在國(guo)務院國(guo)企改(gai)(gai)革(ge)領導小組辦公室(shi)召(zhao)開2021年一季度末國(guo)企改(gai)(gai)革(ge)三(san)(san)年行(xing)動(dong)(dong)重(zhong)點改(gai)(gai)革(ge)任務進展(zhan)情況(kuang)通(tong)報會后,寧(ning)(ning)波市迅速行(xing)動(dong)(dong),抓緊落實(shi)。近日,寧(ning)(ning)波市深化國(guo)資(zi)國(guo)企改(gai)(gai)革(ge)工(gong)作領導小組辦公室(shi)召(zhao)開國(guo)企改(gai)(gai)革(ge)三(san)(san)年行(xing)動(dong)(dong)專題部署會議,傳達國(guo)務院國(guo)資(zi)委有關國(guo)企改(gai)(gai)革(ge)會議精(jing)神(shen)和(he)工(gong)作要求(qiu),針對寧(ning)(ning)波市國(guo)企改(gai)(gai)革(ge)實(shi)際情況(kuang),部署推進下步(bu)國(guo)企改(gai)(gai)革(ge)三(san)(san)年行(xing)動(dong)(dong)工(gong)作。
會(hui)上(shang)通報了(le)目前(qian)國(guo)有企業(ye)重(zhong)點改革(ge)(ge)(ge)(ge)任(ren)務(wu)完成情況,指(zhi)出(chu)了(le)工(gong)作(zuo)(zuo)開展比較好(hao)的任(ren)務(wu)和進度(du)差距比較大的任(ren)務(wu),梳理(li)了(le)工(gong)作(zuo)(zuo)推進中存(cun)在(zai)(zai)的主要問題,并(bing)對下步工(gong)作(zuo)(zuo)進行(xing)了(le)部署。一是(shi)要統一思(si)想,高度(du)重(zhong)視(shi)國(guo)企改革(ge)(ge)(ge)(ge)三年行(xing)動尤其是(shi)評估(gu)工(gong)作(zuo)(zuo)的重(zhong)要性;二是(shi)要逐(zhu)項對標,層(ceng)層(ceng)壓實重(zhong)點改革(ge)(ge)(ge)(ge)任(ren)務(wu)分解;三是(shi)要狠抓落(luo)實,突出(chu)結果(guo)的量化(hua)考核與(yu)實際檢(jian)驗;四是(shi)要爭(zheng)先進位,以評估(gu)結果(guo)倒(dao)逼企業(ye)深(shen)化(hua)改革(ge)(ge)(ge)(ge)。會(hui)議指(zhi)出(chu),要按照國(guo)務(wu)院國(guo)有企業(ye)改革(ge)(ge)(ge)(ge)領導小(xiao)組工(gong)作(zuo)(zuo)要求(qiu),把主要精力集中到(dao)全面整體推進、督促落(luo)實落(luo)地(di)上(shang),確保到(dao)今年底(di)完成三年改革(ge)(ge)(ge)(ge)任(ren)務(wu)的70%以上(shang),力爭(zheng)一些重(zhong)點改革(ge)(ge)(ge)(ge)任(ren)務(wu)于(yu)今年底(di)前(qian)完成,并(bing)在(zai)(zai)全國(guo)37家地(di)方單位的綜合排名中爭(zheng)先進位,取得好(hao)的成績。
最后,會議還提(ti)出了“六化(hua)(hua)(hua)(hua)”要求。一是(shi)堅(jian)(jian)持(chi)(chi)市(shi)(shi)場化(hua)(hua)(hua)(hua),要破(po)除行政化(hua)(hua)(hua)(hua)、機(ji)關化(hua)(hua)(hua)(hua)思(si)維,堅(jian)(jian)持(chi)(chi)市(shi)(shi)場化(hua)(hua)(hua)(hua)理念(nian),用市(shi)(shi)場化(hua)(hua)(hua)(hua)的(de)思(si)維謀(mou)經營、謀(mou)發(fa)展(zhan)。二是(shi)堅(jian)(jian)持(chi)(chi)效益化(hua)(hua)(hua)(hua),市(shi)(shi)屬企(qi)(qi)(qi)業(ye)要在積(ji)極(ji)承擔(dan)社會責任的(de)基礎上(shang)堅(jian)(jian)持(chi)(chi)效益化(hua)(hua)(hua)(hua)導向(xiang),不等不靠,依托自我發(fa)展(zhan),以(yi)穩(wen)定(ding)高效的(de)效益促進企(qi)(qi)(qi)業(ye)可持(chi)(chi)續發(fa)展(zhan),增強反哺社會責任擔(dan)當(dang)能力。三(san)是(shi)堅(jian)(jian)持(chi)(chi)規模化(hua)(hua)(hua)(hua),“十四五(wu)”要達到提(ti)質倍增的(de)目標,要有規模化(hua)(hua)(hua)(hua)的(de)企(qi)(qi)(qi)業(ye)、規模化(hua)(hua)(hua)(hua)的(de)資產(chan)、規模化(hua)(hua)(hua)(hua)的(de)產(chan)業(ye)。四是(shi)堅(jian)(jian)持(chi)(chi)證券(quan)化(hua)(hua)(hua)(hua),要加快(kuai)培育IPO企(qi)(qi)(qi)業(ye)、加強上(shang)市(shi)(shi)企(qi)(qi)(qi)業(ye)并購、提(ti)高現有上(shang)市(shi)(shi)公司(si)市(shi)(shi)值。五(wu)是(shi)堅(jian)(jian)持(chi)(chi)精細化(hua)(hua)(hua)(hua),加快(kuai)建(jian)立考核機(ji)制(zhi)和問題及(ji)時解決(jue)(jue)有效閉環機(ji)制(zhi),把發(fa)現問題、解決(jue)(jue)問題貫穿企(qi)(qi)(qi)業(ye)改(gai)(gai)革(ge)發(fa)展(zhan)全過程(cheng),以(yi)問題整改(gai)(gai)推動企(qi)(qi)(qi)業(ye)各項(xiang)工(gong)作爭(zheng)先(xian)進位(wei)。六是(shi)堅(jian)(jian)持(chi)(chi)數字化(hua)(hua)(hua)(hua),要強化(hua)(hua)(hua)(hua)戰略謀(mou)劃和組織(zhi)實(shi)施,抓好(hao)數字化(hua)(hua)(hua)(hua)改(gai)(gai)革(ge)場景應用,加強布(bu)局數字化(hua)(hua)(hua)(hua)產(chan)業(ye),形成國有企(qi)(qi)(qi)業(ye)新的(de)改(gai)(gai)革(ge)發(fa)展(zhan)比較優(you)勢(shi)。
