新興鑄管集團積極打造“人才強企”百年工程

  新興鑄管集團及各企業進一步貫徹落實《集團公司“十一五”人才建設規劃》和《集團公司人才隊伍建設行動指南》,進一步擴大與科研院所聯合培養人才、持續引進人才的路子,積極廣泛地建立應屆畢業生“實習實踐基地”,加快建立健全人才優化機制,特別是各類特殊人才的選拔成長機制,繼續推進三項制度改革,努力提高企業整體素質,不斷滿足企業科學發展的需求,使“人才強企”百年工程扎扎實實地更上了一個新臺階。

  (一)加大了人才引進力度

  新興鑄管集團公司認真貫徹落實“中央企業要保持職工隊伍的相對穩定,盡力做到減薪不減員,歇崗不歇業”的要求,在國際金融危機持續影響的情況下,不僅努力做到不裁員,而且還積極承擔起央企應有的社會責任,并結合集團公司實際,加大了人才引進力度。新興鑄管集團總部機關去年共招聘高校應屆生和社會人員共12人,同時為二級公司招聘了30人,其中包括2名副總經理。新興鑄管集團各企業也加大了人才引進力度。其中,重工天津移山公司共招收大學本科以上員工20人;際華5302公司招聘了26名應屆大學生;際華3543公司在去年招聘和引進各類專業人員21人的同時,又為今年提前招聘了25名大學生;際華7555公司還被新疆自治區認定為“自治區級再就業基地”;重工7445公司等相對困難企業也努力通過多方渠道吸納人才,并在人才引進、培養方面與當地院校開展了合作。

  (二)拓寬了人才培養平臺

  一是成立了新興鑄管集團人才學院,為開展大規模培訓拓寬了平臺,建立了基地。新興鑄管集團依托人才學院針對不同層次、業務和崗位人員,先后舉辦了16期培訓班,培訓人員總數達到了1200人,基本上實現了全年不間斷培訓。二是擴大了與科研院所聯合培養人才、持續引進人才的路子。與北京科技大學合作開展了EMBA培訓,進一步拓展了中高層管理人員的培訓形式與培訓內容,與北京科技大學、對外經濟貿易大學、共青團中央等單位合作建立高層次人才培養基地、研究生教育基地、就業實習基地和青年就業創業見習基地等。新興重工還利用京津區域優勢打造人才儲備基地。際華3542公司基層單位領導和際華5302公司部門分管領導還分別與各自新進大學生分別簽訂《師徒幫教協議書》和《大學生代為培養協議》,積極為大學生成才鋪路搭梯。三是進一步增加了集團公司總部機關人員到企業學習鍛煉,學習鍛煉人數占機關部室人數的近1/7。

  (三)完善了人才制度規劃

  一是(shi)制(zhi)(zhi)定(ding)(ding)了(le)(le)《集團公(gong)司(si)人(ren)才建設三(san)年(nian)滾(gun)動規(gui)(gui)劃》,出臺下(xia)發(fa)了(le)(le)《公(gong)開招聘暫(zan)行管理(li)辦(ban)法試行》,《總(zong)部(bu)機(ji)關(guan)員(yuan)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)考勤(qin)暫(zan)行規(gui)(gui)定(ding)(ding)》,《首(shou)席人(ren)才評(ping)(ping)選工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)作(zuo)指引(yin)》、《總(zong)部(bu)機(ji)關(guan)員(yuan)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)業(ye)績評(ping)(ping)價暫(zan)行規(gui)(gui)定(ding)(ding)》、《職稱評(ping)(ping)定(ding)(ding)管理(li)制(zhi)(zhi)度(du)(du)》、《教(jiao)育培(pei)訓(xun)(xun)管理(li)辦(ban)法試行》、《工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)資總(zong)額(e)預(yu)算管理(li)指導意見》《2009年(nian)科技人(ren)員(yuan)的薪酬分配標準》等(deng),推(tui)進(jin)(jin)了(le)(le)三(san)項制(zhi)(zhi)度(du)(du)改革。新(xin)興鑄(zhu)管集團二、三(san)級公(gong)司(si)在完善(shan)(shan)制(zhi)(zhi)定(ding)(ding)《企業(ye)人(ren)才建設工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)作(zuo)規(gui)(gui)劃》和《2009年(nian)人(ren)才工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)作(zuo)計(ji)劃》的同時,也(ye)建立(li)了(le)(le)一批很有針對性(xing)的人(ren)才工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)作(zuo)措施制(zhi)(zhi)度(du)(du)。如重工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)3611公(gong)司(si)出臺了(le)(le)《首(shou)席人(ren)才評(ping)(ping)選管理(li)細則》;際華3523公(gong)司(si)還(huan)在工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)技術人(ren)員(yuan)中通過公(gong)開招聘的方(fang)(fang)式對每項產(chan)品(pin)實施“首(shou)席工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)師(shi)”負責制(zhi)(zhi);際華新(xin)四(si)五(wu)在制(zhi)(zhi)定(ding)(ding)完善(shan)(shan)《2009年(nian)人(ren)才培(pei)訓(xun)(xun)方(fang)(fang)案》的基礎上,還(huan)建立(li)健全了(le)(le)《黨(dang)委中心組學(xue)習制(zhi)(zhi)度(du)(du)》、《管理(li)人(ren)員(yuan)學(xue)習制(zhi)(zhi)度(du)(du)》和《員(yuan)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)培(pei)訓(xun)(xun)制(zhi)(zhi)度(du)(du)》等(deng)相關(guan)制(zhi)(zhi)度(du)(du);中新(xin)聯和際華3521還(huan)進(jin)(jin)一步(bu)深化了(le)(le)人(ren)事制(zhi)(zhi)度(du)(du)改革,開展(zhan)了(le)(le)內部(bu)競聘工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)作(zuo),優化了(le)(le)人(ren)才培(pei)養(yang)機(ji)制(zhi)(zhi)。二是(shi)推(tui)進(jin)(jin)了(le)(le)核(he)心業(ye)務流(liu)程(cheng)再造工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)作(zuo),評(ping)(ping)審了(le)(le)總(zong)部(bu)機(ji)關(guan)各(ge)管理(li)業(ye)務流(liu)程(cheng)并匯編成冊。三(san)是(shi)推(tui)進(jin)(jin)了(le)(le)人(ren)力(li)資源信息(xi)化工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)作(zuo),為進(jin)(jin)一步(bu)提高人(ren)才工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)作(zuo)質(zhi)量和效率(lv)提供了(le)(le)保障。
