?云南交投集團深化薪酬制度改革,讓薪酬管理更具向“薪”力

2020年4月以(yi)來,云南交(jiao)投集團對薪(xin)酬管理(li)(li)體系進行了全面梳理(li)(li),精簡(jian)工資結構,減(jian)少固(gu)定薪(xin)酬項(xiang)目設(she)置,加(jia)大績效考(kao)核及績效分配力(li)度,重新修訂薪(xin)酬管理(li)(li)辦法(fa),使薪(xin)酬管理(li)(li)更具向“薪(xin)”力(li)。

此次交投(tou)集團精(jing)簡工(gong)(gong)(gong)(gong)(gong)(gong)資結構、重新修訂薪(xin)(xin)酬管理辦法(fa),以充分(fen)發揮薪(xin)(xin)酬的激勵(li)導(dao)向作用為出發點和落腳(jiao)點。一是更(geng)加強(qiang)化業(ye)(ye)績(ji)導(dao)向。按“效(xiao)益增工(gong)(gong)(gong)(gong)(gong)(gong)資增、效(xiao)益降工(gong)(gong)(gong)(gong)(gong)(gong)資降”的原則,確(que)定各單(dan)(dan)位(wei)(wei)(wei)(wei)工(gong)(gong)(gong)(gong)(gong)(gong)資總額(e)。根據(ju)不(bu)同業(ye)(ye)務(wu)板(ban)塊和下屬二(er)(er)級單(dan)(dan)位(wei)(wei)(wei)(wei)不(bu)同業(ye)(ye)務(wu)特(te)點,確(que)定其(qi)效(xiao)益聯動指標、勞動生產率指標,通(tong)過考核計算確(que)定各二(er)(er)級單(dan)(dan)位(wei)(wei)(wei)(wei)工(gong)(gong)(gong)(gong)(gong)(gong)資總額(e),單(dan)(dan)位(wei)(wei)(wei)(wei)經營(ying)(ying)(ying)業(ye)(ye)績(ji)好(hao),獲得的可支配(pei)工(gong)(gong)(gong)(gong)(gong)(gong)資總額(e)就多。二(er)(er)是加大(da)了各單(dan)(dan)位(wei)(wei)(wei)(wei)績(ji)效(xiao)考核分(fen)配(pei)空(kong)(kong)間。精(jing)簡工(gong)(gong)(gong)(gong)(gong)(gong)資結構后(hou),下屬各二(er)(er)級單(dan)(dan)位(wei)(wei)(wei)(wei)應得的工(gong)(gong)(gong)(gong)(gong)(gong)資總額(e)沒有減少(shao),因(yin)固(gu)定薪(xin)(xin)酬項目的減少(shao),激勵(li)部分(fen)薪(xin)(xin)酬額(e)度相(xiang)應增大(da),各單(dan)(dan)位(wei)(wei)(wei)(wei)在績(ji)效(xiao)考核分(fen)配(pei)方面有了更(geng)大(da)的空(kong)(kong)間,工(gong)(gong)(gong)(gong)(gong)(gong)作業(ye)(ye)績(ji)好(hao)的職(zhi)工(gong)(gong)(gong)(gong)(gong)(gong),收入(ru)(ru)增加將更(geng)加明顯,薪(xin)(xin)酬的激勵(li)導(dao)向作用將更(geng)加突出,更(geng)具(ju)向“薪(xin)(xin)”力。三(san)是員(yuan)(yuan)工(gong)(gong)(gong)(gong)(gong)(gong)與單(dan)(dan)位(wei)(wei)(wei)(wei)利益共同體(ti)的關系將更(geng)加緊(jin)(jin)密。各單(dan)(dan)位(wei)(wei)(wei)(wei)員(yuan)(yuan)工(gong)(gong)(gong)(gong)(gong)(gong)收入(ru)(ru)與單(dan)(dan)位(wei)(wei)(wei)(wei)經營(ying)(ying)(ying)業(ye)(ye)績(ji)緊(jin)(jin)密掛鉤(gou),只(zhi)有員(yuan)(yuan)工(gong)(gong)(gong)(gong)(gong)(gong)積極努力,單(dan)(dan)位(wei)(wei)(wei)(wei)經營(ying)(ying)(ying)業(ye)(ye)績(ji)好(hao),員(yuan)(yuan)工(gong)(gong)(gong)(gong)(gong)(gong)收入(ru)(ru)才(cai)(cai)能高;同樣,員(yuan)(yuan)工(gong)(gong)(gong)(gong)(gong)(gong)收入(ru)(ru)要(yao)提高,必須依托于單(dan)(dan)位(wei)(wei)(wei)(wei)經營(ying)(ying)(ying)業(ye)(ye)績(ji)增長(chang)。員(yuan)(yuan)工(gong)(gong)(gong)(gong)(gong)(gong)只(zhi)有和單(dan)(dan)位(wei)(wei)(wei)(wei)同心(xin)協力,形成緊(jin)(jin)密的利益共同體(ti),收入(ru)(ru)才(cai)(cai)能“薪(xin)(xin)薪(xin)(xin)”向榮(rong)。

據悉,薪酬(chou)制(zhi)(zhi)度改(gai)革歷來(lai)是國(guo)(guo)有(you)企(qi)(qi)業“三項(xiang)(xiang)制(zhi)(zhi)度”改(gai)革的(de)主要內(nei)容(rong)之一,且是一項(xiang)(xiang)常抓常新(xin)的(de)工作。2018年,國(guo)(guo)務院、云(yun)南(nan)(nan)省(sheng)(sheng)人(ren)民(min)政府先后印發了(le)關(guan)(guan)于改(gai)革國(guo)(guo)有(you)企(qi)(qi)業工資(zi)決定機制(zhi)(zhi)的(de)意見,根據國(guo)(guo)務院和(he)云(yun)南(nan)(nan)省(sheng)(sheng)人(ren)民(min)政府的(de)指導意見,云(yun)南(nan)(nan)省(sheng)(sheng)國(guo)(guo)資(zi)委(wei)相繼出臺(tai)了(le)省(sheng)(sheng)屬企(qi)(qi)業工資(zi)總(zong)(zong)額(e)管(guan)(guan)理辦法(fa)、工資(zi)總(zong)(zong)額(e)管(guan)(guan)理辦法(fa)實施(shi)細則(ze)(試行)和(he)進(jin)一步規范省(sheng)(sheng)屬企(qi)(qi)業津(jin)補(bu)貼管(guan)(guan)理等相關(guan)(guan)制(zhi)(zhi)度文件。國(guo)(guo)家(jia)、省(sheng)(sheng)有(you)關(guan)(guan)國(guo)(guo)有(you)企(qi)(qi)業工資(zi)管(guan)(guan)理制(zhi)(zhi)度文件的(de)出臺(tai),為云(yun)南(nan)(nan)交投集團公(gong)司深化薪酬(chou)制(zhi)(zhi)度改(gai)革提供(gong)了(le)政策支(zhi)撐(cheng)。
