(de)國(guo)有(you)企(qi)業(ye)(ye)成為(wei)(wei)縣域經(jing)濟發(fa)展(zhan)(zhan)(zhan)(zhan)的(de)助推(tui)器。
