在當前疫情影響(xiang)經濟發展,特別(bie)是對(dui)進出口貿易和國際供應鏈帶來較大(da)沖擊的時期,從國家(jia)發改(gai)委(wei)傳來的訊息,國家(jia)發展改(gai)革委(wei)將下達中央預算內投資(zi)2億元,支持鄭州(zhou)等5家(jia)城(cheng)市作為(wei)中歐班(ban)列(lie)樞紐節點城(cheng)市,開展中歐班(ban)列(lie)集結中心示范工程建設。
中(zhong)(zhong)(zhong)(zhong)(zhong)歐班(ban)列(lie)是共建 “一(yi)帶一(yi)路”的(de)旗艦項(xiang)(xiang)目和(he)明星(xing)品牌,是亞歐各國(guo)深化務實合(he)作的(de)重要(yao)載(zai)體(ti)。2020年,新(xin)冠(guan)肺(fei)炎疫(yi)(yi)情(qing)襲來(lai), 航空和(he)海運(yun)幾乎停(ting)滯,全球(qiu)(qiu)供應鏈體(ti)系幾乎中(zhong)(zhong)(zhong)(zhong)(zhong)斷,但中(zhong)(zhong)(zhong)(zhong)(zhong)歐班(ban)列(lie)由于人(ren)員流動性小、運(yun)輸效率高等多方面優勢,受疫(yi)(yi)情(qing)影響較小, 中(zhong)(zhong)(zhong)(zhong)(zhong)歐班(ban)列(lie)維(wei)持著全球(qiu)(qiu)產(chan)業鏈上下游之間(jian)(jian)的(de)連(lian)接,成為疫(yi)(yi)情(qing)期間(jian)(jian)支撐國(guo)際(ji)經(jing)貿合(he)作的(de)國(guo)家戰略安(an)全通道。為推動中(zhong)(zhong)(zhong)(zhong)(zhong)歐班(ban)列(lie)高質量發展(zhan)(zhan)(zhan),國(guo)家發展(zhan)(zhan)(zhan)改革委在(zai)2020年中(zhong)(zhong)(zhong)(zhong)(zhong)央預算內投(tou)資中(zhong)(zhong)(zhong)(zhong)(zhong)安(an)排專項(xiang)(xiang)資金,支持區(qu)位條(tiao)件(jian)優越、設施基礎良好、運(yun)營規范(fan)兼具規模、有(you)發展(zhan)(zhan)(zhan)潛力的(de)中(zhong)(zhong)(zhong)(zhong)(zhong)歐班(ban)列(lie)樞紐節點城市(shi)開(kai)展(zhan)(zhan)(zhan)中(zhong)(zhong)(zhong)(zhong)(zhong)歐班(ban)列(lie)集(ji)(ji)結中(zhong)(zhong)(zhong)(zhong)(zhong)心示范(fan)工程建設,促進中(zhong)(zhong)(zhong)(zhong)(zhong)歐班(ban)列(lie)開(kai)行由 “點對點”向 “樞紐對樞紐”轉變(bian),加快形成 “干支結合(he)、樞紐集(ji)(ji)散”的(de)高效集(ji)(ji)疏運(yun)體(ti)系。
鄭歐班(ban)列(lie)成(cheng)(cheng)為(wei)獲批國(guo)家五(wu)個中(zhong)(zhong)歐班(ban)列(lie)集結中(zhong)(zhong)心(xin) (鄭州、烏魯木齊、重慶、成(cheng)(cheng)都、西安)中(zhong)(zhong)東(dong)部(bu)唯一(yi)中(zhong)(zhong)歐班(ban)列(lie)集結中(zhong)(zhong)心(xin),將對推動(dong)河(he)南(nan)內陸開(kai)放(fang)高(gao)地建設,助推河(he)南(nan)在新一(yi)輪開(kai)放(fang)中(zhong)(zhong)搶占制高(gao)點發揮有力的支撐作用。一(yi)是(shi)(shi)鄭歐班(ban)列(lie)實(shi)現高(gao)質量開(kai)行(xing),帶(dai)(dai)動(dong)區(qu)域(yu)物流(liu)降本(ben)增(zeng)效,實(shi)現區(qu)域(yu)經濟高(gao)質量發展;二(er)是(shi)(shi)拉動(dong)產(chan)(chan)業集聚,促(cu)進國(guo)際供應鏈重構發揮重要作用,助力打造亞(ya)歐產(chan)(chan)業新高(gao) 地;三是(shi)(shi)深化(hua)國(guo)際物流(liu)體系(xi)建設,推動(dong) “一(yi)帶(dai)(dai)一(yi)路”國(guo)際合(he)作, 提(ti)(ti)高(gao)產(chan)(chan)能(neng)利用效率(lv);四是(shi)(shi)推動(dong)區(qu)域(yu)產(chan)(chan)業優化(hua)升級(ji),外貿提(ti)(ti)質增(zeng)效,提(ti)(ti)升內陸城市開(kai)放(fang)水平(ping)。
鄭(zheng)(zheng)歐(ou)(ou)(ou)(ou)班(ban)(ban)(ban)(ban)(ban)(ban)(ban)(ban)(ban)列(lie)(lie)(lie)自(zi)2013年(nian)開(kai)(kai)行(xing)(xing)以(yi)(yi)來,截至(zhi)2020年(nian)06月30日(ri),班(ban)(ban)(ban)(ban)(ban)(ban)(ban)(ban)(ban)列(lie)(lie)(lie)總(zong)開(kai)(kai)行(xing)(xing)班(ban)(ban)(ban)(ban)(ban)(ban)(ban)(ban)(ban)次3199班(ban)(ban)(ban)(ban)(ban)(ban)(ban)(ban)(ban),2020年(nian)上半(ban)年(nian)班(ban)(ban)(ban)(ban)(ban)(ban)(ban)(ban)(ban)列(lie)(lie)(lie)開(kai)(kai)行(xing)(xing)439班(ban)(ban)(ban)(ban)(ban)(ban)(ban)(ban)(ban),全年(nian)計劃完成1100班(ban)(ban)(ban)(ban)(ban)(ban)(ban)(ban)(ban)。鄭(zheng)(zheng)歐(ou)(ou)(ou)(ou)班(ban)(ban)(ban)(ban)(ban)(ban)(ban)(ban)(ban)列(lie)(lie)(lie)開(kai)(kai)行(xing)(xing)頻(pin)次從最初的(de)每周1班(ban)(ban)(ban)(ban)(ban)(ban)(ban)(ban)(ban)到(dao)目前每周去(qu)程14班(ban)(ban)(ban)(ban)(ban)(ban)(ban)(ban)(ban)回程10班(ban)(ban)(ban)(ban)(ban)(ban)(ban)(ban)(ban) (包括(kuo)歐(ou)(ou)(ou)(ou)洲(zhou)線(xian)路、東(dong)盟(meng)線(xian)路、中(zhong)(zhong)(zhong)亞線(xian)路、鄭(zheng)(zheng)俄線(xian)路),跑出 “加速(su)度”,在全國(guo)(guo)63個中(zhong)(zhong)(zhong)歐(ou)(ou)(ou)(ou)班(ban)(ban)(ban)(ban)(ban)(ban)(ban)(ban)(ban)列(lie)(lie)(lie)開(kai)(kai)行(xing)(xing)城市中(zhong)(zhong)(zhong), 穩居中(zhong)(zhong)(zhong)歐(ou)(ou)(ou)(ou)班(ban)(ban)(ban)(ban)(ban)(ban)(ban)(ban)(ban)列(lie)(lie)(lie) “第一方(fang)陣”,市場化運營程度和班(ban)(ban)(ban)(ban)(ban)(ban)(ban)(ban)(ban)列(lie)(lie)(lie)開(kai)(kai)行(xing)(xing)質量(liang)等作(zuo)為(wei)(wei)(wei)(wei)最重要的(de)班(ban)(ban)(ban)(ban)(ban)(ban)(ban)(ban)(ban)列(lie)(lie)(lie)評(ping)價(jia)指標,鄭(zheng)(zheng)歐(ou)(ou)(ou)(ou)班(ban)(ban)(ban)(ban)(ban)(ban)(ban)(ban)(ban)列(lie)(lie)(lie)位居全國(guo)(guo)中(zhong)(zhong)(zhong)歐(ou)(ou)(ou)(ou)班(ban)(ban)(ban)(ban)(ban)(ban)(ban)(ban)(ban)列(lie)(lie)(lie)前列(lie)(lie)(lie)。形成了覆蓋歐(ou)(ou)(ou)(ou)洲(zhou)、俄羅斯、中(zhong)(zhong)(zhong)亞、東(dong)盟(meng)和亞太 (日(ri)韓等)的(de)物(wu)流網(wang)絡,概括(kuo)為(wei)(wei)(wei)(wei) “六口岸、七站點”,構筑了國(guo)(guo)際多(duo)式聯運物(wu)流網(wang)絡樞紐。依(yi)托鄭(zheng)(zheng)歐(ou)(ou)(ou)(ou)班(ban)(ban)(ban)(ban)(ban)(ban)(ban)(ban)(ban)列(lie)(lie)(lie)國(guo)(guo)際通道(dao),創新(xin)聯動機制,發(fa)揮疊加效應,推動以(yi)(yi)鄭(zheng)(zheng)歐(ou)(ou)(ou)(ou)班(ban)(ban)(ban)(ban)(ban)(ban)(ban)(ban)(ban)列(lie)(lie)(lie)為(wei)(wei)(wei)(wei)載體,特色(se)產業(ye)(ye)、國(guo)(guo)際貿易、現代物(wu)流等 協(xie)同集聚發(fa)展,沿海港口功能前置內移,推動鄭(zheng)(zheng)州國(guo)(guo)際陸港成為(wei)(wei)(wei)(wei)鄭(zheng)(zheng)歐(ou)(ou)(ou)(ou)班(ban)(ban)(ban)(ban)(ban)(ban)(ban)(ban)(ban)列(lie)(lie)(lie)開(kai)(kai)展國(guo)(guo)際多(duo)式聯運、國(guo)(guo)際貿易、跨境電(dian)商和國(guo)(guo)際冷鏈業(ye)(ye)務的(de)核心平(ping)臺,為(wei)(wei)(wei)(wei)加快(kuai)推進“四(si)路協(xie)同”發(fa)展發(fa)揮“引擎”作(zuo)用(yong)。
下一(yi)(yi)(yi)步,鄭(zheng)歐(ou)班(ban)列(lie)(lie)將繼續優化提升(sheng)(sheng)基礎設(she)施保障能(neng)力、提升(sheng)(sheng)班(ban)列(lie)(lie)公(gong)共信息服(fu)務水平、建(jian)設(she)協同高(gao)效運(yun)輸組織體系、 探索市(shi)場化經(jing)營管理(li)模(mo)式、打(da)造特色鮮明的(de)(de)樞紐經(jing)濟(ji)。陸港(gang)公(gong)司(si)作為鄭(zheng)歐(ou)班(ban)列(lie)(lie)運(yun)營的(de)(de)主要承(cheng)運(yun)單位(wei),將堅(jian)(jian)(jian)定不移貫(guan)徹落實習近平總書記和中央重要指(zhi)示(shi),堅(jian)(jian)(jian)持一(yi)(yi)(yi)手(shou)抓疫情(qing)防控,堅(jian)(jian)(jian)決打(da)贏疫情(qing)防控最(zui)終勝利;一(yi)(yi)(yi)手(shou)抓鄭(zheng)歐(ou)班(ban)列(lie)(lie)平穩運(yun)營,發(fa)揮鄭(zheng)州國際陸港(gang)開放平臺功能(neng),全力以赴推進鄭(zheng)歐(ou)班(ban)列(lie)(lie)戰(zhan)略通道安全高(gao)效暢通,積(ji)極融入共建(jian)“一(yi)(yi)(yi)帶一(yi)(yi)(yi)路”,加快構建(jian)內陸開放高(gao)地。
