2月16日,中國石油2009年將以(yi)集團(tuan)公司首(shou)次網上招(zhao)標采(cai)(cai)購(gou)為契(qi)機,通過規(gui)范運(yun)作(zuo)流程,實施“兩庫(ku)、三網、四(si)個體系”建設,積極(ji)推(tui)動(dong)建立具(ju)有(you)石油特色的(de)集中采(cai)(cai)購(gou)運(yun)行和(he)操(cao)作(zuo)體系,努力形成采(cai)(cai)購(gou)監管與執行之間運(yun)作(zuo)協調、良性互動(dong)的(de)局面。
物(wu)資(zi)(zi)(zi)采(cai)(cai)(cai)(cai)(cai)購中心(xin)將結合自身(shen)實際,在物(wu)資(zi)(zi)(zi)采(cai)(cai)(cai)(cai)(cai)購管(guan)(guan)理部的統籌(chou)安排下,擴大(da)集(ji)采(cai)(cai)(cai)(cai)(cai)覆(fu)蓋面,做大(da)集(ji)采(cai)(cai)(cai)(cai)(cai)規(gui)模,按照一級(ji)采(cai)(cai)(cai)(cai)(cai)購物(wu)資(zi)(zi)(zi)目錄,配合管(guan)(guan)理部門編(bian)制好(hao)采(cai)(cai)(cai)(cai)(cai)購計劃(hua),實現(xian)應(ying)采(cai)(cai)(cai)(cai)(cai)盡采(cai)(cai)(cai)(cai)(cai),力(li)爭集(ji)采(cai)(cai)(cai)(cai)(cai)規(gui)模有較大(da)突破。同時,制定(ding)配套(tao)的內(nei)部物(wu)資(zi)(zi)(zi)采(cai)(cai)(cai)(cai)(cai)購業務(wu)管(guan)(guan)理制度、實施細則和(he)相應(ying)的業務(wu)流程(cheng),按照規(gui)范化、程(cheng)序(xu)化、標準(zhun)化的要求(qiu),組織(zhi)編(bian)制規(gui)范的招標手(shou)冊、采(cai)(cai)(cai)(cai)(cai)購手(shou)冊,充分(fen)體現(xian)公開、公平、公正原則。
2009年,物資采(cai)(cai)購(gou)中(zhong)心(xin)“兩庫、三網、四(si)個(ge)體(ti)系(xi)(xi)”建(jian)(jian)(jian)設(she)將是(shi)(shi)運作流程(cheng)(cheng)規范化建(jian)(jian)(jian)設(she)的重點(dian)。“兩庫”是(shi)(shi)指:建(jian)(jian)(jian)立集(ji)中(zhong)采(cai)(cai)購(gou)信(xin)息庫,收集(ji)采(cai)(cai)購(gou)過程(cheng)(cheng)中(zhong)文檔資料和重要信(xin)息,構筑集(ji)采(cai)(cai)業務基礎;配(pei)合(he)集(ji)團(tuan)公(gong)司有關部(bu)門建(jian)(jian)(jian)立評審專(zhuan)家庫,規范評審專(zhuan)家執業行為,提(ti)高采(cai)(cai)購(gou)工作質(zhi)量。“三網”是(shi)(shi)指:建(jian)(jian)(jian)立公(gong)司業務管(guan)理信(xin)息系(xi)(xi)統,注(zhu)重效(xiao)率與規范,提(ti)升管(guan)理水平;擴大交易功能(neng),提(ti)高承載能(neng)力,完(wan)善“能(neng)源一(yi)號網”電(dian)子(zi)平臺建(jian)(jian)(jian)設(she);配(pei)合(he)有關部(bu)門建(jian)(jian)(jian)設(she)集(ji)團(tuan)公(gong)司物資采(cai)(cai)購(gou)管(guan)理信(xin)息網,發(fa)揮規模優勢,降低集(ji)團(tuan)化運營成本。“四(si)個(ge)體(ti)系(xi)(xi)”是(shi)(shi)指:建(jian)(jian)(jian)立和完(wan)善采(cai)(cai)購(gou)項目論(lun)證體(ti)系(xi)(xi)、服務跟蹤考評體(ti)系(xi)(xi)、績效(xiao)考評體(ti)系(xi)(xi)、上(shang)下聯動工作體(ti)系(xi)(xi)。
