廣西“雙百企業”加快推進綜合改革

廣(guang)(guang)(guang)(guang)西(xi)(xi)(xi)(xi)共(gong)有(you)5戶(hu)企(qi)業納入全國(guo)(guo)國(guo)(guo)企(qi)改(gai)革(ge)(ge)“雙百(bai)行動”,即廣(guang)(guang)(guang)(guang)西(xi)(xi)(xi)(xi)建工集(ji)團有(you)限(xian)(xian)公(gong)(gong)(gong)司(si)(si)(以下(xia)(xia)簡(jian)(jian)(jian)稱建工集(ji)團)、廣(guang)(guang)(guang)(guang)西(xi)(xi)(xi)(xi)柳工集(ji)團有(you)限(xian)(xian)公(gong)(gong)(gong)司(si)(si)(以下(xia)(xia)簡(jian)(jian)(jian)稱柳工集(ji)團)、廣(guang)(guang)(guang)(guang)西(xi)(xi)(xi)(xi)宏桂(gui)(gui)(gui)集(ji)團全資(zi)子公(gong)(gong)(gong)司(si)(si)廣(guang)(guang)(guang)(guang)西(xi)(xi)(xi)(xi)榮桂(gui)(gui)(gui)物流(liu)集(ji)團有(you)限(xian)(xian)公(gong)(gong)(gong)司(si)(si)(以下(xia)(xia)簡(jian)(jian)(jian)稱榮桂(gui)(gui)(gui)集(ji)團)、北部灣(wan)港(gang)(gang)務集(ji)團子公(gong)(gong)(gong)司(si)(si)北部灣(wan)港(gang)(gang)股份有(you)限(xian)(xian)公(gong)(gong)(gong)司(si)(si)(以下(xia)(xia)簡(jian)(jian)(jian)稱北部灣(wan)港(gang)(gang))、百(bai)色(se)市國(guo)(guo)資(zi)委出資(zi)企(qi)業百(bai)色(se)百(bai)礦(kuang)集(ji)團有(you)限(xian)(xian)公(gong)(gong)(gong)司(si)(si)(以下(xia)(xia)簡(jian)(jian)(jian)稱百(bai)礦(kuang)集(ji)團)。廣(guang)(guang)(guang)(guang)西(xi)(xi)(xi)(xi)5戶(hu)“雙百(bai)企(qi)業”堅決(jue)貫徹(che)落實黨中(zhong)(zhong)(zhong)央(yang)、國(guo)(guo)務院關于(yu)深化(hua)國(guo)(guo)企(qi)改(gai)革(ge)(ge)的(de)決(jue)策(ce)部署,根據中(zhong)(zhong)(zhong)央(yang)和自治區“1+N”國(guo)(guo)資(zi)國(guo)(guo)企(qi)改(gai)革(ge)(ge)頂層設計政策(ce)文件,借(jie)鑒中(zhong)(zhong)(zhong)央(yang)企(qi)業“十項(xiang)改(gai)革(ge)(ge)試點”的(de)經(jing)驗向縱深推進(jin)綜合改(gai)革(ge)(ge),在“五(wu)突破(po)一加(jia)強”方面(mian)扎實推進(jin)各項(xiang)改(gai)革(ge)(ge)工作。

一是混合(he)(he)所有制改(gai)(gai)革(ge)有序推進(jin)(jin)。廣西(xi)加(jia)大推進(jin)(jin)混合(he)(he)所有制改(gai)(gai)革(ge)力度(du),在(zai)集團(tuan)層面加(jia)快推進(jin)(jin)。建(jian)工集團(tuan)擬(ni)引進(jin)(jin)綠地集團(tuan)作(zuo)為戰略投(tou)資(zi)(zi)者(zhe)開(kai)展(zhan)混合(he)(he)所有制改(gai)(gai)革(ge),混改(gai)(gai)方(fang)案(an)已報自治區黨委、政府,相關清產核資(zi)(zi)、財務審計、資(zi)(zi)產評估工作(zuo)隨后(hou)展(zhan)開(kai)。柳工集團(tuan)綜(zong)合(he)(he)改(gai)(gai)革(ge)方(fang)案(an)提出加(jia)快集團(tuan)層面混改(gai)(gai),企業(ye)形成(cheng)了(le)共識(shi),相關工作(zuo)正(zheng)在(zai)有序推進(jin)(jin)。榮桂(gui)集團(tuan)已與相關民營企業(ye)進(jin)(jin)行洽談,初步達(da)成(cheng)了(le)混改(gai)(gai)意向。百(bai)礦(kuang)集團(tuan)2019年5月21日與吉(ji)利科技集團(tuan)簽署合(he)(he)作(zuo)協(xie)議,吉(ji)利控股(gu)75%,百(bai)礦(kuang)集團(tuan)的股(gu)東百(bai)色市國(guo)資(zi)(zi)委占(zhan)25%股(gu)份。

二是激(ji)勵約束機(ji)制(zhi)進一(yi)步完善(shan)(shan)。5戶“雙百企業”推(tui)(tui)動(dong)(dong)內(nei)部(bu)三項(xiang)制(zhi)度改革,基本建立起管(guan)理者(zhe)能(neng)上(shang)能(neng)下、員(yuan)工(gong)能(neng)進能(neng)出、收入(ru)能(neng)增能(neng)減的機(ji)制(zhi)。特別是堅持以業績為導向,完善(shan)(shan)績效(xiao)考(kao)核和(he)收入(ru)分(fen)配管(guan)理,推(tui)(tui)動(dong)(dong)各項(xiang)激(ji)勵措施落到實處(chu),真正(zheng)讓(rang)想(xiang)干(gan)(gan)(gan)事(shi)(shi)、能(neng)干(gan)(gan)(gan)事(shi)(shi)、會(hui)干(gan)(gan)(gan)事(shi)(shi)、干(gan)(gan)(gan)成事(shi)(shi)的人有機(ji)會(hui)有舞臺(tai),杜絕“吃大鍋(guo)飯”和(he)平(ping)(ping)均主義,打通“能(neng)者(zhe)上(shang)、平(ping)(ping)者(zhe)讓(rang)、庸者(zhe)下”的渠道。北部(bu)灣港(gang)積極推(tui)(tui)行國有控(kong)股上(shang)市(shi)公司(si)股權激(ji)勵,結合(he)自身實際情況和(he)現行政策(ce)開展股份回購。百礦集團實行工(gong)資(zi)與效(xiao)益聯動(dong)(dong)機(ji)制(zhi),推(tui)(tui)行全(quan)員(yuan)契(qi)約化管(guan)理及崗(gang)位目標考(kao)核,解決干(gan)(gan)(gan)多干(gan)(gan)(gan)少一(yi)個樣的“大鍋(guo)飯”問題,充分(fen)調動(dong)(dong)干(gan)(gan)(gan)部(bu)職工(gong)的積極性(xing)、主動(dong)(dong)性(xing)、能(neng)動(dong)(dong)性(xing)。

三是(shi)法(fa)人治理結構(gou)進(jin)一步(bu)優化(hua)。5戶“雙百企業(ye)”依照法(fa)律法(fa)規和(he)公司章程,規范黨(dang)(dang)委(wei)(wei)(wei)會(hui)(hui)(hui)(hui)、董(dong)(dong)事(shi)(shi)(shi)會(hui)(hui)(hui)(hui)、經理層(ceng)的(de)(de)(de)(de)(de)責(ze)權,強化(hua)權利與責(ze)任對等(deng),保障有(you)效(xiao)履職。進(jin)一步(bu)完善董(dong)(dong)事(shi)(shi)(shi)會(hui)(hui)(hui)(hui)結構(gou),增派(pai)外部(bu)董(dong)(dong)事(shi)(shi)(shi)并完善了(le)相應的(de)(de)(de)(de)(de)專(zhuan)門委(wei)(wei)(wei)員(yuan)會(hui)(hui)(hui)(hui)。把(ba)加強黨(dang)(dang)的(de)(de)(de)(de)(de)領(ling)(ling)導和(he)完善公司治理統一起來(lai),把(ba)黨(dang)(dang)委(wei)(wei)(wei)會(hui)(hui)(hui)(hui)研究討(tao)論作(zuo)為董(dong)(dong)事(shi)(shi)(shi)會(hui)(hui)(hui)(hui)決策的(de)(de)(de)(de)(de)前(qian)置程序,發揮黨(dang)(dang)委(wei)(wei)(wei)的(de)(de)(de)(de)(de)領(ling)(ling)導核(he)心(xin)(xin)和(he)政治核(he)心(xin)(xin)作(zuo)用,做到(dao)把(ba)方(fang)向(xiang)、管(guan)大局、保落(luo)實。柳工(gong)集團(tuan)下(xia)屬(shu)核(he)心(xin)(xin)企業(ye)柳工(gong)股(gu)份董(dong)(dong)事(shi)(shi)(shi)會(hui)(hui)(hui)(hui)結構(gou)為4+4+3的(de)(de)(de)(de)(de)模式(shi),即4名柳工(gong)集團(tuan)和(he)柳工(gong)股(gu)份的(de)(de)(de)(de)(de)董(dong)(dong)事(shi)(shi)(shi)、4名獨立董(dong)(dong)事(shi)(shi)(shi)以及3名外部(bu)董(dong)(dong)事(shi)(shi)(shi),公司董(dong)(dong)事(shi)(shi)(shi)會(hui)(hui)(hui)(hui)的(de)(de)(de)(de)(de)運作(zuo)市場化(hua)、法(fa)治化(hua),切實保障了(le)其他股(gu)東(dong)特別是(shi)中小股(gu)東(dong)的(de)(de)(de)(de)(de)利益。榮桂(gui)集團(tuan)加強董(dong)(dong)事(shi)(shi)(shi)會(hui)(hui)(hui)(hui)專(zhuan)門委(wei)(wei)(wei)員(yuan)會(hui)(hui)(hui)(hui)建設,董(dong)(dong)事(shi)(shi)(shi)會(hui)(hui)(hui)(hui)下(xia)設的(de)(de)(de)(de)(de)戰略(lve)決策委(wei)(wei)(wei)員(yuan)會(hui)(hui)(hui)(hui)、風險控(kong)制委(wei)(wei)(wei)員(yuan)會(hui)(hui)(hui)(hui)、提名與薪酬考(kao)核(he)委(wei)(wei)(wei)員(yuan)會(hui)(hui)(hui)(hui)、預算管(guan)理委(wei)(wei)(wei)員(yuan)會(hui)(hui)(hui)(hui)、審(shen)計委(wei)(wei)(wei)員(yuan)會(hui)(hui)(hui)(hui)等(deng)五(wu)個專(zhuan)門委(wei)(wei)(wei)員(yuan)會(hui)(hui)(hui)(hui)。監(jian)事(shi)(shi)(shi)會(hui)(hui)(hui)(hui)列席(xi)榮桂(gui)集團(tuan)黨(dang)(dang)委(wei)(wei)(wei)會(hui)(hui)(hui)(hui)、董(dong)(dong)事(shi)(shi)(shi)會(hui)(hui)(hui)(hui)等(deng)重大決策會(hui)(hui)(hui)(hui)議(yi),并形成參(can)會(hui)(hui)(hui)(hui)情況報告(gao),對監(jian)事(shi)(shi)(shi)會(hui)(hui)(hui)(hui)會(hui)(hui)(hui)(hui)議(yi)的(de)(de)(de)(de)(de)召開、議(yi)事(shi)(shi)(shi)和(he)表決、會(hui)(hui)(hui)(hui)議(yi)記錄實行(xing)一會(hui)(hui)(hui)(hui)一報制度(du)。

四是初(chu)步建立(li)市(shi)(shi)場化(hua)經營(ying)機(ji)(ji)制。各企業(ye)根據自身發(fa)(fa)(fa)展(zhan)階(jie)段和(he)(he)實(shi)(shi)際情(qing)況(kuang),以(yi)市(shi)(shi)場為(wei)導(dao)向建立(li)和(he)(he)完善(shan)各項(xiang)機(ji)(ji)制。柳工(gong)(gong)(gong)集(ji)團推(tui)行“人(ren)才激(ji)(ji)勵(li)機(ji)(ji)制”,激(ji)(ji)發(fa)(fa)(fa)關鍵人(ren)才活(huo)力(li)(li),在下(xia)屬兩(liang)家子企業(ye)成(cheng)(cheng)功實(shi)(shi)現員工(gong)(gong)(gong)股權激(ji)(ji)勵(li)方(fang)案(限(xian)制性股票的(de)激(ji)(ji)勵(li)方(fang)案),實(shi)(shi)現了(le)(le)廣(guang)西區國有(you)控股上(shang)(shang)市(shi)(shi)公司員工(gong)(gong)(gong)股權激(ji)(ji)勵(li)零(ling)的(de)突破(po)。榮(rong)桂集(ji)團激(ji)(ji)發(fa)(fa)(fa)企業(ye)改革發(fa)(fa)(fa)展(zhan)的(de)內生活(huo)力(li)(li),組織開展(zhan)了(le)(le)中層管(guan)(guan)理(li)(li)人(ren)員競聘上(shang)(shang)崗(gang)工(gong)(gong)(gong)作,形(xing)成(cheng)(cheng)“不(bu)看(kan)(kan)身份、不(bu)看(kan)(kan)級別、只看(kan)(kan)崗(gang)位(wei)、只看(kan)(kan)貢獻”的(de)氛圍,真(zhen)正形(xing)成(cheng)(cheng)“能(neng)者(zhe)(zhe)上(shang)(shang)、平(ping)者(zhe)(zhe)讓(rang)、庸者(zhe)(zhe)下(xia)”的(de)用人(ren)導(dao)向。北(bei)部灣港打破(po)身份差別,建立(li)健(jian)全以(yi)合(he)同(tong)管(guan)(guan)理(li)(li)為(wei)核(he)心、以(yi)崗(gang)位(wei)管(guan)(guan)理(li)(li)為(wei)基礎的(de)用工(gong)(gong)(gong)制度,形(xing)成(cheng)(cheng)人(ren)員能(neng)上(shang)(shang)能(neng)下(xia)、能(neng)進(jin)能(neng)出的(de)制度化(hua)、規范化(hua)的(de)員工(gong)(gong)(gong)退(tui)出渠(qu)道和(he)(he)正常流動機(ji)(ji)制。百礦集(ji)團全面(mian)(mian)推(tui)行經理(li)(li)層成(cheng)(cheng)員任期制和(he)(he)契約(yue)化(hua)管(guan)(guan)理(li)(li),重點規范各類治理(li)(li)主體(ti)權責,逐級實(shi)(shi)現充分、規范、有(you)序(xu)的(de)授權放(fang)權和(he)(he)行權,全面(mian)(mian)提升(sheng)國有(you)企業(ye)運(yun)行效率和(he)(he)市(shi)(shi)場化(hua)、現代化(hua)經營(ying)水平(ping)。

五是歷史遺(yi)留(liu)問題基(ji)(ji)(ji)本解決。5戶企(qi)業(ye)(ye)的(de)(de)辦(ban)社(she)會職能基(ji)(ji)(ji)本移(yi)交(jiao)(jiao)(jiao)(jiao)(jiao)屬(shu)地(di)(di)管理(li),企(qi)業(ye)(ye)辦(ban)學校、醫院、市政設施等已移(yi)交(jiao)(jiao)(jiao)(jiao)(jiao)地(di)(di)方(fang)。建工(gong)集(ji)團(tuan)(tuan)“三(san)供(gong)一(yi)(yi)業(ye)(ye)”移(yi)交(jiao)(jiao)(jiao)(jiao)(jiao)地(di)(di)方(fang)簽(qian)約(yue)率(lv)100%,16187戶簽(qian)訂(ding)了(le)供(gong)水(shui)移(yi)交(jiao)(jiao)(jiao)(jiao)(jiao)改造正式協(xie)(xie)議(yi)(yi), 20270戶簽(qian)訂(ding)了(le)供(gong)電(dian)移(yi)交(jiao)(jiao)(jiao)(jiao)(jiao)改造正式協(xie)(xie)議(yi)(yi),29579戶的(de)(de)物業(ye)(ye)簽(qian)訂(ding)正式移(yi)交(jiao)(jiao)(jiao)(jiao)(jiao)協(xie)(xie)議(yi)(yi),離退(tui)休(xiu)人員(yuan)正在協(xie)(xie)商移(yi)交(jiao)(jiao)(jiao)(jiao)(jiao)地(di)(di)方(fang)管理(li)。柳工(gong)集(ji)團(tuan)(tuan) “三(san)供(gong)一(yi)(yi)業(ye)(ye)”分離移(yi)交(jiao)(jiao)(jiao)(jiao)(jiao)工(gong)作(zuo)基(ji)(ji)(ji)本完成,職工(gong)家屬(shu)區供(gong)水(shui)、供(gong)電(dian)、物業(ye)(ye)管理(li)移(yi)交(jiao)(jiao)(jiao)(jiao)(jiao)的(de)(de)工(gong)作(zuo)完成計劃進度的(de)(de)100%,涉及(ji)物業(ye)(ye)資產無償(chang)劃撥正在辦(ban)理(li)中。桂(gui)集(ji)團(tuan)(tuan)完成了(le)子(zi)公司改制工(gong)作(zuo)及(ji)“三(san)供(gong)一(yi)(yi)業(ye)(ye)”分離移(yi)交(jiao)(jiao)(jiao)(jiao)(jiao)協(xie)(xie)議(yi)(yi)的(de)(de)簽(qian)訂(ding)工(gong)作(zuo),集(ji)團(tuan)(tuan)及(ji)所屬(shu)企(qi)業(ye)(ye)所有退(tui)休(xiu)人員(yuan)統(tong)一(yi)(yi)移(yi)交(jiao)(jiao)(jiao)(jiao)(jiao)所屬(shu)社(she)區實現社(she)會化管理(li)。

六是黨(dang)(dang)的(de)建(jian)(jian)(jian)設(she)(she)進一步加強。5戶(hu)“雙百企(qi)(qi)業”落實黨(dang)(dang)委主體(ti)(ti)責(ze)(ze)任(ren)(ren),抓(zhua)好黨(dang)(dang)組織建(jian)(jian)(jian)設(she)(she),創(chuang)新黨(dang)(dang)建(jian)(jian)(jian)工(gong)(gong)作(zuo)(zuo)載體(ti)(ti),發(fa)揮黨(dang)(dang)組織領導(dao)核心(xin)和(he)政治核心(xin)作(zuo)(zuo)用,在(zai)企(qi)(qi)業管理中把方向、管大局、作(zuo)(zuo)決策(ce)、保(bao)落實。柳工(gong)(gong)集(ji)團本級(ji)和(he)9家下屬全資(zi)或控股(gu)子企(qi)(qi)業完成了“黨(dang)(dang)建(jian)(jian)(jian)入章”的(de)工(gong)(gong)作(zuo)(zuo),集(ji)團黨(dang)(dang)委與28個基層黨(dang)(dang)組織簽訂《全面從嚴治黨(dang)(dang)責(ze)(ze)任(ren)(ren)書(shu)》,明確各基層黨(dang)(dang)組織、負責(ze)(ze)人及領導(dao)班(ban)子在(zai)黨(dang)(dang)建(jian)(jian)(jian)、黨(dang)(dang)風廉政建(jian)(jian)(jian)設(she)(she)和(he)意識形態方面的(de)各項(xiang)工(gong)(gong)作(zuo)(zuo)職責(ze)(ze)。榮(rong)桂集(ji)團根據不同(tong)業務板塊將(jiang)“三會一課” 現場落實到(dao)倉(cang)間(jian)、項(xiang)目建(jian)(jian)(jian)設(she)(she)現場、生產車間(jian),將(jiang)“先鋒崗”建(jian)(jian)(jian)在(zai)糖垛位上(shang)、車間(jian)生產線上(shang)、租賃市場中。北(bei)部灣港以創(chuang)建(jian)(jian)(jian)“北(bei)港藍映(ying)黨(dang)(dang)旗紅(hong)(hong)”黨(dang)(dang)建(jian)(jian)(jian)品牌(pai)和(he)“樹(shu)流動紅(hong)(hong)旗黨(dang)(dang)支部、評(ping)黨(dang)(dang)員先鋒”等活動為載體(ti)(ti),做到(dao)任(ren)(ren)務項(xiang)目化(hua)、項(xiang)目責(ze)(ze)任(ren)(ren)化(hua)、責(ze)(ze)任(ren)(ren)目標(biao)化(hua)。建(jian)(jian)(jian)工(gong)(gong)集(ji)團開(kai)展“支部建(jian)(jian)(jian)在(zai)項(xiang)目上(shang)·黨(dang)(dang)旗飄(piao)在(zai)工(gong)(gong)地上(shang)”主題活動和(he)“黨(dang)(dang)建(jian)(jian)(jian)品牌(pai)創(chuang)建(jian)(jian)(jian)年(nian)”“組織力提升(sheng)年(nian)”品牌(pai)創(chuang)建(jian)(jian)(jian)活動。百礦集(ji)團推進企(qi)(qi)業黨(dang)(dang)建(jian)(jian)(jian)工(gong)(gong)作(zuo)(zuo)融(rong)入決策(ce)、融(rong)入監督(du)、融(rong)入制(zhi)度,確保(bao)企(qi)(qi)業戰線延伸到(dao)哪(na)里,企(qi)(qi)業黨(dang)(dang)組織陣(zhen)地就(jiu)建(jian)(jian)(jian)設(she)(she)到(dao)哪(na)里。
