黨的群(qun)眾(zhong)路線教育實踐活動開展(zhan)以來,陜西國資委監管企業積(ji)極回應(ying)職工(gong)群(qun)眾(zhong)關切,始(shi)終把解決“四風”問(wen)題和職工(gong)群(qun)眾(zhong)反映強烈的突(tu)出問(wen)題貫穿于活動全(quan)過程(cheng),立(li)行(xing)立(li)改、不等不拖,務(wu)求(qiu)用(yong)整(zheng)改的階(jie)段性成效取信于民。
對照(zhao)八項規定大力狠(hen)剎“四風”
在(zai)學習教育(yu)實(shi)踐活動中,陜西(xi)國資委監管企業堅持(chi)把解決“四風(feng)”問題作為主(zhu)要任務,虛心(xin)開門納諫,多(duo)方收集意見,建立(li)問題“臺賬”,對癥下藥,積極整改(gai)。
針(zhen)對職工(gong)群眾(zhong)反映的(de)(de)會(hui)(hui)議(yi)多(duo)、文件(jian)多(duo),特別(bie)是有些大集(ji)團(tuan)所屬(shu)企(qi)業遍布全省各地,開(kai)一次會(hui)(hui)議(yi),參會(hui)(hui)人(ren)員往往要來回奔波,消耗大量(liang)的(de)(de)時間、精(jing)(jing)力等(deng)(deng)問題(ti),西(xi)(xi)部機場集(ji)團(tuan)、陜(shan)西(xi)(xi)燃(ran)氣(qi)集(ji)團(tuan)、陜(shan)西(xi)(xi)核工(gong)業集(ji)團(tuan)、陜(shan)西(xi)(xi)糧農集(ji)團(tuan)等(deng)(deng)企(qi)業紛(fen)紛(fen)出(chu)臺相應(ying)的(de)(de)管理(li)辦(ban)法,嚴格會(hui)(hui)議(yi)審批,縮減文件(jian)數量(liang),明確提出(chu)不開(kai)泛泛部署工(gong)作和(he)提要求的(de)(de)會(hui)(hui),不發(fa)沒有實質內容、可發(fa)可不發(fa)的(de)(de)文件(jian),切(qie)實改(gai)進(jin)會(hui)(hui)風文風。陜(shan)西(xi)(xi)能源集(ji)團(tuan)等(deng)(deng)企(qi)業還在精(jing)(jing)簡會(hui)(hui)議(yi)和(he)文件(jian)的(de)(de)基礎上,建立起了(le)視(shi)頻會(hui)(hui)議(yi)系統,使所屬(shu)企(qi)業可同(tong)步原(yuan)汁原(yuan)味(wei)地收聽收看會(hui)(hui)議(yi)精(jing)(jing)神,減少了(le)層層傳達(da)和(he)異地往來成本,提高了(le)工(gong)作效率。
針(zhen)對(dui)職(zhi)工(gong)群眾反(fan)映的“三公經費(fei)”問題,監(jian)管企業制定整改措施,嚴控規模比(bi)(bi)例,厲行(xing)勤儉節(jie)約,“三公經費(fei)”支出較往年(nian)均有大幅(fu)度下降(jiang)。據統計,今年(nian)前三季度,延長(chang)石油集團業務(wu)(wu)(wu)招待費(fei)用同(tong)比(bi)(bi)下降(jiang)47%,會議費(fei)下降(jiang)63%,公務(wu)(wu)(wu)用車(che)費(fei)用下降(jiang)65%;陜(shan)煤化集團業務(wu)(wu)(wu)招待費(fei)同(tong)比(bi)(bi)下降(jiang)42%,會議費(fei)下降(jiang)37%;陜(shan)西能(neng)源集團差旅費(fei)同(tong)比(bi)(bi)減(jian)少(shao)22.5%,會議費(fei)減(jian)少(shao)60.8%,業務(wu)(wu)(wu)招待費(fei)減(jian)少(shao)25%;陜(shan)西高速集團會議費(fei)同(tong)比(bi)(bi)下降(jiang)81%,業務(wu)(wu)(wu)招待費(fei)下降(jiang)69%,車(che)輛使(shi)用費(fei)下降(jiang)27%。
針對職(zhi)工(gong)群(qun)眾(zhong)反映企業領(ling)(ling)導人員(yuan)多占(zhan)辦(ban)公(gong)用(yong)房(fang)、辦(ban)公(gong)用(yong)房(fang)及公(gong)務用(yong)車(che)超(chao)標(biao)配(pei)置、公(gong)車(che)私用(yong)等問題,陜(shan)煤化集團主(zhu)(zhu)要領(ling)(ling)導主(zhu)(zhu)動清退機關(guan)以外(wai)的(de)辦(ban)公(gong)室(shi),只保留(liu)一(yi)處辦(ban)公(gong)場所;陜(shan)西高速集團主(zhu)(zhu)要領(ling)(ling)導主(zhu)(zhu)動騰換(huan)超(chao)標(biao)準的(de)辦(ban)公(gong)用(yong)房(fang),將其交(jiao)付企業另行使用(yong);延長石(shi)油集團主(zhu)(zhu)要領(ling)(ling)導帶(dai)(dai)頭(tou)上繳了越野車(che),省外(wai)經(jing)貿集團領(ling)(ling)導班子帶(dai)(dai)頭(tou)落(luo)實嚴(yan)禁公(gong)車(che)私用(yong),法定節(jie)假(jia)日車(che)輛、油卡、鑰匙全部上交(jiao),所有公(gong)車(che)集中封存,讓職(zhi)工(gong)群(qun)眾(zhong)感受到了實實在在地變化和(he)成效。
廣泛征集意見 解決發展問題
黨(dang)的(de)群眾路線(xian)教育(yu)實(shi)踐(jian)活動開展(zhan)以來,陜西國資委(wei)監管(guan)企(qi)業(ye)既嚴(yan)格遵(zun)循中央和省委(wei)對(dui)黨(dang)政機關(guan)的(de)一般(ban)要求,又牢(lao)記(ji)企(qi)業(ye)作為市場(chang)經濟主體的(de)特殊(shu)性(xing),找準(zhun)切入點,選準(zhun)突破(po)口,統籌兼(jian)顧,突出特色,切實(shi)把學習教育(yu)實(shi)踐(jian)活動與企(qi)業(ye)生(sheng)產(chan)經營(ying)管(guan)理(li)有機結(jie)合起(qi)來,有力推動了企(qi)業(ye)科學發(fa)展(zhan)。
陜(shan)西能源集(ji)(ji)團(tuan)(tuan)著眼(yan)于提(ti)高工作(zuo)效率和(he)(he)政策(ce)水(shui)平,進一(yi)步(bu)(bu)優化集(ji)(ji)團(tuan)(tuan)內部工作(zuo)程序,開設(she)“能源講堂”進行煤炭(tan)、火(huo)電(dian)、金融等(deng)板塊(kuai)產(chan)(chan)業(ye)政策(ce)專題培訓,職工群(qun)眾反響很好。陜(shan)西有色集(ji)(ji)團(tuan)(tuan)針對職工群(qun)眾提(ti)出(chu)的(de)(de)(de)(de)以加(jia)快(kuai)企(qi)(qi)業(ye)改(gai)(gai)革發(fa)展應對市(shi)場(chang)低迷態勢的(de)(de)(de)(de)建議,進一(yi)步(bu)(bu)加(jia)大資源整合力(li)度(du),加(jia)快(kuai)推進企(qi)(qi)業(ye)改(gai)(gai)制重(zhong)組(zu)步(bu)(bu)伐,不斷強(qiang)化科(ke)技(ji)創新,下(xia)大力(li)氣(qi)抓好安(an)全環保,切實把教育實踐活(huo)動激發(fa)出(chu)來的(de)(de)(de)(de)職工群(qun)眾熱情轉化為(wei)(wei)了共克時艱、共謀發(fa)展的(de)(de)(de)(de)強(qiang)大勢能。陜(shan)西地方電(dian)力(li)集(ji)(ji)團(tuan)(tuan)重(zhong)新梳理和(he)(he)識別原有的(de)(de)(de)(de)企(qi)(qi)業(ye)管理制度(du),將(jiang)原來的(de)(de)(de)(de)2000余項(xiang)制度(du)壓縮精(jing)簡為(wei)(wei)787項(xiang),對企(qi)(qi)業(ye)全面推行精(jing)細化管理和(he)(he)對標考核工作(zuo)提(ti)供了強(qiang)有力(li)的(de)(de)(de)(de)制度(du)支(zhi)撐。陜(shan)汽控股集(ji)(ji)團(tuan)(tuan)不斷加(jia)大成本控制力(li)度(du),積極做好法律風險防范(fan)工作(zuo),全力(li)穩產(chan)(chan)促(cu)銷保市(shi)場(chang)。
目前,監管(guan)企業(ye)正認(ren)真按照趙正永書記在延長(chang)石油集(ji)團學習教育(yu)實踐活動座談會上的(de)講話(hua)精神和(he)省國資委(wei)黨委(wei)的(de)部署(shu),深入開展以企業(ye)財務(wu)、體(ti)制(zhi)、管(guan)理(li)制(zhi)度(du)、投資項目、班子作風(feng)為主要(yao)內容的(de)“五(wu)項整頓”工(gong)(gong)作,積(ji)極制(zhi)定工(gong)(gong)作方案,細化(hua)責任分工(gong)(gong),明(ming)確辦理(li)時限,努力提(ti)高企業(ye)發展質(zhi)量。
落實民(min)生舉(ju)措辦好(hao)民(min)生實事
在群(qun)(qun)眾路線教育實(shi)踐活動中,陜(shan)西國(guo)資委監管(guan)企業始終遵循以人(ren)為本(ben),集(ji)中力量解決(jue)職工(gong)群(qun)(qun)眾反映(ying)的(de)具體問題(ti),實(shi)實(shi)在在的(de)實(shi)現好(hao)、維護好(hao)、發展好(hao)職工(gong)的(de)合法利(li)益(yi),讓(rang)職工(gong)群(qun)(qun)眾生活得更有尊(zun)嚴(yan),工(gong)作得更加體面。
延長石(shi)油(you)集(ji)(ji)團(tuan)(tuan)(tuan)制定了(le)勞務(wu)派遣工(gong)(gong)(gong)(gong)(gong)(gong)(gong)轉(zhuan)錄(lu)為(wei)正(zheng)式合(he)同工(gong)(gong)(gong)(gong)(gong)(gong)(gong)有關管(guan)理辦法,確定每年(nian)(nian)以考試的(de)方(fang)式擇(ze)優選拔3000名(ming)勞務(wu)派遣工(gong)(gong)(gong)(gong)(gong)(gong)(gong)轉(zhuan)為(wei)正(zheng)式合(he)同工(gong)(gong)(gong)(gong)(gong)(gong)(gong),大(da)(da)力(li)(li)營(ying)造(zao)努力(li)(li)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)作(zuo)、比學趕超、爭當(dang)先進(jin)的(de)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)作(zuo)氛圍。陜(shan)(shan)煤化集(ji)(ji)團(tuan)(tuan)(tuan)先后出臺了(le)困(kun)(kun)難(nan)(nan)職(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)救助(zhu)(zhu)(zhu)、子(zi)女(nv)就學補助(zhu)(zhu)(zhu)、大(da)(da)病醫(yi)療救助(zhu)(zhu)(zhu)“三項救助(zhu)(zhu)(zhu)”政策,每年(nian)(nian)增加投(tou)入(ru)1億元,提出不讓一戶(hu)員(yuan)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)因病致貧、不讓一名(ming)員(yuan)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)子(zi)女(nv)因貧輟學。同時大(da)(da)力(li)(li)推進(jin)棚(peng)戶(hu)區(qu)(qu)改(gai)造(zao)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)程(cheng),計劃建(jian)(jian)設住(zhu)(zhu)宅及配套建(jian)(jian)筑(zhu)630萬平(ping)方(fang)米,徹底解(jie)(jie)決煤礦棚(peng)戶(hu)區(qu)(qu)77402戶(hu)居民的(de)住(zhu)(zhu)房(fang)(fang)(fang)問(wen)題(ti)(ti),贏得職(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)群眾普遍好評(ping)。陜(shan)(shan)西(xi)建(jian)(jian)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)集(ji)(ji)團(tuan)(tuan)(tuan)根據建(jian)(jian)筑(zhu)施(shi)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)企業(ye)點多、線長、利(li)潤微(wei)薄(bo)、職(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)收入(ru)偏低(di)的(de)現實,提出了(le)“新建(jian)(jian)一批家屬院、凈(jing)化職(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)作(zuo)環境、加大(da)(da)扶貧幫困(kun)(kun)力(li)(li)度(du)、提高職(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)收入(ru)、年(nian)(nian)內(nei)幫助(zhu)(zhu)(zhu)困(kun)(kun)難(nan)(nan)家庭解(jie)(jie)決50名(ming)子(zi)女(nv)就業(ye)問(wen)題(ti)(ti)”等五件好事,計劃三年(nian)(nian)內(nei)完成(cheng)(cheng)危房(fang)(fang)(fang)拆(chai)除和(he)重建(jian)(jian)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)作(zuo),建(jian)(jian)成(cheng)(cheng)職(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)住(zhu)(zhu)房(fang)(fang)(fang)3000套、年(nian)(nian)內(nei)建(jian)(jian)成(cheng)(cheng)1000套,讓職(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)看(kan)到了(le)企業(ye)實實在在真抓(zhua)整改(gai)、惠民生(sheng)。法士特集(ji)(ji)團(tuan)(tuan)(tuan)調整并統一了(le)幾個廠(chang)區(qu)(qu)的(de)作(zuo)息(xi)時間,統一發(fa)放(fang)午餐補助(zhu)(zhu)(zhu),協(xie)調解(jie)(jie)決寶(bao)雞廠(chang)區(qu)(qu)職(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)子(zi)女(nv)上學難(nan)(nan)問(wen)題(ti)(ti)和(he)困(kun)(kun)擾寶(bao)雞廠(chang)區(qu)(qu)職(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)多年(nian)(nian)出行不便問(wen)題(ti)(ti),讓職(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)切(qie)實感(gan)受到教育實踐活(huo)動的(de)成(cheng)(cheng)效。陜(shan)(shan)西(xi)醫(yi)藥控(kong)股(gu)集(ji)(ji)團(tuan)(tuan)(tuan)、陜(shan)(shan)西(xi)旅游(you)集(ji)(ji)團(tuan)(tuan)(tuan)、陜(shan)(shan)西(xi)金(jin)融控(kong)股(gu)集(ji)(ji)團(tuan)(tuan)(tuan)、秦川機(ji)床工(gong)(gong)(gong)(gong)(gong)(gong)(gong)具(ju)集(ji)(ji)團(tuan)(tuan)(tuan)、陜(shan)(shan)汽控(kong)股(gu)集(ji)(ji)團(tuan)(tuan)(tuan)等企業(ye)也結合(he)實際(ji),積極(ji)落(luo)實帶薪年(nian)(nian)休假、師(shi)傅帶徒(tu)、文化聯誼等活(huo)動,改(gai)善(shan)福(fu)利(li)待遇,提高工(gong)(gong)(gong)(gong)(gong)(gong)(gong)資(zi)收入(ru)等等,做到了(le)發(fa)展成(cheng)(cheng)果與職(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)共享(xiang)。
