為(wei)強化國有資(zi)(zi)產(chan)監督,嚴(yan)格(ge)責任追究,湖北省(sheng)國資(zi)(zi)委(wei)出臺《省(sheng)政府(fu)國資(zi)(zi)委(wei)出資(zi)(zi)企業違規經營(ying)(ying)投資(zi)(zi)問題線(xian)索查處工作(zuo)指(zhi)引(yin)(試(shi)行)》(以下簡稱《指(zhi)引(yin)》),進一步(bu)規范省(sheng)出資(zi)(zi)企業違規經營(ying)(ying)投資(zi)(zi)問題線(xian)索查處工作(zuo),鑄造(zao)防(fang)止國有資(zi)(zi)產(chan)流(liu)失的“防(fang)火墻”。
嚴流程,規范步驟明方向
湖(hu)北省國(guo)資(zi)(zi)(zi)委貫(guan)徹落實(shi)(shi)以管(guan)資(zi)(zi)(zi)本(ben)(ben)為主(zhu)加強國(guo)有(you)資(zi)(zi)(zi)產監管(guan)、有(you)效防(fang)止國(guo)有(you)資(zi)(zi)(zi)產流失(shi)的(de)要求,深入總(zong)結(jie)過(guo)往追(zhui)責工(gong)(gong)(gong)作(zuo)(zuo)經驗,不斷(duan)探索(suo)(suo)推進資(zi)(zi)(zi)產損失(shi)責任(ren)追(zhui)究(jiu)(jiu)工(gong)(gong)(gong)作(zuo)(zuo),著力打通違規(gui)經營投資(zi)(zi)(zi)責任(ren)追(zhui)究(jiu)(jiu)鏈條。《指(zhi)引(yin)》重點圍繞“如何干、干什(shen)么”,對(dui)受理(li)、初(chu)步核實(shi)(shi)、分類處(chu)置、核查(cha)、處(chu)理(li)和整改六個基(ji)本(ben)(ben)流程(cheng)逐一進行(xing)細化,明確了(le)問題線索(suo)(suo)查(cha)處(chu)工(gong)(gong)(gong)作(zuo)(zuo)基(ji)本(ben)(ben)步驟,規(gui)范(fan)了(le)應(ying)當完成的(de)具體工(gong)(gong)(gong)作(zuo)(zuo)內容和應(ying)當形成的(de)工(gong)(gong)(gong)作(zuo)(zuo)文書,理(li)清了(le)工(gong)(gong)(gong)作(zuo)(zuo)思路,指(zhi)明了(le)今(jin)后工(gong)(gong)(gong)作(zuo)(zuo)方向。
嚴認定,嚴愛并舉強監督
《指引(yin)》堅持嚴管(guan)厚(hou)愛結(jie)合、激勵約束并重,按照依(yi)(yi)法依(yi)(yi)規(gui)、客觀(guan)公正、分級分層原則,將工(gong)作職責(ze)劃分為(wei)(wei)直接責(ze)任(ren)(ren)(ren)(ren)、主(zhu)管(guan)責(ze)任(ren)(ren)(ren)(ren)和領導責(ze)任(ren)(ren)(ren)(ren),詳細規(gui)定(ding)直接損(sun)(sun)失和間接損(sun)(sun)失的認定(ding)方(fang)法及(ji)手(shou)段,針對損(sun)(sun)失程度和責(ze)任(ren)(ren)(ren)(ren)類(lei)型(xing)予以(yi)恰當責(ze)任(ren)(ren)(ren)(ren)追究處理(li),把控好了違規(gui)經營投資責(ze)任(ren)(ren)(ren)(ren)追究與保護企業經營管(guan)理(li)人員干事創業積(ji)極性(xing)的平(ping)衡。為(wei)(wei)確保時(shi)效性(xing),《指引(yin)》還對受理(li)、初步核實、核查處理(li)時(shi)限作出明確規(gui)定(ding),確保損(sun)(sun)失認定(ding)、責(ze)任(ren)(ren)(ren)(ren)劃分及(ji)時(shi)準確,抓早抓小(xiao)、防微杜(du)漸,減(jian)少(shao)違規(gui)經營導致的國有資產(chan)損(sun)(sun)失,發揮責(ze)任(ren)(ren)(ren)(ren)追究工(gong)作的震懾作用。
嚴職責,分層分級抓落實
《指引》針對違(wei)規問題線索查處工(gong)(gong)(gong)(gong)作中(zhong)的(de)職責(ze)(ze)(ze)區分問題,明確(que)了省出資企(qi)業(ye)黨委(黨組(zu))、責(ze)(ze)(ze)任(ren)追(zhui)(zhui)究(jiu)工(gong)(gong)(gong)(gong)作領導小組(zu)、分管負(fu)責(ze)(ze)(ze)人(ren)、責(ze)(ze)(ze)任(ren)追(zhui)(zhui)究(jiu)工(gong)(gong)(gong)(gong)作機(ji)構(gou)(gou)、核查組(zu)的(de)工(gong)(gong)(gong)(gong)作職責(ze)(ze)(ze)及各工(gong)(gong)(gong)(gong)作環節的(de)實施和批準(zhun)主(zhu)體(ti)。《指引》印發后,全省各級履(lv)行出資人(ren)職責(ze)(ze)(ze)的(de)機(ji)構(gou)(gou)及國有企(qi)業(ye)積極行動,對標要(yao)求,緊貼客(ke)觀實際出臺(tai)本(ben)地區本(ben)企(qi)業(ye)責(ze)(ze)(ze)任(ren)追(zhui)(zhui)究(jiu)工(gong)(gong)(gong)(gong)作制度(du),推(tui)動責(ze)(ze)(ze)任(ren)追(zhui)(zhui)究(jiu)工(gong)(gong)(gong)(gong)作體(ti)系建(jian)設,明確(que)了承擔(dan)責(ze)(ze)(ze)任(ren)追(zhui)(zhui)究(jiu)工(gong)(gong)(gong)(gong)作的(de)機(ji)構(gou)(gou)或科室,成立了主(zhu)要(yao)負(fu)責(ze)(ze)(ze)人(ren)擔(dan)任(ren)組(zu)長的(de)責(ze)(ze)(ze)任(ren)追(zhui)(zhui)究(jiu)工(gong)(gong)(gong)(gong)作領導小組(zu),進一(yi)步完善了監(jian)督(du)(du)制度(du)體(ti)系,推(tui)動了企(qi)業(ye)常態化(hua)(hua)監(jian)督(du)(du)的(de)制度(du)化(hua)(hua)、體(ti)系化(hua)(hua)。
