隨著“大國資、大監(jian)(jian)管”的(de)穩(wen)步(bu)推進,湖北(bei)省宜昌市夷陵區國資局監(jian)(jian)管觸(chu)角不斷向所屬鄉鎮(zhen)的(de)延伸。日(ri)前,在明確(que)鄉鎮(zhen)國資監(jian)(jian)管員的(de)同時(shi),舉辦了國有(you)和國有(you)控股(gu)企(qi)(qi)業(ye)(ye)、鄉鎮(zhen)集體企(qi)(qi)業(ye)(ye)董事(shi)、監(jian)(jian)事(shi)培訓班。
為(wei)(wei)推進(jin)國(guo)(guo)(guo)資(zi)(zi)監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)全覆(fu)蓋,宜昌市夷陵區國(guo)(guo)(guo)資(zi)(zi)局把(ba)(ba)貫(guan)徹落實(shi)(shi)《湖(hu)北(bei)省(sheng)企業(ye)(ye)國(guo)(guo)(guo)有資(zi)(zi)產監(jian)(jian)(jian)(jian)督管(guan)(guan)(guan)(guan)理(li)條例》等(deng)相(xiang)(xiang)關(guan)(guan)法(fa)規(gui)作(zuo)(zuo)為(wei)(wei)重(zhong)(zhong)(zhong)要(yao)大事(shi)(shi)來抓,把(ba)(ba)依(yi)法(fa)監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan),規(gui)范企業(ye)(ye)運(yun)行(xing)(xing)(xing)作(zuo)(zuo)為(wei)(wei)重(zhong)(zhong)(zhong)要(yao)要(yao)方略(lve),把(ba)(ba)武裝思想、強(qiang)化培(pei)訓更新觀(guan)念作(zuo)(zuo)為(wei)(wei)重(zhong)(zhong)(zhong)要(yao)手段,不但融經(jing)營(ying)、非經(jing)營(ying)性國(guo)(guo)(guo)資(zi)(zi)產監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)為(wei)(wei)一體(ti),而(er)且監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)為(wei)(wei)管(guan)(guan)(guan)(guan)觸角不斷(duan)向鄉(xiang)鎮(zhen)延伸。在明確鄉(xiang)鎮(zhen)國(guo)(guo)(guo)資(zi)(zi)監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)人(ren)員,強(qiang)化監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)責任(ren)的同時(shi)(shi),以(yi)多種形式提高其國(guo)(guo)(guo)資(zi)(zi)監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)水(shui)平和(he)(he)能(neng)力(li)。此(ci)次以(yi)會代訓,就國(guo)(guo)(guo)資(zi)(zi)監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)相(xiang)(xiang)關(guan)(guan)法(fa)律、法(fa)規(gui)和(he)(he)企業(ye)(ye)法(fa)人(ren)治理(li)結構(gou)相(xiang)(xiang)互關(guan)(guan)系(xi)、董(dong)事(shi)(shi)、監(jian)(jian)(jian)(jian)事(shi)(shi)職(zhi)責等(deng)相(xiang)(xiang)關(guan)(guan)問題進(jin)行(xing)(xing)(xing)了輔導。結合縣(xian)、鄉(xiang)國(guo)(guo)(guo)資(zi)(zi)監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)實(shi)(shi)際,就國(guo)(guo)(guo)資(zi)(zi)監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)中12個(ge)方面關(guan)(guan)鍵(jian)環節進(jin)行(xing)(xing)(xing)了輔導;就產權管(guan)(guan)(guan)(guan)理(li)、資(zi)(zi)產評估、財(cai)務監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)、經(jing)營(ying)業(ye)(ye)績考核(he)等(deng)相(xiang)(xiang)關(guan)(guan)問題為(wei)(wei)基層(ceng)企業(ye)(ye)答(da)疑(yi)解惑(huo)。同時(shi)(shi),按照國(guo)(guo)(guo)家(jia)和(he)(he)省(sheng)、市相(xiang)(xiang)關(guan)(guan)法(fa)規(gui)就如(ru)何建立(li)完善企業(ye)(ye)法(fa)人(ren)治理(li)結構(gou),股東大會、董(dong)事(shi)(shi)會、監(jian)(jian)(jian)(jian)事(shi)(shi)會和(he)(he)經(jing)理(li)層(ceng)相(xiang)(xiang)互關(guan)(guan)系(xi),運(yun)行(xing)(xing)(xing)機制以(yi)及(ji)董(dong)事(shi)(shi)、監(jian)(jian)(jian)(jian)事(shi)(shi)如(ru)何履(lv)職(zhi)盡責等(deng)方面進(jin)行(xing)(xing)(xing)了重(zhong)(zhong)(zhong)點(dian)學(xue)習(xi)探討。培(pei)訓緊貼(tie)企業(ye)(ye)實(shi)(shi)際,及(ji)時(shi)(shi)幫(bang)助解答(da)了縣(xian)屬國(guo)(guo)(guo)有企業(ye)(ye)、鄉(xiang)鎮(zhen)集體(ti)企業(ye)(ye)工作(zuo)(zuo)中遇到的熱點(dian)、難點(dian)問題,受到來自企業(ye)(ye)和(he)(he)鄉(xiang)鎮(zhen)的歡迎。
