充分發揮了大(da)范圍(wei)長距離資源優(you)化配置(zhi)的(de)作用(yong),有力促進(jin)了北(bei)方(fang)火電和(he)南方(fang)水電資源的(de)合理(li)利用(yong),這是1000千(qian)伏特高壓(ya)交流(liu)試驗示范工程(cheng)自1月6日正(zheng)式投入商業運行以(yi)來(lai)展現的(de)聯網(wang)效(xiao)益。截至(zhi)6月30日,該工程(cheng)已累計輸送南水北(bei)火互(hu)濟(ji)電量43.2億(yi)千(qian)瓦時,使華北(bei)、華中電網(wang)形(xing)成(cheng)較(jiao)為堅強的(de)聯系,特高壓(ya)電網(wang)水火互(hu)濟(ji)資源配置(zhi)優(you)勢(shi)初步顯現。
半年來(lai),特高(gao)壓(ya)交流試驗示范工程經受了2月(yue)份暴風雪和3~6月(yue)多次大風雷雨等惡劣氣象條(tiao)件(jian)的(de)考驗,始終保持平穩(wen)運(yun)行(xing)。枯(ku)水期間,特高(gao)壓(ya)電(dian)(dian)(dian)網以低于湖北省新建火電(dian)(dian)(dian)機組平均上網電(dian)(dian)(dian)價(jia)0.04117元/千(qian)(qian)瓦(wa)時(shi)的(de)價(jia)格,累計從(cong)山西省向華中(zhong)電(dian)(dian)(dian)網送(song)電(dian)(dian)(dian)33.14億(yi)千(qian)(qian)瓦(wa)時(shi),日(ri)最大電(dian)(dian)(dian)力199.48萬(wan)千(qian)(qian)瓦(wa);南方汛期,特高(gao)壓(ya)電(dian)(dian)(dian)網改從(cong)華中(zhong)地(di)區向華北地(di)區輸送(song)清(qing)潔水電(dian)(dian)(dian),截至6月(yue)30日(ri),累計輸送(song)電(dian)(dian)(dian)能10.06億(yi)千(qian)(qian)瓦(wa)時(shi),日(ri)最大電(dian)(dian)(dian)力183.00萬(wan)千(qian)(qian)瓦(wa)。
半年來,特高壓(ya)電(dian)網在互(hu)為備用、錯峰調(diao)峰、水(shui)火互(hu)濟、減少棄水(shui)量、優化(hua)能源(yuan)資源(yuan)配(pei)置、提高電(dian)能經(jing)濟社(she)會效益(yi)、優化(hua)終端(duan)能源(yuan)消費結(jie)構等方(fang)面,取得(de)了顯著社(she)會效益(yi)和經(jing)濟效益(yi)。
來自山西(xi)省電(dian)(dian)(dian)(dian)力公司的測算表明,特高(gao)(gao)壓(ya)(ya)輸(shu)(shu)電(dian)(dian)(dian)(dian)緩解了(le)(le)公路、鐵路輸(shu)(shu)煤(mei)(mei)(mei)壓(ya)(ya)力。按山西(xi)省調電(dian)(dian)(dian)(dian)廠上半(ban)年平(ping)均供電(dian)(dian)(dian)(dian)煤(mei)(mei)(mei)耗(hao)355克/千(qian)瓦(wa)(wa)時(shi)折算,33.14億千(qian)瓦(wa)(wa)時(shi)的“北(bei)電(dian)(dian)(dian)(dian)南(nan)送”電(dian)(dian)(dian)(dian)量(liang),需就地轉化(hua)(hua)原(yuan)煤(mei)(mei)(mei)176.47萬(wan)(wan)噸(dun),相(xiang)(xiang)當(dang)于減(jian)少(shao)輸(shu)(shu)送原(yuan)煤(mei)(mei)(mei)車皮2.94萬(wan)(wan)個(ge),且有(you)效(xiao)減(jian)輕了(le)(le)環(huan)境污(wu)染。受國際金融危機影響,山西(xi)省1~5月份全社會用電(dian)(dian)(dian)(dian)量(liang)同(tong)(tong)比(bi)下降13.95%,但同(tong)(tong)期(qi)發電(dian)(dian)(dian)(dian)量(liang)同(tong)(tong)比(bi)僅(jin)下降5.63%,特高(gao)(gao)壓(ya)(ya)輸(shu)(shu)電(dian)(dian)(dian)(dian)促進了(le)(le)山西(xi)富余(yu)電(dian)(dian)(dian)(dian)量(liang)的消(xiao)納,有(you)效(xiao)提高(gao)(gao)了(le)(le)火電(dian)(dian)(dian)(dian)機組利用小時(shi)數。特高(gao)(gao)壓(ya)(ya)“南(nan)電(dian)(dian)(dian)(dian)北(bei)送”的10.06億千(qian)瓦(wa)(wa)時(shi)電(dian)(dian)(dian)(dian)量(liang),相(xiang)(xiang)當(dang)于節約(yue)標準煤(mei)(mei)(mei)35.72萬(wan)(wan)噸(dun),減(jian)排(pai)二氧(yang)化(hua)(hua)碳20萬(wan)(wan)噸(dun),相(xiang)(xiang)當(dang)于煤(mei)(mei)(mei)炭脫硫(liu)后減(jian)排(pai)二氧(yang)化(hua)(hua)硫(liu)286噸(dun),整個(ge)汛期(qi)預計可節約(yue)標準煤(mei)(mei)(mei)近(jin)百萬(wan)(wan)噸(dun),同(tong)(tong)時(shi)使華中富余(yu)清(qing)潔水電(dian)(dian)(dian)(dian)在更大范圍(wei)內(nei)得到及(ji)時(shi)高(gao)(gao)效(xiao)的配置。
特(te)高壓電(dian)(dian)網(wang)能取(qu)得巨大的聯網(wang)效益(yi),原因在于我國地域(yu)遼(liao)闊(kuo),不同地區(qu)負荷(he)特(te)性、電(dian)(dian)源結構差(cha)(cha)異(yi)較大。國家電(dian)(dian)網(wang)北京經濟技術(shu)研(yan)究(jiu)院(yuan)專(zhuan)家說,到2020年,隨著特(te)高壓電(dian)(dian)網(wang)不斷發展,可(ke)以(yi)有效減(jian)少(shao)備用容(rong)量,從(cong)而至少(shao)減(jian)少(shao)裝機容(rong)量2000萬千瓦,節約電(dian)(dian)源建設投資約800億元;由于地區(qu)煤(mei)價差(cha)(cha)異(yi),全國聯網(wang)方式(shi)與區(qu)域(yu)電(dian)(dian)網(wang)單獨(du)運行相比(bi),燃(ran)煤(mei)成本(ben)也可(ke)大大降低。
目前,特高(gao)(gao)壓工程正為(wei)滿足今夏華(hua)北、華(hua)中地區用電(dian)(dian)需(xu)(xu)求作(zuo)出貢獻。6月,電(dian)(dian)網(wang)全(quan)面進入夏季大負荷時期,華(hua)北、華(hua)中電(dian)(dian)網(wang)及其轄內9個省(sheng)級電(dian)(dian)網(wang)最大負荷均創新高(gao)(gao)。國家電(dian)(dian)網(wang)公司將(jiang)密切(qie)跟(gen)蹤電(dian)(dian)力需(xu)(xu)求趨勢變化,提高(gao)(gao)負荷預測(ce)的科學性(xing)和準確(que)性(xing),不斷優化電(dian)(dian)網(wang)運行方(fang)式(shi),充(chong)分發揮(hui)特高(gao)(gao)壓工程在跨區電(dian)(dian)力交易中的重要(yao)作(zuo)用。
