2019年以來,廣西機(ji)場管(guan)理集(ji)團(tuan)(以下(xia)簡稱(cheng):機(ji)場集(ji)團(tuan))緊(jin)扣黨(dang)(dang)中央、國(guo)(guo)(guo)務院以及自治區(qu)黨(dang)(dang)委、政府關于全面深化(hua)國(guo)(guo)(guo)有(you)企業(ye)改革的(de)部(bu)署要求,充(chong)分(fen)發揮黨(dang)(dang)組織的(de)定向把關作(zuo)(zuo)用,持續完(wan)善現(xian)(xian)代企業(ye)法人(ren)治理結構和機(ji)制,加快落實(shi)國(guo)(guo)(guo)有(you)企業(ye)瘦身健體、提質增(zeng)(zeng)效工作(zuo)(zuo),深入(ru)勞動、人(ren)事(shi)、分(fen)配領域的(de)改革,全力打好深化(hua)改革攻堅戰,不斷增(zeng)(zeng)強發展活(huo)力,提升發展質量。截至11月底,全集(ji)團(tuan)實(shi)現(xian)(xian)安(an)全平穩運(yun)行,完(wan)成(cheng)旅客吞吐(tu)量2688.3萬(wan)人(ren)次,同比(bi)增(zeng)(zeng)長(chang)(chang)5.2%;貨郵吞吐(tu)量完(wan)成(cheng)15.2萬(wan)噸,同比(bi)增(zeng)(zeng)長(chang)(chang)7.5%。預計實(shi)現(xian)(xian)營(ying)業(ye)收入(ru)20.7億(yi)元,同比(bi)增(zeng)(zeng)長(chang)(chang)9.7%,剔除客觀因素影響(xiang)后(hou)實(shi)現(xian)(xian)考(kao)核利潤4.84億(yi)元,同比(bi)增(zeng)(zeng)長(chang)(chang)4.0%,完(wan)成(cheng)年度經營(ying)目(mu)標的(de)100%,較好地實(shi)現(xian)(xian)了國(guo)(guo)(guo)有(you)資本保值(zhi)增(zeng)(zeng)值(zhi)。
“兩個堅持”定位公司治理改革方向

“三個更加”彰顯企業改革發展成效
今年(nian)以(yi)來,機場(chang)(chang)集團(tuan)持續貫(guan)徹落實黨(dang)中(zhong)央、國務(wu)院和(he)(he)(he)自治區黨(dang)委、政(zheng)府關于國有企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)瘦身健體、提質增效的決策部(bu)(bu)署,進(jin)(jin)一步深化企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)管(guan)理(li)體制(zhi)機制(zhi)改革(ge)(ge)(ge)。一是(shi)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)職(zhi)(zhi)責定(ding)位(wei)更(geng)加(jia)清晰。加(jia)快推動(dong)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)所(suo)承(cheng)擔的政(zheng)府職(zhi)(zhi)能、社會職(zhi)(zhi)能全面剝離,全面完(wan)成(cheng)(cheng)廣(guang)西(xi)民(min)用(yong)機場(chang)(chang)公(gong)(gong)安機構管(guan)理(li)體制(zhi)改革(ge)(ge)(ge)工(gong)作、職(zhi)(zhi)工(gong)家屬(shu)區“三供一業(ye)(ye)(ye)(ye)(ye)”分離移交(jiao),基本(ben)完(wan)成(cheng)(cheng)退(tui)休(xiu)人員社會化管(guan)理(li)工(gong)作,集團(tuan)得(de)以(yi)減輕負(fu)擔、輕裝上(shang)陣,全力(li)聚焦航空(kong)主(zhu)業(ye)(ye)(ye)(ye)(ye),進(jin)(jin)一步激發(fa)(fa)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)發(fa)(fa)展(zhan)(zhan)活力(li)。二是(shi)集團(tuan)管(guan)控能力(li)更(geng)加(jia)強勁。結合集團(tuan)戰略(lve)規(gui)劃和(he)(he)(he)經(jing)(jing)營(ying)(ying)(ying)發(fa)(fa)展(zhan)(zhan)需要,優(you)化集團(tuan)總部(bu)(bu)職(zhi)(zhi)能設置,優(you)化廣(guang)西(xi)民(min)航產(chan)業(ye)(ye)(ye)(ye)(ye)發(fa)(fa)展(zhan)(zhan)有限公(gong)(gong)司(si)(si)業(ye)(ye)(ye)(ye)(ye)務(wu)定(ding)位(wei),成(cheng)(cheng)立(li)廣(guang)西(xi)機場(chang)(chang)建設工(gong)程有限公(gong)(gong)司(si)(si)、玉林福綿機場(chang)(chang)有限公(gong)(gong)司(si)(si)等子(zi)公(gong)(gong)司(si)(si),統(tong)籌推進(jin)(jin)南(nan)寧、桂林、北海(hai)、柳州機場(chang)(chang)“分改子(zi)”工(gong)作,在合理(li)優(you)化集團(tuan)內部(bu)(bu)層級和(he)(he)(he)管(guan)理(li)架構,適應民(min)航行業(ye)(ye)(ye)(ye)(ye)主(zhu)管(guan)部(bu)(bu)門監管(guan)的基礎上(shang),構建業(ye)(ye)(ye)(ye)(ye)務(wu)有進(jin)(jin)退(tui)、板塊專業(ye)(ye)(ye)(ye)(ye)化經(jing)(jing)營(ying)(ying)(ying)、管(guan)控精干(gan)高(gao)效的發(fa)(fa)展(zhan)(zhan)格(ge)局,提升企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)適應市(shi)場(chang)(chang)競爭的能力(li)。三是(shi)混合所(suo)有制(zhi)改革(ge)(ge)(ge)和(he)(he)(he)股權(quan)多(duo)元化成(cheng)(cheng)效更(geng)加(jia)明(ming)顯。在近年(nian)來與(yu)(yu)海(hai)航集團(tuan)旗下金鹿公(gong)(gong)務(wu)航空(kong)合作取得(de)的經(jing)(jing)驗基礎上(shang),聚焦發(fa)(fa)展(zhan)(zhan)質量變革(ge)(ge)(ge)、效率變革(ge)(ge)(ge)、動(dong)力(li)變革(ge)(ge)(ge),緊(jin)緊(jin)抓住混合所(suo)有制(zhi)和(he)(he)(he)股權(quan)多(duo)元化改革(ge)(ge)(ge)這(zhe)個重點,與(yu)(yu)具有行業(ye)(ye)(ye)(ye)(ye)專業(ye)(ye)(ye)(ye)(ye)經(jing)(jing)驗的央企(qi)(qi)、民(min)企(qi)(qi)成(cheng)(cheng)立(li)合資(zi)公(gong)(gong)司(si)(si),參與(yu)(yu)南(nan)寧臨空(kong)經(jing)(jing)濟核(he)心產(chan)業(ye)(ye)(ye)(ye)(ye)示范(fan)區開(kai)發(fa)(fa)建設和(he)(he)(he)廣(guang)西(xi)通用(yong)航空(kong)產(chan)業(ye)(ye)(ye)(ye)(ye)拓(tuo)展(zhan)(zhan);積極推動(dong)南(nan)寧機場(chang)(chang)航空(kong)配餐業(ye)(ye)(ye)(ye)(ye)務(wu)混合所(suo)有制(zhi)改革(ge)(ge)(ge)工(gong)作,不斷推動(dong)實現國有資(zi)本(ben)與(yu)(yu)民(min)營(ying)(ying)(ying)資(zi)本(ben)取長(chang)補短、相互促進(jin)(jin)、共同(tong)發(fa)(fa)展(zhan)(zhan)。
“三個深化”錨定三項制度改革目標
2019年,機(ji)場(chang)集團(tuan)持續(xu)深(shen)化(hua)勞(lao)動、人(ren)(ren)(ren)(ren)事、分配(pei)(pei)三項制(zhi)度(du)改(gai)(gai)革,充分調動廣(guang)大員工(gong)(gong)(gong)(gong)(gong)投身(shen)廣(guang)西(xi)民(min)航高質(zhi)量(liang)發(fa)展(zhan)的(de)(de)積(ji)極(ji)性。一是(shi)(shi)深(shen)化(hua)勞(lao)動用(yong)(yong)(yong)工(gong)(gong)(gong)(gong)(gong)改(gai)(gai)革。穩步(bu)推進用(yong)(yong)(yong)工(gong)(gong)(gong)(gong)(gong)方(fang)(fang)式改(gai)(gai)革,通(tong)過勞(lao)務(wu)(wu)(wu)(wu)派遣(qian)(qian)工(gong)(gong)(gong)(gong)(gong)身(shen)份轉(zhuan)(zhuan)換(huan)和非核(he)心業(ye)務(wu)(wu)(wu)(wu)外包(bao)(bao)兩個途(tu)徑(jing),降低勞(lao)務(wu)(wu)(wu)(wu)派遣(qian)(qian)工(gong)(gong)(gong)(gong)(gong)比(bi)例。截至(zhi)目(mu)前(qian),順利完(wan)成(cheng)南寧機(ji)場(chang)貨郵(you)行裝(zhuang)卸保障(zhang)(zhang)業(ye)務(wu)(wu)(wu)(wu)外包(bao)(bao),減少勞(lao)務(wu)(wu)(wu)(wu)派遣(qian)(qian)141名(ming),完(wan)成(cheng)733名(ming)勞(lao)務(wu)(wu)(wu)(wu)派遣(qian)(qian)員工(gong)(gong)(gong)(gong)(gong)身(shen)份轉(zhuan)(zhuan)換(huan),全(quan)集團(tuan)勞(lao)務(wu)(wu)(wu)(wu)派遣(qian)(qian)員工(gong)(gong)(gong)(gong)(gong)用(yong)(yong)(yong)工(gong)(gong)(gong)(gong)(gong)比(bi)例已降至(zhi)46.7%,較去年下降約(yue)14.3%。二(er)是(shi)(shi)深(shen)化(hua)人(ren)(ren)(ren)(ren)事制(zhi)度(du)改(gai)(gai)革。嚴格落實黨(dang)管(guan)(guan)(guan)(guan)(guan)干(gan)部、黨(dang)管(guan)(guan)(guan)(guan)(guan)人(ren)(ren)(ren)(ren)才原則,修訂(ding)領(ling)(ling)導(dao)(dao)人(ren)(ren)(ren)(ren)員管(guan)(guan)(guan)(guan)(guan)理(li)(li)權(quan)限(xian)規(gui)定、領(ling)(ling)導(dao)(dao)人(ren)(ren)(ren)(ren)員選(xuan)拔(ba)任用(yong)(yong)(yong)工(gong)(gong)(gong)(gong)(gong)作管(guan)(guan)(guan)(guan)(guan)理(li)(li)規(gui)定、企(qi)業(ye)等級及領(ling)(ling)導(dao)(dao)人(ren)(ren)(ren)(ren)員管(guan)(guan)(guan)(guan)(guan)理(li)(li)層(ceng)級設置規(gui)定,制(zhi)定集團(tuan)公司所屬分子公司2019-2023年領(ling)(ling)導(dao)(dao)班子建設規(gui)劃,不斷完(wan)善(shan)適應中國特(te)色現代國有企(qi)業(ye)制(zhi)度(du)要求的(de)(de)領(ling)(ling)導(dao)(dao)人(ren)(ren)(ren)(ren)員選(xuan)拔(ba)、任用(yong)(yong)(yong)、管(guan)(guan)(guan)(guan)(guan)理(li)(li)機(ji)制(zhi);制(zhi)定或完(wan)善(shan)人(ren)(ren)(ren)(ren)才分類辦(ban)法、人(ren)(ren)(ren)(ren)才發(fa)展(zhan)資金投入(ru)管(guan)(guan)(guan)(guan)(guan)理(li)(li)辦(ban)法、職員任職資格條(tiao)件,以(yi)及職員招聘、晉升、考核(he)規(gui)定,并在現有的(de)(de)工(gong)(gong)(gong)(gong)(gong)程(cheng)技術(shu)和技能操作人(ren)(ren)(ren)(ren)才技術(shu)通(tong)道的(de)(de)基(ji)礎上,搭建完(wan)成(cheng)信息(弱電(dian))項目(mu)管(guan)(guan)(guan)(guan)(guan)理(li)(li)人(ren)(ren)(ren)(ren)才技術(shu)通(tong)道,充分調動廣(guang)大員工(gong)(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)(gong)作積(ji)極(ji)性。三是(shi)(shi)深(shen)化(hua)分配(pei)(pei)制(zhi)度(du)改(gai)(gai)革。在確保企(qi)業(ye)健康(kang)發(fa)展(zhan)的(de)(de)前(qian)提(ti)下,進一步(bu)完(wan)善(shan)企(qi)業(ye)年金方(fang)(fang)案,更好地保障(zhang)(zhang)職工(gong)(gong)(gong)(gong)(gong)退休后的(de)(de)生活(huo)待遇(yu);出臺特(te)殊崗(gang)位(wei)津貼管(guan)(guan)(guan)(guan)(guan)理(li)(li)規(gui)定,提(ti)高航務(wu)(wu)(wu)(wu)管(guan)(guan)(guan)(guan)(guan)制(zhi)、機(ji)務(wu)(wu)(wu)(wu)、氣象、通(tong)導(dao)(dao)、醫師(shi)、建設工(gong)(gong)(gong)(gong)(gong)程(cheng)等專業(ye)技術(shu)崗(gang)位(wei)的(de)(de)薪酬水平(ping),發(fa)揮(hui)分配(pei)(pei)制(zhi)度(du)的(de)(de)激勵作用(yong)(yong)(yong),進一步(bu)提(ti)升機(ji)場(chang)運行重點保障(zhang)(zhang)崗(gang)位(wei)人(ren)(ren)(ren)(ren)員專業(ye)技術(shu)能力,解決(jue)企(qi)業(ye)關鍵(jian)崗(gang)位(wei)人(ren)(ren)(ren)(ren)才與企(qi)業(ye)發(fa)展(zhan)需要不匹配(pei)(pei)的(de)(de)問題。
