2014年1月22日,廣西柳州國(guo)(guo)資委召開市(shi)屬國(guo)(guo)有企(qi)業(ye)2013年度(du)(du)黨建工作目標和落(luo)實黨風(feng)廉政建設責任制匯報會,對(dui)19家市(shi)屬國(guo)(guo)有企(qi)業(ye)黨組織2013年度(du)(du)黨建工作和落(luo)實黨風(feng)廉政建設責任制進(jin)行了集中考核。
為了貫徹落(luo)實(shi)黨的(de)十八(ba)大精神和中央“八(ba)項(xiang)規定”,切實(shi)改進會(hui)(hui)風(feng)文(wen)風(feng),開(kai)短會(hui)(hui)、講短話,提(ti)高會(hui)(hui)議效(xiao)率,柳州國(guo)資委黨工(gong)(gong)委成立了由(you)各企(qi)業(ye)黨建(jian)工(gong)(gong)作的(de)分管(guan)領導(dao)或(huo)黨務部門負責(ze)人組成的(de)企(qi)業(ye)互(hu)評考核組,在(zai)各企(qi)業(ye)自評的(de)基礎上,采取集(ji)中“聽”、“看(kan)”、“評”的(de)方法對(dui)19家(jia)企(qi)業(ye)2013年(nian)的(de)黨建(jian)工(gong)(gong)作和落(luo)實(shi)黨風(feng)廉政建(jian)設責(ze)任制進行考核。
“聽”就(jiu)是各(ge)(ge)企(qi)業(ye)(ye)黨(dang)(dang)(dang)(dang)組織圍(wei)繞黨(dang)(dang)(dang)(dang)建(jian)(jian)(jian)工(gong)(gong)作(zuo)、落(luo)實(shi)黨(dang)(dang)(dang)(dang)風(feng)廉(lian)政建(jian)(jian)(jian)設(she)工(gong)(gong)作(zuo)考核(he)(he)指標(biao)體系匯報2013年度工(gong)(gong)作(zuo)。“看(kan)(kan)”就(jiu)是按照《柳州(zhou)市(shi)(shi)市(shi)(shi)屬國有及國有控(kong)股企(qi)業(ye)(ye)黨(dang)(dang)(dang)(dang)建(jian)(jian)(jian)工(gong)(gong)作(zuo)目(mu)(mu)標(biao)責任(ren)制考核(he)(he)表(biao)》、《柳州(zhou)市(shi)(shi)屬國有及國有控(kong)股企(qi)業(ye)(ye)2013年度貫徹落(luo)實(shi)黨(dang)(dang)(dang)(dang)風(feng)廉(lian)政建(jian)(jian)(jian)設(she)工(gong)(gong)作(zuo)考核(he)(he)評(ping)分表(biao)》指標(biao)要求查看(kan)(kan)各(ge)(ge)單位開(kai)展工(gong)(gong)作(zuo)的(de)(de)(de)資料(liao)。“評(ping)”就(jiu)是企(qi)業(ye)(ye)互評(ping)考核(he)(he)組對(dui)各(ge)(ge)企(qi)業(ye)(ye)完成(cheng)黨(dang)(dang)(dang)(dang)建(jian)(jian)(jian)“規定(ding)動(dong)作(zuo)”,黨(dang)(dang)(dang)(dang)建(jian)(jian)(jian)創新工(gong)(gong)作(zuo),黨(dang)(dang)(dang)(dang)建(jian)(jian)(jian)工(gong)(gong)作(zuo)實(shi)效進(jin)行打分。最后,市(shi)(shi)國資委(wei)黨(dang)(dang)(dang)(dang)工(gong)(gong)委(wei)對(dui)各(ge)(ge)企(qi)業(ye)(ye)2013年黨(dang)(dang)(dang)(dang)建(jian)(jian)(jian)工(gong)(gong)作(zuo)進(jin)行“綜(zong)合評(ping)定(ding)”,即將各(ge)(ge)項定(ding)性(xing)考評(ping)結果進(jin)行量化,自(zi)評(ping)分占(zhan)30%、平時工(gong)(gong)作(zuo)表(biao)現分占(zhan)30%,組織考評(ping)分占(zhan)40%,計算出各(ge)(ge)企(qi)業(ye)(ye)黨(dang)(dang)(dang)(dang)建(jian)(jian)(jian)工(gong)(gong)作(zuo)考核(he)(he)評(ping)價綜(zong)合得(de)分。通(tong)過完善黨(dang)(dang)(dang)(dang)建(jian)(jian)(jian)工(gong)(gong)作(zuo)考評(ping)機制,以(yi)集中(zhong)考核(he)(he)的(de)(de)(de)形(xing)式(shi),加(jia)強了企(qi)業(ye)(ye)之(zhi)間(jian)的(de)(de)(de)溝通(tong)交(jiao)流,達(da)到互相觀摩學習、取長補短,共同(tong)提高,均衡發(fa)展的(de)(de)(de)目(mu)(mu)的(de)(de)(de)。
會(hui)議(yi)對進一步(bu)落(luo)實黨(dang)建工(gong)(gong)作目(mu)標責(ze)(ze)任制提出了要(yao)求,一是(shi)總結(jie)經驗,統(tong)一思想,不(bu)斷增(zeng)強(qiang)落(luo)實黨(dang)建目(mu)標責(ze)(ze)任制的(de)責(ze)(ze)任感、使命感;二是(shi)深入貫徹落(luo)實黨(dang)的(de)十(shi)八大和十(shi)八屆三中全(quan)會(hui)精神,全(quan)面提升企業黨(dang)建科(ke)學化水平。會(hui)議(yi)強(qiang)調(diao)加(jia)強(qiang)和改進新形勢下國企黨(dang)的(de)建設,要(yao)做到“四個更加(jia)”:中心意識要(yao)更加(jia)牢固(gu)、發展視野要(yao)更加(jia)開闊、開拓創新要(yao)更加(jia)主動、工(gong)(gong)作作風要(yao)更加(jia)務(wu)實。
