核(he)心舉措:2009年(nian)(nian)上(shang)半年(nian)(nian),通過資金集中管理一項措施,中航工業集團公(gong)司就節(jie)約財(cai)務(wu)費(fei)(fei)用1億元以(yi)上(shang),預計全年(nian)(nian)可節(jie)約財(cai)務(wu)費(fei)(fei)用3億元。
面對國際金(jin)融危(wei)機帶來的不(bu)利影響,中航(hang)工業(ye)集團公司在(zai)保(bao)科研、保(bao)生產,加大市場開拓力度的同(tong)時,通過(guo)大力推進資金(jin)集中管理、積極拓寬(kuan)融資渠(qu)道、清(qing)理內部三角債、統一保(bao)險管理等一系列措(cuo)施,挖潛(qian)節支,向管理要效(xiao)益,增強抵御危(wei)機的能力。
今年以來,通過加(jia)大政策(ce)宣傳力度(du)、對成員單位銀行(xing)(xing)賬戶的保留數(shu)量進行(xing)(xing)額度(du)管(guan)理(li)、開展資(zi)(zi)金集中專項檢(jian)查等一(yi)系列措(cuo)施(shi),集團公(gong)司資(zi)(zi)金集中工作取得一(yi)定成效。2009年上半年,通過資(zi)(zi)金集中管(guan)理(li)共為集團公(gong)司節約(yue)財(cai)務費用(yong)1億(yi)元以上,預計(ji)全年可節約(yue)財(cai)務費用(yong)3億(yi)元。
中(zhong)(zhong)(zhong)航工業(ye)集團公(gong)(gong)司(si)制定了“3個三分(fen)之(zhi)一”融(rong)(rong)資(zi)(zi)(zi)結(jie)構調整目(mu)(mu)標(biao)———即內(nei)部融(rong)(rong)資(zi)(zi)(zi)、銀(yin)行(xing)(xing)(xing)(xing)貸(dai)(dai)款、債券(quan)類融(rong)(rong)資(zi)(zi)(zi)在(zai)(zai)集團公(gong)(gong)司(si)債務融(rong)(rong)資(zi)(zi)(zi)總額中(zhong)(zhong)(zhong)各占三分(fen)之(zhi)一。一是在(zai)(zai)大力推進(jin)資(zi)(zi)(zi)金集中(zhong)(zhong)(zhong)工作的(de)(de)(de)基礎上(shang),充分(fen)發揮集團公(gong)(gong)司(si)金融(rong)(rong)平臺(tai)———財務公(gong)(gong)司(si)和租賃公(gong)(gong)司(si)的(de)(de)(de)作用(yong),提高內(nei)部融(rong)(rong)資(zi)(zi)(zi)在(zai)(zai)成員(yuan)單位(wei)融(rong)(rong)資(zi)(zi)(zi)結(jie)構中(zhong)(zhong)(zhong)的(de)(de)(de)比重。二是進(jin)一步加強與各大銀(yin)行(xing)(xing)(xing)(xing)的(de)(de)(de)戰略(lve)合作,利用(yong)集團公(gong)(gong)司(si)的(de)(de)(de)整體信用(yong)優勢(shi),爭取更(geng)為優惠的(de)(de)(de)貸(dai)(dai)款資(zi)(zi)(zi)金,盡可能降低融(rong)(rong)資(zi)(zi)(zi)成本(ben)。截至2009年(nian)6月(yue)末,集團公(gong)(gong)司(si)與12家銀(yin)行(xing)(xing)(xing)(xing)建立了戰略(lve)合作關系,共獲(huo)得綜合授(shou)信額度3360億元(yuan)。目(mu)(mu)前(qian),集團公(gong)(gong)司(si)已經啟(qi)動了第一期(qi)(qi)以(yi)統(tong)借統(tong)還方式向銀(yin)行(xing)(xing)(xing)(xing)集中(zhong)(zhong)(zhong)籌措(cuo)資(zi)(zi)(zi)金的(de)(de)(de)試點工作。三是積極拓展融(rong)(rong)資(zi)(zi)(zi)渠道,加大短期(qi)(qi)融(rong)(rong)資(zi)(zi)(zi)券(quan)、中(zhong)(zhong)(zhong)期(qi)(qi)票據、企(qi)業(ye)債券(quan)的(de)(de)(de)融(rong)(rong)資(zi)(zi)(zi)力度,調整負債結(jie)構,降低財務費用(yong),減少“短貸(dai)(dai)長投”現象。
集團公司(si)還從內(nei)部源頭(tou)抓起,認真梳(shu)理內(nei)部債務鏈,開(kai)展內(nei)部“三角債”專項清(qing)理工作,共清(qing)理內(nei)部欠款近(jin)60億元,節(jie)約財務費用約3億元。
為(wei)加(jia)強風險管(guan)理,中航工(gong)業(ye)集(ji)團(tuan)(tuan)公司在前期充分調研(yan)的基礎上,從今(jin)年4月1日起開始在全集(ji)團(tuan)(tuan)范圍內實行保險業(ye)務(wu)集(ji)中管(guan)理,并(bing)確立(li)了“統(tong)(tong)一招標、統(tong)(tong)一出單、統(tong)(tong)一代理、自愿選擇”的統(tong)(tong)一保險管(guan)理,使得集(ji)團(tuan)(tuan)公司平均保險費率下(xia)降(jiang)幅度(du)達(da)25%以上。
