湖北襄陽市縣級國資監管工作的調查與思考

完善體制機制規范監管行為 提升縣級國資監管工作的能力和水平
——關于湖北省襄陽市縣級國資監管工作的調查與思考

  黨的十八屆三中(zhong)全會(hui)《決(jue)定》明(ming)(ming)確(que)提(ti)出,要堅持和(he)完(wan)善基本經濟制度,完(wan)善國(guo)有資產管(guan)理體制,為下一步深化(hua)國(guo)資國(guo)企(qi)改革指明(ming)(ming)了(le)方向,提(ti)出了(le)明(ming)(ming)確(que)要求(qiu)。襄(xiang)陽國(guo)資委作為國(guo)務(wu)院(yuan)國(guo)資委地方指導(dao)監督工(gong)作聯系(xi)點之(zhi)一,積極探索,不(bu)斷開拓,系(xi)統、扎實推進縣級國(guo)資監管(guan)指導(dao)監督工(gong)作,取得了(le)明(ming)(ming)顯成效。

  一(yi)、襄(xiang)陽市縣級國(guo)資監管工(gong)作基(ji)本狀(zhuang)況及取得的成效(xiao)

  近年來(lai),襄(xiang)陽市(shi)更(geng)新(xin)(xin)監管(guan)(guan)理念,強化監管(guan)(guan)措施,推進(jin)(jin)地方國(guo)(guo)有(you)(you)經(jing)(jing)濟又(you)好又(you)快(kuai)發展,各項工(gong)(gong)作取(qu)得了(le)(le)新(xin)(xin)進(jin)(jin)展和(he)新(xin)(xin)成效。一(yi)(yi)是國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)監管(guan)(guan)機(ji)構建(jian)設不(bu)斷(duan)加(jia)強。全市(shi)9個縣(xian)(市(shi))區(qu)和(he)高新(xin)(xin)區(qu)全部(bu)(bu)(bu)(bu)成立國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)監管(guan)(guan)機(ji)構,明確了(le)(le)國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)監管(guan)(guan)的(de)責任主體(ti),市(shi)縣(xian)兩級(ji)(ji)(ji)國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)監管(guan)(guan)組(zu)(zu)織(zhi)體(ti)系(xi)進(jin)(jin)一(yi)(yi)步(bu)完善,為強化國(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)(zi)(zi)產(chan)(chan)(chan)(chan)(chan)監管(guan)(guan)打下體(ti)制(zhi)(zhi)(zhi)基(ji)礎。二是國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)監管(guan)(guan)職責進(jin)(jin)一(yi)(yi)步(bu)明確。各縣(xian)(市(shi))區(qu)國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)部(bu)(bu)(bu)(bu)門按照當地黨(dang)委(wei)(wei)、政(zheng)府(fu)統(tong)一(yi)(yi)部(bu)(bu)(bu)(bu)署,探索建(jian)立了(le)(le)集行政(zheng)事(shi)(shi)業(ye)(ye)單(dan)位資(zi)(zi)(zi)(zi)(zi)(zi)產(chan)(chan)(chan)(chan)(chan)和(he)企(qi)(qi)業(ye)(ye)國(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)(zi)(zi)產(chan)(chan)(chan)(chan)(chan)于一(yi)(yi)體(ti)的(de)國(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)(zi)(zi)產(chan)(chan)(chan)(chan)(chan)監管(guan)(guan)體(ti)制(zhi)(zhi)(zhi),明確了(le)(le)國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)監管(guan)(guan)機(ji)構專(zhuan)司(si)國(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)(zi)(zi)產(chan)(chan)(chan)(chan)(chan)監督管(guan)(guan)理的(de)職責和(he)權(quan)(quan)限。三是國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)監管(guan)(guan)制(zhi)(zhi)(zhi)度(du)體(ti)系(xi)逐步(bu)建(jian)立。各縣(xian)(市(shi))區(qu)國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)部(bu)(bu)(bu)(bu)門結(jie)合本(ben)地國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)監管(guan)(guan)工(gong)(gong)作實(shi)際,研究制(zhi)(zhi)(zhi)定了(le)(le)國(guo)(guo)有(you)(you)產(chan)(chan)(chan)(chan)(chan)權(quan)(quan)登(deng)記、清產(chan)(chan)(chan)(chan)(chan)核(he)資(zi)(zi)(zi)(zi)(zi)(zi)、資(zi)(zi)(zi)(zi)(zi)(zi)產(chan)(chan)(chan)(chan)(chan)統(tong)計(ji)、資(zi)(zi)(zi)(zi)(zi)(zi)產(chan)(chan)(chan)(chan)(chan)處(chu)置監管(guan)(guan)、財務(wu)管(guan)(guan)理等基(ji)礎管(guan)(guan)理制(zhi)(zhi)(zhi)度(du),初(chu)步(bu)形成了(le)(le)縣(xian)級(ji)(ji)(ji)國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)監管(guan)(guan)制(zhi)(zhi)(zhi)度(du)體(ti)系(xi)。四是國(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)(zi)(zi)產(chan)(chan)(chan)(chan)(chan)基(ji)礎管(guan)(guan)理工(gong)(gong)作不(bu)斷(duan)規范。各縣(xian)(市(shi))區(qu)國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)部(bu)(bu)(bu)(bu)門依法(fa)規范開展產(chan)(chan)(chan)(chan)(chan)權(quan)(quan)登(deng)記、統(tong)計(ji)評價、資(zi)(zi)(zi)(zi)(zi)(zi)產(chan)(chan)(chan)(chan)(chan)處(chu)置、財務(wu)監督等基(ji)礎管(guan)(guan)理工(gong)(gong)作,切實(shi)維護國(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)(zi)(zi)產(chan)(chan)(chan)(chan)(chan)安全,促進(jin)(jin)了(le)(le)國(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)(zi)(zi)產(chan)(chan)(chan)(chan)(chan)保值(zhi)增值(zhi)。五是推進(jin)(jin)國(guo)(guo)有(you)(you)企(qi)(qi)業(ye)(ye)改革重(zhong)組(zu)(zu)力度(du)不(bu)斷(duan)加(jia)大。棗陽市(shi)國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)局推進(jin)(jin)國(guo)(guo)有(you)(you)企(qi)(qi)業(ye)(ye)產(chan)(chan)(chan)(chan)(chan)權(quan)(quan)多元化改革,充分利用企(qi)(qi)業(ye)(ye)存(cun)量資(zi)(zi)(zi)(zi)(zi)(zi)產(chan)(chan)(chan)(chan)(chan),吸引其他所(suo)有(you)(you)制(zhi)(zhi)(zhi)資(zi)(zi)(zi)(zi)(zi)(zi)本(ben)參與(yu)國(guo)(guo)企(qi)(qi)改革,實(shi)現(xian)國(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)(zi)(zi)本(ben)與(yu)其他所(suo)有(you)(you)制(zhi)(zhi)(zhi)資(zi)(zi)(zi)(zi)(zi)(zi)本(ben)的(de)對(dui)接,放(fang)大了(le)(le)國(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)(zi)(zi)本(ben)功能(neng)。六是服務(wu)縣(xian)域經(jing)(jing)濟發展能(neng)力不(bu)斷(duan)提升。各縣(xian)(市(shi))區(qu)國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)部(bu)(bu)(bu)(bu)門圍繞當地黨(dang)委(wei)(wei)、政(zheng)府(fu)中心(xin)工(gong)(gong)作,主動(dong)支持(chi)(chi)、服務(wu)縣(xian)域經(jing)(jing)濟發展,支持(chi)(chi)組(zu)(zu)建(jian)政(zheng)府(fu)投(tou)融(rong)資(zi)(zi)(zi)(zi)(zi)(zi)平臺(tai),引進(jin)(jin)中央企(qi)(qi)業(ye)(ye)投(tou)資(zi)(zi)(zi)(zi)(zi)(zi)興(xing)業(ye)(ye),為當地經(jing)(jing)濟跨越發展集聚了(le)(le)能(neng)量。七(qi)是指(zhi)導(dao)監督工(gong)(gong)作機(ji)制(zhi)(zhi)(zhi)逐步(bu)形成。市(shi)國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)強化“大國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)、一(yi)(yi)盤棋(qi)、一(yi)(yi)家人”理念,不(bu)斷(duan)改進(jin)(jin)指(zhi)導(dao)監督工(gong)(gong)作方式(shi)(shi),努力形成市(shi)縣(xian)兩級(ji)(ji)(ji)國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)監管(guan)(guan)工(gong)(gong)作合力。通過調研協調、強化培訓、經(jing)(jing)驗交流等多種形式(shi)(shi),推動(dong)完善縣(xian)級(ji)(ji)(ji)國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)監管(guan)(guan)體(ti)制(zhi)(zhi)(zhi)。各縣(xian)(市(shi))區(qu)國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)部(bu)(bu)(bu)(bu)門向出資(zi)(zi)(zi)(zi)(zi)(zi)企(qi)(qi)業(ye)(ye)委(wei)(wei)派董事(shi)(shi)、監事(shi)(shi),推動(dong)企(qi)(qi)業(ye)(ye)完善法(fa)人治理結(jie)構。

  二、正確(que)認識縣(xian)級國有資產管理體制和指導監(jian)督工作中的薄弱環(huan)節

  襄陽市縣(xian)級(ji)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)(jian)(jian)管(guan)(guan)工作和指導(dao)監(jian)(jian)(jian)(jian)督工作盡管(guan)(guan)取得突出(chu)成(cheng)績,但仍(reng)存(cun)在(zai)一(yi)(yi)些薄弱環節:一(yi)(yi)是(shi)縣(xian)級(ji)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)(jian)(jian)管(guan)(guan)機(ji)構建設有(you)(you)(you)(you)(you)(you)(you)待進(jin)一(yi)(yi)步(bu)(bu)加(jia)強。目前(qian)襄陽市所轄9個(ge)縣(xian)(市)區和高新區雖然都已設立(li)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)(jian)(jian)管(guan)(guan)機(ji)構,但沒(mei)有(you)(you)(you)(you)(you)(you)(you)一(yi)(yi)家為完(wan)全獨立(li)設置的(de)(de)(de)(de)“政(zheng)府(fu)直屬特(te)(te)設機(ji)構”,有(you)(you)(you)(you)(you)(you)(you)的(de)(de)(de)(de)與財(cai)政(zheng)部門合(he)署辦公(gong),有(you)(you)(you)(you)(you)(you)(you)的(de)(de)(de)(de)還(huan)(huan)是(shi)副(fu)科級(ji)單(dan)位(wei),有(you)(you)(you)(you)(you)(you)(you)的(de)(de)(de)(de)掛的(de)(de)(de)(de)還(huan)(huan)是(shi)“國(guo)(guo)(guo)(guo)有(you)(you)(you)(you)(you)(you)(you)資(zi)(zi)(zi)產(chan)(chan)(chan)管(guan)(guan)理(li)(li)中心”的(de)(de)(de)(de)牌子,有(you)(you)(you)(you)(you)(you)(you)的(de)(de)(de)(de)沒(mei)有(you)(you)(you)(you)(you)(you)(you)內設機(ji)構,有(you)(you)(you)(you)(you)(you)(you)的(de)(de)(de)(de)編制和人(ren)員(yuan)沒(mei)有(you)(you)(you)(you)(you)(you)(you)落(luo)實(shi)(shi)到位(wei),國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)(jian)(jian)管(guan)(guan)人(ren)才隊伍(wu)建設有(you)(you)(you)(you)(you)(you)(you)待進(jin)一(yi)(yi)步(bu)(bu)加(jia)強。二是(shi)出(chu)資(zi)(zi)(zi)企(qi)(qi)(qi)業(ye)有(you)(you)(you)(you)(you)(you)(you)待進(jin)一(yi)(yi)步(bu)(bu)明確。大部分縣(xian)(市)區經(jing)營性(xing)國(guo)(guo)(guo)(guo)有(you)(you)(you)(you)(you)(you)(you)資(zi)(zi)(zi)產(chan)(chan)(chan)尚未納入統(tong)一(yi)(yi)監(jian)(jian)(jian)(jian)管(guan)(guan)范圍,特(te)(te)別是(shi)投融資(zi)(zi)(zi)平臺類(lei)企(qi)(qi)(qi)業(ye)和公(gong)益(yi)(yi)性(xing)企(qi)(qi)(qi)業(ye)仍(reng)然沿襲原有(you)(you)(you)(you)(you)(you)(you)管(guan)(guan)理(li)(li)體制,由(you)行業(ye)主管(guan)(guan)部門監(jian)(jian)(jian)(jian)管(guan)(guan)。部分縣(xian)(市)區國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)(jian)(jian)管(guan)(guan)機(ji)構還(huan)(huan)沒(mei)有(you)(you)(you)(you)(you)(you)(you)監(jian)(jian)(jian)(jian)管(guan)(guan)對象。三是(shi)出(chu)資(zi)(zi)(zi)人(ren)職責有(you)(you)(you)(you)(you)(you)(you)待進(jin)一(yi)(yi)步(bu)(bu)落(luo)實(shi)(shi)。大部分縣(xian)(市)區國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)(jian)(jian)管(guan)(guan)機(ji)構出(chu)資(zi)(zi)(zi)人(ren)職責履(lv)行不(bu)(bu)(bu)完(wan)整,僅限(xian)于(yu)資(zi)(zi)(zi)產(chan)(chan)(chan)統(tong)計(ji)、產(chan)(chan)(chan)權轉讓等(deng)(deng)基(ji)礎(chu)管(guan)(guan)理(li)(li),出(chu)資(zi)(zi)(zi)人(ren)最(zui)關鍵的(de)(de)(de)(de)“依法享有(you)(you)(you)(you)(you)(you)(you)資(zi)(zi)(zi)產(chan)(chan)(chan)收益(yi)(yi)、參(can)與重大決策和選擇管(guan)(guan)理(li)(li)者”的(de)(de)(de)(de)權利沒(mei)有(you)(you)(you)(you)(you)(you)(you)完(wan)全落(luo)實(shi)(shi)到位(wei)。四是(shi)經(jing)營性(xing)國(guo)(guo)(guo)(guo)有(you)(you)(you)(you)(you)(you)(you)資(zi)(zi)(zi)產(chan)(chan)(chan)監(jian)(jian)(jian)(jian)管(guan)(guan)方式有(you)(you)(you)(you)(you)(you)(you)待進(jin)一(yi)(yi)步(bu)(bu)改進(jin)。目前(qian),各地國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)(jian)(jian)管(guan)(guan)部門在(zai)行政(zheng)事業(ye)單(dan)位(wei)資(zi)(zi)(zi)產(chan)(chan)(chan)監(jian)(jian)(jian)(jian)管(guan)(guan)方面(mian)已形成(cheng)一(yi)(yi)整套的(de)(de)(de)(de)制度(du)和辦法,但經(jing)營性(xing)國(guo)(guo)(guo)(guo)有(you)(you)(you)(you)(you)(you)(you)資(zi)(zi)(zi)產(chan)(chan)(chan)監(jian)(jian)(jian)(jian)管(guan)(guan)制度(du)體系還(huan)(huan)不(bu)(bu)(bu)完(wan)善(shan)(shan),監(jian)(jian)(jian)(jian)管(guan)(guan)的(de)(de)(de)(de)針對性(xing)、有(you)(you)(you)(you)(you)(you)(you)效(xiao)性(xing)還(huan)(huan)需加(jia)強,在(zai)財(cai)務監(jian)(jian)(jian)(jian)督、業(ye)績考(kao)核、完(wan)善(shan)(shan)企(qi)(qi)(qi)業(ye)法人(ren)治理(li)(li)結構、有(you)(you)(you)(you)(you)(you)(you)效(xiao)盤活國(guo)(guo)(guo)(guo)有(you)(you)(you)(you)(you)(you)(you)資(zi)(zi)(zi)產(chan)(chan)(chan)等(deng)(deng)方面(mian)還(huan)(huan)需進(jin)一(yi)(yi)步(bu)(bu)探索。五(wu)是(shi)指導(dao)監(jian)(jian)(jian)(jian)督工作機(ji)制有(you)(you)(you)(you)(you)(you)(you)待進(jin)一(yi)(yi)步(bu)(bu)完(wan)善(shan)(shan)。由(you)于(yu)在(zai)市級(ji)這一(yi)(yi)層(ceng)面(mian)對口管(guan)(guan)理(li)(li)體制不(bu)(bu)(bu)一(yi)(yi)致、溝通渠道(dao)不(bu)(bu)(bu)順暢等(deng)(deng)方面(mian)原因(yin),存(cun)在(zai)著協調乏力、對接不(bu)(bu)(bu)緊的(de)(de)(de)(de)狀況,指導(dao)監(jian)(jian)(jian)(jian)督工作局(ju)限(xian)于(yu)面(mian)上的(de)(de)(de)(de)綜合(he)性(xing)指導(dao)。

  三、進一(yi)步明確加(jia)強(qiang)縣級國(guo)資監管工作的(de)思路(lu)和措施

  下一(yi)步襄陽市縣級國(guo)資監管工作和指導(dao)監督(du)工作的重點任務(wu)是:

  (一)努力(li)(li)營(ying)造(zao)推(tui)進國(guo)資(zi)(zi)(zi)(zi)監(jian)管(guan)工作的(de)(de)(de)環境(jing)(jing)和(he)氛圍。積極爭取當地黨委(wei)、政府的(de)(de)(de)關(guan)心(xin)和(he)支持,爭取有關(guan)部門的(de)(de)(de)理解(jie)和(he)配合(he),按照政企分(fen)開(kai)、政資(zi)(zi)(zi)(zi)分(fen)開(kai)、所有權(quan)與經營(ying)權(quan)分(fen)離的(de)(de)(de)原則,依法(fa)履行(xing)職責(ze),創造(zao)性地開(kai)展(zhan)工作,靠工作贏(ying)得信任(ren)(ren),靠業(ye)績獲(huo)得認可(ke),靠發(fa)展(zhan)開(kai)拓空間。大(da)力(li)(li)宣傳(chuan)國(guo)資(zi)(zi)(zi)(zi)、國(guo)企改(gai)革(ge)的(de)(de)(de)形勢與任(ren)(ren)務,宣傳(chuan)國(guo)資(zi)(zi)(zi)(zi)、國(guo)企改(gai)革(ge)的(de)(de)(de)政策和(he)法(fa)規,宣傳(chuan)國(guo)資(zi)(zi)(zi)(zi)、國(guo)企改(gai)革(ge)的(de)(de)(de)前景(jing)和(he)希(xi)望(wang),努力(li)(li)營(ying)造(zao)有利于強化國(guo)有資(zi)(zi)(zi)(zi)產監(jian)管(guan)、推(tui)進國(guo)有企業(ye)改(gai)革(ge)發(fa)展(zhan)的(de)(de)(de)氛圍和(he)環境(jing)(jing)。

  (二)繼續完(wan)善(shan)縣級國(guo)資(zi)監(jian)(jian)管機構設(she)置(zhi)(zhi)和職責(ze)定(ding)位。抓(zhua)緊完(wan)善(shan)縣級國(guo)資(zi)監(jian)(jian)管體制,因地制宜推進縣級國(guo)資(zi)監(jian)(jian)管機構建設(she)。對于經(jing)營(ying)(ying)(ying)性國(guo)有資(zi)產規模較(jiao)大、國(guo)有企業(ye)數量較(jiao)多(duo)的(de)縣(市)區,可(ke)獨立(li)或相對獨立(li)設(she)置(zhi)(zhi)國(guo)資(zi)監(jian)(jian)管機構,依法履行出(chu)資(zi)人職責(ze)。對經(jing)營(ying)(ying)(ying)性國(guo)有資(zi)產規模較(jiao)小(xiao)、國(guo)有企業(ye)不多(duo)的(de)縣(市)區,可(ke)保(bao)持合(he)署辦公的(de)模式,但要強化內(nei)部機構設(she)置(zhi)(zhi),明確專門(men)的(de)機構和人員開展經(jing)營(ying)(ying)(ying)性國(guo)有資(zi)產監(jian)(jian)督(du)管理工(gong)作。

  (三)推進企(qi)業(ye)(ye)國(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)產(chan)(chan)、行政(zheng)事業(ye)(ye)單(dan)位經(jing)(jing)(jing)營(ying)性國(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)產(chan)(chan)集中(zhong)統(tong)一(yi)(yi)(yi)監(jian)(jian)管(guan)(guan)(guan)。從(cong)各(ge)縣(xian)(市)區實際情(qing)況看,國(guo)(guo)(guo)(guo)有(you)(you)企(qi)業(ye)(ye)數量不多,經(jing)(jing)(jing)營(ying)性國(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)產(chan)(chan)總量不大,更加適宜(yi)于集中(zhong)統(tong)一(yi)(yi)(yi)監(jian)(jian)管(guan)(guan)(guan)。各(ge)地國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)管(guan)(guan)(guan)機(ji)構(gou)應(ying)爭取(qu)當(dang)地政(zheng)府支(zhi)持,將行業(ye)(ye)管(guan)(guan)(guan)理(li)部門(men)監(jian)(jian)管(guan)(guan)(guan)的(de)(de)企(qi)業(ye)(ye)國(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)產(chan)(chan)、非(fei)經(jing)(jing)(jing)營(ying)性轉為經(jing)(jing)(jing)營(ying)性的(de)(de)國(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)產(chan)(chan),以及事業(ye)(ye)單(dan)位改制為企(qi)業(ye)(ye)的(de)(de)國(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)產(chan)(chan),授權(quan)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)管(guan)(guan)(guan)機(ji)構(gou)統(tong)一(yi)(yi)(yi)監(jian)(jian)管(guan)(guan)(guan)。對行政(zheng)事業(ye)(ye)單(dan)位存在(zai)的(de)(de)部分經(jing)(jing)(jing)營(ying)性國(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)產(chan)(chan),如房屋出租等,也(ye)應(ying)納入到集中(zhong)統(tong)一(yi)(yi)(yi)監(jian)(jian)管(guan)(guan)(guan)范圍,不斷拓(tuo)展縣(xian)(市)區國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)管(guan)(guan)(guan)領域,逐步(bu)實現經(jing)(jing)(jing)營(ying)性國(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)產(chan)(chan)監(jian)(jian)管(guan)(guan)(guan)的(de)(de)全覆蓋。

  (四)健(jian)全(quan)國(guo)(guo)有資(zi)(zi)(zi)產監(jian)(jian)(jian)管(guan)(guan)(guan)制(zhi)度(du)體系。各縣(xian)(市(shi))區國(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)(jian)管(guan)(guan)(guan)機構應(ying)加強對國(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)(jian)管(guan)(guan)(guan)政(zheng)策法(fa)(fa)規(gui)體系的研究,盡快制(zhi)定(ding)和健(jian)全(quan)本地國(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)(jian)管(guan)(guan)(guan)制(zhi)度(du)體系。結(jie)合(he)本地國(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)(jian)管(guan)(guan)(guan)工作(zuo)實際,研究制(zhi)定(ding)國(guo)(guo)有產權登記、清產核資(zi)(zi)(zi)、資(zi)(zi)(zi)產統計、資(zi)(zi)(zi)產評估監(jian)(jian)(jian)管(guan)(guan)(guan)、財(cai)務管(guan)(guan)(guan)理、綜(zong)合(he)評價等基礎管(guan)(guan)(guan)理制(zhi)度(du),切實規(gui)范(fan)基礎管(guan)(guan)(guan)理工作(zuo)。應(ying)結(jie)合(he)監(jian)(jian)(jian)管(guan)(guan)(guan)企(qi)業(ye)實際,研究制(zhi)定(ding)財(cai)務監(jian)(jian)(jian)督(du)、業(ye)績考核、薪酬管(guan)(guan)(guan)理、董(dong)事會建(jian)設(she)、監(jian)(jian)(jian)事會監(jian)(jian)(jian)督(du)等出資(zi)(zi)(zi)人制(zhi)度(du),為(wei)依法(fa)(fa)合(he)規(gui)履行(xing)出資(zi)(zi)(zi)人職責打下制(zhi)度(du)基礎。

  (五(wu))進(jin)一步深化(hua)(hua)縣(xian)(市(shi)(shi))區國(guo)(guo)有(you)企(qi)(qi)(qi)業(ye)(ye)(ye)改革(ge)(ge)。各縣(xian)(市(shi)(shi))區國(guo)(guo)資(zi)監(jian)管機構要認(ren)真(zhen)學(xue)習領會(hui)十(shi)八(ba)屆三中(zhong)全會(hui)關于深化(hua)(hua)國(guo)(guo)有(you)企(qi)(qi)(qi)業(ye)(ye)(ye)改革(ge)(ge)的精神,堅持市(shi)(shi)場(chang)化(hua)(hua)和股權多元化(hua)(hua)改革(ge)(ge)方向,區分不同國(guo)(guo)有(you)企(qi)(qi)(qi)業(ye)(ye)(ye)功能,分類推進(jin)本地區國(guo)(guo)有(you)企(qi)(qi)(qi)業(ye)(ye)(ye)改革(ge)(ge)。積(ji)極支持民間資(zi)本參與國(guo)(guo)有(you)企(qi)(qi)(qi)業(ye)(ye)(ye)改革(ge)(ge),鼓(gu)勵民間資(zi)本通過出(chu)(chu)資(zi)入(ru)股、收購(gou)股權、融資(zi)租賃等多種形(xing)式參與國(guo)(guo)有(you)企(qi)(qi)(qi)業(ye)(ye)(ye)改制(zhi)重組,大力發展(zhan)混合所有(you)制(zhi)企(qi)(qi)(qi)業(ye)(ye)(ye)。推動出(chu)(chu)資(zi)企(qi)(qi)(qi)業(ye)(ye)(ye)完善(shan)現代企(qi)(qi)(qi)業(ye)(ye)(ye)制(zhi)度,規范法人治理結構,進(jin)一步健全股東會(hui)、董事會(hui)、經理層、監(jian)事會(hui)運(yun)行(xing)機制(zhi),完善(shan)協調運(yun)轉、有(you)效制(zhi)衡的決策、執(zhi)行(xing)、監(jian)督(du)工作(zuo)機制(zhi)。要優(you)化(hua)(hua)國(guo)(guo)有(you)資(zi)源配置,完善(shan)國(guo)(guo)有(you)資(zi)本有(you)進(jin)有(you)退(tui)、合理流動機制(zhi),推動國(guo)(guo)有(you)資(zi)本向基礎設(she)施、公共服務、戰略性新興(xing)產業(ye)(ye)(ye)集中(zhong),提高國(guo)(guo)有(you)資(zi)源配置效率。

  (六(liu))完善指導監督縣級國資(zi)(zi)(zi)監管(guan)(guan)工(gong)作(zuo)機制(zhi)。建立全市(shi)(shi)縣級國資(zi)(zi)(zi)監管(guan)(guan)工(gong)作(zuo)考評制(zhi)度(du),對縣級國資(zi)(zi)(zi)監管(guan)(guan)機構(gou)(gou)責任主體(ti)落實、機構(gou)(gou)建設、監管(guan)(guan)制(zhi)度(du)機制(zhi)建設、經營(ying)性國有資(zi)(zi)(zi)產(chan)集中監管(guan)(guan)情況等進(jin)(jin)行(xing)考核(he)評比(bi),為各(ge)縣(市(shi)(shi))區深化(hua)國有資(zi)(zi)(zi)產(chan)管(guan)(guan)理體(ti)制(zhi)提供驅(qu)動力。創新指導監督工(gong)作(zuo)方式,加(jia)強綜合指導與專業(ye)指導的協調配合。市(shi)(shi)國資(zi)(zi)(zi)委各(ge)科(ke)(室)按照本業(ye)務領(ling)域的職責分(fen)工(gong),細化(hua)和規范專業(ye)工(gong)作(zuo)流程,強化(hua)全系統的專業(ye)培訓,不斷(duan)推進(jin)(jin)國資(zi)(zi)(zi)監管(guan)(guan)專業(ye)領(ling)域工(gong)作(zuo)的深化(hua)和提高。
