2020年4月以來,云南交(jiao)投集團對薪酬(chou)(chou)管(guan)理(li)(li)體(ti)系進行了全面梳理(li)(li),精簡工資結構,減(jian)少固定薪酬(chou)(chou)項目設置,加大績效(xiao)考核(he)及績效(xiao)分配力(li)度,重新修訂(ding)薪酬(chou)(chou)管(guan)理(li)(li)辦法,使薪酬(chou)(chou)管(guan)理(li)(li)更具向“薪”力(li)。
此次交(jiao)投集團精(jing)簡(jian)工(gong)(gong)(gong)資(zi)結構、重新修訂薪酬(chou)(chou)管理(li)辦法,以充分(fen)(fen)發(fa)揮薪酬(chou)(chou)的(de)激(ji)勵導(dao)(dao)向作(zuo)用(yong)為(wei)出發(fa)點和落(luo)腳(jiao)點。一是(shi)更(geng)加強(qiang)化業(ye)(ye)績(ji)導(dao)(dao)向。按“效(xiao)(xiao)益(yi)(yi)增(zeng)工(gong)(gong)(gong)資(zi)增(zeng)、效(xiao)(xiao)益(yi)(yi)降工(gong)(gong)(gong)資(zi)降”的(de)原則,確(que)定各單(dan)(dan)(dan)(dan)位(wei)工(gong)(gong)(gong)資(zi)總(zong)(zong)額。根據(ju)不(bu)同(tong)業(ye)(ye)務板塊和下屬二級(ji)單(dan)(dan)(dan)(dan)位(wei)不(bu)同(tong)業(ye)(ye)務特點,確(que)定其(qi)效(xiao)(xiao)益(yi)(yi)聯動指標、勞動生產率指標,通過(guo)考(kao)核(he)計算確(que)定各二級(ji)單(dan)(dan)(dan)(dan)位(wei)工(gong)(gong)(gong)資(zi)總(zong)(zong)額,單(dan)(dan)(dan)(dan)位(wei)經(jing)(jing)(jing)營(ying)(ying)業(ye)(ye)績(ji)好(hao),獲得的(de)可支配(pei)工(gong)(gong)(gong)資(zi)總(zong)(zong)額就多。二是(shi)加大(da)了各單(dan)(dan)(dan)(dan)位(wei)績(ji)效(xiao)(xiao)考(kao)核(he)分(fen)(fen)配(pei)空間(jian)。精(jing)簡(jian)工(gong)(gong)(gong)資(zi)結構后,下屬各二級(ji)單(dan)(dan)(dan)(dan)位(wei)應得的(de)工(gong)(gong)(gong)資(zi)總(zong)(zong)額沒有(you)(you)減少(shao)(shao),因固定薪酬(chou)(chou)項目的(de)減少(shao)(shao),激(ji)勵部分(fen)(fen)薪酬(chou)(chou)額度相應增(zeng)大(da),各單(dan)(dan)(dan)(dan)位(wei)在績(ji)效(xiao)(xiao)考(kao)核(he)分(fen)(fen)配(pei)方面有(you)(you)了更(geng)大(da)的(de)空間(jian),工(gong)(gong)(gong)作(zuo)業(ye)(ye)績(ji)好(hao)的(de)職工(gong)(gong)(gong),收(shou)入(ru)增(zeng)加將(jiang)更(geng)加明顯(xian),薪酬(chou)(chou)的(de)激(ji)勵導(dao)(dao)向作(zuo)用(yong)將(jiang)更(geng)加突出,更(geng)具向“薪”力。三是(shi)員工(gong)(gong)(gong)與單(dan)(dan)(dan)(dan)位(wei)利(li)益(yi)(yi)共同(tong)體的(de)關系將(jiang)更(geng)加緊密(mi)(mi)。各單(dan)(dan)(dan)(dan)位(wei)員工(gong)(gong)(gong)收(shou)入(ru)與單(dan)(dan)(dan)(dan)位(wei)經(jing)(jing)(jing)營(ying)(ying)業(ye)(ye)績(ji)緊密(mi)(mi)掛鉤,只有(you)(you)員工(gong)(gong)(gong)積極(ji)努(nu)力,單(dan)(dan)(dan)(dan)位(wei)經(jing)(jing)(jing)營(ying)(ying)業(ye)(ye)績(ji)好(hao),員工(gong)(gong)(gong)收(shou)入(ru)才(cai)能高;同(tong)樣,員工(gong)(gong)(gong)收(shou)入(ru)要提高,必須依托(tuo)于單(dan)(dan)(dan)(dan)位(wei)經(jing)(jing)(jing)營(ying)(ying)業(ye)(ye)績(ji)增(zeng)長。員工(gong)(gong)(gong)只有(you)(you)和單(dan)(dan)(dan)(dan)位(wei)同(tong)心協(xie)力,形(xing)成緊密(mi)(mi)的(de)利(li)益(yi)(yi)共同(tong)體,收(shou)入(ru)才(cai)能“薪薪”向榮(rong)。
據悉,薪(xin)酬制度改(gai)革(ge)歷(li)來是國有企(qi)(qi)業(ye)“三(san)項制度”改(gai)革(ge)的主(zhu)要內容(rong)之一(yi),且是一(yi)項常(chang)抓常(chang)新的工作(zuo)。2018年,國務院、云南(nan)省(sheng)人民(min)政府先(xian)后印(yin)發了關(guan)于改(gai)革(ge)國有企(qi)(qi)業(ye)工資(zi)(zi)(zi)決定機(ji)制的意見(jian)(jian),根據國務院和云南(nan)省(sheng)人民(min)政府的指導(dao)意見(jian)(jian),云南(nan)省(sheng)國資(zi)(zi)(zi)委相(xiang)繼(ji)出臺(tai)了省(sheng)屬企(qi)(qi)業(ye)工資(zi)(zi)(zi)總額(e)管理(li)辦法(fa)(fa)、工資(zi)(zi)(zi)總額(e)管理(li)辦法(fa)(fa)實施細則(ze)(試行(xing))和進(jin)一(yi)步規范省(sheng)屬企(qi)(qi)業(ye)津補貼管理(li)等相(xiang)關(guan)制度文件。國家、省(sheng)有關(guan)國有企(qi)(qi)業(ye)工資(zi)(zi)(zi)管理(li)制度文件的出臺(tai),為(wei)云南(nan)交投集團公司深化薪(xin)酬制度改(gai)革(ge)提供了政策支(zhi)撐。
