日前,由寶鋼(gang)(gang)(gang)(gang)(gang)集(ji)(ji)團公司工會(hui)(hui)牽頭擬訂的《寶鋼(gang)(gang)(gang)(gang)(gang)集(ji)(ji)團有限公司職工民主(zhu)管理(li)基本制(zhi)(zhi)度(征(zheng)求(qiu)意(yi)見(jian)稿)》,提交(jiao)寶鋼(gang)(gang)(gang)(gang)(gang)集(ji)(ji)團職代(dai)(dai)會(hui)(hui)二屆(jie)一(yi)次(ci)聯席會(hui)(hui)議討論(lun)審議,并計劃于(yu)10月(yue)提交(jiao)寶鋼(gang)(gang)(gang)(gang)(gang)集(ji)(ji)團公司董事會(hui)(hui)審定。這是寶鋼(gang)(gang)(gang)(gang)(gang)首次(ci)制(zhi)(zhi)訂職工民主(zhu)管理(li)基本制(zhi)(zhi)度,這也開(kai)創了國有企(qi)業(ye)在現代(dai)(dai)企(qi)業(ye)制(zhi)(zhi)度下推進職工民主(zhu)管理(li)制(zhi)(zhi)度建(jian)設的先(xian)河。
去年(nian)1月(yue),國(guo)(guo)務(wu)院國(guo)(guo)資(zi)(zi)委(wei)把“探索現代企(qi)(qi)(qi)業(ye)制度(du)下(xia)職(zhi)工(gong)(gong)民主管理的(de)(de)(de)(de)有(you)效途徑”這一重要命題(ti)(ti)(ti)(ti)的(de)(de)(de)(de)研究(jiu)任務(wu)下(xia)達給寶(bao)鋼。為(wei)此,寶(bao)鋼專(zhuan)門(men)成立(li)了(le)(le)課題(ti)(ti)(ti)(ti)組,著手開展工(gong)(gong)作(zuo)。課題(ti)(ti)(ti)(ti)以國(guo)(guo)有(you)企(qi)(qi)(qi)業(ye)中(zhong)(zhong)的(de)(de)(de)(de)中(zhong)(zhong)央(yang)企(qi)(qi)(qi)業(ye)為(wei)主要研究(jiu)對象(xiang),以《憲法(fa)》、《公司法(fa)》、《勞動法(fa)》、《企(qi)(qi)(qi)業(ye)國(guo)(guo)有(you)資(zi)(zi)產法(fa)》等(deng)為(wei)法(fa)律依據,結合寶(bao)鋼職(zhi)工(gong)(gong)民主管理的(de)(de)(de)(de)具體實踐為(wei)參(can)考模型(xing)。期間在(zai)京、滬兩地先(xian)后五次召開專(zhuan)家咨詢會(hui),聽取(qu)全(quan)國(guo)(guo)總工(gong)(gong)會(hui)、中(zhong)(zhong)國(guo)(guo)勞動關(guan)(guan)系學院、國(guo)(guo)資(zi)(zi)委(wei)研究(jiu)中(zhong)(zhong)心、上海市(shi)總工(gong)(gong)會(hui)等(deng)有(you)關(guan)(guan)專(zhuan)家意(yi)見。在(zai)國(guo)(guo)資(zi)(zi)委(wei)群工(gong)(gong)局的(de)(de)(de)(de)主持下(xia),課題(ti)(ti)(ti)(ti)組還專(zhuan)門(men)聽取(qu)了(le)(le)鞍(an)鋼、武鋼等(deng)中(zhong)(zhong)央(yang)企(qi)(qi)(qi)業(ye)有(you)關(guan)(guan)領導的(de)(de)(de)(de)意(yi)見;在(zai)寶(bao)鋼內部也多次組織有(you)關(guan)(guan)專(zhuan)業(ye)人員座談征求意(yi)見,寶(bao)鋼董事會(hui)和黨委(wei)常委(wei)會(hui)也先(xian)后聽取(qu)了(le)(le)課題(ti)(ti)(ti)(ti)匯報。歷時一年(nian)半,課題(ti)(ti)(ti)(ti)順(shun)利結題(ti)(ti)(ti)(ti)。課題(ti)(ti)(ti)(ti)的(de)(de)(de)(de)研究(jiu)成果得到國(guo)(guo)務(wu)院國(guo)(guo)資(zi)(zi)委(wei)領導以及專(zhuan)家評(ping)審委(wei)員會(hui)的(de)(de)(de)(de)高度(du)評(ping)價(jia)。
據悉,《寶鋼集(ji)團有限公(gong)司(si)職(zhi)(zhi)(zhi)工(gong)(gong)民(min)(min)(min)主(zhu)管理基本(ben)制(zhi)度(du)(征求意(yi)見稿)》由總則、職(zhi)(zhi)(zhi)工(gong)(gong)民(min)(min)(min)主(zhu)管理的基本(ben)方(fang)式、職(zhi)(zhi)(zhi)工(gong)(gong)民(min)(min)(min)主(zhu)管理的基本(ben)制(zhi)度(du)、組織保(bao)障和(he)制(zhi)度(du)保(bao)障、附則五部分組成,約有110項(xiang)條款(kuan),明確了(le)職(zhi)(zhi)(zhi)工(gong)(gong)民(min)(min)(min)主(zhu)管理是以職(zhi)(zhi)(zhi)工(gong)(gong)參(can)與管理、參(can)與協商為(wei)基本(ben)方(fang)式,以自主(zhu)管理制(zhi)度(du)、職(zhi)(zhi)(zhi)工(gong)(gong)代表大(da)會制(zhi)度(du)、職(zhi)(zhi)(zhi)工(gong)(gong)董事和(he)監事制(zhi)度(du)為(wei)基本(ben)制(zhi)度(du),以組織領導(dao)和(he)制(zhi)度(du)管理為(wei)基本(ben)保(bao)證的職(zhi)(zhi)(zhi)工(gong)(gong)參(can)與企業決策、管理和(he)監督的活(huo)動(dong)。
