1月8日至9日,中國電力工程顧問集團公司(以下簡稱中電工程)在長春召開2009年工作會議暨一屆一次職代會。會議確定集團公司2009年工作總體思路:認真分析國際金融危機對國際和國內市場的影響,適應市場形勢變化,堅定信心,優化結構,突出重點,扎實工作。一心一意謀發展、全心全意抓經營,大力提高生產能力,大力推進科技創新,大力提升信息化水平,著力提高集團化運作水平,著力提高管理能力,著力完善風險防控管理,不斷增強企業核心競爭力。保增長,保效益,保安全,保穩定,促發展,全面完成2009年各項任務,實現集團公司平穩較快發展。國務院國有重點大型企業監事會主席路耀華,中電工程領導出席會議,總部各部門負責人、所屬各單位負責人、職工代表參加了會議。
會上,中電工程總經理、黨組書記汪建平傳達了中央企業負責人會議精神,并作了題為《堅定信心扎實工作為實現集團公司平穩較快發展而努力奮斗》的工作報告。2008年,中電工程面對嚴峻的國際、國內經濟形勢和災害考驗,深入貫徹落實科學發展觀,經過艱苦努力,取得了新的成績。在抗擊自然災害中,共投入人力9283人?天,完成專題報告127份,出版圖紙998卷冊、26930張,開展冰害調查2000余人次,收集觀冰資料1500份,參與電網標準修訂和災后恢復重建規劃編制工作,為取得抗災救災的全面勝利做出了積極貢獻。在生產經營中,中電工程承擔的我國首臺百萬千瓦機組銅陵電廠EPC工程等一批大型總承包項目開工建設。中標設計了世界上首臺百萬超超臨界空冷機組--華電寧夏靈武二期2×100萬千瓦超超臨界機組工程等一批百萬千瓦USC機組、特高壓交直流輸電、IGCC發電、核電、風電等國家重點工程項目。承接了目前我國最大境外工程—印度莎圣超大規模6×66萬千瓦機組BTG項目。獲得國家、省部級及行業獎項195項,《超超臨界燃煤發電技術的研發和應用》、《我國第一條750千伏輸變電示范工程及其關鍵技術研究》獲國家科技進步一等獎,《恰希瑪核電工程技術研究設計》獲國家科技進步二等獎。《30萬千瓦 CFB 鍋爐機組工程示范及國產化工程技術研究》等14個項目獲中國電力科學技術獎。晉東南—南陽—荊門1000千伏輸電線路工程設計、鄒縣電廠四期工程1.2萬平方米超大型冷卻塔等31個項目創世界、亞洲及國內設計新紀錄。憑借良好的經營業績和資產質量,集團公司再次進入《美國工程新聞記錄》(ENR)“全球150強工程設計商”和“國際200強工程設計商”行列,排名較去年又有提升。榮獲2008年度中國服務業500強,列第145位。集團公司及七個子企業均獲得全國電力行業首批AAA級信用企業。各設計院都取得了國家頒發的工程設計綜合資質。
中(zhong)電(dian)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)程提出了2009年的四(si)項(xiang)重(zhong)點工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)作(zuo)和四(si)項(xiang)保障(zhang)措施。一是下(xia)大(da)力(li)氣抓好(hao)經(jing)營(ying)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)作(zuo),通過不斷拓展經(jing)營(ying)領域、不斷調整經(jing)營(ying)結構、不斷提高(gao)(gao)經(jing)營(ying)層次(ci),力(li)爭(zheng)(zheng)在(zai)逆境(jing)中(zhong)獲得更好(hao)的發展。二是下(xia)大(da)力(li)氣抓好(hao)生產(chan)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)作(zuo),繼續做好(hao)規(gui)劃(hua)研(yan)究及新技(ji)術(shu)在(zai)發電(dian)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)程中(zhong)的推廣應用工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)作(zuo),組織好(hao)特(te)高(gao)(gao)壓電(dian)網(wang)和跨(kua)區電(dian)網(wang)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)程項(xiang)目,進(jin)(jin)一步(bu)加(jia)強(qiang)和改善現(xian)場服務,為(wei)客(ke)戶創(chuang)造(zao)更多價值。三(san)是下(xia)大(da)力(li)氣抓好(hao)科(ke)技(ji)創(chuang)新工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)作(zuo),重(zhong)點做好(hao)集團公(gong)司(si)科(ke)技(ji)發展規(gui)劃(hua)的修編工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)作(zuo),抓好(hao) “十(shi)一五(wu)”國家科(ke)技(ji)支撐(cheng)計劃(hua)重(zhong)大(da)科(ke)技(ji)項(xiang)目研(yan)究工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)作(zuo),進(jin)(jin)一步(bu)做好(hao)標準化(hua)(hua)(hua)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)作(zuo),提高(gao)(gao)集團公(gong)司(si)科(ke)技(ji)成果共享水平,實現(xian)科(ke)技(ji)創(chuang)新的新突(tu)破。四(si)是下(xia)大(da)力(li)氣抓好(hao)信息化(hua)(hua)(hua)建設工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)作(zuo),以信息化(hua)(hua)(hua)建設帶動各(ge)項(xiang)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)作(zuo)上(shang)水平上(shang)層次(ci),構建企業(ye)核(he)心競爭(zheng)(zheng)能(neng)力(li)。針對(dui)2009年企業(ye)的各(ge)項(xiang)重(zhong)點工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)作(zuo),中(zhong)電(dian)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)程提出了加(jia)強(qiang)集團化(hua)(hua)(hua)運(yun)作(zuo)、加(jia)強(qiang)企業(ye)管理、加(jia)強(qiang)風險的防范(fan)和控制(zhi)、加(jia)強(qiang)和改進(jin)(jin)黨(dang)建工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)作(zuo)等四(si)項(xiang)保障(zhang)措施。
