深入落實“3343”工作舉措 浙江省基本完成國有企業公司制改革

公司(si)制(zhi)(zhi)(zhi)(zhi)改革(ge)(ge)(ge)是(shi)(shi)國(guo)(guo)(guo)有(you)企(qi)(qi)業(ye)建立現代(dai)企(qi)(qi)業(ye)制(zhi)(zhi)(zhi)(zhi)度(du)的(de)基礎,浙江(jiang)省(sheng)(sheng)(sheng)歷來高度(du)重視國(guo)(guo)(guo)有(you)企(qi)(qi)業(ye)公司(si)制(zhi)(zhi)(zhi)(zhi)改革(ge)(ge)(ge),自上(shang)世紀90年(nian)(nian)代(dai)公司(si)法頒布實(shi)(shi)(shi)施以來,市(shi)縣國(guo)(guo)(guo)有(you)企(qi)(qi)業(ye)率先改制(zhi)(zhi)(zhi)(zhi)并取(qu)得良好(hao)成效(xiao),1998年(nian)(nian)省(sheng)(sheng)(sheng)政府提出用兩年(nian)(nian)時(shi)間基本完成省(sheng)(sheng)(sheng)屬企(qi)(qi)業(ye)改制(zhi)(zhi)(zhi)(zhi),到2002年(nian)(nian)省(sheng)(sheng)(sheng)屬企(qi)(qi)業(ye)改制(zhi)(zhi)(zhi)(zhi)面已超(chao)過80%。2015年(nian)(nian)黨(dang)中央、國(guo)(guo)(guo)務院(yuan)《關(guan)于深(shen)化國(guo)(guo)(guo)有(you)企(qi)(qi)業(ye)改革(ge)(ge)(ge)的(de)指導意見》發布后,在國(guo)(guo)(guo)務院(yuan)國(guo)(guo)(guo)資委(wei)(wei)有(you)力指導下(xia),浙江(jiang)省(sheng)(sheng)(sheng)國(guo)(guo)(guo)資委(wei)(wei)進一步深(shen)化推進公司(si)制(zhi)(zhi)(zhi)(zhi)改革(ge)(ge)(ge),主(zhu)要是(shi)(shi)抓(zhua)好(hao)“3343”(分三步走、區分三種類型、落實(shi)(shi)(shi)四方面政策(ce)、從三方面抓(zhua)好(hao)落實(shi)(shi)(shi))。截至2020年(nian)(nian)底,已全(quan)面完成全(quan)省(sheng)(sheng)(sheng)國(guo)(guo)(guo)資監(jian)管企(qi)(qi)業(ye)公司(si)制(zhi)(zhi)(zhi)(zhi)改革(ge)(ge)(ge)任務。通過公司(si)制(zhi)(zhi)(zhi)(zhi)改革(ge)(ge)(ge),有(you)力推動(dong)了國(guo)(guo)(guo)有(you)企(qi)(qi)業(ye)政企(qi)(qi)分開,企(qi)(qi)業(ye)法人治(zhi)理結構日(ri)趨完善,為深(shen)化混改、重組、上(shang)市(shi)等工作夯(hang)實(shi)(shi)(shi)了基礎。

及早謀劃,穩步推進

在(zai)前期改(gai)(gai)(gai)(gai)制(zhi)(zhi)(zhi)(zhi)基礎上(shang),提早謀劃,分三(san)步走穩步推(tui)進國(guo)有企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)公(gong)司(si)(si)制(zhi)(zhi)(zhi)(zhi)改(gai)(gai)(gai)(gai)革(ge)。一是(shi)(shi)(shi)2016年(nian)(nian)(nian)部署(shu)(shu)完(wan)(wan)(wan)成(cheng)(cheng)省(sheng)(sheng)(sheng)屬(shu)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)集團(tuan)(tuan)層面(mian)改(gai)(gai)(gai)(gai)制(zhi)(zhi)(zhi)(zhi)。率先布置完(wan)(wan)(wan)成(cheng)(cheng)最后兩家(jia)省(sheng)(sheng)(sheng)屬(shu)一級(ji)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)集團(tuan)(tuan)(杭(hang)鋼集團(tuan)(tuan)、巨(ju)化集團(tuan)(tuan))公(gong)司(si)(si)制(zhi)(zhi)(zhi)(zhi)改(gai)(gai)(gai)(gai)革(ge),并(bing)探(tan)索(suo)完(wan)(wan)(wan)成(cheng)(cheng)了1家(jia)省(sheng)(sheng)(sheng)政府委(wei)托(tuo)監(jian)管(guan)(guan)的(de)集體(ti)所有制(zhi)(zhi)(zhi)(zhi)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(省(sheng)(sheng)(sheng)二輕集團(tuan)(tuan))公(gong)司(si)(si)制(zhi)(zhi)(zhi)(zhi)改(gai)(gai)(gai)(gai)革(ge),通(tong)過公(gong)司(si)(si)章(zhang)程(cheng)明晰了委(wei)托(tuo)管(guan)(guan)理(li)集體(ti)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)的(de)監(jian)管(guan)(guan)責任(ren)和邊(bian)界,同時全(quan)面(mian)完(wan)(wan)(wan)成(cheng)(cheng)了省(sheng)(sheng)(sheng)國(guo)資委(wei)監(jian)管(guan)(guan)的(de)省(sheng)(sheng)(sheng)屬(shu)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)集團(tuan)(tuan)本級(ji)改(gai)(gai)(gai)(gai)制(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)作。二是(shi)(shi)(shi)2017年(nian)(nian)(nian)全(quan)面(mian)完(wan)(wan)(wan)成(cheng)(cheng)省(sheng)(sheng)(sheng)屬(shu)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)改(gai)(gai)(gai)(gai)制(zhi)(zhi)(zhi)(zhi)。根據(ju)《國(guo)務院辦公(gong)廳關于(yu)印發(fa)中(zhong)央企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)公(gong)司(si)(si)制(zhi)(zhi)(zhi)(zhi)改(gai)(gai)(gai)(gai)制(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)作實施(shi)方(fang)(fang)案的(de)通(tong)知》精(jing)神,針對省(sheng)(sheng)(sheng)屬(shu)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)中(zhong)少(shao)數子(zi)(zi)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)未(wei)完(wan)(wan)(wan)成(cheng)(cheng)公(gong)司(si)(si)制(zhi)(zhi)(zhi)(zhi)改(gai)(gai)(gai)(gai)革(ge)的(de)實際情況,由省(sheng)(sheng)(sheng)深(shen)化國(guo)企(qi)(qi)(qi)(qi)改(gai)(gai)(gai)(gai)革(ge)工(gong)(gong)(gong)作領(ling)導小組(zu)印發(fa)《全(quan)面(mian)完(wan)(wan)(wan)成(cheng)(cheng)省(sheng)(sheng)(sheng)屬(shu)子(zi)(zi)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)公(gong)司(si)(si)制(zhi)(zhi)(zhi)(zhi)改(gai)(gai)(gai)(gai)制(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)作實施(shi)方(fang)(fang)案》,克服時間緊、任(ren)務重(zhong)等困(kun)難,全(quan)面(mian)梳(shu)理(li)出51家(jia)需(xu)要(yao)改(gai)(gai)(gai)(gai)制(zhi)(zhi)(zhi)(zhi)的(de)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye),自我加壓、對標央企(qi)(qi)(qi)(qi),于(yu)2017年(nian)(nian)(nian)按期全(quan)面(mian)完(wan)(wan)(wan)成(cheng)(cheng)。三(san)是(shi)(shi)(shi)2020年(nian)(nian)(nian)完(wan)(wan)(wan)成(cheng)(cheng)全(quan)省(sheng)(sheng)(sheng)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)改(gai)(gai)(gai)(gai)制(zhi)(zhi)(zhi)(zhi)。在(zai)前期工(gong)(gong)(gong)作基礎上(shang),省(sheng)(sheng)(sheng)深(shen)化國(guo)企(qi)(qi)(qi)(qi)改(gai)(gai)(gai)(gai)革(ge)工(gong)(gong)(gong)作領(ling)導小組(zu)針對全(quan)省(sheng)(sheng)(sheng)市(shi)縣還(huan)存在(zai)部分全(quan)民所有制(zhi)(zhi)(zhi)(zhi)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)的(de)情況,于(yu)2019年(nian)(nian)(nian)印發(fa)《浙(zhe)江省(sheng)(sheng)(sheng)全(quan)面(mian)完(wan)(wan)(wan)成(cheng)(cheng)全(quan)民所有制(zhi)(zhi)(zhi)(zhi)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)公(gong)司(si)(si)制(zhi)(zhi)(zhi)(zhi)改(gai)(gai)(gai)(gai)制(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)作實施(shi)方(fang)(fang)案》,部署(shu)(shu)要(yao)求(qiu)全(quan)省(sheng)(sheng)(sheng)各市(shi)縣對尚未(wei)完(wan)(wan)(wan)成(cheng)(cheng)公(gong)司(si)(si)制(zhi)(zhi)(zhi)(zhi)改(gai)(gai)(gai)(gai)革(ge)的(de)全(quan)民所有制(zhi)(zhi)(zhi)(zhi)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)認真梳(shu)理(li)并(bing)實施(shi)改(gai)(gai)(gai)(gai)制(zhi)(zhi)(zhi)(zhi),到2020年(nian)(nian)(nian)底共指導督促(cu)各市(shi)縣全(quan)面(mian)實施(shi)575戶企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)改(gai)(gai)(gai)(gai)制(zhi)(zhi)(zhi)(zhi)。

細化分類,因企制宜

為有(you)(you)效(xiao)推(tui)進公(gong)司制(zhi)(zhi)(zhi)(zhi)改革工(gong)作,按照(zhao)(zhao)(zhao)國(guo)家有(you)(you)關(guan)文件精神,結(jie)合企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)實(shi)際情(qing)況,區分(fen)三種類型(xing),分(fen)類施策,確保有(you)(you)效(xiao)推(tui)進。一(yi)是區分(fen)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)化管理事業(ye)(ye)(ye)單(dan)(dan)位和全(quan)民所有(you)(you)制(zhi)(zhi)(zhi)(zhi)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)。將前者(zhe)統一(yi)納入全(quan)省事業(ye)(ye)(ye)單(dan)(dan)位改制(zhi)(zhi)(zhi)(zhi)范圍,按照(zhao)(zhao)(zhao)事業(ye)(ye)(ye)單(dan)(dan)位政策推(tui)進改制(zhi)(zhi)(zhi)(zhi)。二是區分(fen)正常(chang)經(jing)(jing)營企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)和非正常(chang)經(jing)(jing)營企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)。緊緊把(ba)握改制(zhi)(zhi)(zhi)(zhi)工(gong)作的(de)核心是在(zai)于將國(guo)有(you)(you)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)無限責(ze)任(ren),改制(zhi)(zhi)(zhi)(zhi)為公(gong)司制(zhi)(zhi)(zhi)(zhi)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)有(you)(you)限責(ze)任(ren),明確重(zhong)點完成正常(chang)經(jing)(jing)營企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)的(de)改制(zhi)(zhi)(zhi)(zhi),確保改制(zhi)(zhi)(zhi)(zhi)后企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)按照(zhao)(zhao)(zhao)有(you)(you)限責(ze)任(ren)原則經(jing)(jing)營發展;對經(jing)(jing)營情(qing)況不(bu)良且(qie)(qie)改善無望、不(bu)具備(bei)發展前景的(de)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye),可依(yi)照(zhao)(zhao)(zhao)法定程(cheng)序進行關(guan)停清(qing)算(suan),其中(zhong)對個別停業(ye)(ye)(ye)多年、只承擔歷史遺留問題處置職(zhi)能的(de)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)不(bu)作硬(ying)性規定。三是區分(fen)有(you)(you)無混(hun)改、上(shang)市意(yi)愿(yuan)的(de)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)。對于有(you)(you)混(hun)改、上(shang)市意(yi)愿(yuan)且(qie)(qie)條(tiao)件成熟的(de),支持企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)改制(zhi)(zhi)(zhi)(zhi)工(gong)作結(jie)合混(hun)改、上(shang)市計(ji)劃同步推(tui)進,在(zai)時間要求(qiu)上(shang)不(bu)作硬(ying)性規定,不(bu)搞(gao)一(yi)刀切;對于暫不(bu)具備(bei)混(hun)改條(tiao)件的(de)存續企(qi)(qi)(qi)(qi)業(ye)(ye)(ye),要求(qiu)按時改制(zhi)(zhi)(zhi)(zhi)為國(guo)有(you)(you)全(quan)資的(de)公(gong)司制(zhi)(zhi)(zhi)(zhi)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)。

落實政策,助力改制

為(wei)提高改(gai)(gai)制(zhi)(zhi)(zhi)(zhi)(zhi)效率(lv),確保(bao)(bao)(bao)取(qu)得實(shi)效,從政策層面(mian)給予相(xiang)應保(bao)(bao)(bao)障,重點結(jie)合(he)改(gai)(gai)制(zhi)(zhi)(zhi)(zhi)(zhi)實(shi)際(ji)研究制(zhi)(zhi)(zhi)(zhi)(zhi)定(ding)(ding)四(si)(si)方(fang)面(mian)政策。一(yi)是簡化改(gai)(gai)制(zhi)(zhi)(zhi)(zhi)(zhi)流程,提高工作效率(lv)。改(gai)(gai)制(zhi)(zhi)(zhi)(zhi)(zhi)為(wei)國(guo)有(you)(you)(you)(you)(you)獨資(zi)(zi)公(gong)(gong)(gong)(gong)司或國(guo)有(you)(you)(you)(you)(you)及(ji)(ji)國(guo)有(you)(you)(you)(you)(you)控(kong)股(gu)(gu)企(qi)(qi)(qi)(qi)(qi)(qi)(qi)業(ye)(ye)全資(zi)(zi)子公(gong)(gong)(gong)(gong)司的(de)(de)(de)(de),可(ke)以上一(yi)年度(du)經(jing)審(shen)計(ji)(ji)的(de)(de)(de)(de)凈資(zi)(zi)產(chan)(chan)(chan)值,作為(wei)主(zhu)體變更登記(ji)時確定(ding)(ding)注(zhu)冊資(zi)(zi)本的(de)(de)(de)(de)依據,待公(gong)(gong)(gong)(gong)司章(zhang)程規定(ding)(ding)的(de)(de)(de)(de)出(chu)資(zi)(zi)認繳期限(xian)屆滿前(qian)(qian)進行(xing)資(zi)(zi)產(chan)(chan)(chan)評估(gu);對(dui)(dui)于(yu)(yu)不(bu)涉及(ji)(ji)土地處(chu)(chu)置、人員(yuan)(yuan)(yuan)安置和(he)資(zi)(zi)產(chan)(chan)(chan)處(chu)(chu)置的(de)(de)(de)(de)子企(qi)(qi)(qi)(qi)(qi)(qi)(qi)業(ye)(ye)改(gai)(gai)制(zhi)(zhi)(zhi)(zhi)(zhi)事(shi)項,明(ming)確由集團公(gong)(gong)(gong)(gong)司決策。二是落實(shi)土地政策,盤活存(cun)量(liang)資(zi)(zi)產(chan)(chan)(chan)。對(dui)(dui)于(yu)(yu)改(gai)(gai)制(zhi)(zhi)(zhi)(zhi)(zhi)中涉及(ji)(ji)劃撥土地處(chu)(chu)置的(de)(de)(de)(de),經(jing)批(pi)準可(ke)按照保(bao)(bao)(bao)留(liu)劃撥、作價入股(gu)(gu)、出(chu)讓、租賃(lin)等辦法進行(xing)處(chu)(chu)置。對(dui)(dui)于(yu)(yu)改(gai)(gai)制(zhi)(zhi)(zhi)(zhi)(zhi)為(wei)國(guo)有(you)(you)(you)(you)(you)獨資(zi)(zi)或國(guo)有(you)(you)(you)(you)(you)及(ji)(ji)國(guo)有(you)(you)(you)(you)(you)控(kong)股(gu)(gu)企(qi)(qi)(qi)(qi)(qi)(qi)(qi)業(ye)(ye)全資(zi)(zi)子公(gong)(gong)(gong)(gong)司且改(gai)(gai)制(zhi)(zhi)(zhi)(zhi)(zhi)后用地符合(he)《劃撥用地目錄(lu)》的(de)(de)(de)(de),可(ke)保(bao)(bao)(bao)留(liu)劃撥方(fang)式使用。對(dui)(dui)于(yu)(yu)采(cai)用出(chu)讓方(fang)式的(de)(de)(de)(de),按土地使用權評估(gu)總(zong)價20%計(ji)(ji)繳出(chu)讓金,其中屬于(yu)(yu)老(lao)工業(ye)(ye)企(qi)(qi)(qi)(qi)(qi)(qi)(qi)業(ye)(ye)和(he)承(cheng)擔政策性(xing)虧損的(de)(de)(de)(de)流通企(qi)(qi)(qi)(qi)(qi)(qi)(qi)業(ye)(ye)可(ke)返還出(chu)讓金的(de)(de)(de)(de)70~80%。三是做(zuo)好人員(yuan)(yuan)(yuan)安置,合(he)理降低(di)成(cheng)本。在改(gai)(gai)制(zhi)(zhi)(zhi)(zhi)(zhi)方(fang)案(an)經(jing)職代會(hui)審(shen)議(yi)通過(guo)的(de)(de)(de)(de)基礎上,對(dui)(dui)于(yu)(yu)改(gai)(gai)制(zhi)(zhi)(zhi)(zhi)(zhi)后國(guo)有(you)(you)(you)(you)(you)股(gu)(gu)權沒有(you)(you)(you)(you)(you)完全退出(chu)的(de)(de)(de)(de)企(qi)(qi)(qi)(qi)(qi)(qi)(qi)業(ye)(ye),若員(yuan)(yuan)(yuan)工仍然留(liu)在原企(qi)(qi)(qi)(qi)(qi)(qi)(qi)業(ye)(ye)就業(ye)(ye)的(de)(de)(de)(de),采(cai)取(qu)“分(fen)段計(ji)(ji)賬”辦法,不(bu)直接支付經(jing)濟(ji)補(bu)償金;若此后因(yin)企(qi)(qi)(qi)(qi)(qi)(qi)(qi)業(ye)(ye)原因(yin)導致員(yuan)(yuan)(yuan)工離職的(de)(de)(de)(de),則相(xiang)關經(jing)濟(ji)補(bu)償費(fei)用由改(gai)(gai)制(zhi)(zhi)(zhi)(zhi)(zhi)前(qian)(qian)后企(qi)(qi)(qi)(qi)(qi)(qi)(qi)業(ye)(ye)分(fen)段計(ji)(ji)算承(cheng)擔,這樣既保(bao)(bao)(bao)證員(yuan)(yuan)(yuan)工合(he)法權益,又降低(di)企(qi)(qi)(qi)(qi)(qi)(qi)(qi)業(ye)(ye)當期改(gai)(gai)制(zhi)(zhi)(zhi)(zhi)(zhi)成(cheng)本。四(si)(si)是規范資(zi)(zi)產(chan)(chan)(chan)處(chu)(chu)置,突(tu)出(chu)主(zhu)責主(zhu)業(ye)(ye)。經(jing)批(pi)準,對(dui)(dui)改(gai)(gai)制(zhi)(zhi)(zhi)(zhi)(zhi)涉及(ji)(ji)的(de)(de)(de)(de)非經(jing)營(ying)性(xing)資(zi)(zi)產(chan)(chan)(chan)和(he)不(bu)良資(zi)(zi)產(chan)(chan)(chan)可(ke)予以剝離,對(dui)(dui)于(yu)(yu)資(zi)(zi)產(chan)(chan)(chan)體量(liang)較大的(de)(de)(de)(de)物業(ye)(ye)等允許(xu)劃轉到集團公(gong)(gong)(gong)(gong)司或專(zhuan)門的(de)(de)(de)(de)資(zi)(zi)產(chan)(chan)(chan)管(guan)理公(gong)(gong)(gong)(gong)司,幫助改(gai)(gai)制(zhi)(zhi)(zhi)(zhi)(zhi)企(qi)(qi)(qi)(qi)(qi)(qi)(qi)業(ye)(ye)有(you)(you)(you)(you)(you)效減輕包袱、突(tu)出(chu)主(zhu)業(ye)(ye),加快改(gai)(gai)革發展。

加強指導,督促跟蹤

相關實(shi)施方(fang)案印(yin)(yin)發之后,重點(dian)從三方(fang)面抓好落實(shi)。一(yi)是(shi)(shi)全(quan)面摸(mo)底調(diao)查(cha)。及時印(yin)(yin)發《關于報(bao)(bao)(bao)送(song)全(quan)民(min)所有制企業(ye)改制工(gong)作(zuo)進展情(qing)況(kuang)的(de)(de)通(tong)(tong)知(zhi)》,明(ming)確(que)改制范圍及要(yao)求,指導(dao)全(quan)省各地全(quan)面梳(shu)理(li)分(fen)(fen)析(xi)尚未(wei)完成公司制改革的(de)(de)全(quan)民(min)所有制企業(ye)基(ji)本情(qing)況(kuang)及存(cun)在(zai)問題,明(ming)確(que)下(xia)一(yi)步(bu)工(gong)作(zuo)安(an)排。二是(shi)(shi)加(jia)強督(du)(du)辦通(tong)(tong)報(bao)(bao)(bao)。建立工(gong)作(zuo)臺賬(zhang)和(he)月(yue)度(du)通(tong)(tong)報(bao)(bao)(bao)制度(du),按月(yue)書面通(tong)(tong)報(bao)(bao)(bao)各地市工(gong)作(zuo)進展情(qing)況(kuang)并按進度(du)排名,同時報(bao)(bao)(bao)送(song)省長(chang)和(he)分(fen)(fen)管(guan)副(fu)省長(chang),有效(xiao)發揮了工(gong)作(zuo)督(du)(du)辦、情(qing)況(kuang)溝(gou)通(tong)(tong)、進度(du)比照的(de)(de)作(zuo)用。三是(shi)(shi)幫(bang)助協調(diao)指導(dao)。重點(dian)關注進度(du)滯(zhi)后的(de)(de)地市、企業(ye),定期對(dui)存(cun)在(zai)問題進行梳(shu)理(li)分(fen)(fen)類,加(jia)強針對(dui)性指導(dao),對(dui)于不符合改制要(yao)求的(de)(de)企業(ye)及時甄別調(diao)整,及時指導(dao)分(fen)(fen)析(xi)理(li)清影響改制的(de)(de)關鍵因素,并幫(bang)助協調(diao)自然資源、市場監管(guan)等(deng)部(bu)門支持改制。
