為切實履行企(qi)業國有(you)資(zi)(zi)產出資(zi)(zi)人(ren)職責,維護所有(you)者(zhe)權益,落(luo)實國有(you)資(zi)(zi)產保值增值責任,常州國資(zi)(zi)委從(cong)四方面(mian)全力推進2013年度企(qi)業負(fu)責人(ren)經營業績考核工作(zuo)。
一(yi)是進一(yi)步完善(shan)企業(ye)負責人(ren)經(jing)營業(ye)績(ji)考核(he)暫行辦(ban)法(fa)。新的(de)考核(he)辦(ban)法(fa)力求通過考核(he),最大限度地調(diao)動(dong)企業(ye)負責人(ren)的(de)積極性(xing)(xing)和主動(dong)性(xing)(xing),促(cu)進企業(ye)穩健(jian)經(jing)營和科(ke)學發展(zhan)。
二(er)是根據2012年度經(jing)營者經(jing)營業(ye)(ye)(ye)績考核(he)責任書、企業(ye)(ye)(ye)年度合并財務決算報表、審計報告(gao)以及年度總(zong)(zong)結分(fen)析(xi)報告(gao),會同有(you)關(guan)主管部門(men)分(fen)別對城建集團(tuan)、交通(tong)產業(ye)(ye)(ye)集團(tuan)、民投(tou)公(gong)司、房投(tou)公(gong)司、晉陵公(gong)司、投(tou)資(zi)集團(tuan)、工貿(mao)國資(zi)公(gong)司等7家出資(zi)企業(ye)(ye)(ye)年度經(jing)營業(ye)(ye)(ye)績考核(he)指(zhi)標完(wan)成情況進行全面審核(he),認真測算,綜合評價(jia),最終確定各企業(ye)(ye)(ye)法定代表人(ren)年度薪(xin)酬總(zong)(zong)額,并下(xia)發兌(dui)現通(tong)知。
三是繼續規范(fan)企(qi)業工(gong)(gong)(gong)資(zi)分(fen)(fen)配工(gong)(gong)(gong)作。加(jia)強對企(qi)業工(gong)(gong)(gong)資(zi)管理工(gong)(gong)(gong)作的監督(du)、檢查、指(zhi)導,認真做(zuo)好企(qi)業上(shang)年(nian)(nian)(nian)度(du)工(gong)(gong)(gong)資(zi)總(zong)額和本年(nian)(nian)(nian)度(du)工(gong)(gong)(gong)資(zi)分(fen)(fen)配方案的審批(pi)工(gong)(gong)(gong)作。對市(shi)區45戶國有(you)(you)及(ji)國有(you)(you)控股(gu)企(qi)業2012年(nian)(nian)(nian)的工(gong)(gong)(gong)資(zi)總(zong)額和2013年(nian)(nian)(nian)工(gong)(gong)(gong)資(zi)分(fen)(fen)配方案分(fen)(fen)別進行了(le)審批(pi)。從審批(pi)的情況看,常(chang)州市(shi)2012年(nian)(nian)(nian)國有(you)(you)及(ji)國有(you)(you)控股(gu)企(qi)業在崗職(zhi)工(gong)(gong)(gong)平均工(gong)(gong)(gong)資(zi)為55675元,高(gao)于當年(nian)(nian)(nian)全市(shi)城(cheng)鎮非私營單位(wei)在崗職(zhi)工(gong)(gong)(gong)平均工(gong)(gong)(gong)資(zi)水平,企(qi)業職(zhi)工(gong)(gong)(gong)的收入水平逐年(nian)(nian)(nian)提高(gao)。四是分(fen)(fen)別與城(cheng)建(jian)集(ji)團(tuan)、交通產(chan)業集(ji)團(tuan)等8家企(qi)業法定代表人(經營者)簽訂了(le)《2013年(nian)(nian)(nian)度(du)經營業績(ji)考核責任書》。
